    RICK SKLAR DIES AT 62 Legendary programmer Rick

    Sklar, who turned WABC -New York City into the most listened to radio station in the country, died on Monday (6/22) as a re- sult of complications during mi- nor surgery. He was 62.

    It was Sklar who, after hold- ing positions as a disc jockey and in promotion and programming

    at stations in New York state, made WABC the station to listen to in New York. Its format, coupled with distinctive jingles and logos, garnered the station a Iistenershipofover6,000,000. His style of tight -playlists and high - profile disc jockeys was emulated on Top 40 stations all over the country.

    Sklar programmed WABC from 1962 until 1977. During that time he worked with some of the best air talent ever to hit the airwaves, including Bruce ( "Cousin Brucie ") Morrow, Dan Ingram and Ron Lundy.

    After leaving WABC, Sklar was vice president of programming for ABC until 1984 when he founded a media consulting firm, Sklar Communications. He was also a vice president for The Interep Radio Store in New York. Interep is the country's largest full -ser- vice sales and marketing com- pany. In addition, he held posi- tions with MusicNet, Inc. in San Francisco and with Stratsophere Broadcasting, L.P. in New York.

    Larry Berger, who worked at ABC as program director of WPLJ- New York City during the early '70s, remembers Sklar as a men- tor. Super disc -jockey Dan Ingram, now with WCBS /FM- New York fondly recalled Sklar's style. "Remember, WABC was already number one when Rick came to the station," he told the Gavin Report. "But he made it a superstation. One of his strengths was he trusted his disc jockeys to be themselves." Ingram smiled

    when he gave the Gavin an anec- dote. "Rick never drank. He'd have maybe a halfa glass of wine- that was it. Well, one night he had his half -glass and I had a few beers. We walked outside and saw the WINS news mobile unit. We had one of those stickers that you put into water and peel off, so we put it on the WINS unit. It stayed there for at least a month. That's the kind of guy Rick was. He liked

    try awards, and was inducted into the Broadcast Promotion Hall of Fame in 1989. He wrote his autobiography, "Rocking America: How All The Hit Ra- dio Stations Took Over," in 1984.

    Rick Sklar is survived by his wife Sydelle; his mother Cecille; his son Scott; his daughter Holly; and his sister Ruth Sklar.

    KKBT's Stradford Nabs Stripes Mike Stradford, PD at KKBT

    (92.3 The Beat) -Los Angeles since 1990, was upped to Vice Presi- dent of Programming this week, while MD John Monds has been handed additional duties and a promotion to Assistant P.D..

    Before joining KKBT, Stradford programmed Majic 102 (KMJQ)- Houston and KMJM -St. Louis.

    "Mike has demonstrated his knowledge and dedication to this format and to The Beat and de- serves this recognition for a job well done," said KKBT Vice Presi- dent and General Manager Craig Wilbraham. "I have no hesitation in giving Mike the responsibility

    needed to take the station to the top."

    John Monds started at KKBT two years ago as afternoon drive personality. Last year he be- came music director, a position he held until this recent promo- tion. Before working at KKBT, Monds was afternoon personal- ity/music director at Power 99 FM (WUSL)- Philadelphia.

    "John had all his fingers in all aspects of programming since he started at the station," said Wilbraham. "He has earned this new title, the responsibility and the respect associated with this new position."

    A SAVAGE DEAL Savage Records and BMG

    Distribution have cemented a long -term distribution deal, and Savage has also inked a licensing agreement with BMG Interna- tional. Savage recently severed their deal with MCA Records/ Uni Distribution "on mutual agreement."

    The deal calls for Savage to handle its own A &R, promotion and marketing. BMG Interna- tional will be responsible for the label's overseas marketing and promotion.

    "It took us some time before finally finding a home where I feel very comfortable with the people involved," said Savage Founder /CEO David Mimran. "BMG has been extremely en- thusiastic since the inception of this deal...BMG shares our com- mitment towards the success of

    Savage Records." Savage, whose roster includes

    Gene Loves Jezebel, Dannii Minogue and Soho (Interna- tional), was formed in England in 1988 and opened a U.S. operation in 1990. Frank DiLeo Manage- ment LTD. is housed under Sav- age. DiLeo, who once managed Michael Jackson, represents an artist roster that includes Laura Branigan, Taylor Dayne, Jodeci, Richie Sambora and Al B. Sure!. He also serves as a consultant to Paisley Park Management.

    "I am extremely excited about Savage Records because they have the resources, executive talent, roster and desire to be a major player," said BMG Distribution President Pete Jones. "We look forward to being a part of their success."

    Twentieth Century Fox, Twentieth Television, BMG Unite

    More news from BMG this week: The company has inked a multi -year agreement with Twentieth Century Fox and Twentieth Television to form a new label, Fox Records. The deal will cover all future soundtracks from Twentieth Century Fox pic- tures and Twentieth Television programming, on a worldwide basis. The label will sign new artists, and that product will also be distributed through BMG.

    "This venture will allow Twen- tieth Century Fox to combine our

    film assets and executive talent with BMG's marketing and distri- bution experience to enter the re- corded music business," said Strauss Zelnick, President /COO of Twentieth Century Fox.

Police officers in Texas and Los Angeles, the Na- tional Rifle Association, Alabama's Governor Guy Hunt, and a group of U.S. House Of Representatives have leveled a protest against the Body Count song "Cop Killer," written by Ice - T. "Cop Killer" contains the lyrics "I'm 'bout to dust some cops off...Die, die, pig die!"

    The Texas officers are organiz- ing a demonstration for Time Warner's July shareholders meet- ing in L.A. to convince Time to pull the song from future albums and issue an apology to police- men.     Democratic presidential con- tender Bill Clinton deplored remarks made by Sister Souljah who said in an interview, "If black people kill black people every day, why not have a week and kill white people ?" Clinton characterized Souljah as being "filled with hatred" and she re- sponded with a statement printed in the June 22 issue of Impact. The statement describes Sister Souljah as a rapper, activ- ist, and lecturer, and systemati- cally attacks Clinton, calling him "an agenda -less draft dodger who was irresponsible in his per- sonal dealings." Souljah claims that Clinton is using her as a tool to distance himself from Jesse Jackson. Clinton sclaimsthatshe is a racist are groundless, she says.

    POSS(RI PT ON AM RADIO sI'vepointed out before, over half the radio stations in the United States are on the AM band; 80% to 85% of all

    radio listening is done for music. There has to be a future for music programming on AM because that's what the audience wants. Fortu- nately, mainstream music formats still work on AM when done responsively. Since the two bands are perceived differently by the listener, this means AM stations can't just copy FM programming techniques to succeed; in fact, that breeds failure. FM radio evolved for the listener from the hi -fi/stereo system, and tends today to be used as a background texture (yes, even rock) for stations when something active, requiring attention and even concentration -is going on. On the other hand, people today (even in the 25-34 demo, as ratings results have repeatedly shown in many markets, believe it or not) turn to AM for entertainment when they are engaged in boring, monotonous activities (such as driving). To prosper, AM needs more personality content and announcements (but not talk for talk's sake; stations must remain music- intensive), regular (but brief) newscasts, more musical contrast and variety from song to song, and a more "produced" sound. I have supervised this approach in the A/C format on AM in several larger markets from coast to coast, and I can tell you, if you do it, they will come!

    This seems like a good opportunity to bring you up to date on a few interesting develop- ments about AM. First, Japan has now adopted

    the Motorola C -Quam AM stereo system as its standard; this has already resulted in receivers becoming available in Japan, and with luck it should result in more receivers equipped with AM stereo being made available here, although not the same receivers, because the Japanese AM band features 9 kHz spacing, rather than the 10 kHz spacing used in the western hemisphere. The Japanese band also uses different frequen- cies).

    In addition, I've seen reports that the Japanese are showing interest in the NAB -sponsored "AMAX" receiver standard, which incorporates the NRSC noise -reduction receiver, characteris- tic, variable bandwidth, pulse -noise blanking and -optionally -AM stereo. If you are among those who feel that AM sound is inherently infe- rior to FM, even on the 18,000,000 AM stereo receivers currently being driven around the United States in recent -model cars and pickups, I suggest you go to a G.M. dealership, sit in one of the new vehicles equipped with AM AMAX stereo reception and allow your mind to boggle gently.

    The FCC has ended its freeze on new AM applications and has adopted a new interna- tional standard of classifying AM stations: Clear channel stations, formerly I -A and I -B, are not Class A. They are still protected from interfer- ence out to 750 miles at night, to serve rural areas. Stations of up to 50 kw on these frequencies which are not protected outside their groundwave coverage contours at night, formerly Class II, are reclassified Class B-as are all the former Class

    III "regional" stations that formerly were lim- ited to a maximum power of 5 kw. The former Class IV "local" channels -1230, 1240, 1340, 1400, 1450 and 1490 kHz, are now Class C -still limited to 1 kw power. Note that the former Class III stations can now increase power up to 50 kw! However, any power increase on AM is now predicated on reducing interference caused to other stations by at least 10 %, which may make it hard for many stations to take much advantage of this.

    As a sidebar to this opportunity and prob- lem, the consulting engineer who can legiti- mately be considered the "father of audio pro- cessing," having developed most of the tech- niques in use today back in the '50s and '60s, George Frese, P.E., of Wenatchee, WA, has re- cently installed a radically different AM an- tenna system that requires less height, less land and a less stringent ground system, with eco- logical advantages, and probably no need for lighting. It's known as a "Paran" antenna. It's nondirectional but uses four short towers in a box shape, with a network of wires at the top. The groundwave is excellent, but there is some evidence it has a reduced skywave; when the measurements are completed on the skywave component, such a reduction could mean higher power without directionalization at night, since it would reduce skywave interference to other stations.

Consider a 23 -year or so career that has never been in better shape; consider Ozzÿ s Epic album No More Tears still producing crossover singles. So inspired by the "Theatre of Madness" tour with its energy so high, Oz and bandmates Zakk Wylde, Randy Castillo and Michael Inez wrote six more tunes that will be released alongside live material from the cur- rent tour. Backstage after the show, Ozzy pointed out one of his paintings had been used on the numbered interview CDs he autographed for a group of dedicated music biz fans. Maybe the mighty Oz will juggle his career a bit and do some new projects, but he'll never be too far away from the action...

    Slaughter is out on tour with Ozzy and proud of it. They've got a hot selling album for EMI Records Group, and a new stage on which to perform, and that's easy for any band to take. Plus they had an offer to work with Ann and Nancy Wilson on their new Heart album, being recorded in Seattle. The band hopes to work it into the schedule.     began a few days ago -ÿ know, that time of year when everyone kicks back, soaks in a few ultraviolet rays and awaits the results of the spring book.

    It seems the overall mood in Top 40, as best as I can tell, is cautiously optimistic, which is quite an improvement from just six months ago. Call it coincidence, but as the country comes

    out of the recession (a number of economic indicators point to healthy growth), BILLY RAY CYRUS and his "Achy Breaky Heart" enjoy hero status, with major press coverage and appearances on shows like "Arsenio Hall."     music is becoming more widespread as not only the variety, but the quality of releases keeps increasing. What does it all add up to? Let's just say the

    DETROIT'S MOST WANTED - Tricks OF The Trades: Vol II (Bryant/Ichiban) The de- but album from this Detroit -based group has already garnered a buzz throughout the South- west off the strength of their first album "Tricks Of The Trade." The debut single, "The Money Is Made," kicks a hardcore braggadocio storyline tapered with a thumping bassline from Roger's 1983 classic, "Dance Floor." D.M.W., aka Motsi Ski (lead rapper), MC Lee and DJ Duncan Hines package the harsh reali- ties of surviving gangsta life in Motortown, from dealing Ya Yo to rape. The explicit rhyme schemes of D.M.W. are novice from track to track, including a couple contradictory lines about not being labeled as a rapper. Cuts

    K -SOLO - Times Up (Atlantic Street) It's been a little while since we heard from the Hip -Hop spelling ace, but K- S -O -L-O is back and he's rippin' up the mic with his heavy-

    weight, hypnotic, in -ya -face rhymes. Once again, Solo sought the production help of EPMD, and it contains all the elements of a successful package. Picking up where his debut left off, Solo blasts off and drains his listeners into his world of anecdotes. Address- ing various issues from black -on -black crimes in "Who's Killin' Who ?" to an escapade with the maid in "Household Maid," Solo, with his crisp delivery, flows on and on without missin' a beat. Another cut to check out is "Sneak Tip," which is a trippy fantasy about sneakers com- ing to life. But the dopest track on the album is "Letterman," which was produced by the untouchable Pete Rock, with Solo -kickin' mad spelling skills over funky organ chords.     yn up ~eakt i iany rap artists write lyrics drawn from their life experiences, and ewcomer May May is no differ- ent. The twist is that for May May, daugh- ter of boxing champion Muhammad Ali, many of her life experiences come from the boxing ring. Like when she was at a Sugar Ray Leonard /Thomas Hearns box- ing match, and a guy stormed into the ladies room looking for his 'woman.' "He was yelling and screaming, out of con- trol," says May May. "So I yelled, 'Hey, mellow out Alpoman."' The women in the restroom broke out in laughter, so May May wrote about the incident, hence the rap, "Alpoman." "That rap is about men who don't treat women right," says May May. "Instead of saying 'you're a dog,' I say 'Alpoman.' It's said in a humorous way, it's not offensive." Even though May May was raised by

    her maternal grandparents, she holds a very special place in her heart for her father. "I'm like my dad," admits May May, "He's very spiritual and very down to earth." And she is as passionate about her music as her father is about boxing. May May became inspired to write raps

    back in 1979, when the Sugarhill Gang came out with "Rappers Delight," and writing has been a passion ever since. When she finally decided to search for a record deal, she knew it wasn't going to be easy, but she also knew she wasn't going to give up. "I know when I'm going to do something, I'm going to do it - period," says May May. "I'm going to get it done no matter what it takes." May May feels a sense of purpose with

    her music. "My talent and my record deal were a blessing. I want to be uplift- ing and positive through my music, be- cause I feel responsible for what I feed millions and millions of brains. Most art- ists will say they're not responsible for

She contin- ues, "Kids listen to entertainers more than anybody else; more than politicians or their parents. If you look in a kid's room, all you see are entertainers on the wall. To me, it's very ignorant and selfish to deny that kids are influenced by who they admire." Like her father, May May follows the

    tenets of the Islamic religion. "It's every- thing I do," she says, "from the way I dress to what I talk about. In my religion, entertainment of all kinds, especially music, should be uplifting, refreshing and positive."

    Her Scotti Bros. debut release, The In- troduction, is all that and more. May May is able to display her spirituality and her sense of humor on the twelve -song col- lection. Humor is a big part of May May's pre-

    sentation, and it's no wonder, as she spent

    a portion of her life on the comedy circuit. "I did stand -up comedy four years ago," says May May. "The first time I went to a comedy club, I thought 'I can do that.' I was in Philly doing a demo tape, and one night we went to the talent night at the Hollywood Palace. All you had to do was sign your name. My friends kept telling me to get up there, but I wasn't sure, so I signed and erased my name seven times," she laughs. "The crowd was not nice, but I got up there and killed 'em. "So when I went back to L.A., I went to

    the Comedy Store, the Dance Factory, to all these places where people were afraid to go, but I just didn't care. I thought 'I did it in Philly, and they were a hard crowd, so I know I can do it here.' Every- where I went I killed 'em. The first fifty shows I did, I would log them; writing down what I did, what the reaction was, what I shouldn't have done. I took it very seriously. So I was able to become pol- ished as a comedian and I became a regu- lar at these places. Within four years, I was a paid regular and started going to Vegas. Two years ago I did a tour called the 'New Faces Tour of the Comedy Store; with Tommy Davidson, Pauly Shore, Chris Rock and myself. This is before these guys got their breaks; before Pauly got MTV, Tommy got In 'Living Color' and Chris got 'Saturday Night Live'...so I knew I had to be next!" May May knows it takes determination

    to be successful. "To be the best at some- thing you have to concentrate on it for awhile," she says. But before May May does anymore comedy, she wants to es- tablish herself as a rap artist. "That's where my focus is. I like comedy, but I don't love it like I love music. Comedy was a great learning experience and I'm glad I did it, but music is where my heart is. "
