Golden Plains Shire Council adopted its Budget for the 2016-17 financial year and 2013-2017 Council Plan (which also includes the Strategic Resource Plan) at its ordinary meeting on Tuesday 28 June.

It includes $12.1M to support and develop Council’s recreation and community spaces and groups, $8.3M to support children, aged, disability and child health services and $16.5M allocated to construction and maintenance of roads and street infrastructure. You can find out more about this process in our Council update on page 8.

Council also resolved to support three important social movements at the July meeting – ‘Journey to the G’, ‘Age Friendly Victoria’ and the Grampians ‘Communities of Respect & Equality’ Alliance – find out more about these on our website.

And finally, thank you to everyone who has been involved in the development of Council’s draft Community Engagement Strategy so far. The window for public comment closed on 31 July.

Welcome to the new-look Gazette. We undertook community consultation to see what people liked and where there was room to improve and this is the result – we hope you like it!

MELBOURNE CUP NOT A PUBLIC HOLIDAY IN GOLDEN PLAINSCouncil has received notification from the Minister for Small Business, Innovation and Trade, advising that Tuesday 1 November 2016 is not a public holiday for Golden Plains Shire.

Instead, Friday 11 November 2016 (Ballarat Show Day) is a public holiday for the area west of Wingeel Road, Gumley-Mt Mercer Road and Meredith-Mt Mercer Road.

Friday 14 October 2016 (Geelong Show Day) is a public holiday for the area east of Wingeel Road, Gumley-Mt Mercer Road and Meredith-Mt Mercer Road.

GOLDEN PLAINS BUSINESS BREAKFASTThe next Golden Plains Business Breakfast will be held at 7.15am on Thursday 25 August at Clyde Park Winery & Bistro.

Judy Croagh, Director, part owner and Marketing Director of Western Plains Pork will be the guest speaker.

BANNOCKBURN NATURAL GAS UPDATEWork has commenced on the Bannockburn natural gas rollout, with AusNet Services starting to install the 45kms of gas pipe needed to supply Bannockburn with natural gas.

Construction will continue into 2017, and will include the completion of rail crossings and the construction of a pressure reduction station in Gheringhap.

WATER PIPELINE WELL UNDERWAYStage One of the Golden Plains Food Production Precinct water pipeline project was officially opened by Ms Sarah Henderson MP, Federal Member for Corangamite on Thursday 19 May.

Stage One included the installation of a pump station and an 18km water pipeline which will supply town water to the intensive agriculture sector.

The Golden Plains Food Production Precinct water infrastructure project is an $11.78M partnership project between Golden Plains Shire Council ($1.23M), the Federal Government ($4.17M), Barwon Water ($3.44M), and the State Government ($2.94M). It will generate $160M in economic activity and over 700 jobs during a 10 year period.

Stage Two of the project, which includes the installation of $3.44M of Barwon Water infrastructure, will commence when demand for water within the precinct reaches a stipulated capacity.

COMMUNITY ENGAGEMENT STRATEGY UPDATEA huge thank you to everyone who has participated in developing our draft Community Engagement Strategy and Action Plan 2016-2020.

The draft Strategy documents were released for public review in July and the final draft Strategy will be presented to Councillors for endorsement at the upcoming August Council meeting.

Council will then start to implement the actions and increase the opportunities we provide for community members to be more involved in Council’s decision making processes.

We will keep you up to date with progress – make sure you visit our ‘Have your Say’ consultation page on Council’s website regularly.

Celebrating 15 yearsTo celebrate 15 years of Community Planning in the Golden Plains Shire, Council is organising an event for the evening of Tuesday 16 August to thank the many people who have contributed to the success and sustainability of the program, especially Community Coordinators.

If you, or someone you know, has been involved in the Community Planning Program and would like to receive an invitation to the event, please contact the Community Development Team Leader on 5220 7111. We would also love to hear from you if you are interested in becoming a Community Coordinator within your town to continue the success of the program into the future.

COUNCIL BUDGET 2016-17 UPDATELast year, Council committed to engaging more widely with the community in preparing a revised Strategic Resource Plan (SRP) and an Annual Budget.

Community Focus groups were held and feedback recorded which was reported to the community and Council. Councillors also had multiple opportunities to interrogate the numbers, discuss strategic direction, and identify projects for inclusion.

Council received 10 submissions from the community and on 14 June, three submitters presented their views on the SRP and Budget at a Special Meeting of Council.

Council acknowledged that some of the issues have been already put into effect, while others were not appropriate as a short term action in 2016-17, but will no doubt be considered by the next Council.

Council agreed no further changes would be made to the draft Budget as a result of the submissions and the Budget and SRP were formally adopted. Council acknowledged that a number of current services will require review under the State Government’s ‘Fair Go Rates System’.

WORKING HARD FOR OUR COMMUNITYAdvocacy and lobbying update.

Advocating for and representing our residents, communities and businesses in State and Federal government is a key function of local government, and one Golden Plains Shire Council takes seriously.

As such, throughout the year, Council holds regular meetings with local State and Federal politicians. These meetings allow us to share the key projects and priorities for Golden Plains, which in turn can lead to funding and other important opportunities to have our voices heard.

Some recent examples of success as a result of this advocacy includes:

• $1.79M of Roads Black Spot funding in Golden Plains• $100,000 State Government grant towards the upgrade

of Smythesdale Oval• $220,000 in Federal funding for oval lighting upgrade at

Inverleigh Sporting Complex• $67,000 State funding towards cricket nets for the

Bannockburn Recreation Reserve.

BRILLIANT ACHIEVEMENTSFrom national sporting achievements to prestigious women’s accolades), Golden Plains’ citizens continue to triumph. Read on to learn about some of the people recently recognised at Council.

Caitlyn Sager 15 year old Lethbridge resident Caitlyn Sager was recognised at the 24 May Council meeting for being selected to represent Australia in the Sports Travel Australia 2016 Track & Field Tour to Canada.

Jacob and Kelsey Hill Primary school-aged siblings, Jacob and Kelsey Hill were recognised at the 24 May Council meeting for scooping up first and second place in the national finals of the Australian and International Model Solar Challenge.

Emily McVeigh Napoleons resident Emily McVeigh was recognised at the 28 June Council meeting for being a finalist and receiving high praise in the Rural Industries Research and Development Corporation’s ‘Rural Woman of the Year’ Award (a national award program!).

Congratulations to these four wonderful, deserving recipients!

FOOD FOR THOUGHTWe’re working on improving food access in Golden Plains Shire.

Council commenced a ‘Food Access’ project 12 months ago to address the important issue of food access. Community food network groups were established, supported by the Health and Wellbeing team, to identify and work on local projects that can have a positive impact on local food access.

Some of the great projects that have been progressed by the groups include a community garden at Bannockburn Primary School and Inverleigh, a Real Food Festival, a fresh produce map/directory, and a ‘Food is Free’ table located at The Well in Smythesdale.

BATTLE OF THE BANDS TO HIT MEREDITH IN SEPTEMBERLocal musicians are gearing up to take to the stage for the fourth annual Golden Plains FReeZA Push Start Battle of the Bands competition in September.

Young musicians will have the chance to perform live in front of a panel of expert judges with a chance to win a spot on the Regional Finals line-up. Organised by the FReeZA Youth Development Team, Push Start promotes local musical talent, providing live stage experience and important connections for participants.

Supported by the Meredith Music Festival, this year’s competition promises an even better line-up of local musicians, and the winner of the 2016 FReeZA Push Start Battle of the Bands Heat will progress to the Regional Final.

The Battle of the Bands event is led by young people, for young people. This all ages event is drug, alcohol and smoke free. Gold coin donation entry. For event details visit goldenplains.vic.gov.au/youth or contact the Golden Plains Shire Council Youth Development Officer, Sarah on 5220 7111.

YOUNG PEOPLE KICKSTART THEIR BUSINESSESA small group of local young entrepreneurs have spent their school holidays learning how to build their own business.

Made possible by the Geelong Chamber of Commerce, through the Small Business Smart Business initiative, the program provided participants with the skills and knowledge to bring their small business ideas to life.

Program participant Rosie intends to build an ethical fashion line and was grateful that Golden Plains Shire Council had organised the event.

“Without this program, my business idea would never have had the chance to succeed, however with the program I am now confident that I will be able to set up a business that is both ethical and economically sustainable”.

Future LandscapesBased in the Central Highlands of Victoria, Future Landscapes is a collaborative partnership between the Golden Plains Shire, Hepburn Shire Council, Moorabool Council, Pyrenees Shire Council, City of Ballarat and Cultivate Agribusiness Central Highlands Inc.

The climate change adaptation project is designed to better understand the impacts of projected climate change on the region’s natural assets and respond effectively to protect and improve agriculture and natural resources across the region.

So far the project has provided valuable information including climate impact modelling of several key agricultural commodities and biodiversity communities across the region and potential opportunities or risks they may face under high emission scenarios. The project is expected to achieve informed planning to secure a wide range of benefits at both a local and regional level.

WEEDS IN FOCUS: SERRATED TUSSOCKSerrated Tussock (Nassella trichotoma) is one of Australia’s worst weeds.

It is a particular problem in the southern end of the Shire but does extend as far north as Meredith and west to Wingeel and the Moonlight – Misery Creek area. It is especially noticeable in late Spring when it breaks into flower.

Serrated Tussock can be readily identified by its narrow leaf which feels like a pin when rolled between the fingers, the fine serrations that can be felt and stock will usually avoid grazing the weed. Serrated Tussock is normally controlled by spraying or mechanical removal.

The most important element in Serrated Tussock control is follow up; continuing your control work on an annual basis until the weed is no longer a problem on your property.
