Welcome to the December Gazette

As you read this Council will have elected a new Mayor from current Councillors as I have completed my one-year term

I have been honoured to serve as Mayor for a fifth term having first been elected as the inaugural Mayor of Golden Plains Shire in 1995

I would also like to pay tribute to our departing CEO Rod Nicholls Having served as a Councillor for many years with Rod as CEO I have witnessed his tireless work for all the towns and communities of Golden Plains I wish him all the best in his retirement

Our new CEO to begin in mid-December is Mr Eric Braslis currently CEO of Gannawarra Shire who has extensive experience in metropolitan regional and rural local government bodies

Wersquore delighted that Eric will join us to guide our Shire as it continues to grow from strength to strength

Greetings to all for my last Gazette as CEO

In 1994 I applied for the Chief Executive Officer role

On being successful in my application I quickly recognised the opportunities that would grow from this newly merged region ndash known as the Golden Plains Shire

I have been very privileged to serve for 23 years and have seen real breakthroughs and achievements in partnership with our elected Councillors and Golden Plainsrsquo vibrant communities

I have been fortunate to have had strong community leaders who have formed stable councils led by the Mayor of the day At times there have been robust discussions and differing opinions and always there have been new challenges to face Together with the community we have been able to achieve positive outcomes that have improved the quality of life of residents

Farewell and best wishes to all Golden Plains residents for a healthy and prosperous future

NEW INVERLEIGH TOWN SIGNAGEA new town sign for Inverleigh has now been installed after Council worked with the local Progress Association

This signage will promote tourism in and around Inverleigh and encourage road users to stop at our Golden Plains towns and sample the fine produce available VicRoads was keen to encourage motorists to stop in Inverleigh as a lsquodriver reviverrsquo town

Thanks to the Association Inverleigh community and VicRoads for their assistance Council staff will now work with the Lethbridge community to implement a similar signage program with other communities to follow in due course

WALK TO SCHOOL A SMASH HITThis year was the first year all 14 primary schools in Golden Plains Shire have participated in VicHealthrsquos walk to school program

Principals teachers and families are to be congratulated on the success of the program and their commitment to increasing active travel and developing healthy habits in our young people Congratulations to all the students who participated in walking to or at school

In addition to increased walking 8000 pieces of fruit were delivered to schools lsquopark and walkrsquo sites were identified and a partnership was established with Haddon Community Learning Centre to deliver Golden Plains Rocks a treasure hunt for hand painted rocks

CRICKET NETS OPENThe Mayor and Councillors joined Member for Western Victoria Gayle Tierney and cricket club representatives recently to officially open the Bannockburn Cricket Nets

This facility provides a modern three-net training facility to support an increasing number of junior and senior players at the club

The Victorian Government through Sports and Recreation Victoria contributed $67000 to this project

A similar cricket net upgrade project is in the construction stage for Rokewood

The Golden Plains Community and Civic Centre will provide more and much-needed space for residents Councillors and Council staff

Currently only 4 of the current Service Centre is accessible to community use The redevelopment is set to see 27 of its total footprint allocated for areas including a modern customer service area for the public as well as a Council Chambers with more seating for residents and guests and technology to enable live-streaming of Council meetings

The Centre will also feature private meeting rooms for residents to meet with Councillors and Council staff about issues important to them

Councilrsquos decision to proceed with the new Centre was not taken lightly but the reasons for a new space are compelling

The current building is around 40 years old which means building and maintenance costs are substantial and rising This brings with it a number of building compliance issues in particular non-compliance with current disability access standards The customer service area also lacks privacy for residents meeting with Council staff ndash an issue raised with us by community members

Council currently has four lsquoportablesrsquo onsite that accommodate 40 of staff These portables lack basic amenities such as toilets and running water and are not appropriate as permanent office accommodation

Experienced consultants were engaged to investigate options and it was clear a redeveloped Centre ndash that was affordable and modest in design ndash was the most cost-effective especially in terms of organisational efficiencies and ongoing costs

Adding further to Councilrsquos decision to proceed was the fact that every year action is not taken on the project the redevelopment cost increases by $500000

We understand that this is a significant project which is why extensive community engagement on the community spaces is being carried out

Throughout October and November Council began engaging the community about the project

Many residents and stakeholders have already been involved in the project ndash sharing feedback and asking questions

Four listening posts were held across the Shire during October and November and both hard copy and online feedback forms are available for community members to have their say about the community spaces within the new Centre

Why is Council undertaking this project

The current Centre has a number of building compliance issues does not comply with current disability access standards and includes a customer service area which is outdated and lacks privacy which is frequently raised as an issue by residents

As the current building is around 40 years old building maintenance is a substantial and increasing amount including the cost of portables which were not designed as permanent office accommodation These portables present safety issues and lack basic amenities such as toilets and running water As a large employer within the Golden Plains community Council has an obligation to provide safe and efficient staff accommodation with the flexibility to cater for future staff requirements as our population continues to grow

New facilities for Council meetings would also improve transparency and accountability by allowing greater space for Councilrsquos monthly meetings particularly for community members who wish to attend The need for this access has been a consistent message from our community

Building maintenance and operating costs as well as environmental impact would be substantially reduced by this project A long-term masterplan has been prepared for the Victoria Park precinct and the redeveloped Community and Civic Centre will be an important part of the community and social infrastructure on this site

How is Council funding this project and will it increase my rates

The project will be funded from Council borrowings to be repaid over a thirty-year period Spreading the cost over a longer period will allow Council to maintain spending on other capital works programs In the current low-interest rate environment this was judged to be the most prudent method of financing the project

The cost of the project will not result in any increase in rates Council will manage this cost within its annual expenditure forecasts allowing for the ongoing effect of the State Governmentrsquos rate capping policy

How much will the project cost

Council has included an amount of $500000 for community engagement detailed architectural and engineering design in the 201718 Budget

The anticipated total project cost is $95 million in addition to the above amount (Estimate provided by an independent quantity surveyor in 2017) The estimated cost will be refined as the detailed design process develops and may change based on the final design along with any addition of features designed to minimise environmental impact and operating costs

How was the cost of the redevelopment determined

A feasibility study was undertaken to determine the condition of the existing building and explore suitable options for a redevelopment

Council engaged an experienced architectural firm to provide concept drawings and indicative costings for the project

Why did Council choose a redevelopment over other options

Council engaged consultants to investigate the options of redevelopment of the current building or construction of a new building on a lsquogreenfieldsrsquo site

A redevelopment was judged to be the most cost-effective option as the costs of constructing a new facility were $19M greater than the cost of redevelopment not including the cost of land purchase

The redevelopment will support efficiency initiatives and provide the lowest ongoing costs

What stage is the project at

The project has been under consideration since 2014 with pre-planning focused on an analysis of local needs future Council service arrangements and staff requirements along with best practice concept design and cost analysis

Council has allocated $500000 in the 201718 Budget to progress the detailed design of the project following community consultation

Council has allocated the necessary funds for development over the next two financial years within its Strategic Resource Plan

Will the new building feature an extravagant fit-out

The new Centre will be a modest fit-for-purpose building It will enable Council to embrace more modern and efficient work practices as well as updated customer reception and service areas Fit-out of the building will focus on efficiency functionality and cost-effectiveness

Held at the usual Market site in Milton Street Bannockburn on Thursday 21 December from 400 to 900pm the Golden Plains Twilight Market is a one-stop shop for all your Christmas needs ndash fresh fruit and veg flowers cheese preserves sweet treats (and more) and gorgeous gifts direct from the farmers makers artists and gourmet provedores of our region

The Market was conceived after feedback from Farmersrsquo Market attendees and the community around the timing and stallholder mix was received This encouraged Council to work with existing and new stallholders to deliver this new event Check the website at goldenplainsfarmersmarketcomautwilight-market for a full stallholder list

Event profile ndash the famous Shelford Duck Race

The Shelford Duck Race originated in the early 1990s when a few locals were sitting around after cricket training chatting and thinking of fun and different ways to fundraise for the club After having attended a similar event in Bright one of the locals suggested a duck race From this night the Shelford Duck Race was born and continued on for the next five years It was such a success that one of the first Golden Plains Gazettes published in 1996 recorded the Duck Race as winning the Shire Community Event of the Year

In January 2011 flood waters rose to nine metres and caused damage to the Shelford Cricket Club along with the Shelford Primary School Both were needing to raise funds to help cover repairs and replace damaged equipment

Our Shire is known for its many markets and community events which help make Golden Plains a great place to live You can check out our Events Calendar on the Council website which along with community events also has business training walking groups and food swaps listed

They banded together and within just four weeks the Shelford Duck Race was running again With the day being a success many locals asked for the Shelford Duck Race to become an annual event Now in its eighth year the event has grown from 300 ducks to 1000 ducks up for adoption

The event will be held at the Shelford Recreation Reserve on Sunday 25 February 2018 and offers market stalls food vans kids entertainment live music and demonstrations throughout the day And letrsquos not forget the main event The Shelford Duck Race concluding at the end of the day This is a free event however

NORTHERN SETTLEMENT STRATEGY UPDATEThe preparation of the Northern Settlement Strategy (NSS) is currently underway to identify areas in the northern half of the Shire to accommodate population growth to 2030

A land use supply report has been completed which clearly articulates the amount of zoned land available and the remaining capacity A land use modelling exercise has also been completed to determine the cost of infrastructure development for infill greenfill and dispersed development

Work is currently being undertaken on the opportunities and constraints and what policy changes may need to be considered including economic and employment opportunities and what this may mean for land use in the north into the future

HEART FUNDING LOCKED INWe were delighted to host Minister for Regional Development The Hon Jaala Pulford MP as she announced State Government funding of $500000 for stage one the Bannockburn Heart project

This funding along with $12M from the Federal Government and a contribution from Council will enable the completion of detailed design work and construction with stage one to be completed by December 2019

Bannockburn food swapItrsquos great to see food swap events springing up around the Shire with previous and current events in Smythesdale and Inverleigh now Bannockburn gets a turn

The Bannockburn group welcome you to bring any home grown produce to swap it with other community members No money changes hands just a friendly swap of produce knowledge and conversation Itrsquos in the Bannockburn Station car park High Street at 930am ndash 1000am on 23 December and the fourth Saturday of the month in 2018 The event also has a Facebook page at Bannockburn Community Garden Group

FREE FAMILY SUPPORT SERVICEResidents can now access a confidential family support service in Rokewood Meredith and Bannockburn thanks to a new partnership between Barwon Child Youth and Family (BCYF) and Council

The lsquoDrop-in support for familiesrsquo program offers free one-on-one support sessions for families experiencing challenges ndash whether these are everyday issues within families or more serious issues such as financial problems or family violence

This is a starting point for struggling families with trained and experienced experts on hand to directly help clients on the spot or refer to a more appropriate service

Residents can access the program until the end of the year on selected Tuesdays (Bannockburn) Thursdays (Meredith) and Fridays (Rokewood)

POOL BARRIER AUDITS ONGOINGWith many pools in the Shire constructed prior to the current laws around pool fencing Council staff are working with home owners to make pool enclosures safe Common issues relate to gates height of barriers gaps and structure alterations

Reports indicate that two-thirds of drowning incidents in Victoria occur in the home (swimming pools baths and dams) so itrsquos vital that we take the issue of pool barriers seriously

Council staff visit properties with pools to improve community safety through education and compliance Compliant pool safety barriers along with parental supervision are the best way to decrease the risk of toddler and child drowning incidents

INFO NEEDED ON ROSS CREEK AVENUEThe Ross Creek History Group has a grant from Victorian Veterans Affairs to restore their Avenue of Honour and conduct an event on 18 August 2018 the 100th anniversary of its planting by Ross Creek residents

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

WINNING WAR ON WASTEWaste assessments are conducted in our Shire to gain an understanding of recycling behaviour A recent assessment found that local recycling bins contain on average 7 contamination - items that are not accepted in the recycling bin such as plastic bags (even plastic bags containing recycled materials)

Our residents are doing a great job - in comparison other neighbouring Councils have on average 10 contamination

Some other common contaminants include fruit and vegetable bags shopping bags and pet food bags These items accounted for over three quarters of contamination in recycling bins Other contaminants were garden waste polystyrene nappies clothing and carpet

To help reduce plastic bag use and improve recycling Council encourages the use of re-usable bags for shopping The larger supermarket chains generally offer a bin at their stores for recycling plastic shopping bags

Engagement roadshowThe Golden Youth Empowerment Roadshow was in full swing recently with a range of events activities and engagement activities on offer across the Shire

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

With the draft having taken place on 24 November we wish the best of luck to James and his future sporting career

NEW NEIGHBOURHOOD WATCH GROUPThe growth of Golden Plains towns including Bannockburn has brought a re-evaluation of our lsquocountry lifestylersquo and the rising need to lock up and secure valuables and property

A group of community minded residents believed the establishment of a local Neighbourhood Watch Group could be the answer to help and assist our hard working local Police force

The Bannockburn amp Surrounds Neighbourhood Watch was formed in July aiming to make our communities safer by promoting crime prevention initiatives and bring our communities closer together

A Facebook page has been launched ndash lsquoNeighbourhood Watch Bannockburn amp Surroundsrsquo and on Saturday 9 December between 1030am ndash 200pm - an official launch day will be held including a family BBQ and a lsquoSafe Number Plate Screwrsquo promotion will take place at Victoria Park Bannockburn

COMMUNITY SAFETYYou may have noticed signage appearing on Council facilities across the Shire warning of potential hazardous materials Council has taken this step to ensure compliance with health and safety legislation

We are committed to ensuring the health and safety of our communities and have erected these signs as a precaution on all facilities built prior to 1990 All of these facilities remain safe for use by community groups members of the public and staff

Where audits have not been able to clearly determine the presence of a hazardous material such as asbestos Council has taken the conservative approach to label that building as ldquomay contain a hazardous substancerdquo usually in wall cavities sub-flooring or other inaccessible locations

As asbestos is generally only hazardous when disturbed please check with Council on 5220 7111 before any works are undertaken on Council-owned community facilities

WORKS FOR SHIRErsquoS FIRST P-12 COLLEGE

Civil works are now underway for Bannockburn College P-12 following consultation with the Education Department school representatives and other stakeholders

Works will include new bus zones and parking bays for multiple buses lsquowombatrsquo and flagged school crossings new shared paths in Milton Street and new safety fencing as well as plenty of car parking for school drop-off and pick up

The works will be completed in time for the 2018 school year

Welcome to the December Gazette

As you read this Council will have elected a new Mayor from current Councillors as I have completed my one-year term

I have been honoured to serve as Mayor for a fifth term having first been elected as the inaugural Mayor of Golden Plains Shire in 1995

I would also like to pay tribute to our departing CEO Rod Nicholls Having served as a Councillor for many years with Rod as CEO I have witnessed his tireless work for all the towns and communities of Golden Plains I wish him all the best in his retirement

Our new CEO to begin in mid-December is Mr Eric Braslis currently CEO of Gannawarra Shire who has extensive experience in metropolitan regional and rural local government bodies

Wersquore delighted that Eric will join us to guide our Shire as it continues to grow from strength to strength

In 1994 I applied for the Chief Executive Officer role

On being successful in my application I quickly recognised the opportunities that would grow from this newly merged region ndash known as the Golden Plains Shire

I have been very privileged to serve for 23 years and have seen real breakthroughs and achievements in partnership with our elected Councillors and Golden Plainsrsquo vibrant communities

I have been fortunate to have had strong community leaders who have formed stable councils led by the Mayor of the day At times there have been robust discussions and differing opinions and always there have been new challenges to face Together with the community we have been able to achieve positive outcomes that have improved the quality of life of residents

Farewell and best wishes to all Golden Plains residents for a healthy and prosperous future

NEW INVERLEIGH TOWN SIGNAGEA new town sign for Inverleigh has now been installed after Council worked with the local Progress Association

This signage will promote tourism in and around Inverleigh and encourage road users to stop at our Golden Plains towns and sample the fine produce available VicRoads was keen to encourage motorists to stop in Inverleigh as a lsquodriver reviverrsquo town

Thanks to the Association Inverleigh community and VicRoads for their assistance Council staff will now work with the Lethbridge community to implement a similar signage program with other communities to follow in due course

WALK TO SCHOOL A SMASH HITThis year was the first year all 14 primary schools in Golden Plains Shire have participated in VicHealthrsquos walk to school program

Principals teachers and families are to be congratulated on the success of the program and their commitment to increasing active travel and developing healthy habits in our young people Congratulations to all the students who participated in walking to or at school

In addition to increased walking 8000 pieces of fruit were delivered to schools lsquopark and walkrsquo sites were identified and a partnership was established with Haddon Community Learning Centre to deliver Golden Plains Rocks a treasure hunt for hand painted rocks

CRICKET NETS OPENThe Mayor and Councillors joined Member for Western Victoria Gayle Tierney and cricket club representatives recently to officially open the Bannockburn Cricket Nets

This facility provides a modern three-net training facility to support an increasing number of junior and senior players at the club

The Victorian Government through Sports and Recreation Victoria contributed $67000 to this project

A similar cricket net upgrade project is in the construction stage for Rokewood

The Golden Plains Community and Civic Centre will provide more and much-needed space for residents Councillors and Council staff

Currently only 4 of the current Service Centre is accessible to community use The redevelopment is set to see 27 of its total footprint allocated for areas including a modern customer service area for the public as well as a Council Chambers with more seating for residents and guests and technology to enable live-streaming of Council meetings

The Centre will also feature private meeting rooms for residents to meet with Councillors and Council staff about issues important to them

Councilrsquos decision to proceed with the new Centre was not taken lightly but the reasons for a new space are compelling

The current building is around 40 years old which means building and maintenance costs are substantial and rising This brings with it a number of building compliance issues in particular non-compliance with current disability access standards The customer service area also lacks privacy for residents meeting with Council staff ndash an issue raised with us by community members

Council currently has four lsquoportablesrsquo onsite that accommodate 40 of staff These portables lack basic amenities such as toilets and running water and are not appropriate as permanent office accommodation

Experienced consultants were engaged to investigate options and it was clear a redeveloped Centre ndash that was affordable and modest in design ndash was the most cost-effective especially in terms of organisational efficiencies and ongoing costs

Adding further to Councilrsquos decision to proceed was the fact that every year action is not taken on the project the redevelopment cost increases by $500000

We understand that this is a significant project which is why extensive community engagement on the community spaces is being carried out

Throughout October and November Council began engaging the community about the project

Many residents and stakeholders have already been involved in the project ndash sharing feedback and asking questions

Four listening posts were held across the Shire during October and November and both hard copy and online feedback forms are available for community members to have their say about the community spaces within the new Centre

Why is Council undertaking this project

The current Centre has a number of building compliance issues does not comply with current disability access standards and includes a customer service area which is outdated and lacks privacy which is frequently raised as an issue by residents

As the current building is around 40 years old building maintenance is a substantial and increasing amount including the cost of portables which were not designed as permanent office accommodation These portables present safety issues and lack basic amenities such as toilets and running water As a large employer within the Golden Plains community Council has an obligation to provide safe and efficient staff accommodation with the flexibility to cater for future staff requirements as our population continues to grow

New facilities for Council meetings would also improve transparency and accountability by allowing greater space for Councilrsquos monthly meetings particularly for community members who wish to attend The need for this access has been a consistent message from our community

Building maintenance and operating costs as well as environmental impact would be substantially reduced by this project A long-term masterplan has been prepared for the Victoria Park precinct and the redeveloped Community and Civic Centre will be an important part of the community and social infrastructure on this site

How is Council funding this project and will it increase my rates

The project will be funded from Council borrowings to be repaid over a thirty-year period Spreading the cost over a longer period will allow Council to maintain spending on other capital works programs In the current low-interest rate environment this was judged to be the most prudent method of financing the project

The cost of the project will not result in any increase in rates Council will manage this cost within its annual expenditure forecasts allowing for the ongoing effect of the State Governmentrsquos rate capping policy

How much will the project cost

Council has included an amount of $500000 for community engagement detailed architectural and engineering design in the 201718 Budget

The anticipated total project cost is $95 million in addition to the above amount (Estimate provided by an independent quantity surveyor in 2017) The estimated cost will be refined as the detailed design process develops and may change based on the final design along with any addition of features designed to minimise environmental impact and operating costs

How was the cost of the redevelopment determined

A feasibility study was undertaken to determine the condition of the existing building and explore suitable options for a redevelopment

Council engaged an experienced architectural firm to provide concept drawings and indicative costings for the project

Why did Council choose a redevelopment over other options

Council engaged consultants to investigate the options of redevelopment of the current building or construction of a new building on a lsquogreenfieldsrsquo site

A redevelopment was judged to be the most cost-effective option as the costs of constructing a new facility were $19M greater than the cost of redevelopment not including the cost of land purchase

The redevelopment will support efficiency initiatives and provide the lowest ongoing costs

What stage is the project at

The project has been under consideration since 2014 with pre-planning focused on an analysis of local needs future Council service arrangements and staff requirements along with best practice concept design and cost analysis

Council has allocated $500000 in the 201718 Budget to progress the detailed design of the project following community consultation

Council has allocated the necessary funds for development over the next two financial years within its Strategic Resource Plan

Will the new building feature an extravagant fit-out

The new Centre will be a modest fit-for-purpose building It will enable Council to embrace more modern and efficient work practices as well as updated customer reception and service areas Fit-out of the building will focus on efficiency functionality and cost-effectiveness

Event profile ndash the famous Shelford Duck Race

The Shelford Duck Race originated in the early 1990s when a few locals were sitting around after cricket training chatting and thinking of fun and different ways to fundraise for the club After having attended a similar event in Bright one of the locals suggested a duck race From this night the Shelford Duck Race was born and continued on for the next five years It was such a success that one of the first Golden Plains Gazettes published in 1996 recorded the Duck Race as winning the Shire Community Event of the Year

In January 2011 flood waters rose to nine metres and caused damage to the Shelford Cricket Club along with the Shelford Primary School Both were needing to raise funds to help cover repairs and replace damaged equipment

Our Shire is known for its many markets and community events which help make Golden Plains a great place to live You can check out our Events Calendar on the Council website which along with community events also has business training walking groups and food swaps listed

They banded together and within just four weeks the Shelford Duck Race was running again With the day being a success many locals asked for the Shelford Duck Race to become an annual event Now in its eighth year the event has grown from 300 ducks to 1000 ducks up for adoption

The event will be held at the Shelford Recreation Reserve on Sunday 25 February 2018 and offers market stalls food vans kids entertainment live music and demonstrations throughout the day And letrsquos not forget the main event The Shelford Duck Race concluding at the end of the day This is a free event however

NORTHERN SETTLEMENT STRATEGY UPDATEThe preparation of the Northern Settlement Strategy (NSS) is currently underway to identify areas in the northern half of the Shire to accommodate population growth to 2030

A land use supply report has been completed which clearly articulates the amount of zoned land available and the remaining capacity A land use modelling exercise has also been completed to determine the cost of infrastructure development for infill greenfill and dispersed development

Work is currently being undertaken on the opportunities and constraints and what policy changes may need to be considered including economic and employment opportunities and what this may mean for land use in the north into the future

HEART FUNDING LOCKED INWe were delighted to host Minister for Regional Development The Hon Jaala Pulford MP as she announced State Government funding of $500000 for stage one the Bannockburn Heart project

This funding along with $12M from the Federal Government and a contribution from Council will enable the completion of detailed design work and construction with stage one to be completed by December 2019

Bannockburn food swapItrsquos great to see food swap events springing up around the Shire with previous and current events in Smythesdale and Inverleigh now Bannockburn gets a turn

FREE FAMILY SUPPORT SERVICEResidents can now access a confidential family support service in Rokewood Meredith and Bannockburn thanks to a new partnership between Barwon Child Youth and Family (BCYF) and Council

The lsquoDrop-in support for familiesrsquo program offers free one-on-one support sessions for families experiencing challenges ndash whether these are everyday issues within families or more serious issues such as financial problems or family violence

This is a starting point for struggling families with trained and experienced experts on hand to directly help clients on the spot or refer to a more appropriate service

Residents can access the program until the end of the year on selected Tuesdays (Bannockburn) Thursdays (Meredith) and Fridays (Rokewood)

POOL BARRIER AUDITS ONGOINGWith many pools in the Shire constructed prior to the current laws around pool fencing Council staff are working with home owners to make pool enclosures safe Common issues relate to gates height of barriers gaps and structure alterations

Reports indicate that two-thirds of drowning incidents in Victoria occur in the home (swimming pools baths and dams) so itrsquos vital that we take the issue of pool barriers seriously

Council staff visit properties with pools to improve community safety through education and compliance Compliant pool safety barriers along with parental supervision are the best way to decrease the risk of toddler and child drowning incidents

INFO NEEDED ON ROSS CREEK AVENUEThe Ross Creek History Group has a grant from Victorian Veterans Affairs to restore their Avenue of Honour and conduct an event on 18 August 2018 the 100th anniversary of its planting by Ross Creek residents

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

WINNING WAR ON WASTEWaste assessments are conducted in our Shire to gain an understanding of recycling behaviour A recent assessment found that local recycling bins contain on average 7 contamination - items that are not accepted in the recycling bin such as plastic bags (even plastic bags containing recycled materials)

Our residents are doing a great job - in comparison other neighbouring Councils have on average 10 contamination

Some other common contaminants include fruit and vegetable bags shopping bags and pet food bags These items accounted for over three quarters of contamination in recycling bins Other contaminants were garden waste polystyrene nappies clothing and carpet

To help reduce plastic bag use and improve recycling Council encourages the use of re-usable bags for shopping The larger supermarket chains generally offer a bin at their stores for recycling plastic shopping bags

Engagement roadshowThe Golden Youth Empowerment Roadshow was in full swing recently with a range of events activities and engagement activities on offer across the Shire

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

With the draft having taken place on 24 November we wish the best of luck to James and his future sporting career

NEW NEIGHBOURHOOD WATCH GROUPThe growth of Golden Plains towns including Bannockburn has brought a re-evaluation of our lsquocountry lifestylersquo and the rising need to lock up and secure valuables and property

A group of community minded residents believed the establishment of a local Neighbourhood Watch Group could be the answer to help and assist our hard working local Police force

The Bannockburn amp Surrounds Neighbourhood Watch was formed in July aiming to make our communities safer by promoting crime prevention initiatives and bring our communities closer together

A Facebook page has been launched ndash lsquoNeighbourhood Watch Bannockburn amp Surroundsrsquo and on Saturday 9 December between 1030am ndash 200pm - an official launch day will be held including a family BBQ and a lsquoSafe Number Plate Screwrsquo promotion will take place at Victoria Park Bannockburn

COMMUNITY SAFETYYou may have noticed signage appearing on Council facilities across the Shire warning of potential hazardous materials Council has taken this step to ensure compliance with health and safety legislation

We are committed to ensuring the health and safety of our communities and have erected these signs as a precaution on all facilities built prior to 1990 All of these facilities remain safe for use by community groups members of the public and staff

NEW INVERLEIGH TOWN SIGNAGEA new town sign for Inverleigh has now been installed after Council worked with the local Progress Association

This signage will promote tourism in and around Inverleigh and encourage road users to stop at our Golden Plains towns and sample the fine produce available VicRoads was keen to encourage motorists to stop in Inverleigh as a lsquodriver reviverrsquo town

Thanks to the Association Inverleigh community and VicRoads for their assistance Council staff will now work with the Lethbridge community to implement a similar signage program with other communities to follow in due course

WALK TO SCHOOL A SMASH HITThis year was the first year all 14 primary schools in Golden Plains Shire have participated in VicHealthrsquos walk to school program

Principals teachers and families are to be congratulated on the success of the program and their commitment to increasing active travel and developing healthy habits in our young people Congratulations to all the students who participated in walking to or at school

In addition to increased walking 8000 pieces of fruit were delivered to schools lsquopark and walkrsquo sites were identified and a partnership was established with Haddon Community Learning Centre to deliver Golden Plains Rocks a treasure hunt for hand painted rocks

CRICKET NETS OPENThe Mayor and Councillors joined Member for Western Victoria Gayle Tierney and cricket club representatives recently to officially open the Bannockburn Cricket Nets

This facility provides a modern three-net training facility to support an increasing number of junior and senior players at the club

The Victorian Government through Sports and Recreation Victoria contributed $67000 to this project

A similar cricket net upgrade project is in the construction stage for Rokewood

The Golden Plains Community and Civic Centre will provide more and much-needed space for residents Councillors and Council staff

Currently only 4 of the current Service Centre is accessible to community use The redevelopment is set to see 27 of its total footprint allocated for areas including a modern customer service area for the public as well as a Council Chambers with more seating for residents and guests and technology to enable live-streaming of Council meetings

The Centre will also feature private meeting rooms for residents to meet with Councillors and Council staff about issues important to them

Councilrsquos decision to proceed with the new Centre was not taken lightly but the reasons for a new space are compelling

The current building is around 40 years old which means building and maintenance costs are substantial and rising This brings with it a number of building compliance issues in particular non-compliance with current disability access standards The customer service area also lacks privacy for residents meeting with Council staff ndash an issue raised with us by community members

Council currently has four lsquoportablesrsquo onsite that accommodate 40 of staff These portables lack basic amenities such as toilets and running water and are not appropriate as permanent office accommodation

Experienced consultants were engaged to investigate options and it was clear a redeveloped Centre ndash that was affordable and modest in design ndash was the most cost-effective especially in terms of organisational efficiencies and ongoing costs

Adding further to Councilrsquos decision to proceed was the fact that every year action is not taken on the project the redevelopment cost increases by $500000

We understand that this is a significant project which is why extensive community engagement on the community spaces is being carried out

Why is Council undertaking this project

The current Centre has a number of building compliance issues does not comply with current disability access standards and includes a customer service area which is outdated and lacks privacy which is frequently raised as an issue by residents

As the current building is around 40 years old building maintenance is a substantial and increasing amount including the cost of portables which were not designed as permanent office accommodation These portables present safety issues and lack basic amenities such as toilets and running water As a large employer within the Golden Plains community Council has an obligation to provide safe and efficient staff accommodation with the flexibility to cater for future staff requirements as our population continues to grow

New facilities for Council meetings would also improve transparency and accountability by allowing greater space for Councilrsquos monthly meetings particularly for community members who wish to attend The need for this access has been a consistent message from our community

Building maintenance and operating costs as well as environmental impact would be substantially reduced by this project A long-term masterplan has been prepared for the Victoria Park precinct and the redeveloped Community and Civic Centre will be an important part of the community and social infrastructure on this site

How is Council funding this project and will it increase my rates

The project will be funded from Council borrowings to be repaid over a thirty-year period Spreading the cost over a longer period will allow Council to maintain spending on other capital works programs In the current low-interest rate environment this was judged to be the most prudent method of financing the project

The cost of the project will not result in any increase in rates Council will manage this cost within its annual expenditure forecasts allowing for the ongoing effect of the State Governmentrsquos rate capping policy

How much will the project cost

Council has included an amount of $500000 for community engagement detailed architectural and engineering design in the 201718 Budget

The anticipated total project cost is $95 million in addition to the above amount (Estimate provided by an independent quantity surveyor in 2017) The estimated cost will be refined as the detailed design process develops and may change based on the final design along with any addition of features designed to minimise environmental impact and operating costs

How was the cost of the redevelopment determined

A feasibility study was undertaken to determine the condition of the existing building and explore suitable options for a redevelopment

Council engaged an experienced architectural firm to provide concept drawings and indicative costings for the project

Why did Council choose a redevelopment over other options

Council engaged consultants to investigate the options of redevelopment of the current building or construction of a new building on a lsquogreenfieldsrsquo site

A redevelopment was judged to be the most cost-effective option as the costs of constructing a new facility were $19M greater than the cost of redevelopment not including the cost of land purchase

The redevelopment will support efficiency initiatives and provide the lowest ongoing costs

What stage is the project at

The project has been under consideration since 2014 with pre-planning focused on an analysis of local needs future Council service arrangements and staff requirements along with best practice concept design and cost analysis

Council has allocated $500000 in the 201718 Budget to progress the detailed design of the project following community consultation

Council has allocated the necessary funds for development over the next two financial years within its Strategic Resource Plan

Will the new building feature an extravagant fit-out

The new Centre will be a modest fit-for-purpose building It will enable Council to embrace more modern and efficient work practices as well as updated customer reception and service areas Fit-out of the building will focus on efficiency functionality and cost-effectiveness

Event profile ndash the famous Shelford Duck Race

The Shelford Duck Race originated in the early 1990s when a few locals were sitting around after cricket training chatting and thinking of fun and different ways to fundraise for the club After having attended a similar event in Bright one of the locals suggested a duck race From this night the Shelford Duck Race was born and continued on for the next five years It was such a success that one of the first Golden Plains Gazettes published in 1996 recorded the Duck Race as winning the Shire Community Event of the Year

In January 2011 flood waters rose to nine metres and caused damage to the Shelford Cricket Club along with the Shelford Primary School Both were needing to raise funds to help cover repairs and replace damaged equipment

They banded together and within just four weeks the Shelford Duck Race was running again With the day being a success many locals asked for the Shelford Duck Race to become an annual event Now in its eighth year the event has grown from 300 ducks to 1000 ducks up for adoption

The event will be held at the Shelford Recreation Reserve on Sunday 25 February 2018 and offers market stalls food vans kids entertainment live music and demonstrations throughout the day And letrsquos not forget the main event The Shelford Duck Race concluding at the end of the day This is a free event however

NORTHERN SETTLEMENT STRATEGY UPDATEThe preparation of the Northern Settlement Strategy (NSS) is currently underway to identify areas in the northern half of the Shire to accommodate population growth to 2030

A land use supply report has been completed which clearly articulates the amount of zoned land available and the remaining capacity A land use modelling exercise has also been completed to determine the cost of infrastructure development for infill greenfill and dispersed development

Work is currently being undertaken on the opportunities and constraints and what policy changes may need to be considered including economic and employment opportunities and what this may mean for land use in the north into the future

HEART FUNDING LOCKED INWe were delighted to host Minister for Regional Development The Hon Jaala Pulford MP as she announced State Government funding of $500000 for stage one the Bannockburn Heart project

This funding along with $12M from the Federal Government and a contribution from Council will enable the completion of detailed design work and construction with stage one to be completed by December 2019

FREE FAMILY SUPPORT SERVICEResidents can now access a confidential family support service in Rokewood Meredith and Bannockburn thanks to a new partnership between Barwon Child Youth and Family (BCYF) and Council

The lsquoDrop-in support for familiesrsquo program offers free one-on-one support sessions for families experiencing challenges ndash whether these are everyday issues within families or more serious issues such as financial problems or family violence

This is a starting point for struggling families with trained and experienced experts on hand to directly help clients on the spot or refer to a more appropriate service

Residents can access the program until the end of the year on selected Tuesdays (Bannockburn) Thursdays (Meredith) and Fridays (Rokewood)

POOL BARRIER AUDITS ONGOINGWith many pools in the Shire constructed prior to the current laws around pool fencing Council staff are working with home owners to make pool enclosures safe Common issues relate to gates height of barriers gaps and structure alterations

Reports indicate that two-thirds of drowning incidents in Victoria occur in the home (swimming pools baths and dams) so itrsquos vital that we take the issue of pool barriers seriously

Council staff visit properties with pools to improve community safety through education and compliance Compliant pool safety barriers along with parental supervision are the best way to decrease the risk of toddler and child drowning incidents

INFO NEEDED ON ROSS CREEK AVENUEThe Ross Creek History Group has a grant from Victorian Veterans Affairs to restore their Avenue of Honour and conduct an event on 18 August 2018 the 100th anniversary of its planting by Ross Creek residents

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

WINNING WAR ON WASTEWaste assessments are conducted in our Shire to gain an understanding of recycling behaviour A recent assessment found that local recycling bins contain on average 7 contamination - items that are not accepted in the recycling bin such as plastic bags (even plastic bags containing recycled materials)

Our residents are doing a great job - in comparison other neighbouring Councils have on average 10 contamination

Some other common contaminants include fruit and vegetable bags shopping bags and pet food bags These items accounted for over three quarters of contamination in recycling bins Other contaminants were garden waste polystyrene nappies clothing and carpet

To help reduce plastic bag use and improve recycling Council encourages the use of re-usable bags for shopping The larger supermarket chains generally offer a bin at their stores for recycling plastic shopping bags

Engagement roadshowThe Golden Youth Empowerment Roadshow was in full swing recently with a range of events activities and engagement activities on offer across the Shire

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

With the draft having taken place on 24 November we wish the best of luck to James and his future sporting career

NEW NEIGHBOURHOOD WATCH GROUPThe growth of Golden Plains towns including Bannockburn has brought a re-evaluation of our lsquocountry lifestylersquo and the rising need to lock up and secure valuables and property

A group of community minded residents believed the establishment of a local Neighbourhood Watch Group could be the answer to help and assist our hard working local Police force

The Bannockburn amp Surrounds Neighbourhood Watch was formed in July aiming to make our communities safer by promoting crime prevention initiatives and bring our communities closer together

A Facebook page has been launched ndash lsquoNeighbourhood Watch Bannockburn amp Surroundsrsquo and on Saturday 9 December between 1030am ndash 200pm - an official launch day will be held including a family BBQ and a lsquoSafe Number Plate Screwrsquo promotion will take place at Victoria Park Bannockburn

NEW INVERLEIGH TOWN SIGNAGEA new town sign for Inverleigh has now been installed after Council worked with the local Progress Association

This signage will promote tourism in and around Inverleigh and encourage road users to stop at our Golden Plains towns and sample the fine produce available VicRoads was keen to encourage motorists to stop in Inverleigh as a lsquodriver reviverrsquo town

Thanks to the Association Inverleigh community and VicRoads for their assistance Council staff will now work with the Lethbridge community to implement a similar signage program with other communities to follow in due course

WALK TO SCHOOL A SMASH HITThis year was the first year all 14 primary schools in Golden Plains Shire have participated in VicHealthrsquos walk to school program

Principals teachers and families are to be congratulated on the success of the program and their commitment to increasing active travel and developing healthy habits in our young people Congratulations to all the students who participated in walking to or at school

In addition to increased walking 8000 pieces of fruit were delivered to schools lsquopark and walkrsquo sites were identified and a partnership was established with Haddon Community Learning Centre to deliver Golden Plains Rocks a treasure hunt for hand painted rocks

CRICKET NETS OPENThe Mayor and Councillors joined Member for Western Victoria Gayle Tierney and cricket club representatives recently to officially open the Bannockburn Cricket Nets

This facility provides a modern three-net training facility to support an increasing number of junior and senior players at the club

The Victorian Government through Sports and Recreation Victoria contributed $67000 to this project

A similar cricket net upgrade project is in the construction stage for Rokewood

The Golden Plains Community and Civic Centre will provide more and much-needed space for residents Councillors and Council staff

Currently only 4 of the current Service Centre is accessible to community use The redevelopment is set to see 27 of its total footprint allocated for areas including a modern customer service area for the public as well as a Council Chambers with more seating for residents and guests and technology to enable live-streaming of Council meetings

The Centre will also feature private meeting rooms for residents to meet with Councillors and Council staff about issues important to them

Councilrsquos decision to proceed with the new Centre was not taken lightly but the reasons for a new space are compelling

The current building is around 40 years old which means building and maintenance costs are substantial and rising This brings with it a number of building compliance issues in particular non-compliance with current disability access standards The customer service area also lacks privacy for residents meeting with Council staff ndash an issue raised with us by community members

Council currently has four lsquoportablesrsquo onsite that accommodate 40 of staff These portables lack basic amenities such as toilets and running water and are not appropriate as permanent office accommodation

Experienced consultants were engaged to investigate options and it was clear a redeveloped Centre ndash that was affordable and modest in design ndash was the most cost-effective especially in terms of organisational efficiencies and ongoing costs

Adding further to Councilrsquos decision to proceed was the fact that every year action is not taken on the project the redevelopment cost increases by $500000

We understand that this is a significant project which is why extensive community engagement on the community spaces is being carried out

Why is Council undertaking this project

The current Centre has a number of building compliance issues does not comply with current disability access standards and includes a customer service area which is outdated and lacks privacy which is frequently raised as an issue by residents

As the current building is around 40 years old building maintenance is a substantial and increasing amount including the cost of portables which were not designed as permanent office accommodation These portables present safety issues and lack basic amenities such as toilets and running water As a large employer within the Golden Plains community Council has an obligation to provide safe and efficient staff accommodation with the flexibility to cater for future staff requirements as our population continues to grow

New facilities for Council meetings would also improve transparency and accountability by allowing greater space for Councilrsquos monthly meetings particularly for community members who wish to attend The need for this access has been a consistent message from our community

Building maintenance and operating costs as well as environmental impact would be substantially reduced by this project A long-term masterplan has been prepared for the Victoria Park precinct and the redeveloped Community and Civic Centre will be an important part of the community and social infrastructure on this site

How is Council funding this project and will it increase my rates

The project will be funded from Council borrowings to be repaid over a thirty-year period Spreading the cost over a longer period will allow Council to maintain spending on other capital works programs In the current low-interest rate environment this was judged to be the most prudent method of financing the project

The cost of the project will not result in any increase in rates Council will manage this cost within its annual expenditure forecasts allowing for the ongoing effect of the State Governmentrsquos rate capping policy

How much will the project cost

Council has included an amount of $500000 for community engagement detailed architectural and engineering design in the 201718 Budget

The anticipated total project cost is $95 million in addition to the above amount (Estimate provided by an independent quantity surveyor in 2017) The estimated cost will be refined as the detailed design process develops and may change based on the final design along with any addition of features designed to minimise environmental impact and operating costs

How was the cost of the redevelopment determined

A feasibility study was undertaken to determine the condition of the existing building and explore suitable options for a redevelopment

Council engaged an experienced architectural firm to provide concept drawings and indicative costings for the project

Why did Council choose a redevelopment over other options

Council engaged consultants to investigate the options of redevelopment of the current building or construction of a new building on a lsquogreenfieldsrsquo site

A redevelopment was judged to be the most cost-effective option as the costs of constructing a new facility were $19M greater than the cost of redevelopment not including the cost of land purchase

The redevelopment will support efficiency initiatives and provide the lowest ongoing costs

What stage is the project at

The project has been under consideration since 2014 with pre-planning focused on an analysis of local needs future Council service arrangements and staff requirements along with best practice concept design and cost analysis

Council has allocated $500000 in the 201718 Budget to progress the detailed design of the project following community consultation

Council has allocated the necessary funds for development over the next two financial years within its Strategic Resource Plan

Event profile ndash the famous Shelford Duck Race

The Shelford Duck Race originated in the early 1990s when a few locals were sitting around after cricket training chatting and thinking of fun and different ways to fundraise for the club After having attended a similar event in Bright one of the locals suggested a duck race From this night the Shelford Duck Race was born and continued on for the next five years It was such a success that one of the first Golden Plains Gazettes published in 1996 recorded the Duck Race as winning the Shire Community Event of the Year

In January 2011 flood waters rose to nine metres and caused damage to the Shelford Cricket Club along with the Shelford Primary School Both were needing to raise funds to help cover repairs and replace damaged equipment

They banded together and within just four weeks the Shelford Duck Race was running again With the day being a success many locals asked for the Shelford Duck Race to become an annual event Now in its eighth year the event has grown from 300 ducks to 1000 ducks up for adoption

The event will be held at the Shelford Recreation Reserve on Sunday 25 February 2018 and offers market stalls food vans kids entertainment live music and demonstrations throughout the day And letrsquos not forget the main event The Shelford Duck Race concluding at the end of the day This is a free event however

NORTHERN SETTLEMENT STRATEGY UPDATEThe preparation of the Northern Settlement Strategy (NSS) is currently underway to identify areas in the northern half of the Shire to accommodate population growth to 2030

A land use supply report has been completed which clearly articulates the amount of zoned land available and the remaining capacity A land use modelling exercise has also been completed to determine the cost of infrastructure development for infill greenfill and dispersed development

Work is currently being undertaken on the opportunities and constraints and what policy changes may need to be considered including economic and employment opportunities and what this may mean for land use in the north into the future

HEART FUNDING LOCKED INWe were delighted to host Minister for Regional Development The Hon Jaala Pulford MP as she announced State Government funding of $500000 for stage one the Bannockburn Heart project

This funding along with $12M from the Federal Government and a contribution from Council will enable the completion of detailed design work and construction with stage one to be completed by December 2019

Bannockburn food swapItrsquos great to see food swap events springing up around the Shire with previous and current events in Smythesdale and Inverleigh now Bannockburn gets a turn

FREE FAMILY SUPPORT SERVICEResidents can now access a confidential family support service in Rokewood Meredith and Bannockburn thanks to a new partnership between Barwon Child Youth and Family (BCYF) and Council

The lsquoDrop-in support for familiesrsquo program offers free one-on-one support sessions for families experiencing challenges ndash whether these are everyday issues within families or more serious issues such as financial problems or family violence

This is a starting point for struggling families with trained and experienced experts on hand to directly help clients on the spot or refer to a more appropriate service

Residents can access the program until the end of the year on selected Tuesdays (Bannockburn) Thursdays (Meredith) and Fridays (Rokewood)

POOL BARRIER AUDITS ONGOINGWith many pools in the Shire constructed prior to the current laws around pool fencing Council staff are working with home owners to make pool enclosures safe Common issues relate to gates height of barriers gaps and structure alterations

Reports indicate that two-thirds of drowning incidents in Victoria occur in the home (swimming pools baths and dams) so itrsquos vital that we take the issue of pool barriers seriously

Council staff visit properties with pools to improve community safety through education and compliance Compliant pool safety barriers along with parental supervision are the best way to decrease the risk of toddler and child drowning incidents

INFO NEEDED ON ROSS CREEK AVENUEThe Ross Creek History Group has a grant from Victorian Veterans Affairs to restore their Avenue of Honour and conduct an event on 18 August 2018 the 100th anniversary of its planting by Ross Creek residents

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

WINNING WAR ON WASTEWaste assessments are conducted in our Shire to gain an understanding of recycling behaviour A recent assessment found that local recycling bins contain on average 7 contamination - items that are not accepted in the recycling bin such as plastic bags (even plastic bags containing recycled materials)

Our residents are doing a great job - in comparison other neighbouring Councils have on average 10 contamination

Some other common contaminants include fruit and vegetable bags shopping bags and pet food bags These items accounted for over three quarters of contamination in recycling bins Other contaminants were garden waste polystyrene nappies clothing and carpet

To help reduce plastic bag use and improve recycling Council encourages the use of re-usable bags for shopping The larger supermarket chains generally offer a bin at their stores for recycling plastic shopping bags

Engagement roadshowThe Golden Youth Empowerment Roadshow was in full swing recently with a range of events activities and engagement activities on offer across the Shire

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

With the draft having taken place on 24 November we wish the best of luck to James and his future sporting career

NEW NEIGHBOURHOOD WATCH GROUPThe growth of Golden Plains towns including Bannockburn has brought a re-evaluation of our lsquocountry lifestylersquo and the rising need to lock up and secure valuables and property

A group of community minded residents believed the establishment of a local Neighbourhood Watch Group could be the answer to help and assist our hard working local Police force

The Bannockburn amp Surrounds Neighbourhood Watch was formed in July aiming to make our communities safer by promoting crime prevention initiatives and bring our communities closer together

A Facebook page has been launched ndash lsquoNeighbourhood Watch Bannockburn amp Surroundsrsquo and on Saturday 9 December between 1030am ndash 200pm - an official launch day will be held including a family BBQ and a lsquoSafe Number Plate Screwrsquo promotion will take place at Victoria Park Bannockburn

We are committed to ensuring the health and safety of our communities and have erected these signs as a precaution on all facilities built prior to 1990 All of these facilities remain safe for use by community groups members of the public and staff

Where audits have not been able to clearly determine the presence of a hazardous material such as asbestos Council has taken the conservative approach to label that building as ldquomay contain a hazardous substancerdquo usually in wall cavities sub-flooring or other inaccessible locations

Event profile ndash the famous Shelford Duck Race

The Shelford Duck Race originated in the early 1990s when a few locals were sitting around after cricket training chatting and thinking of fun and different ways to fundraise for the club After having attended a similar event in Bright one of the locals suggested a duck race From this night the Shelford Duck Race was born and continued on for the next five years It was such a success that one of the first Golden Plains Gazettes published in 1996 recorded the Duck Race as winning the Shire Community Event of the Year

In January 2011 flood waters rose to nine metres and caused damage to the Shelford Cricket Club along with the Shelford Primary School Both were needing to raise funds to help cover repairs and replace damaged equipment

NORTHERN SETTLEMENT STRATEGY UPDATEThe preparation of the Northern Settlement Strategy (NSS) is currently underway to identify areas in the northern half of the Shire to accommodate population growth to 2030

A land use supply report has been completed which clearly articulates the amount of zoned land available and the remaining capacity A land use modelling exercise has also been completed to determine the cost of infrastructure development for infill greenfill and dispersed development

Work is currently being undertaken on the opportunities and constraints and what policy changes may need to be considered including economic and employment opportunities and what this may mean for land use in the north into the future

HEART FUNDING LOCKED INWe were delighted to host Minister for Regional Development The Hon Jaala Pulford MP as she announced State Government funding of $500000 for stage one the Bannockburn Heart project

This funding along with $12M from the Federal Government and a contribution from Council will enable the completion of detailed design work and construction with stage one to be completed by December 2019

FREE FAMILY SUPPORT SERVICEResidents can now access a confidential family support service in Rokewood Meredith and Bannockburn thanks to a new partnership between Barwon Child Youth and Family (BCYF) and Council

The lsquoDrop-in support for familiesrsquo program offers free one-on-one support sessions for families experiencing challenges ndash whether these are everyday issues within families or more serious issues such as financial problems or family violence

This is a starting point for struggling families with trained and experienced experts on hand to directly help clients on the spot or refer to a more appropriate service

Residents can access the program until the end of the year on selected Tuesdays (Bannockburn) Thursdays (Meredith) and Fridays (Rokewood)

POOL BARRIER AUDITS ONGOINGWith many pools in the Shire constructed prior to the current laws around pool fencing Council staff are working with home owners to make pool enclosures safe Common issues relate to gates height of barriers gaps and structure alterations

Reports indicate that two-thirds of drowning incidents in Victoria occur in the home (swimming pools baths and dams) so itrsquos vital that we take the issue of pool barriers seriously

Council staff visit properties with pools to improve community safety through education and compliance Compliant pool safety barriers along with parental supervision are the best way to decrease the risk of toddler and child drowning incidents

INFO NEEDED ON ROSS CREEK AVENUEThe Ross Creek History Group has a grant from Victorian Veterans Affairs to restore their Avenue of Honour and conduct an event on 18 August 2018 the 100th anniversary of its planting by Ross Creek residents

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

WINNING WAR ON WASTEWaste assessments are conducted in our Shire to gain an understanding of recycling behaviour A recent assessment found that local recycling bins contain on average 7 contamination - items that are not accepted in the recycling bin such as plastic bags (even plastic bags containing recycled materials)

Our residents are doing a great job - in comparison other neighbouring Councils have on average 10 contamination

Some other common contaminants include fruit and vegetable bags shopping bags and pet food bags These items accounted for over three quarters of contamination in recycling bins Other contaminants were garden waste polystyrene nappies clothing and carpet

To help reduce plastic bag use and improve recycling Council encourages the use of re-usable bags for shopping The larger supermarket chains generally offer a bin at their stores for recycling plastic shopping bags

Engagement roadshowThe Golden Youth Empowerment Roadshow was in full swing recently with a range of events activities and engagement activities on offer across the Shire

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

A group of community minded residents believed the establishment of a local Neighbourhood Watch Group could be the answer to help and assist our hard working local Police force

The Bannockburn amp Surrounds Neighbourhood Watch was formed in July aiming to make our communities safer by promoting crime prevention initiatives and bring our communities closer together

Why is Council undertaking this project

The current Centre has a number of building compliance issues does not comply with current disability access standards and includes a customer service area which is outdated and lacks privacy which is frequently raised as an issue by residents

FREE FAMILY SUPPORT SERVICEResidents can now access a confidential family support service in Rokewood Meredith and Bannockburn thanks to a new partnership between Barwon Child Youth and Family (BCYF) and Council

The lsquoDrop-in support for familiesrsquo program offers free one-on-one support sessions for families experiencing challenges ndash whether these are everyday issues within families or more serious issues such as financial problems or family violence

This is a starting point for struggling families with trained and experienced experts on hand to directly help clients on the spot or refer to a more appropriate service

Residents can access the program until the end of the year on selected Tuesdays (Bannockburn) Thursdays (Meredith) and Fridays (Rokewood)

Reports indicate that two-thirds of drowning incidents in Victoria occur in the home (swimming pools baths and dams) so itrsquos vital that we take the issue of pool barriers seriously

Council staff visit properties with pools to improve community safety through education and compliance Compliant pool safety barriers along with parental supervision are the best way to decrease the risk of toddler and child drowning incidents

INFO NEEDED ON ROSS CREEK AVENUEThe Ross Creek History Group has a grant from Victorian Veterans Affairs to restore their Avenue of Honour and conduct an event on 18 August 2018 the 100th anniversary of its planting by Ross Creek residents

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

WINNING WAR ON WASTEWaste assessments are conducted in our Shire to gain an understanding of recycling behaviour A recent assessment found that local recycling bins contain on average 7 contamination - items that are not accepted in the recycling bin such as plastic bags (even plastic bags containing recycled materials)

Our residents are doing a great job - in comparison other neighbouring Councils have on average 10 contamination

Some other common contaminants include fruit and vegetable bags shopping bags and pet food bags These items accounted for over three quarters of contamination in recycling bins Other contaminants were garden waste polystyrene nappies clothing and carpet

To help reduce plastic bag use and improve recycling Council encourages the use of re-usable bags for shopping The larger supermarket chains generally offer a bin at their stores for recycling plastic shopping bags

Engagement roadshowThe Golden Youth Empowerment Roadshow was in full swing recently with a range of events activities and engagement activities on offer across the Shire

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

With the draft having taken place on 24 November we wish the best of luck to James and his future sporting career

A group of community minded residents believed the establishment of a local Neighbourhood Watch Group could be the answer to help and assist our hard working local Police force

The Bannockburn amp Surrounds Neighbourhood Watch was formed in July aiming to make our communities safer by promoting crime prevention initiatives and bring our communities closer together

A Facebook page has been launched ndash lsquoNeighbourhood Watch Bannockburn amp Surroundsrsquo and on Saturday 9 December between 1030am ndash 200pm - an official launch day will be held including a family BBQ and a lsquoSafe Number Plate Screwrsquo promotion will take place at Victoria Park Bannockburn

Held at the usual Market site in Milton Street Bannockburn on Thursday 21 December from 400 to 900pm the Golden Plains Twilight Market is a one-stop shop for all your Christmas needs ndash fresh fruit and veg flowers cheese preserves sweet treats (and more) and gorgeous gifts direct from the farmers makers artists and gourmet provedores of our region

Event profile ndash the famous Shelford Duck Race

The Shelford Duck Race originated in the early 1990s when a few locals were sitting around after cricket training chatting and thinking of fun and different ways to fundraise for the club After having attended a similar event in Bright one of the locals suggested a duck race From this night the Shelford Duck Race was born and continued on for the next five years It was such a success that one of the first Golden Plains Gazettes published in 1996 recorded the Duck Race as winning the Shire Community Event of the Year

In January 2011 flood waters rose to nine metres and caused damage to the Shelford Cricket Club along with the Shelford Primary School Both were needing to raise funds to help cover repairs and replace damaged equipment

Our Shire is known for its many markets and community events which help make Golden Plains a great place to live You can check out our Events Calendar on the Council website which along with community events also has business training walking groups and food swaps listed

They banded together and within just four weeks the Shelford Duck Race was running again With the day being a success many locals asked for the Shelford Duck Race to become an annual event Now in its eighth year the event has grown from 300 ducks to 1000 ducks up for adoption

The event will be held at the Shelford Recreation Reserve on Sunday 25 February 2018 and offers market stalls food vans kids entertainment live music and demonstrations throughout the day And letrsquos not forget the main event The Shelford Duck Race concluding at the end of the day This is a free event however

NORTHERN SETTLEMENT STRATEGY UPDATEThe preparation of the Northern Settlement Strategy (NSS) is currently underway to identify areas in the northern half of the Shire to accommodate population growth to 2030

A land use supply report has been completed which clearly articulates the amount of zoned land available and the remaining capacity A land use modelling exercise has also been completed to determine the cost of infrastructure development for infill greenfill and dispersed development

Work is currently being undertaken on the opportunities and constraints and what policy changes may need to be considered including economic and employment opportunities and what this may mean for land use in the north into the future

HEART FUNDING LOCKED INWe were delighted to host Minister for Regional Development The Hon Jaala Pulford MP as she announced State Government funding of $500000 for stage one the Bannockburn Heart project

This funding along with $12M from the Federal Government and a contribution from Council will enable the completion of detailed design work and construction with stage one to be completed by December 2019

The Shelford Duck Race originated in the early 1990s when a few locals were sitting around after cricket training chatting and thinking of fun and different ways to fundraise for the club After having attended a similar event in Bright one of the locals suggested a duck race From this night the Shelford Duck Race was born and continued on for the next five years It was such a success that one of the first Golden Plains Gazettes published in 1996 recorded the Duck Race as winning the Shire Community Event of the Year

In January 2011 flood waters rose to nine metres and caused damage to the Shelford Cricket Club along with the Shelford Primary School Both were needing to raise funds to help cover repairs and replace damaged equipment

The event will be held at the Shelford Recreation Reserve on Sunday 25 February 2018 and offers market stalls food vans kids entertainment live music and demonstrations throughout the day And letrsquos not forget the main event The Shelford Duck Race concluding at the end of the day This is a free event however

NORTHERN SETTLEMENT STRATEGY UPDATEThe preparation of the Northern Settlement Strategy (NSS) is currently underway to identify areas in the northern half of the Shire to accommodate population growth to 2030

A land use supply report has been completed which clearly articulates the amount of zoned land available and the remaining capacity A land use modelling exercise has also been completed to determine the cost of infrastructure development for infill greenfill and dispersed development

Work is currently being undertaken on the opportunities and constraints and what policy changes may need to be considered including economic and employment opportunities and what this may mean for land use in the north into the future

HEART FUNDING LOCKED INWe were delighted to host Minister for Regional Development The Hon Jaala Pulford MP as she announced State Government funding of $500000 for stage one the Bannockburn Heart project

This funding along with $12M from the Federal Government and a contribution from Council will enable the completion of detailed design work and construction with stage one to be completed by December 2019

Bannockburn food swapItrsquos great to see food swap events springing up around the Shire with previous and current events in Smythesdale and Inverleigh now Bannockburn gets a turn

FREE FAMILY SUPPORT SERVICEResidents can now access a confidential family support service in Rokewood Meredith and Bannockburn thanks to a new partnership between Barwon Child Youth and Family (BCYF) and Council

The lsquoDrop-in support for familiesrsquo program offers free one-on-one support sessions for families experiencing challenges ndash whether these are everyday issues within families or more serious issues such as financial problems or family violence

This is a starting point for struggling families with trained and experienced experts on hand to directly help clients on the spot or refer to a more appropriate service

Residents can access the program until the end of the year on selected Tuesdays (Bannockburn) Thursdays (Meredith) and Fridays (Rokewood)

POOL BARRIER AUDITS ONGOINGWith many pools in the Shire constructed prior to the current laws around pool fencing Council staff are working with home owners to make pool enclosures safe Common issues relate to gates height of barriers gaps and structure alterations

Reports indicate that two-thirds of drowning incidents in Victoria occur in the home (swimming pools baths and dams) so itrsquos vital that we take the issue of pool barriers seriously

Council staff visit properties with pools to improve community safety through education and compliance Compliant pool safety barriers along with parental supervision are the best way to decrease the risk of toddler and child drowning incidents

INFO NEEDED ON ROSS CREEK AVENUEThe Ross Creek History Group has a grant from Victorian Veterans Affairs to restore their Avenue of Honour and conduct an event on 18 August 2018 the 100th anniversary of its planting by Ross Creek residents

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

WINNING WAR ON WASTEWaste assessments are conducted in our Shire to gain an understanding of recycling behaviour A recent assessment found that local recycling bins contain on average 7 contamination - items that are not accepted in the recycling bin such as plastic bags (even plastic bags containing recycled materials)

Our residents are doing a great job - in comparison other neighbouring Councils have on average 10 contamination

Some other common contaminants include fruit and vegetable bags shopping bags and pet food bags These items accounted for over three quarters of contamination in recycling bins Other contaminants were garden waste polystyrene nappies clothing and carpet

To help reduce plastic bag use and improve recycling Council encourages the use of re-usable bags for shopping The larger supermarket chains generally offer a bin at their stores for recycling plastic shopping bags

Engagement roadshowThe Golden Youth Empowerment Roadshow was in full swing recently with a range of events activities and engagement activities on offer across the Shire

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

With the draft having taken place on 24 November we wish the best of luck to James and his future sporting career

A group of community minded residents believed the establishment of a local Neighbourhood Watch Group could be the answer to help and assist our hard working local Police force

The Bannockburn amp Surrounds Neighbourhood Watch was formed in July aiming to make our communities safer by promoting crime prevention initiatives and bring our communities closer together

A Facebook page has been launched ndash lsquoNeighbourhood Watch Bannockburn amp Surroundsrsquo and on Saturday 9 December between 1030am ndash 200pm - an official launch day will be held including a family BBQ and a lsquoSafe Number Plate Screwrsquo promotion will take place at Victoria Park Bannockburn

This is a starting point for struggling families with trained and experienced experts on hand to directly help clients on the spot or refer to a more appropriate service

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

NORTHERN SETTLEMENT STRATEGY UPDATEThe preparation of the Northern Settlement Strategy (NSS) is currently underway to identify areas in the northern half of the Shire to accommodate population growth to 2030

A land use supply report has been completed which clearly articulates the amount of zoned land available and the remaining capacity A land use modelling exercise has also been completed to determine the cost of infrastructure development for infill greenfill and dispersed development

Work is currently being undertaken on the opportunities and constraints and what policy changes may need to be considered including economic and employment opportunities and what this may mean for land use in the north into the future

INFO NEEDED ON ROSS CREEK AVENUEThe Ross Creek History Group has a grant from Victorian Veterans Affairs to restore their Avenue of Honour and conduct an event on 18 August 2018 the 100th anniversary of its planting by Ross Creek residents

Twenty soldiers enlisted to WW1 are recorded on the Ross Creek Honour Board at the Hall Six died on the Western Front and these soldiers will be honoured with new trees next to the two remaining 100 year old trees

The Group is trying to find and contact descendants of these soldiers so they can be invited to attend the ceremony

WINNING WAR ON WASTEWaste assessments are conducted in our Shire to gain an understanding of recycling behaviour A recent assessment found that local recycling bins contain on average 7 contamination - items that are not accepted in the recycling bin such as plastic bags (even plastic bags containing recycled materials)

Our residents are doing a great job - in comparison other neighbouring Councils have on average 10 contamination

Some other common contaminants include fruit and vegetable bags shopping bags and pet food bags These items accounted for over three quarters of contamination in recycling bins Other contaminants were garden waste polystyrene nappies clothing and carpet

To help reduce plastic bag use and improve recycling Council encourages the use of re-usable bags for shopping The larger supermarket chains generally offer a bin at their stores for recycling plastic shopping bags

Engagement roadshowThe Golden Youth Empowerment Roadshow was in full swing recently with a range of events activities and engagement activities on offer across the Shire

The organising committee of eight young people spent ten weeks planning designing and implementing some fantastic initiatives

A range of training opportunities were offered including social media risk and safety and community engagement along with the opportunity to complete first aid certificates

The Roadshow activities have reached over 500 people ndash our congratulations to our local youth champions who organised these events

Youth video successLocal young people who participated in the Western Bulldogs Leadership project produced an anti-bullying video as part of their course work

This was scripted produced and made by the group and was shared widely on social media reaching over 12000 people attracting over 5000 video views and almost 500 reactions comments and shares Well done

The 15 graduates were presented with certificates earlier this year in front of over 60 family and friends to mark their completion of the seven month course

Draft hope for localLocal footballer James Worpel has nominated for the AFL draft this year after co-captaining the Geelong Falcons TAC Cup team

A Golden Plains product who played local junior footy at Bannockburn James says he enjoys the freedom that Golden Plains provides and walking the family dog in his spare time

In his words James had a lsquosolidrsquo 2017 gaining selection in the Victorian Country team at the National Championships with the Falcons winning the TAC Cup Premiership

With the draft having taken place on 24 November we wish the best of luck to James and his future sporting career

A group of community minded residents believed the establishment of a local Neighbourhood Watch Group could be the answer to help and assist our hard working local Police force

The Bannockburn amp Surrounds Neighbourhood Watch was formed in July aiming to make our communities safer by promoting crime prevention initiatives and bring our communities closer together

A Facebook page has been launched ndash lsquoNeighbourhood Watch Bannockburn amp Surroundsrsquo and on Saturday 9 December between 1030am ndash 200pm - an official launch day will be held including a family BBQ and a lsquoSafe Number Plate Screwrsquo promotion will take place at Victoria Park Bannockburn

COMMUNITY SAFETYYou may have noticed signage appearing on Council facilities across the Shire warning of potential hazardous materials Council has taken this step to ensure compliance with health and safety legislation

We are committed to ensuring the health and safety of our communities and have erected these signs as a precaution on all facilities built prior to 1990 All of these facilities remain safe for use by community groups members of the public and staff

Where audits have not been able to clearly determine the presence of a hazardous material such as asbestos Council has taken the conservative approach to label that building as ldquomay contain a hazardous substancerdquo usually in wall cavities sub-flooring or other inaccessible locations

As asbestos is generally only hazardous when disturbed please check with Council on 5220 7111 before any works are undertaken on Council-owned community facilities
