in Asia” [Time] August 3 to 5, 2010 [Place] JICA-Chugoku international center seminar room [Theme] “Peacebuilding and Security Sector Governance in Asia” [Language] English [Outline]

The 1st HiPeC Practitioner's seminar titled “Security Sector Governance and Peacebuilding in Asia” was held for three days from August 3- 5. 12 guest scholars delivered lectures on the problem of governance of security section in the context of Asia, which covered the case studies of Philippines, Thailand, Indonesia, East Timor, Sri Lanka, and Nepal. It was a vibrant gathering that dealt with the difficulties and the peculiarities of security sectors and their roles in building peace in Asian context.

■The 2nd HiPeC Practitioners Seminar “The Voice from AFGHANISTAN -Dialogue with Hiroshima People about Peace Revival” [Time] December 6, 2010

[Outline] Two native guests who continue the peace revival activities at grass-roots level were invited from Afghanistan to Hiroshima. Mr. Amir Foladi engages in the preservation activity for stone statue of Buddha in Bamiyan. Mr. Islam engages as a lecturer for many years in local Islamic school. Although Afghanistan society is very often portrayed as an entirely war-torn country, people have developed cultural activities on the basis of “local relation” for reviving peace at grass-roots level of the society. The seminar was divided into two sessions. The first session was for researcher and practitioner and the second session for general audience of Hiroshima. Especially, in the 2nd session, the raw voice of our guests was translated simultaneously by native interpreter into Japanese. Many insightful responses from audiences were addressed.

■The 23th HiPeC Seminar “Peacebuilding of Nepal” [Time] July 23, 2010 [Place] Large Conference Room, IDEC, Hiroshima University [Speakers] Chigumi Sato (Researcher of Secretariat of the International Peace Cooperation Headquarters, Cabinet Office),

Keiichi Hashimoto (Senior Advisor to JICA) [Language] Japanese [Outline] The “HiPeC Peacebuilding Research Seminar” is the general term that integrated two kinds of Seminars: the “HiPeC Seminar” and the “HiPeC in-house Seminar”. The first HiPeC Seminar in the current project that focused on “Peacebuilding of Nepal” was held on July 23 and this was the 23rd seminar from the last project (HiPeC-I). We had two speakers, Ms. Chigumi Sato (Researcher of Secretariat of the International Peace Cooperation Headquarters, Cabinet Office) and Mr. Keiichi Hashimoto (Senior Advisor to JICA), who presented very thoughtful discussion about the Peacebuilding of “DDR” and “democratization” in Nepal.

■The 24th HiPeC Seminar “The Ethnic Group and Nation-State Involving Peace Building”

[Time] September 17, 2010 [Place] IDE-JETRO (Chiba pref.) [Speakers] Etsuyo ARAI(IDE-JETRO)

Yusuke BESSHO(HiPeC Research Fellow) [Language] Japanese [Outline] The 24th HiPeC Seminar ended successfully

at IDE-JETRO (Chiba pref.) on Sep. 17, and the theme “The Ethnic Group and Nation-State Involving Peace Building” was discussed comprehensively in the context of conflict

resolution which related with the centrifugal separation of minority and centralized policy of Nation State in the cases of Sri-Lanka and Tibet by two speakers, Ms. Etsuyo ARAI(IDE-JETRO) and Yusuke BESSHO(HiPeC Research Fellow).

■The 25th HiPeC Seminar “Peacebuilding, State-building and International Assistance”

[Time] November 10, 2010 [Place] Large Conference Room, IDEC 1st Floor,

Hiroshima University [Speakers] Alexander MEJIA(UNITAR Hiroshima office head), Prof. Y.P. ADHIKARI(CNAS Executive Director) [Language] English [Outline] The 25th HiPeC Seminar ended successfully in IDEC on Nov. 10. Two guest

speakers gave us very impressive argument about “Peacebuilding, State-building and International Assistance”. Before starting the seminar, Prof. Y.P. ADHIKARI(CNAS Executive Director) and Prof. Yoshida(HiPeC Chair) exchanged the memorandum between CNAS and HiPeC. At this seminar, the first guest speaker, Mr. Alexander MEJIA(UNITAR Hiroshima office head) presented his very impressive speech to us. He critically reviewed the role of UN and argued for a more comprehensive approach for UN Hiroshima office in order to promote peace activities in international arenas. Afterward Dr. ADHIKARI presented an outline of state-building process in Nepal from a local point of view on the basis of his research experiences. The knowledge shared by the guest speakers was very useful and significant. Moreover, Dr. ADHIKARI came to attend the seminar from a long distance, Nepal. HiPeC staffs appreciate their participations and all other participants in the Seminar.

■26th HiPeC Seminar “Community of Mindanao and peace building” [Time] January 17, 2011 [Place] JICA Research Institute (Tokyo pref.) [Speakers] Prof. ISHII Masako (Associate Professor, Osaka University) Prof. NAGAISHI Masafumi(Professor, Nagoya University) [Language] Japanese [An outline on the day] A thick debate was exchanged and various ideas were shared under the theme of "community of Mindanao and peace building." First, Prof. ISHII Masako argued the structural and complicated political context, an important factor continued to influence the situation of conflict in the southern Philippines. Based on many years’ fieldwork experiences in the

southern part Muslim society, the speaker drew lucidly what kind of further measures the international community should take. Next, Prof. NAGAISHI Masafumi analyzed the obstacles of Mindanao peacemaking process based on his rich knowledge about domestic imbalanced power relationship. He also mentioned about additional policy measures for Japanese international support to Mindanao in future based on

his working experience in JICA project. Both presentations were precious in content which provides important key

points for managing international support based on deep discernment at local level and complicated political phase undergoing in Mindanao society.

■The 12th HiPeC In-house seminar “The summary of Hiroshima University’s peace research endeavor” [Time] May 30, 2010 [Place] Large Conference Room, IDEC 1st Floor, Hiroshima University [Speaker] YOSHIDA Osamu(Professor of Hiroshima University, HiPeC Chair) [Language] Japanese [Outline] The HiPeC in-house seminars were held in May and June respectively.

In May, Prof. Osamu Yoshida presented the summary of Hiroshima University’s peace research endeavor in relation to the HiPeC peace research till today.

In June, We invited Prof. Timothy Fitzgerald, Visiting Professor at Ryukoku University, who discussed about the formation of the notion of “Religion” and international relation.

■The 14th HiPeC In-house seminar “Theory and Practice in Conflict Resolution and Peace-building ―arguments over various cases all over the world”

The 14th HiPeC In-house seminar, “Theory and Practice in Conflict Resolution and Peace-building”, was held in IDEC on Oct. 23. This seminar is a joint study meeting of IDEC and TUFS (Tokyo University of Foreign Studies), aiming to deepen knowledge and the friendship relation between these two institutions through sharing various cases of “Conflict Resolution from all over the world.

■The15th HiPeC In-house seminar “Nepal: From dispute to a peacemaking process --Is the ‘Maoist’ having changed?”

Hiroshima University [Speaker] Kiyoko OGURA(Journalist) [Language] Japanese [Outline] The15th HiPeC In-house seminar was held in IDEC on Oct. 25

with the title of “Nepal: From dispute to a peacemaking process--Is the ‘Maoist’ having changed?” Ms. Kiyoko OGURA presented her own research result about contemporary Maoists' political situation and its transformation from post-2006.

Two guests, Prof. MACHIDA who participated in Abolition-of-nuclear-weapons treaty meeting in Washington D.C., and Prof. Swaran Singh, who appealed a unique argument about abolition policy of nuclear weapons under Asia multipolarization structure, were invited. The discussion was important that can enhance to influence the reorganization of nuclear weapon policy from a global point of demand. Many questions were raised by the audiences, particularly from the graduate students, that dealt with the politics of abolition of nuclear weapons in the world.

16:30 - 19:30 [Place] small Conference Room, IDEC 1st Floor, Hiroshima University [Speaker I] Nathan Quimpo (Associate Professor, Tsukuba University) "The Political Contestation for Peace: The Government-NDF Peace Negotiations in the Philippines" [Speaker II] SUZUKI Nobutaka (Associate Professor of University of Tsukuba) "National integration of Muslim-Philipino and minoritization" [Moderator] YOSHIDA Osamu (HiPeC Chair) [Outline]

Prof. Nathan Quimpo, who has focused on leftist party's competitive political process in south Philippines, and Prof. SUZUKI, who has entailed national integration of the Philippines and the problem of Muslim movement, were invited

to Hiroshima. The discussion addressed multiple issues and ideas that include the route of political struggle and peace building initiatives in the Philippines. Based on research evidences, both speakers analyzed the progress of peace building process in the present context of southern Philippines.

■The 18th HiPeC in-House Seminar ”Peace building and Educational Issue in Pakistan” [Time] December 22, 2010, 17:00 - 18:30 [Place] Large Conference Room, IDEC 1st Floor, Hiroshima University [Speaker] Abdur Rehman (Assistant Professor of Pakistan National Defense Academy) [Moderator] TOGAWA Masahiko (HiPeC Secretary General) [Outline]

Mr. Rehman, who is interested in peace education and its relevance to contemporary politics in Pakistan, was invited to Hiroshima. He focused on the politics of “Islamization” in Pakistan and its implication in Pakistani society where peace education has not gained much importance. He argued that public schools in Pakistan lack the notion of peace education as evidenced in their curriculums, which needs to be transformed for promoting religious and cultural harmony in Pakistan. The audience of the seminar raised many parallel issues based on South-West Asian countries experiences, which were dealt by the speakers with stimulating discussion.

■The 19th HiPeC in-House Seminar

”For the peace of Afghanistan -The irrigation agriculture in Amu-Darya left bank and the right bank”

[Time] January 24, 2011, 16:30 - 18:00 [Speaker] FUCHINOUE Hideki (Associate Professor of Ritsumeikan Asia Pacific University, and former HiPeC Research Fellow) [Moderator] YOSHIDA Osamu (HiPeC Chair) [Outline] The irrigation for agriculture by the "soil middle point drop irrigating method" in the Amu Darya left bank is proposed as one of the reconstruction bail-out

packages in Afghanistan. The speaker introduced the history of irrigation at the Amu Darya valley with special focus on the present international framework about the method of water supplies and the method of irrigation for agriculture prevalent at local areas. He also mentioned the data about the rate of daily flow of the Amu Darya and its future possibility of usefulness.

Participants of the seminar who are interested in Afghan-issue came to know the local context of reconstruction programs in broader context of Central Asia.

■The 4th HiPeC Peacebuilding Exchange ”Talk on Peace in Mindanao” The 4th “HiPeC Peacebuilding Exchange” was held in IDEC on Oct. 21, with

the title of "Talk on Peace in Mindanao". Five peace builders for Mindanao from the Government of the Philippines, MILF and Civil Society invited by MOFA, visited Hiroshima University for exchanging views with us.

■ 6th HiPeC Peacebuilding Exchange “Talk on Peace in Afghanistan” [Time] December 8, 2010, 13:00 - 14:30 [Place] Large Conference Room, IDEC 1st Floor, Hiroshima University [Speakers] Shamsul Huda (Pakistan Islam Educational Academy), Shamsul Islam (Educator) [Moderator] YOSHIDA Osamu (HiPeC Chair) [Outline]

Two experienced teachers, who engaged in teaching the refugee peoples of Afghanistan in and around the city of Peshawar where 7 million refugees live, were invited to Hiroshima. They shared their experiences about refugee society. They argued that education is indispensable for empowering the refugee peoples and for promoting peace and stability in Afghan-Pakistan tribal area. Both speakers put emphasis on the necessity of combination of modern and traditional education as an effective way of upgrading the lives of the refugees.

in Tokyo, Oct. 24. All the speakers had a lively discussion about “Conflict of South Asian and State Building”, in particular focusing on the cases of Nepal and Afghanistan.

◇Peace Process Exchange Workshop ■ HiPeC Peace Process Exchange Workshop 2010 ” Peace and Reconciliation” [Theme] Peace and Reconciliation [Time] March 7-8, 2011 [Place] Hiroshima University, Graduate School for International Development and Cooperation - Representatives from three different stakeholders (Government, Anti-government, and Civil Society) of each country--the Philippines, South Sudan, Indonesia, and Nepal--were invited to Hiroshima. They exchanged each other about their own countries’ experiences of conflict and post-conflict situation.

Inauguration Ceremony of HiPeC-CNAS Nepal Office (NP Office) successfully ended in Sep. 27, 2010. On the same day, we were able to hold a memorable conference which talked about "Peace and State Building in Nepal”, jointly organized by HiPeC, Hiroshima University and CNAS, Tribhuvan University.

In this Opening Ceremony and Conference, representatives from different Nepali political parties and organizations have exchanged their views about peace and state-building situation in Nepal. More than 100 participants attended the conference, which was followed by thoughtful discussion that led to a fundamental understanding about the future path of Nepal.

[Outline] Scholars not only from CNAS, Tribhuvan University but also from outside of the university, of whom many engage in peace studies, attended the seminar. Voices and arguments of the scholars were multifaceted, which aimed mainly at deciphering the prospect of “inclusive democracy” in Nepal.

■ 3rd HiPeC-CNAS internal seminar “Religious Extremism and Militancy in Pakistan

and Its Implications in South Asia”

Maharjan, HiPeC Nepal Office Executive Officer, Tribhuvan University(CNAS), Nepal. (2)Introductory Speech: Prof. Yagya Prasad Adhikari, Executive Director, CNAS, Tribhuvan University, (3) Speaker: Prof. Zafar Nawaz Jaspal, Quaid-I-Azam University, Islamabad, Pakistan, “Religious Extremism and Militancy in Pakistan and Its Implications in South Asia” [Outline] The seminar attended by more than 40 participants including scholars, peace practitioners and negotiators, political activists and civil society members elucidated the complex dynamics of the rise of religious extremism in Pakistan. The speaker argued that the role of the Pakistani state in politicizing and exploiting religion, policy against Soviet occupation in Afghanistan and the US intervention in the region have significantly influenced on the rise of religious extremism, which became a real threat to peace, religious co-existence and harmony in Pakistani society.
