Earth, Sky, Time Farm is a third-generation farm and bakery and has expanded to become a local gathering place for the community of Manchester Center. This family operation sells organic and conventional feed to New England farms, and an important part of the local agricultural community. This solar array will produce all of the electricity required by the business, plus allow them to net meter the balance, resulting in almost $133,000 in savings and revenue annually. The purpose of this funding program is to assist farmers, ranchers, and rural small businesses in developing renewable energy systems, and in making energy-efficiency improvements to their operations.

Ryegate GLC Solar LLC

This Rural Development Investment will provide a loan guaranty on a loan used to finance a 745kW solar array. The net-metered project in E. Ryegate is funded by tax credit equity, equity from the applicant and a loan from Celtic Bank Corporation. This loan guaranty adds an extra layer of security for the bank, and allowed the project to move forward. Agri-Mark Inc., which owns Cabot Cooperative Creamery, will purchase all of the electricity produced by the array at a discount. This program provides grants and loan guarantees to rural small businesses and agricultural producers.

This Rural Development investment will be used to provide technical assistanceand business services to assist businesses in navigating the challenges of runningsmall and emerging food system businesses. This Rural Development investment will be used to make wastewater system improvements. The project includes replacing old and deteriorated pipes, separating sewer and storm flows, and installing green stormwater infrastructure along two streets. The Town has made sizeable investments in infrastructure needs, especially the separating of sewer and stormwater. Replacing the aging infrastructure will help clean up waterways in the region and enhance the Town's economic prospects. The system serves 1,768 users. Other funds include a $671,000 Water and Waste REAP zone grant.

This Rural Development investment will be used to purchase equipment to expand the museum's Science, Technology, Engineering, and Math (STEM) program. The project includes a portable planetarium; traveling engineering exhibit; and weather, solar, insect and lunar exhibits. This equipment will add a robust STEM component to the experience of each visitor, student and program participant. The portable planetarium dome and traveling engineering exhibit will allow the museum to bring STEM to local schools and give students who are unable to travel to the museum the opportunity to experience the programming at their location and help to overcome budget and transportation barriers particularly for economically disadvantaged communities. Other funds include a $48,000 REAP Zone grant.

The new kiln, which will run on propane, will reduce the cost of processing a cord by 40%, and the carbon required to dry a cord will drop by 17%. ReSOURCE: A Nonprofit Community Enterprise, Inc.

This Rural Development investment will be used to purchase a building that ReSOURCE is leasing in Williston. ReSOURCE was founded in 1991 and began an innovative program of repairing and reselling household items that otherwise would have gone to the landfill. It has expanded its services and programming to offer more opportunities to at risk-youth and low-income people in need. Its job training programs give these individuals a chance to learn valuable technical and professional skills and become gainfully employed. Purchase of the headquarters building allows for expansion of its geographical reach and ensures that ReSOURCE can continue to offer high level programming as well as providing the option of expanding in the future if needed. ReSOURCE also has three other Vermont facilities in Barre, Burlington, and Hyde Park, reaching close to half of all residents in the state. This organization has created a replicable model of environmental stewardship, educational training, and economic opportunity.

Does Leap Farm is a diversified organic farm specializing in fresh and aged goat cheeses, kefir, and farm-made artisan sausage.


Highgate Town of Highgate

This Rural Development investment will be used to purchase a 1,800-gallon pumper tanker fire vehicle to replace an aging and outdated model. The town fire department is run by 25 volunteers with full-time jobs and has been operating with a vehicle that is 10 years past the typical use. This purchase will benefit the community with enhanced fire protection by having equipment that is safe and reliable. Highgate is a growing community and has economic opportunities arising but will need assurance of public safety infrastructure to appeal to new businesses and residents.

This Rural Development investment will be used to purchase and install an anaerobic digester on the LaRoche Farm in northwestern Vermont. NativeEnergy, Inc. is receiving both a grant and a loan guarantee from the Rural Energy for America Program (REAP). Using the manure from 200 cows, the 44kW generators are expected to produce 346,896kWh of electricity annually, which is enough to power about 32 homes. NE Farm Energy LLC, which is the wholly-owned subsidiary created to own the system, will gross just under $76,000 annually by selling all of the power to the grid. Mascoma Bank is the lender in the project,and Ben and Jerry s Homemade is purchasing the Verified Emissions Reductions (VERS). This funding program is to assist farmers, ranchers, and rural small businesses in developing renewable energy systems, and in making energy-efficiency improvements to their operations.

This Rural Development investment will be used to extend the water system to add 85 residential connections. The residents not currently served by the system obtain water via shallow-dug wells or lake intakes. The wells are seasonally unreliable and of poor water quality. Drilled wells in the area commonly have elevated levels of odorous sulfur and in some cases, methane. Lake Champlain is an untreated water source plagued by blue-green algae blooms, wet-weather induced coliform violations, and zebra mussel issues. This project will provide reliable potable water to the additional residents. With the completion of this project, the system will serve 152 users.

This Rural Development investment will be used to determine next steps forNewbury REDInet fiber network establishment. Funds will complete a series of assessment and planning work supporting the goal of establishing high speed internet to all businesses in the town of Newbury, Vermont; thereby providing area businesses the ability to operate competitively and expand. In addition to federal funds, the project includes both state and borrower participation. A minimum of three new jobs are expected to be created and two existing jobs saved as a result ofthis project.


Poultney Town of Poultney

This Rural Development investment will be used to hire a Downtown EconomicDevelopment Coordinator to explore, obtain, and administer resources for theDowntown and Village Center areas near the Green Mountain College campus in Poultney, Vermont. The coordinator will provide direct technical assistance to the town and businesses to spur economic development, creating and retaining jobs. A minimum of 3 jobs are expected to be created and/or saved by the project.

This Rural Development investment will be used to install an advanced wood pellet heating system. Green Mountain Glove is one of the few glove manufacturing companies left in the United States. This Rural Development investment will be used for a water project cost overrun. Additional funds are needed due to unforeseen circumstances and unknown conditions. The project includes installing a well pump, relocating water lines with a new right-of-way to the storage tank, securing a final easement for well access, and legal fees associated with rights-of-way changes due to a private party conflict. The funds will help complete the project including correction of a health and safety issue and compliance with state standards. The system serves 60 customers in the village area of Coventry. Without this planning effort, aging infrastructure replacement would be delayed or possibly not happen. The system currently serves approximately 277 users.

This purchase will allow the department to continue to support and maintain public safety in the community.

As a small rural community bordering the state capital of Montpelier, the town desires to enhance its current role as a regional economic center and is working to attract commercial, office, and industrial development in appropriate locations that will provide employment opportunities and enhance the tax base. Seven new residential connections will be added, and additional connections are available for expanded growth in the planned zone. With this project, the system will serve 537 users.


Montpelier City of Montpelier

This Rural Development investment will be used to make wastewater treatment facility improvements. The project includes upgrades to three anaerobic digesters to accept high strength organic waste, heat recovery with the digesters for hot water and thermal heat at the plant, and generating biogas to meet the remainder of the plant's energy needs. The City has ambitious net zero and environmental stewardship plans. This project is in line with those plans as the wastewater plant is one of the biggest energy users. The cost of the wastewater plant upgrades will be offset with these energy and operations efficiencies. This project will enhance water quality by improving the wastewater treatment plant effluent and also offer clean organic waste disposal options for regional businesses. The system serves 2,823 users.

The updates at its nine-building campus will allow more efficient services to patients, especially in the new substance use disorder clinic where Brattleboro Retreat operates as a local hub for services and focuses on combining treatment with general healthcare and wellness services in the local area. One hundred replacement computers and five edge switches will be installed to improve connectivity and efficiency. Established in 1834, Brattleboro Retreat is a large institution and employer and is licensed and staffed for 122 psychiatric beds.

The In-Sight Photography Project, Inc.

This Rural Development investment will be used to purchase equipment and furnishings for In-Sight's digital lab at its recently expanded accessible location. This non-profit was formed in 1992 for the purpose of using photography to empower youth to find their creative voice and build self-confidence and critical thinking. Although classes are open to the public, it prioritizes reaching out to economically challenged youth, providing a safe space, promoting self-confidence and a skill that wll have a positive impact on their future. The project will allow for expanded services to the youth in this rural community.


East Dummerston Full Plate Farm LLC

This Rural Development investment will be used to install a 7.3kW roof-mounted solar array. Full Plate Farm is a community supported agriculture (CSA) and market farm that produces over 150 varieties of vegetables, as well as cut flowers and honey. The project includes a solid waste management home self-assessment tool, workshops on reducing use of hazardous and landfill-banned materials, food service industry seminar designed to teach commercial cooks strategies for reducing food waste, and a community fair featuring vendors and community partners to promote using non-hazardous products, water quality awareness, and waste reduction.

The Vermont Association for Mental Health & Addiction Recovery

This Rural Development investment will help the Vermont Association for Mental Health and Addiction Recovery implement a telemedicine project to address opioid misuse disorders. Interactive video equipment will be installed at five locations in the remote Northeast Kingdom (Essex, Orleans, Caledonia, and Orange counties) and in Windham County, Vermont. This project will build a virtual recovery coaching network using advanced, easy-to-use behavioral health telemedicine technology allowing certified recovery coaches to support the patients. The parking lot asphalt has broken down, has many potholes and grass has overgrown onto the pavement, The project includes squaring off the parking lot, paving, curbing, and widening the loop to allow for permanent parking spaces and handicapped parking close to the building. These improvements enables better snow removal and water diversion away from the building resulting in a cleaner, safer, and better maintained facility. This project will allow the school to become fully accessible and improve safety for students, teachers, and the community.

HardwickTown of Hardwick

This Rural Development investment will be used to develop a 14-mile stretch of railway bed into a year-round transportation corridor as part of a 93-mile trail known as the Lamoille Valley Rail Trail (LVRT). The project includes surface, access, and drainage improvements; vegetation clearing; and re-decking bridges that will be capable of supporting a variety of walking and riding activities. Once complete, Hardwick will be at the center of the LVRT which spans the entire northern half of Vermont. This transformational project has economic development, cultural, historical, and educational underpinnings. The trail is quickly becoming the tourist destination and encompasses the Northeast Kingdom of Caledonia, Essex, and Orleans counties.

The town of Lyndon is located in the Rural Economic Area Partnership (REAP) zone of VT with a population of 5,981, this will provide further reach of marketing to outside the towns locality. Previous funding includes $88,827 in Rural Development Grants. This project is projected to assist 17 businesses and create 9 jobs within the next three years.


Lyndonville

Northeast Kingdom Waste Management District

This Rural Development investment will be used to replace a failed horizontal manual-tie baler with an auto-tie baler. Recyclables are brought to the Northeast Kingdom Waste Management District (NEKWMD) facility for baling from over 25 facilities in Caledonia, Essex, and Orleans counties. Once processed, materials are shipped to various markets in the northeastern United States and Canada. The facility also serves as the residential recycling point for the Town of Lyndon and Village of Lyndonville. This upgrade will allow the District to increase resulted from the passage of Vermont's Universal Recycling Law (Act 148), designed to encourage the development of infrastructure and systems that will keep reusable resources out of the landfill.

Northeast Kingdom Waste Management District

This Rural Development investment will be used to assess the feasibility of establishing a network that serves area retailers and food producers by collecting gleaned and recovered food and distributing it to organizations who work with food insecure populations. With the increase in substance use disorder cases, investigations have taken officers outside their typical geographic borders. The equipment will allow for increased response time and enhanced public safety. Updated communications systems are mission critical in saving lives and protecting communities and property.

Fairbanks Museum and Planetarium

This Rural Development investment will be used to purchase equipment to expand the museum's Science, Technology, Engineering, and Math (STEM) program. The project includes a portable planetarium; traveling engineering exhibit; and weather, solar, insect and lunar exhibits. This equipment will add a robust STEM component to the experience of each visitor, student and program participant. The portable planetarium dome and traveling engineering exhibit will allow the museum to bring STEM to local schools and give students the opportunity to experience the programming at their location and help to overcome budget and transportation barriers particularly for economically disadvantaged communities. Other funds include a $1,800 Community Facilities Direct grant.


St. Johnsbury

St. Johnsbury History and Heritage Center, Inc.

This Rural Development investment will be used to replace roofs and repair and rebuild windows at the historic History and Heritage Center which is part of the St. Johnsbury historic district. The roofs are past their life expectancy and the windows are in disrepair. Repairing and not replacing windows will preserve the building's historic integrity. The project will improve energy efficiency resulting in reduced operating costs. The Center is an integral part of the community that houses historical artifacts exhibits and provides educational programming to schools and the general public. It is committed to the preservation, education, and celebration of the Town's rich heritage.


St. JohnsburyTown of St. Johnsbury

This Rural Development investment will be used to purchase an ultra-high frequency police department repeater to replace a 19-year old model that is past the recommended lifespan of 15 years. The repeater receives a signal and re-transmits it to provide a greater communications range. The new equipment is digitally capable and is compatible with the current portable and mobile radios to create a robust communications system. The police department operates an emergency dispatch center tor dispatch the St. Johnsbury police department as well as 13 fire departments and emergency medical entities in northern Caledonia and Essex counties. The dispatch center will fulfill its mission to first responders as they respond to emergencies, including opioid overdoses, where time is imperative to saving lives.



This Rural Development investment will be used to make wastewater system improvements. The project includes replacing old and deteriorated pipes, separating sewer and storm flows, and installing green stormwater infrastructure along two streets. The town has made sizeable investments in infrastructure needs, especially the separation of sewer and stormwater. This Rural Development investment will be used to assist small buinsesses by providing assembled information, skills, and knowledge based on businesses needs and support requests. Assistance will include seeking supports and resources, adding capacity and experience, organizational depth, and capabilities so as to optimize the change process necessary to assist the business to make impactful decisions that propel them to success. This project will assist 8 business and anticipates created 24 jobs.

This Rural Development investment will be used to provide technical assistance to small and emerging businesses in the Northeast Kingdom of Vermont. Assistance provided will include designs, business coaching, training, and marketing assistance. These funds will assist 20 businesses and create 7 jobs while retaining fourteen.

This Rural Development investment will be used to identify and work with businesses that have expressed an interest in bettering broadband service. Survey to communities to determine interest, complete an assessment of existing availability of broadband services, establish community goals for improving service and enhancing business opportunities and evaluate possible broadband alternatives, solutions funding options and ownership models (specifically the municipal Communication Union District model).

Northeastern Vermont Regional Hospital Inc

This Rural Development investment will be used to renovate the Vermont Foodbank's facility warehouse and office space. With the enlargement of cooler and freezer space, and infrastructure improvements the Vermont Foodbank can dramatically increase its ability to provide healthy food to those in need. An estimated 10 jobs will be created with this project.

This Rural Development investment will be used for small businesses to access and implement workforce development programs. This effort will advance leadership skills, help create and support jobs and a robust workforce in the Northeast Kingdom of Vermont. This effort will provide the training and skill building most needed by employers, improving local business' ability to find labor, and positively changing the perception of small business careers, all aimed at helping to alleviate the shortage of workers.

This Rural Development investment will support Fairbanks Museum to undertake the planning of a new "Science Annex" to be constructed as an addition to the existing museum. Funds will be used to create architectural and engineering plans for the addition.

This Rural Development investment will assist in providing training, marketing, and access needs in Vermont's most geographically isolated and economically disenfranchised region. Specifically, this project will provide digital marketing training, networking and market access, and recruitment support that enhances job availability and business growth.

This Rural Development investment will support the Farm and Forest Viability Program's work to provide business, marketing, feasibility, and succession planning as well as assistance implementing these plans to farm, food, and forest products businesses in the Northeast Kingdom. The project's primary objective is to enhance the long-term economic viability of working landscape businesses in the region as a tool for rural economic development and to improve the livelihoods of rural business owners.

This Rural Development investment will provide technical assistance to farmers through aggregation and distribution services to institutional a wholesale markets. In addition, the project will provide sales and marketing services for small to mid-sized farmers and food producers and increase demand for local food by consumers.

REAP ZoneHOUSING PROGRAMS

The Northeast Kingdom was designated as a Rural Economic Area Partnership (REAP) Zone, one of only five

in the country, in 2000. This was a result of tenacious effort of Senator Leahy and his staff with support from

Vermont’s Congressional delegation and many Vermont partners. The designation offers the Northeast Kingdom

access to additional federal funding for business development, job creation, housing, and water and sewer infrastructure projects from USDA Rural Development and

adds priority points to applications for other funding sources. In the 2008 Farm Bill, Senator Leahy with

support from Vermont congressional delegation secured a critical extension of the REAP Zone until 2013. As a result of this small but important preference in Federal law the

counties of Caledonia, Essex, and Orleans will continue to have greater access to important USDA Rural

Development programs.
