    About O C D

    Serving the Nation,Protecting the People

    Disasters impact our nation morethan the number of deaths, injuries

    and missing, and even more than theamount of damages to infrastructure,agriculture and economy. Beyond thestatistics are stories of despair, fearand hopelessness from peopleaffected, especially from those whoare already suffering from poverty.Fami l ies lose breadwinners.Communities lose livelihood. Filipinoslose opportunities with economic andsocial development either held backor delayed due to disasters.

    It is in this same context that theOffice of Civil Defense was born. Thepeoples suffering during World WarII, the countrys vulnerability andexposure to hazards, and the nucleararms race of world superpowersprompted the government to pass theCivil Defense Act of 1954,establishing the National CivilDefense Administration, or NCDA. In1972, NCDA was abolished and itsfunctions and personnel weretransferred to a new agency, thecurrent OCD.

    As the Office of Civil Defensecommemorates its 60th Founding

    Anniversary, it is reminded of the sadrealities that disasters bring to ourcountry and our people. Given theprimary mission of administering thecountrys disaster risk reduction andmanagement (DRRM) program, OCDunceasingly work to reduce thevulnerabil i t ies and raise thecapabilities of communities againstnatural and man-made hazards.

    Under principles of good governance,OCD continues to build a culture ofexcellence within the organization inorder to facilitate the delivery ofprograms, projects and actions. Inthe context of DRRM, this culture ofexcellence means more and bettergovernment actions that will ensurecommunities are better prepared.

    Sixty years may have passed, yetOCD remains faithful to i tscommitment to continue serving thenation and protecting its people, byworking for a safer, climate-adaptiveand disaster-resilient Philippines.

    OCD Celebrates 60 Yearsof Serving the Nation

    Our job requires more from usbecause there are a lot of things atstake here: not just lives, but also thefuture of our state. Ours is a task ofherculean proportions, a task givenonly to heroes and people who have astrong inclination to heroism. Iencourage all of us to make the mostof this privilege to be a hero, said CivilDefense Administrator Usec AlexanderP Pama during the gathering of officersand staff in the celebration of OCDs60

    th Founding Anniversary held at the

    NDRRMC Conference room last 18August 2014.

    The anniversary observance beganwith a Eucharistic Celebration officiatedby Father Dionisio Belleno CHS andattended by the Usec Alexander Pama,Civil Defense Deputy Administrator Dir.Romeo Fajardo, Civil DefenseExecutive Officer Dir. Honorato de losReyes, the Chiefs of the OCD Divisionsand Sections, and the officers andstaff.

    In Father Bellenos homily, hecongratulated OCD for reaching

    another milestone year andcommended OCDs tireless efforts tomaintain the safety of the Filipinopeople against the threat of disastersand calamities.

    Following the Mass was a presentationof the history of OCD, delivered byMarlon Obligado of the Plans andPrograms Division, from its origins as aproduct of the enactment of the CivilDefense Act of 1954 which created theNational Civil Defense Administration

    (NCDA) to its metamorphosis into theOffice of Civil Defense in 1979 byvirtue of Presidential Decree No. 1566and its expansion of responsibilitiesthrough the enactment of Republic Act10121 or the Philippine Disaster RiskReduction and Management Act of

    2010.

    Thanksgiving masses were alsooffered by the Regional Centers,followed by presentations of OCDshistory and the Message of the CDAwas read to the regional staff alongwith Regional Directors personalcongratulatory messages. Otherregional officers highlighted theircelebrations with DRRM campaignsand information-education activities.They also used the time to conduct

    discussions on their lives aemployees of the institution.

    In the Central Office, the CDexplained that OCDs 60

    thyear poses

    challenge due to the burden of greateexpectations, not just from th

    government itself, but more from thFilipino people and that greater servicmust be rendered in order to meesuch expectations. He urged that thworkforce should put great stock oOCDs core values to achieve thcollective goal of our institutioncommitment, integrity, teamworexcellence, professionalismaccountability and peoplecenteredness.     NDRRMC Utilizes PDRA forZero-Casualty Disaster Preparedness

    The National and Regional DisasterRisk Reduction and ManagementCouncils (NDRRMC and RDRRMCs)

    begun utilizing the Pre-Disaster RiskAssessment (PDRA) in preparation forthe various tropical cyclones that thecountry experienced during the thirdquarter of the year. By virtue ofNDRRMC Memorandum Circular No.17 series of 2014, signed by theChairperson and Secretary of NationalDefense Voltaire T. Gazmin on 18

    August 2014, PDRA is institutionalizedinto the policies and action plans of theCouncil to further enhance its disasterrisk reduction and management

    (DRRM) mechanisms.

    PDRA is a process to evaluate ahazards level of risk given the degreeof exposure and vulnerability in aspecific area. It presents the possibleimpacts to the populace and serves asa basis to determine the appropriatelevel of response actions from thenational level government agenciesdown to the local government units.

    What makes PDRA distinct from other

    assessment tools is that it is hazard-specific, time-bound and area-focused.Among its ultimate goals is to achievezero-casualty during disasters. Toreach this goal, an assessment iscarried out by the PDRA Core Teamcomposed of scientific and technicalexperts from the NDRRMC, and ischaired by Usec Alexander P. Pama,Civil Defense Administrator andNDRRMC Executive Director. The

    assessment process is based on thedynamics and interoperability of thefour DRRM thematic areas.

    During its early development stages,

    PDRA was already first utilized at theonset of Typhoon Glenda (InternationalName: Rammasun) in July. The PDRACore Team was convened to projectthe impacts of the typhoon to specificareas in the country. Based on thefindings, the NDRRMC was able togive the appropriate warnings to thelocal government and the public, andimplement the proper responseactions.

    After Typhoon Glenda, PDRA was alsutilized by the RDRRMCs in NortherLuzon in preparation for Tropical StormHenry. Regional Directors Melchito MCastro of OCD Region I and Norma C

    Talosig of OCD Region II acted as thChairs of their respective PDRA CorTeams. Because of its proveusefulness in Glenda and HenryPDRA was again utilized by thNDRRMC in the succeeding tropicacyclones Luis and Mario in September

    PDRA as a new system is aligned witthe zero-casualty target of thgovernment in managing hazards.

    Manila Hosts 3rd Quarter NationwideSimultaneous Earthquake Drill

    The National Disaster Risk Reductionand Management Council (NDRRMC)conducted the 2

    ndQuarter Nationwide

    Simultaneous Earthquake Drill for 2014with the City of Manila as theceremonial venue on July 2, 2014 inRoxas Boulevard (near DiamondHotel).

    Spearheaded by the Office of CivilDefense (OCD) through its RegionalOffice for the National Capital Region(NCR) and in partnership with otheragencies, the drill tested the localcommunities disaster risk reductionand management plans as well as

    strengthened the commitment of localgovernment units to the building ofsafer communities.

    The drill in the ceremonial venue wasattended by Usec. Eduardo G. Batac,National Defense Undersecretary forCivil, Veterans and Retiree Affairs(representing NDRMC Chair andNational Defense Secretary Voltaire T.Gazmin), NDRRMC Executive Directorand Civil Defense Administrator, Usec

    Alexander P. Pama, Dir. Renato U.Solidum Jr. of the Philippine Institute ofVolcanology and Seismology(PHIVOLCS) as well as officials of thecity government of Manila headed byMayor Joseph Ejercito Estrada.

    Usec Batac of the DND urged thenation to get involved in the disasterpreparedness activities of theircommunities to insure the safety oftheir families and friends. He alsoemphasized that DRRM is not the soleresponsibility of government but ashared responsibility of all stakeholders

    in society, and that unity andcooperation is key to the survival of ourpeople.

    Manila Mayor Joseph Estrada thankedthe NDRRMC for choosing his city asthe pilot venue, giving them the chancenot only to display their skills andcapability but to test their citys disasterpreparedness plan as well. He assuredthe Manileos that their governmentwill always be ready to meet the

    challenges of disaster risk reductionand management.

    The drill highlighted the capability ofboth the nat iona l and loca lgovernments in responding toemergency situations specifically in themanagement of the incident commandsystem (ICS), the evacuation of theaffected populace, with focus on thewomen, children, elderly and personswith disabilities and in the provisioningof medical assistance and relief.Government offices, commercialestablishments and non-governmentorganizations across the nation are

    also participating in their local drills.

    For the drill held in the morning, theorganizers used scenarios that willresult from a magnitude 7.2 quakegenerated by the West Valley FaultSystem, and as studied under theMetro Manila Earthquake ImpactReduction Study. In the afternoon, theorganizers used a magnitude 6.5movement of the Manila Trench and assuch, integrated tsunami evacuationscenarios to the drill. (Mark CasheanE. Timbal)

    The Office of Civil Defense (OCD) ledthe nationwide observance of theNational Disaster Consciousness

    Month (NDCM) on July 2014 withseries of activities throughout thecountry. This years theme Kahandaanat Kaligtasan ng Pamayanan,Pundasyon ng Kaunlaran highlightsthe governments commitment toreducing disaster risks to give way tosocio-economic development.

    Voltaire T. Gazmin led the kick-offevent during the Flag RaisingCeremony on 30 June 2014 at the

    Armed Forces of the PhilippinesHeadquarters Canopy in Camp Gen.Emilio Aguinaldo, Quezon City.

    In various parts of the country, theRegional DRRM Councils led by OCDRegional Centers also held series ofactivities in line with the observance.This includes motorcades, essaywriting and poster making contests,

    information and education campaigns,drills and exercises, and capabilitydisplay and demonstrations.

    In Mindanao, OCD X led the CoastalClean Up along different coastalbarangays in Macajalar Bay. TheCaraga regional awarding of Gawad

    Kalasag was held as the NDCMculmination activity on 31 July 2014.

    Local DRRMC Councils also organizedtheir own activities during the month. InPamplona, Cagayan, the MunicipalNutrition Council organized theSymposium on Disaster RiskReduction-Climate Change Mitigation

    and Nutrition Awareness, a two in onactivity for the NDCM and NutritioMonth on July 23, 2014.

    NDRRMC, MTRCB Inks Partnership forStrengthening Countrys Resilience

    The National Disaster Risk Reductionand Management Council (NDRRMC)and the Movie and Television Review

    and Classification Board (MTRCB)s i g n e d a M e m o r a n d u m o fUnderstanding on 30 September 2014at the NDRRMC Conference Room inCamp General Emilio Aguinaldo,Quezon City. The agreement wouldpave the way for the use of media inpromoting disaster resilience.

    The memorandum was signed byNDRRMC Execut i ve D i rec tor

    Alexander P. Pama and MTRCB ChairEugenio H. Villareal, and was

    witnessed by MTRCBs BoardMembers, officials and employees ofOffice of Civil Defense (OCD), andmembers of the media.

    Under the said agreement, NDRRMCand MTRCB will work on utilizing themedia and cinemas in raising publicawareness on hazards and disasterpreparedness. MTRCB will allow theproduction and presentation of videosthat will feature disaster risk reductionand management concepts, and forthese videos to get air time ontelevision and screen time in cinemas.This will help in mainstreaming thedisaster reduction advocacies andconcepts which are often alien to thegeneral public, and as such build aculture of disaster resilience.

    Specific details of the agreement willbe threshed out by MTRCB and OCDas implementing arm of the NDRRMC.

    After the memorandum signing, theofficials and employees of OCDattended the MTRCBs MatalinongPanonood ng Pamilyang Juan atJuana, an orientation and literacyseminar on media utilization.

    NDRRMC Breaks Ground forModern Operations Center

    The National Disaster Risk Reductionand Management Council (NDRRMC)through the Office of Civil Defense

    (OCD) in partnership with SMS GlobalTechnologies Inc. (SMS GT) held theGround breaking ceremony for the newNational Disaster Risk Reduction andManagement Operations Center(NDRRMOC) last Tuesday, 8 July2014 at the future NDRRMOC site infront of the OCD Warehouse in CampGen. Emilio Aguinaldo, Quezon City.

    Sec. Voltaire T. Gazmin, NDRRMCChairperson and National DefenseSecretary graced the ceremony with

    Mr. Anthony Christian S. Angeles,President of SMS GT Inc. withNDRRMC Executive Director and CivilDefense Administrator Usec AlexanderP. Pama. The ceremony was attendedby key DND and OCD officials as wellasofficers and representatives of SMSGT Inc.

    In his message, Sec. Gazmin thankedSMS GT for having offered theirservices for free in the establishment ofa new Intelligent Operations Center

    (IOC) which would integrate and housevarious systems and types ofcommunications where informationfrom the various regions and localitiesof the country could be received andprocessed. He also congratulated theNDRRMC for entering into anothersuccessful partnership.

    (voice, data and video) facilities for thNDRRMC. This facility will bconstructed and furnished without costo the government and is expected tfurther enhance the capability of thNDRRMC through the use of state-othe-art equipment. The project is alsaligned with the current governmenefforts in building DRRM facilities strategic areas of the country. Thincludes three-in-one facilities thacontain offices, a warehouse and hangar.     NDRRMC, SMART UnveilDRRM Mobile Application Batingaw

    The Office of Civil Defense-NationalDisaster Risk Reduct ion andManagement Council (OCD-NDRRMC)

    and Smart Communications, Inc.(Smart) have jointly unveiled theBatingaw, a mobile application ford i sas t e r r i sk r educ t i on andmanagement.

    Batingaw, a Tagalog word for siren,isa pro-active, comprehensive andrational disaster management mobileapplication adopted by the OCD andNDRRMC as a communication tool tohelp reduce and mitigate the disastrouseffects of natural and human-made

    hazards to vulnerable communitieswith the help of mobile technologies.

    The mobile app can be used to givegovernment agencies, organizationsand individuals, immediate access todisaster warnings, advisories, locationdata, and disaster mappings. Itfeatures step-by-step instructions thatcan guide users to safety duringdisasters. The application alsoenables users to contribute information

    to emergency agencies more easilyand quickly.

    The Office of Civil Defense and theNDRRMC continue to explore ways toinform the public on disaster riskreduction and management measuresand systems to help save lives andproperties. With this mobileapplication, we have added anotherstrategy to reach out to people withhelpful tools right at their fingertips,said USec Alexander P Pama, CivilDefense Administrator and NDRRMCExecutive Director.

    We support initiatives that utilize themobile phone as a tool for disasterpreparedness. These days, almosteveryone has a mobile phone, and thiscan be a valuable lifeline duringemergencies, said Ramon R. Isberto,head of Public Affairs Group at Smart.

    With Batingaw, the mobile phone nowbecomes a handy electronic resourcethat the public can use in times ofemergencies. It provides basic

    Batingaw is designed to run osmartphones and other mobile devicesIt may be downloaded for free ocharge via the App Store (for iOdevices), and the Google Play Stor(for devices running on the Androioperating system).

    The presentation of Batingaw to thpublic came on the heels of the launcof the PINDOT mobile app in LegazpCity, which the Albay provinciagovernment has embraced for itdisaster management efforts.

    OCD I deployed the Regional Rapid

    Damage Assessment and NeedsAnalysis Team, or Team Amianan, inthe wake of Tropical Cyclones Luis andMario that adversely affected NorthernLuzon.

    Team Amianan conducted assessmenton 17-19 September 2014 inPangasinan, 23-25 September 2014 inIlocos Sur; 29-30 September 2014 inLa Union, and 29 September to 2October 2014 in Ilocos Norte. After thefield work, the data gathered, using the

    standard tools, were consolidated andanalyzed.

    The teams were organized in order todetermine relief and immediateresponse requirements of the affectedareas after the type and extent ofdamage brought about by a disaster,its secondary threats, the critical needsof the affected population, and localresponse capacity were identified.

    The training aims to explain the rolesand responsibilities, functions and the

    structure of the Planning Section aspart of the ICS organization. DirectorTalosig said the graduates of the saidtraining will undergo the next level oftrainings in ICS to become a memberof Incident Management Team ofRegion II and Cadre as well.     Forty-four participants joined thtraining which aims to enhance thunderstanding of ICS as a disaster anemergency management tool.

    The Provincial Government of Albay,headed by Governor Joey S. Salceda,declared a State of Calamity on 16September 2014, and implemented thepre-emptive evacuation of residentsfrom the danger zones. The evacuation

    OCD XI hosted the Mindanao Cluster

    Sunset Review and RevisionWorkshop on the Implementing Rulesand Regulations of Republic Act10121, otherwise known as thePhilippine Disaster Risk Reduction andManagement Act of 2010. Theworkshops were held on 26-27 August2014 at the Apo View Hotel, DavaoCity.

    The workshop aims to examineconcerns and validate issues related tothe scheduled review of RA 10121 in2015. The workshop outputs will besubmitted to National Disaster RiskReduction and Management Council(NDRRMC) Chairperson and Secretaryof National Defense Voltaire T.Gazmin, who in turn will present it tothe Congressional OversightCommittee for the possible revision ofthe law.     The three-day activity aimed atgathering input from participants on

    The Office of Civil Defense RegionalOffices facilitated the crafting of LocalDisaster Risk Reduct ion andM a n a g e m e n t ( L D R R M ) a n d

    Contingency Plans during the thirdquarter of the year for various localgovernment units (LGUs) in theirrespective regions.

    The drafting of LDRRMPs is incompliance with Republic Act 10121 orthe Philippine Disaster Risk Reductionand Management Act of 2010, whichmandates the LGUs to formulate andimplement a comprehensive andintegrated LDRRMP. ContingencyPlans on the other hand, outlines the

    local government actions based on therisks posed by specific hazards to thecommunity.

    In Luzon, OCD III led by Josefina T.Timoteo facilitated the LDRRMPlanning Workshop of San Jose delMonte City in Bulacan and AuroraProvince on 2-3 July and 22-23 July2014 respectively, with a total of onehundred sixty nine (169) councilmembers and barangay captainsattending the events. On 10-11September 2014, OCD also facilitatedthe finalization of Auroras LDRRMP.

    OCD IV-B, under the leadership ofRegional Director Eugene Cabrera,conduc t ed Con t i ngency P l anFormulation Workshop for theBarangay Disaster Risk ReductionManagement Committees of Bansud,Oriental Mindoro. The workshop was

    attended by fifty-two (52) participantsand was held at Madri Monte BeachResort, Bansud, Oriental Mindoro on22-24 September 2014.The workshop

    aims to educate the participantsanalyzing hazards and situations, andin organizing timely, effective andappropriate responses to such events.

    In the Visayas, OCD VII spearheadeda series of Contingency PlanFormulation Workshop starting withNegros Oriental on 17-19 September2014, Municipality of Dauis in Bohol on22-24 September 2014, and CebuProvince on 23-25 September 2014.The Contigency Planning in Negros

    Oriental focused on flooding, while theBohol and Cebu plans are on tropicalcyclones.

    OCD VIII, in partnership with theUni ted Nat ions Deve lopmentProgramme, conducted ContingencyPlan Formulation Workshop for theeight municipalities of the Province ofBiliran on 18-20 August 2014.

    The Office of Civil Defense, inpartnership with Local Disaster RiskReduction and Management Councils(LDRRMC) and other government

    agencies, organized Earthquake andTsunami Drills in coastal areas on thethird quarter of 2014. The drills aimedto test the evacuation and responseplans of the local communities in casean earthquake followed by a tsunamioccurred.

    The Regional Disaster Risk Reductionand Management Council IV-A,headed by OCD Regional DirectorVicente F. Tomazar, conducted anEarthquake and Tsunami Drill at the

    coastal Barangays of Mabacong, IslaVerde and Pagkilatan in Batangas Cityon 13 July 2014.

    The drill tested the communitiesTsunami Early Warning Systems andemphasized on timely evacuation ofthe residents to safe zones. After thedrill, a dialogue and evaluation sessionbetween the local leaders andevaluators were held to further improvethe communities preparedness andresponse plan for tsunamis.

    In observance of the National DisasterConsciousness Month, OCD I incoordination with the LDRRMC andPhilippine National Police of SanFernando City, La Union, conducted aManila Trench Earthquake andTsunami Drill in fourteen barangays on22 July 2014, with Barangay IlocanosSur as the pilot area.

    In Gonzaga, Cagayan, more than1,000 residents of Barangay Batanganparticipated in the Tsunami Drillorganized by OCD II in partnership withthe local government and PhilippineInstitute of Volcanology andSeismology on 7 September 2014.

    According to OCD Regional DirectorNorma C. Talosig, the drill is veryimportant in equipping the communitiesand LGU on how to respond during atsunami. She appreciated the initiativeof the community especially in usingtheir own vehicles during evacuation.She also recommended identifying

    Tsunami is a series of sea wavescommonly generated by under-the-seaearthquakes and whose heights couldbe greater than five meters. It iserroneously called tidal waves andsometimes mistakenly associated withstorm surges. Tsunamis can occurwhen the earthquake is shallow-seatedand strong enough to displace parts ofthe seabed and disturb the mass ofwater over it.

    The most devastating tsunamiswitnessed by this generation are the2004 Indian Ocean Earthquake andTsunami that claimed an estimated230,000 lives from fourteen countrieson 26 December 2004, and the 2011Great East Japan Earthquake that

    killed more than 15,000 on 11 March2011.

    In the Philippines, the 7.9 magnitudeMoro Gulf Earthquake which happenedon 17 August 1976 produced a localtsunami which affected western part ofMindanao. National Disaster RiskReduction and Management Councilsrecords listed 3,792 dead with manymore declared missing.

    BEFORE

    Earthquakes and tsunamis cannot beprevented, but people can prepare forthem. If you are living in a coastal area,be aware of the dangers posed bytsunami.

    Consult with authorities to check ifthe area has historical or potentialthreat from tsunamis.

    Learn about the emergencyevacuation procedures in yourcommunity or workplace.

    Participate in community drills.

    DURING

    There are three natural signs of anincoming tsunami.

    An earthquake that is strongenough to be felt.

    Sudden drop or rise of sea waterlevel.

    Roaring sound of strong waves.

    If the above signs are present (forlocally-generated tsunami):

    Immediately evacuate away fromthe shore or move to highergrounds.

    Keep boats away from the dock,shore and shallow part of the sea.

    Fishermen whose boats arealready out in the seas should stayin deep waters as tsunamis inthose parts are not very high.

    If government authorities alerted thepublic of an impending distant tsunami(tsunami generated away from thecountry), following actions areexpected:

    Listen to local leaders advise onwhen to and where to evacuate.

    If advised to evacuate, do soimmediately and bring youremergency kit with you.

    AFTER

    Do not go back to the shore or yourplace of work until proper authoritiesgave the all clear advise.
