User Guide
Background
The EM has carried out interviews at the household, girl and school level at baseline and midline to construct the
School-Based Assessment database. This set of data complement the data collected through the EM household
survey with school-based research about levels of literacy and numeracy among boys and girls and the learning
conditions in a selection of schools associated with SCW projects. At baseline, data was collected in Kenya,
Ethiopia, Sierra Leone, and the DRC across seven project areas that were covered by GEC Step Change Window
activities. At midline, however, project areas in Sierra Leone were not resampled due to the aftermath of the Ebola
outbreak. Table 1 provides an overview of the five GEC project areas that were covered by the school-based
assessment in each country.

Mirroring the process of data collection that was carried out at baseline, at midline local teams completed one
observation of school facilities, two classroom observations, two teacher surveys, and 32 EGRA and EGMA
assessments with boys and girls in primary 4 (P4) and primary 6 (P6) grades at each control and treatment school.
This assessment covered schools in both treatment and control areas which were defined to enable a
counterfactual evaluation the SCW. The classroom observations aimed to assess the patterns of boys’ and girls’
participation in class, their interaction with each other and the teacher. The teacher survey addressed attitudes
towards the education of girls and the political-economy of the education system in the district in which the school
is based. The SBA thus intended to identify factors in and around school that could potentially hinder girls’ learning.
Structure of the merged SBA dataset
At midline the data collection was carried out across the baseline sampling points with limited sample point
replacement (refer to Annex E for a description of sampling point replacement that was carried out). Children
surveyed at baseline were meant to be re-contacted, however due to tracking difficulties the EM was largely unable
to do so. This was due, in part, to the fact that tracking girls through schools depends on the quality of school
records, which has been found to be very poor on average. Further, it was difficult to re-contact children based on
their name and age alone, which was the only individual information that was collected in schools at baseline.
Given this in conjunction with the fact that many children share the same name, there was difficulty in identifying

which children has participated at baseline. It was assumed that children enrolled in Primary 2 and Primary 4 would
be enrolled in Primary 4 and Primary 6, respectively, two years later, but this has not necessarily been the case.
Finally, even though many children from baseline were successfully re-contacted at midline, the identification
numbers used for children at baseline were not retained.
Given the difficulties experienced that are described above, it was impossible to match children from the baseline
sample to those in the midline sample, making a longitudinal cohort analysis impossible. In order to mitigate this
unexpected shortcoming of the dataset, the EM had to shift its evaluation methodology to a cross-sectional
evaluation at the grade level.
The SBA dataset was then constructed by taking school level averages for school facilities and teacher survey
data, measuring grade-level averages for classroom observation data, and calculating grade-gender averages for
EGRA/EGMA data from different project sites. This was carried out on both collected baseline and midline data,
which was then merged to generate a longitudinal cross-sectional dataset. For each school sampled, the dataset
held four baseline observations and four midline observations, representing averages for P2 boys, P2 girls, P4
boys and P4 boys at baseline and P4 boys, P4 girls, P6 boys, and P6 girls at midline. Primary 2 level children at
baseline correspond the Primary 4 children surveyed at midline, two years later, and the same logic applies to the
matching or Primary 4 and Primary 6. These grade-gender averages were then complemented by average
classroom observations for the relevant grade and average school-level observational and teacher data. This was
harmonised and compiled into one multi-country, multi-project dataset containing 1433 observations.
Content of the merged SBA dataset
The school-based assessment dataset contains both baseline and midline data. It has a multi-level structure
and is comprised of the following three sub-datasets:
Child survey, including EGRA/EGMA learning assessment (variables C_age to we_div_attempted_pcnt)
Gathers information on child attitude about education in a general and gender-specific sense, child
professional goals, and basic occupational and educational characteristics of parents.
Conducts a basic examination on child’s proficiency in reading and mathematics; and
Assess 32 students per school from year groups Primary 4 and Primary 6.
Teacher interview survey (variables T_YRGRP to T47_3)
Gathers information on teachers’ experience and qualifications, attitudes toward girls’ education,
observations of school quality, safety, and resources, opinion about staff shortage and staff quality;
2 teachers interviewed per school; and
Teachers are not limited to those instructing Primary 4 or Primary 6 classes;
It is key to note that the teachers interviewed are neither necessarily from the same classrooms observed, nor do
they necessarily teach the students who took the learning test. While the intention was to interview teachers from
the observed classrooms, sometimes these teachers were not available for personal reasons or because the
classroom observation and teacher surveys were sometimes conducted at different times or on different days.
School observation survey (variables O_YRGRP to O_F18)
Gathers information on classroom and school facilities, student attendance, student participation and
interaction, and teacher behaviour and interaction with students;
At least 2 classrooms observed per school;
Using school identification numbers, the average classroom observation variables that were calculated were
matched to the boy and girl averages for the corresponding grade level. The same school identification numbers
were then used to attach the averages calculated across the teacher and school facilities surveys conducted in the
school.
The observed classroom is not necessary the same class that tested children attend
It is important to note that in the observation data, the class that is being observed is not necessary the
same class that the tested children actually attend if the school has multiple classes of the same grade
level. Even if only one class was observed in the grade level that corresponds to the tested student, !

this does, however, not indicate that there is only one class within this grade level at the school.
Therefore, it cannot be deduced whether or not there is correspondence between the students in the
observed class and the children that took the EGRA/EGMA test. The same is true for teachers. The
teachers that are surveyed, even if they instruct the same grade as the assessed student, is not
necessarily the teacher of that student’s class within the grade level. Thus, the closest link that can be
drawn between them is at the school level.
The codebook of the merged school-based assessment is shown in Annex A below.
In addition, the EM is submitting the full child survey and the EGRA/EGMA assessment data at the individual level,
for each boy and girl assessed at midline. This dataset contains 6197 observations. The codebook for this dataset
is shown in Annex B.
Data processing, cleaning and disclosure control
The dataset was thoroughly reviewed to identify any variables that may need to be modified ahead of public
release, in line with guidance from the UK Office for National Statistics’ Code of Practice on Confidentiality1. The
approach to disclosure control aimed to balance the risks of releasing potentially identifying information about
individual respondents with the analytical benefits of maintaining an added level of detail.
Specifically, the following modifications have been made to the original data to ensure confidentiality:
Any identifying personal information of respondents or enumerators was removed (e.g. names);
Response categories of certain socio-demographic variables were groups or banded (e.g. the child’s age,
language spoken at home, education completed by father and mother, etc., for the individual level midline
EGRA/EGMA dataset);
Sensitive geographical information was removed (e.g. GPS coordinates; school names; etc).
