This Rural Development investment will be used to install a 702kW ground mounted solar array. Morrison s Custom Feeds has been producing quality feed for farm animals for over 30 years. This family operation sells organic and conventional feed to New England farms, and an important part of the local agricultural community. This solar array will produce all of the electricity required by the business, plus allow them to net meter the balance, resulting in almost $133,000 in savings and revenue annually. The purpose of this funding program is to assist farmers, ranchers, and rural small businesses in developing renewable energy systems, and in making energy-efficiency improvements to their operations.

This Rural Development Investment will provide a loan guaranty on a loan used to finance a 745kW solar array. The net-metered project in E. Ryegate is funded by tax credit equity, equity from the applicant and a loan from Celtic Bank Corporation. This loan guaranty adds an extra layer of security for the bank, and allowed the project to move forward. Agri-Mark Inc., which owns Cabot Cooperative Creamery, will purchase all of the electricity produced by the array at a discount. This program provides grants and loan guarantees to rural small businesses and agricultural producers.

This Rural Development investment will be used to provide technical assistanceand business services to assist businesses in navigating the challenges of runningsmall and emerging food system businesses. Assistance will include one-on-onetechnical assistance to assess needs, prioritize services needed. Business services will include the creation of a core curriculum of skill-building workshops.

This Rural Development investment will be used to make wastewater system improvements. The project includes replacing old and deteriorated pipes, separating sewer and storm flows, and installing green stormwater infrastructure along two streets. The Town has made sizeable investments in infrastructure needs, especially the separating of sewer and stormwater. Replacing the aging infrastructure will help clean up waterways in the region and enhance the Town's economic prospects. The system serves 1,768 users. Other funds include a $671,000 Water and Waste REAP zone grant.

Fairbanks Museum and Planetarium

This Rural Development investment will be used to purchase equipment to expand the museum's Science, Technology, Engineering, and Math (STEM) program. The project includes a portable planetarium; traveling engineering exhibit; and weather, solar, insect and lunar exhibits. This equipment will add a robust STEM component to the experience of each visitor, student and program participant. The portable planetarium dome and traveling engineering exhibit will allow the museum to bring STEM to local schools and give students who are unable to travel to the museum the opportunity to experience the programming at their location and help to overcome budget and transportation barriers particularly for economically disadvantaged communities. Other funds include a $48,000 REAP Zone grant.

Tony Dwyers Logging LLC

This Rural Development investment will be used to install a more efficient kiln drying system for a firewood producer. Tony Dwyer s Logging produces high quality, kiln-dried firewood. The current drying system is inefficient both costwise and time-wise, burning 1.5 cords of wood per 5 cords dried. The new kiln, which will run on propane, will reduce the cost of processing a cord by 40%, and the carbon required to dry a cord will drop by 17%. The purpose of this funding program is to assist farmers, ranchers, and rural small businesses in developing renewable energy systems, and in making energy-efficiency improvements to their operations.

This Rural Development investment will be used to provide grants and low interest loans for 11 Very Low Income and Low Income homeowners to correct health and safety hazards in their homes, make energy improvements and for accessibility improvements.

Northeast Employment & Training Organization

This Rural Development investment will be used to assist 18 Very Low Income homeowners with energy conservation improvements and home repairs to address health, safety, and compliance with code standards. The funds will assist homeowners who do not qualify for assistance from other resources. This organization has been delivering educational and charitable programs to low income Vermonters since 1978.

Housing Preservation Grant 2019 $70,000

South Ryegate Lind Homes

2019 Obligation for $300,000. This is a new property in our portfolio that has gone through the Multi-Family Housing preservation and Revitalization Program (MPR) to obtain funding to repair/rehab this 7 unit complex in South Ryegate, Vermont. Our investment will help to rehabilitate the property to keep this critical affordable housing in the community. Rehab of 7 units will include repairs to the exterior of the buildings to improve energy efficiency.

This Rural Development investment will be used to conduct a study to determine the improvements needed to bring the Lower Waterford Congregational Church building up to current building codes and for adaptive reuse. The building presents an opportunity for adaptive reuse of a community center.

2019 Obligation for $1,625,000. This is a new property in our portfolio that has gone through the Multi-Family Housing preservation and Revitalization Program (MPR) to obtain funding to repair/rehab this 23 unit complex in West Burke, Vermont. Our investment will help to rehabilitate the property to keep this critical affordable housing in the community. Rehab of 15 units will include new appliance, flooring, kitchens, baths, fixtures, doors, landscaping. An additional 8 new units will be constructed.

This Rural Development investment will be used to install a 5.84kW roof-mounted solar array. Brigham Hill Maple has historically produced maple syrup using a diesel-powered generator. The installation of this small array will allow the owners to get on the grid and boil their sap more efficiently, using about half of the energy in production. Agriculture plays a vital role in Vermont s economy, and investments such as this help support local foods. The purpose of this funding program is to assist farmers, ranchers, and rural small businesses in developing renewable energy systems, and in making energy-efficiency improvements to their operations.

Rural Energy for America Program 2019 $9,678

ReSOURCE: A Nonprofit Community Enterprise, Inc.

This Rural Development investment will be used to purchase a building that ReSOURCE is leasing in Williston. ReSOURCE was founded in 1991 and began an innovative program of repairing and reselling household items that otherwise would have gone to the landfill. It has expanded its services and programming to offer more opportunities to at risk-youth and low-income people in need. Its job training programs give these individuals a chance to learn valuable technical and professional skills and become gainfully employed. Purchase of the headquarters building allows for expansion of its geographical reach and ensures that ReSOURCE can continue to offer high level programming as well as providing the option of expanding in the future if needed. ReSOURCE also has three other Vermont facilities in Barre, Burlington, and Hyde Park, reaching close to half of all residents in the state. This organization has created a replicable model of environmental stewardship, educational training, and economic opportunity.

Does Leap Farm is a diversified organic farm specializing in fresh and aged goat cheeses, kefir, and farm-made artisan sausage.

This Rural Development investment will be used to purchase a 1,800-gallon pumper tanker fire vehicle to replace an aging and outdated model. The town fire department is run by 25 volunteers with full-time jobs and has been operating with a vehicle that is 10 years past the typical use. This purchase will benefit the community with enhanced fire protection by having equipment that is safe and reliable. Highgate is a growing community and has economic opportunities arising but will need assurance of public safety infrastructure to appeal to new businesses and residents.

Using the manure from 200 cows, the 44kW generators are expected to produce 346,896kWh of electricity annually, which is enough to power about 32 homes. NE Farm Energy LLC, which is the wholly-owned subsidiary created to own the system, will gross just under $76,000 annually by selling all of the power to the grid. Mascoma Bank is the lender in the project,and Ben and Jerry s Homemade is purchasing the Verified Emissions Reductions (VERS). This funding program is to assist farmers, ranchers, and rural small businesses in developing renewable energy systems, and in making energy-efficiency improvements to their operations.

Swanton Village of Swanton

This Rural Development investment will be used to purchase a 2019 Ford Explorer Interceptor sport utility vehicle with a K-9 transport for the rear, specifically designed to transport its newly-purchased dog in the fight against opioids and other substance misuse. The vehicle will serve as a dedicated K-9 cruiser and will allow for enhanced police protection in the community and surrounding area.

This Rural Development investment will be used to extend the water system to add 85 residential connections. The residents not currently served by the system obtain water via shallow-dug wells or lake intakes. The wells are seasonally unreliable and of poor water quality. Drilled wells in the area commonly have elevated levels of odorous sulfur and in some cases, methane. Lake Champlain is an untreated water source plagued by blue-green algae blooms, wet-weather induced coliform violations, and zebra mussel issues. This project will provide reliable potable water to the additional residents. With the completion of this project, the system will serve 152 users.

The library is a popular and vital community center and usage continues to increase.

This Rural Development investment will be used to determine next steps forNewbury REDInet fiber network establishment. Funds will complete a series of assessment and planning work supporting the goal of establishing high speed internet to all businesses in the town of Newbury, Vermont; thereby providing area businesses the ability to operate competitively and expand. In addition to federal funds, the project includes both state and borrower participation. A minimum of three new jobs are expected to be created and two existing jobs saved as a result ofthis project.

This Rural Development investment will be used to hire a Downtown EconomicDevelopment Coordinator to explore, obtain, and administer resources for theDowntown and Village Center areas near the Green Mountain College campus in Poultney, Vermont. The coordinator will provide direct technical assistance to the town and businesses to spur economic development, creating and retaining jobs. A minimum of 3 jobs are expected to be created and/or saved by the project.

This Rural Development investment will be used to install an advanced wood pellet heating system. Green Mountain Glove is one of the few glove manufacturing companies left in the United States. This Rural Development investment will help the Vermont Association for Mental Health and Addiction Recovery implement a telemedicine project to address opioid misuse disorders. Once complete, Hardwick will be at the center of the LVRT which spans the entire northern half of Vermont. This transformational project has economic development, cultural, historical, and educational underpinnings. The trail is quickly becoming the tourist destination and encompasses the Northeast Kingdom of Caledonia, Essex, and Orleans counties.

This Rural Development investment will be used to replace a failed horizontal manual-tie baler with an auto-tie baler. Recyclables are brought to the Northeast Kingdom Waste Management District (NEKWMD) facility for baling from over 25 facilities in Caledonia, Essex, and Orleans counties. Once processed, materials are shipped to various markets in the northeastern United States and Canada. The facility also serves as the residential recycling point for the Town of Lyndon and Village of Lyndonville. This upgrade will allow the District to increase resulted from the passage of Vermont's Universal Recycling Law (Act 148), designed to encourage the development of infrastructure and systems that will keep reusable resources out of the landfill.

This Rural Development investment will be used to purchase seven portable police radios for officers and four radios for vehicles. The equipment will replace the outdated models that have limited capacity. The radios will enhance communication between officers and partner organizations such as the United States Border Patrol. With the increase in substance use disorder cases, investigations have taken officers outside their typical geographic borders. The equipment will allow for increased response time and enhanced public safety. Updated communications systems are mission critical in saving lives and protecting communities and property.

The new equipment is digitally capable and is compatible with the current portable and mobile radios to create a robust communications system. The police department operates an emergency dispatch center tor dispatch the St. Johnsbury police department as well as 13 fire departments and emergency medical entities in northern Caledonia and Essex counties. The dispatch center will fulfill its mission to first responders as they respond to emergencies, including opioid overdoses, where time is imperative to saving lives.

The Northeast Kingdom was designated as a Rural Economic Area Partnership (REAP) Zone, one of only five

in the country, in 2000. This was a result of tenacious effort of Senator Leahy and his staff with support from

Vermont’s Congressional delegation and many Vermont partners. The designation offers the Northeast Kingdom

access to additional federal funding for business development, job creation, housing, and water and sewer infrastructure projects from USDA Rural Development and

adds priority points to applications for other funding sources. In the 2008 Farm Bill, Senator Leahy with

support from Vermont congressional delegation secured a critical extension of the REAP Zone until 2013. As a result of this small but important preference in Federal law the

counties of Caledonia, Essex, and Orleans will continue to have greater access to important USDA Rural

Development programs.
