    CHAPTER-I PRILIMINARY

    Definitions

    Act: Means the Indian Explosives Act,1884 (Ministry of Industry)

    Schedule: Means the schedule annexed to these rules.

    CCE: Chief Controller Of Explosives,Government of India

    Gas Cylinder: Means any closed metal container having a volumeexceeding 500 ml but not exceeding 1000 Ltr. Intended for storage

    and transport of compressed gas, including any liquefied petroleum

    gas container fitted to a motor vehicle as its fuel tank, but not

    including any other such container fitted to special transport or

    under carriage.

    Compressed gas: Means any permanent gas, liquefiable gas or gasdissolved in liquid under pressure or gas mixture which in closed gas

    cylinder exercises a pressure either exceeding 2.5 kg/cm2 abs. at 15

    deg.C or a pressure exceeding 3 kg/cm2 abs. at 50deg.C or both

    (Explanation: HF gas falls within the scope although its vapor

    pressure 1.7 to 1.8 at 500 C)

    CHAPTER-II GENERAL PROVISIONS

    Filling, possession, import and transport of cylinders: - No person shall fill any cylinder

    with any compressed gas or import, possess or transport any cylinder, So filled or

    intended to be filled with such gas unless:-a) such cylinder and its valve have been

    constructed to a type and standard specified in Schedule I (b) the test and

    inspection certificates issued by the inspecting authority in respect of cylinder and

    its valve are made available to the Chief Controller and prior approval of the said

    authority is obtained.

    Valves.- Valves fitted to gas cylinders shall comply in all respects with the following

    specifications namely:-

    (a) in respect of industrial gas cylinders, IS:3224;

    (b) Medical gas cylinders, IS:3745;

    (c) Breathing apparatus, IS:7302(d) Filling liquefied petroleum gas, IS:8776 for cylinders of water capacity not exceeding 5

    litres and, IS: 8737 for cylinders of water capacity exceeding 5 liters;

    (e) Auto LPG containers IS:15100;

    (f) Small Refrigerant cylinders IS:12300

    Safety relief devices - Cylinders manufactured in India, if fitted with safety relief devices in

    their bodies, shall have such safety devices manufactured and maintained in accordance with

    IS:5903

    CHAPTER-II GENERAL PROVISIONS

    Marking on cylinders:

    (a) Manufactures, owners and inspectors marking & rotation number

    (b) Specification to which the cylinder has been made

    (c) Working pressure and test pressure

    (d) Tare weight, water capacity.

    (e) The date of the last hydrostatic test carried out. Marking on Valve:

    (a) The specification of valve

    (b) Month & year of manufacture

    ( c ) Manufactures symbol

    (d) working pressure

    (e) The name or symbol of of gas for which valve is to be fitted(f) The type of the screw on the outlet, in case of left handed (L H ),

    ( g) Inspectors stamp

    Identification colours:

    Every person filling any cylinder with any compressed gas shall, before it is stored or despatched,

    see that the cylinder is painted with appropriate identification colours specified in IS:4379 for

    industrial cylinders and IS:3933 for medical cylinders.

    WARNING

    Gas Cylinders, Rules, 2004

    Do not change the color of this cylinder.

    This cylinder should not be filled with any gas other thanthe one it now contains.

    No flammable material should be stored in the closevicinity of this cylinder or in the same room in which it iskept.

    No oil or similar lubricant should be used on the valvesor other fittings of this cylinder.

    Please look for the next date of test, which is marked on ametal ring inserted between the valve and the neck of thecylinder, and if this date is over, do not accept thecylinder for filling.

    PART-I General:No person shall import any cylinder filled or intended to be filled with anycompressed gas except under and in accordance with the conditions of a license granted under these

    rules

    PART-II Importation by SEA :

    (a)The master of every ship carrying cylinders filled with compressed gas for importation into India, or

    the agent for such ship, shall give, the Conservator of the Port not less than 48 hours notice of its

    intended arrival at the port.

    (b)Production of license for import:Every person desiring to import cylinders filled with any

    compressed gas or intended to be so filled shall produce personally or through his agent, before the

    Commissioner of Customs his license for the import of such gas cylinders. (c).Permission of theCommissioner of Customs: No imported cylinder shall be landed except with the permission of the

    Commissioner of Customs.

    (b) Importation by LAND :No gas cylinder filled with any compressed gas, shall beimported by land save with the previous sanction in each case, of the Central Government and under

    such conditions and restrictions asit may impose. (c) Importation by AIR: No cylinder filled with any compressed gas shall be imported by air

    save with the previous sanction in each case of the Director General of Civil Aviation.

    CHAPTER- IV TRANSPORT OF CYLINDER

    Transport of cylinder by vehicle:(a) cylinder filled with any compressed gas shall not be transported by a bicycle or two wheelers which mechanically propelled.

    (b) cylinders shall be transported vertically

    (c) cylinders shall be adequately secured to prevent falling,

    Restriction on transport:

    (a) Cylinder containing flammable gases shall not be transported along with other compressed gas cylinders

    (b) Cylinder containing toxic or corrosive gas shall not be transported with food-stuff.

    Protection of valves during transport:Cylinders shall be kept in box or crate and metal cap should be provided to protect damage of valve

    Leaky cylinder:No person shall transport leaky cylinder if leak is there it should be remove and kept at safe location and away from source ofignition. and contact filler consignor

    CHAPTER- V Examination and Testing of Cylinder

    Periodically examination and testing of cylinder: No person can fill the cylinder unless cylinder has been examined and subject to

    hydrostatic test

    Condition of cylinder for testing: cylinder for testing shall first emptied of their

    content

    Inspection of cylinder before carrying out hydrostatic test: cylinder shall be

    thoroughly cleaned by steam cleaning/washing out with approved solvent.

    Condemning of cylinder : Any cylinder which fails to pass periodic examination or

    test and loses its tare weight by over 5 % or any other defect is found to be unsafe

    for use and shall be destroyed.

    Records: Full record of cylinder examined and tested shall be maintained.

    CHAPTER- VI Dissolved Acetylene Gas Cylinders

    Dissolved acetylene gas cylinder shall comply with

    following additional provisions, namely:-(i) The porous substance shall fill as completely as possible the cylinder

    into which the acetylene is compressed.

    (ii) Any solvent used shall not be capable of chemical reaction with theacetylene gas or with the porous substance or with the metal of thecylinder.

    (iii) The valves of the cylinders shall not contain more than 70 per centcopper in their composition

    (iv) The pressure in the cylinder shall not exceed 16 kgf/cm2 at atemperature of 150C.

    (v) Examination of dissolved acetylene cylinders before filling beforefilling

    (vi) Compression of the acetylene gas into a cylinder shall be carried outonly in such premises as are licensed by the Chief Controller.

    CHAPTER- VI I Filling And Possession

    License for Filling & Possession :

    (a) Required prior permission from CCE Approval of specification and plans of premises proposedto be licensed.

    (b) Not reqd.(small qty.) for experimental/test purpose from one cyl.to another or for breathing

    Restriction on filling :No person shall fill any cylinder with any compressed gas unless such acylinder and its valve or other fittings -

    (a) are of approved type and standard and has been specifically approved for filling by the Chief

    Controller,(b) have passed the examination and test

    Working pressure and filling ratios:

    The working or internal pressure in any cylinder charged with a permanent gas shall not exceedtwo-third of the test pressure.

    Application for license: A person wishing to obtain or renew a license under these rules shallsubmit an application, in writing, to the Chief Controller or Controller

    (a) in Form B for Import of cylinder(b) in Form C, for Renewal of license

    Renewal of license:(1) A license may be renewed by the Chief Controller or Controller.

    (2) Every license granted in Form E and F under these rules, may be renewed for a maximumperiod of ten years at a time where there has been no contravention of the provisions of the Act or

    any rules framed hereunder or of any condition of the license so renewed.

    CHAPTER- VI II Power to exempt

    If the Chief Controller is satisfied that in respect of any cylinder or any mode ofconveyance, any of the requirements of these rules may be safely suspended ormodified, he may, by written order, authorize such suspension or modificationfor such period and under such condition as he may think fit and such order maybe revoked at any time.

    CHAPTER- IX ACCIDENT AND INQUIRIES

    Notice of accidents:

    The notice of an accident required to be given,

    To the Chief Controller or Controller under whose jurisdiction the

    area falls by Fax, E-mail or telegram (Telegraphic Address

    Explosives, Nagpur, E-mail [email protected])

    followed by a letter giving particulars of the occurrence within 24

    hours;

    To the District Magistrate concerned and

    To the officer-in-charge of the nearest Police Station by the

    quickest route.

    CHAPTER- X POWERS

    Dangerous practices: -

    If in any matter which is not provided for by any express provision

    of, or condition of a license granted under these rules, the Controller

    finds any compressed gas filling station or a storage place, where a

    cylinder is being filled or possessed, or any part thereof or anything

    or practice therein or connected therewith or with the handling or

    transport of compressed gas cylinders, dangerous or defective, so as,

    in his opinion, to tend to endanger the public safety or the bodily

    safety of any person, such Controller may by an order in writing

    require the occupier of such filling station or storage place or theowner of the cylinder to remedy the same within such time as may be

    specified in the order, and the said occupier shall carry out the orders

    within the specified time.

    Storage of Cylinders:

    Cool / dry / well ventilated place under cover, away fromboilers , open flames, Steam pipes, potential source of heat

    Thin wall cylinders (LPG )Not in horizontal position.

    Fire resistance shed. Flammable & toxic gas cylinders shall be kept separated.

    (adequate distance or by suitable partition wall)

    Storage condition shall not cause corrosion.

    Empty / Full to be segregatedvalves to be tightly shut.

    Handling and use:

    Adequately supported

    Trolleys and cradles when moving the cylinder.
