THE PUNJABI UNIVERSITY, PATIALAAN INTRODUCTION

Punjabi University Patiala, one of the premierinstitutions of higher education in the north ofIndia, was established on the 30th April, 1962under the Punjabi University Act 1961. This isthe second University in the world to be namedafter a language, the first being Hebrew Universityof Israel. Initially the University started with theobjective of developing and promoting thelanguage, literature and culture of the Punjabipeople, over the time, has evolved into a multi-faceted multi-faculty educational institution.Presently it has fifty-five teaching and researchdepartments covering disciplines in Humanities,Arts and Sciences as diverse as Fine Arts,Biotechnology, Forensic Science and SpaceSciences. The University provides internationalstandard facilities for students and researchersin various disciplines.

The University was awarded Five Star Statusby the National Assessment and AccreditationCouncil (NAAC), an autonomous institution ofthe U.G. C. in the year 2000. Recently a team of(NAAC) again visited the University and afterthorough evaluation in the field of academic,sports and cultural activities has awared it 'A'Grade in the year 2008. The University, for thefirst time has also got the Maulana Abul KalamAzad (MAKA) Trophy for 2006-07 for its overallperformance in the field of Sports among theuniversities of India which it won for the secondsuccessive session of 2007-08. In addition toabove, the Univesity also won 93 Gold , 58 Silverand 73 Bronze Medals in the Inter-Universitycompetition at the National level and 6 Gold, 15Silver and 17 Bronze Medals in the National/Inter-National level in the Individual capacityduring 2009-2010 session. However, threesportsmen participated in the WorldChampionships and three participated in the

Asian Championship during this period.The University has a modern well planned

campus situated on Patiala-Chandigarh road at ashort distance from the main city. Sprawlingacross 316 acres, the campus is away from thedin and noise of the city. It presents a splendidsight of a magnificient buildings which includethe famous Guru Gobind Singh Bhawan.

The University has ten regional centres/Neighbourhood campuses namely Guru KashiCampus, Talwandi Sabo; Regional Centre,Bathinda; Regional Centre for InformationTechnology and Management, Mohali; NawabSher Mohammad Khan Institute of AdvancedStudies, Malerkotla; Dr. Balbir Singh SahityaKendra, Dehradun; Neighbourhood Campus,Rampura Phul; Neighbourhood Campus, Jhunir,Punjabi University Baba Jogi PeerNeighbourhood Campus Ralla; PunjabiUniversity Akali Phula Singh NeighbourhoodCampus Dallan Seehan; Punjabi UniversityNeighbourhood Campus Sardool Garh; andPunjabi University Neighbourhood CampusKarandi. In order to spread higher education inthe rural areas the University has taken over asick college at Maur and the admission has startedfrom July 2009 onwards.

The University has maintained the estate ofDr. Norah Richards at Andhretta in HimachalPradesh which the noted artist donated to thePunjabi University. The buildings of the estatehave been renovated keeping the originalarchitecture intact. Arrangements have beenmade for the stay of faculty members andstudents who wish to carry out study andresearch in the field of Theatre and Television.The Department of Youth Welfare organisesyouth activities during the summer at Andretta(Youth Leadership Camps) and the Department

of Theatre and Television also arranges theatreperformances at Andhretta every year.

The University has maintained researchfacilities for scholars at Dr. Balbir Singh SahityaKendra at Dehradun. There is a rich library withrare books and manuscripts bequeathed by BhaiVir Singh, Dr. Balbir Singh and Prof. Puran Singh,the doyens of Punjabi literature. Research oncomparative religions is carried out there. Thiscentre is being developed as an Advanced Centrefor Sikh Studies

Bhai Kahn Singh Nabha Library is a hub ofacademic and research activities. It is housed ina spacious building and kept open for 360 daysof the year from 8.15 a.m. to 8.15 p.m. It possesses4,83,082 books and subscribes to 500 newjournals, 150 Journals on gratis and 26newspapers. Approximately 10,000 latest booksare added every year. Besides this, CDs andMicrofilms are also available. It has a majesticreading hall with a seating capacity of 400 readers.A separate air conditioned Reading Hall for usingpersonal books has been provided at the groundfloor. It remains open from 8.15 am to 8.15 p.m.One night reading room remains open from 8.00a.m. to 2.00 a.m. at night.

The Library is being run on modern lines. Ithas an on-line catalogue services. InternetAccess Lab has been established for usingelectronic documents. The Library also providesphotocopying, reference and Inter-Library Loan(ILL) facilities for readers.

Dr. Ganda Singh Punjabi Reference Library,which is an integral and precious part of the libraryis housed in a building which is interlinked withthe main building. This library has 50,788 bookson Punjabi Language and Literature, PunjabHistory, Punjabi Culture and Sikh religion. Itsubscribes to 122 current journals, 48 journals ofgratis and 10 Punjabi newspapers. Approximately400 Microfilms are also available. Fifty twodonors have donated their personal collectionsto this library which is a valuable treasure.

In addition to the Main Library, the Libraryhas established departmental libraries in some of

the teaching departments and also at RegionalCentres at Bathinda, Talwandi Sabo, Malerkotla,Dr. Balbir Singh Sahitya Kendra Library,Dehradun and Punjabi University B. Ed. College,Bathinda. An Extension Library has also beenestablished at S.A.S. Nagar, Phase-VII, Mohali(Punjab) to meet the requirements of the studentsand general public.

For security and to avoid the theft of thebooks CCTV cameras have recently been installedin all four storeys of the library.

Bar-Coding of documents has beencompleted and issue and return of books iscomputerized.

Membership of all the university employeeshas been computerized.

For acclerating the process of digitization ofmanuscripts, library has installed a new scanner.

The Department of Distance Education wasestablished in the Univesity in 1968 and has beena pioneer institute imparting education throughthe distant mode. It is the second institute in thecountry to adopt the non-formal mode ofimparting education. For the first time in thecountry, this Department offered regionallanguage as the medium of instruction andexamination. Presently, the Department ismanaging 33 multi-faculty programmes includingprofessional and job-oriented courses, like B. Ed.,M. Ed., M. Com., Diploma in Journalism & MassCommunication, Diploma in Library Science,Bachelor of Library & Information Science, PGDiploma in Insurance Business and PG Diplomain Forensic Science. More than 8,000 studentsare currently on the rolls of the Department.Personal Contact Programmes are organised inthe Department as well as at its four study centresat Barnala, Bathinda, Dhuri and Faridkot. TheDepartment has a well-equipped library whichsupplies text and other reading material to thestudents. The Department plans to start newcourses in the field of religion, informationtechnology and community services. provides central facility to cater the needs ofstudents, research scholars, faculty and thevarious wings of the University administration.The Centre has three labs with a sitting capacityfor 50 students. The Centre has established alocal area network and all university Departmentsenjoy the facilities of Internet and e-mail throughthis network. The Centre as well as the teachingDepartments are equipped with the latestcomputers and software. The UniversityComputer Centre also established anotherlaboratory for Internet access. The laboratorycaters to the needs of students, staff and wardsof the staff of the University.

The University has its own website-www.punjabiuniversity.ac.in, which is beingmaintained by the Centre. The website providesrich information about the University which isnot only beneficial for the University communitybut also for the outside world.

An Advance Centre for TechnicalDevelopment of Punjabi Language, Literatureand Culture has also been established on thePunjabi University, Campus. The objective of thecentre is to give fillip to research in thedevelopment of Punjabi Language, expand thenetwork of usage of Punjabi, make available E-learning of Punjabi Language globally and helpovercome the limitations imposed by scripts(Gurmukhi and Shahmukhi). The most importantachievement of this centre is the development ofa Gurmukhi to Shahmukhi (Urdu) transliterationsoftware. This software named Sangam can beused to convert any Punjabi text typed inGurmukhi script to Shahmukhi script. A websitefor online teaching of Punjabi has also beendeveloped by the centre. The website aims tofulfill the long pending demand of Punjabissettled outside Punjab and abroad for learningPunjabi on internet while sitting in their homes.

Educational Multimedia Research Centre(EMRC) located in Punjabi University, is one of

the seventeen centres in the country. It has beenpromoted under the Consortium for EducationalCommunication (ECE) Programme of Inter-University Centre of University GrantsCommission for Countrywide Class Roomteaching through educational films being telecastby the Doordarshan. This Centre has a well-equipped full-fledged shooting studio which isbeing upgraded with the latest digital apparatus.The Centre has already produced more than 64educational films covering various aspects ofdifferent fields of education including art andculture of Punjab.

The Publication Bureau, established in 1966has a unique and important place in the academiclife of the University. It has been publishing theresearch works, books and journals, producedby different departments of the University. It hasso far published more than 2000 titles on Punjabhistory, art, culture, theology, literature andsciences. The book van has been introduced bythe university to make the university publicationseasily available to the masses.

The Directorate of sports works forpromoting sports in the University and itsaffiliated colleges. It organizes inter-collegecompetitions in various games and trainsstudents for participation in inter-university,National, International games. Well maintainedinfrastructure and facilities for games such ashockey, football, cricket, basketball, volleyball,athletics etc. have been maintained. The PunjabiUniversity also has a large gymnasium and a hallfor indoor games. It is one of the very fewinstitutions in India to possess its ownVelodrome.

The Youth Welfare Department of theUniversity organizes youth activities all roundthe year. The Punjabi University has won uniquedistinctions in Youth Festivals organized by theAssociation of Indian Universities incollaboration with the Ministry of Youth Affairs,Govt. of India; Directorate of Youth Services,Panjab; Directorate of Higher Education, Panjab

and Panjabi Academy of Delhi State. Students ofPunjabi University have had the privilege ofrepresenting India in the Festivals of India heldin the former USSR, Mauritius, Spain, China,Germany and U.A.E. (Dubai). This departmentalso organizes Hiking, Trekking, Mountaineering,Rock Climbing courses, andYouth LeadershipTraining Camps.

The National Service Scheme is one of themost significant programmes of the university. Itinculcates the spirit of voluntary work amongstudents and teachers through sustainedcommunity interaction. The major activity of NSSon the campus include regular campingprogrammes, environmental pollution controlhealth awareness, adult education and blooddonations.

A Sadbhavna Club is working under theauspices of Sri Guru Tegh Bahadur NationalIntegration Chair. The major objective of the clubis to promote spirit of National Integration amongthe students. All the students of the UniversityCampus are eligible to become its members. Theactivities of the club include organisation ofNational Integration Camp, Seminar, InterstateYouth Exchange Programmes, PersonalityDevelopment Programmes etc.

A well equipped Health Centre, with qualifiedphysicians and paramedical staff, is at the serviceof the students round the clock. The Centre hasan x-ray unit and also a laboratory for medicaltests. The Centre has an AIDS awareness wing.Students of various teaching departments at thecampus are entitled to free medical aid by theUniversity Health Centre. The Health Centre isequipped with basic necessary and modernequipments.

A Counseling Cell for students andemployees of the University has beenestablished in the University. This cell ismonitored by the Department of Psychology.Multidimensional pressures of modernizationand globalization are triggering psychological

problems among students relating to theirpersonalities, conduct and work. Unable toresolve the psychological conflicts and identitycrises, many of them develop complexes and mayseek solace in drugs or alcohol. Counseling andsupportive psychological corporate houses andmulti-national companies for making massrecruitments. Among these are included Infosys,Quark, Siemens, HCL, Satyam, Canon, Dabur andmany others.

There are five residential Hostels for boysand six residential Hostels for girls. The Hostelshave all modern amenities for comfortable livingfor 3500 students. There are two (one for boysand one for girls) hostels at Guru Kashi Campus,Talwandi Sabo and two hostels (one for boysand one for girls) at Punjabi UniversityNeighbourhood Campus, Rampura Phul. Thestrength of these four hostels is 550 for boysand 550 for girls. University College ofEngineering has its own separate hostel facility.

The University Enquiry and InformationCentre has been set up at the Main Gate toprovide all facilities under one roof to the studentsand parents with regard to admissions, results,information regarding Distance Education andgeneral courses, receipt of examination forms andcanteen facilities. The Centre also providescomputerized results to the students and handlesenquiries of all sorts. The students also getcounseling services during admissions.

The Transport Department of the Universityruns a fleet of buses for linking the campus tovarious parts of Patiala city.

The Placement Cell strives to bridge the gapbetween industry and academia and take care ofthe training and placement requirements of ourstudents. In this regard, experts from industrialorganizations/premier institutes are invited fromtime to time. Working in collaboration withInfosys Technologies under their "Campus Con-nect" initiative, training is being provided to stu-dents for development of technical as well as

soft skills. With a view to appraise students aboutcareer options in the IT-sector. A session wasarranged by inviting delegates from Intbsys. Ex-pert lectures on vehicle engine testing and emis-sion norms were organized by inviting VP-R&D,Agri King Tractors. In cognizance of the spe-cific requirements of Swaraj Mazda Ltd. special-ized training on design software was providedto students, so as to enable them handle R & Dprojects.

A large percentage of our students have beenreceiving job offers from various prestigious or-ganizations. For 2009 pass-out engineeringstream, 280 job offers were received from manyprestigious organizations, viz. Infosys, TCS, TechMahindra. Atos origin. Soma. Swaraj Mazda Ltd.Honda 2 Wheelers etc. For management streams.85 offers were received from IDB1 Bank. HDFCBank, Hindustan Times. Jupiter International,Mahindra Finance etc. Besides these, studentsfrom other departments also find placements withindustry/professional institutes. The history of Academic Staff Colleges inIndia is about 23 years old. Due to sincere effortsof Dr. Jaspal Singh our Vice-Chancellor, PunjabiUniversity, Patiala acquired the Academic StaffCollege from University Grants Commission. OurUniversity was fortunate enough to be one among9 Universities which got Academic Staff Collegein April, 2009. Last year the Academic StaffCollege has conducted 6 Refresher Courses and3 Orientation Courses. In the beginning of thecurrent session four Refresher Courses wereconducted simultaneously in the month of May2010. The Academic Staff College is equipped withlatest technology, Computer Lab, a lecture theatrefitted with latest gizmos.

The foundation stone of Academic StaffCollege Guest House for 32 Rooms, one diningroom, one kitchen, recreation room with a smalllibrary was laid down by our Honourable Vice-Chancellor on 20th May, 2010 and has alsosanctioned two more lecture theatres to be builtabove the existing building.

ADMISSION PROCEDURES AND RULES

ELIGIBILITY1. A graduate in any faculty having 50 % marks

will be eligible for admission to the Post-graduate courses in the University/RegionalCentres/Neighbourhood Campuses.For admission to the M.Sc. courses invarious science faculties only thosestudents will be eligible for admission whohave studied science subjects for threeyears at graduate level.However, specific pre-requisite for eachcourse has been given with detailedinformation of respective departments.Candidates belonging to the followingcategories shall be allowed relaxation of5% in the aggregate percentage.a) Scheduled Caste and Scheduled Tribeb) Physically handicapped, provided that

they produce a medical certificate that they have at least 40% physical disability.

2. Weightage to the marks obtained in theconcerned subject at the qualifyingexamination level will be given for admissionto post graduate courses in the respectivedepartments as per rules laid by theuniversity.

3. Candidates who have been awarded gradesin the qualifying examination shall berequired to produce conversion formula forconverting the scored grades intopercentage marks. In case conversionformula from the concerned organisation isnot available a committee comprised ofDean, Academic Affairs, Dean, Faculty andHead of the Department will decide theweightage.

4. Where a candidate wants to take the benefitof any additional subject in the totalpercentage of qualifying examination, the

marks of any other subject may besubstituted by the marks in the additionalsubject to the best advantage of thecandidate.

5. Where the candidate has passed B.A.examination under M.I.L. Ordinance, if thecandidate so desires, his percentage maybe calculated by adding the marks obtainedby him/her in Gyani/Prabhakar examinationto the marks secured by him/her in B.A.examination and his merit be determinedaccordingly.

6. A candidate who has passed the qualifyingexamination and his/her result is stillawaited, may apply subject to the conditionthat he/she will submit the result or proof ofmeeting the eligibility requirements at thetime of interview. His/her candidature willbe cancelled in case of non-submission ofresult and fulfilling eligibility norms by therequired date.

7. To be eligible for admission to a course, acandidate must meet other specificrequirements of admission, if any, laid downby the concerned Departments.

8. The candidate who has already passedM.A./ LL.B. course will not be eligible tojoin any other M.A. course at PunjabiUniversity campus, Patiala. However, LL.B.pass students can take admission in SocialWork.

9. A candidate who has already availed ofhostel facility during any course completedearlier from this University, will not beallowed hostel accommodation, if he/she isgranted admission in other discipline.

10. Eligibility for evening certificate/diplomacourses : All the eligible candidates are

entitled for admission. Prescribed fee willbe charged from the students.

11. The admission committee of the departmentshall reserve the right to reject thecandidature of any student seekingadmission to the department keeping inview the antecedents and conduct of thestudent.

12. In the case of admission of such studentsagainst whom disciplinary action has beentaken in the past, their application form foradmission will be considered after reviewby the office of Dean Students Welfare andapproval of the Vice Chancellor.

13. Eligibility for admission to, B. Sc. (Hons.School), BCA, PGDCA, CCA, Diploma inTailoring and Dress Design and Diploma inAgriculture Marketing is given under thecourse serving department/centre/campus.

14. In case of admission to M.A. in Theatre andTelevision, Journalism and MassCommunication and Dance 70% weightagewill be given to marks of the qualifyingexamination and 30% to the relevantaptitude test in the respective subjects.Admission will be made on the basis ofcombined scores of 70 : 30 ratio. Graduationdegree with 50% marks is the eligibility foradmission in the courses also.

15. For admission in M.P.Ed. 1st year, all thecandidates seeking admission have to passthe physical efficiency test. Weightage toacademic and sports performance will be inratio of 70:30.Admission Criteria for M.P.Ed. 1st year(i) Physical efficiency test (Qualifying Score

SUBMISSION OF APPLICATION FORMS1. The admission forms along with necessary

supporting documents must be submittedto the concerned Head of the Departmentin which admission is sought as perschedule given in this Handbook ofInformation or as otherwise directed beforethe last date mentioned in the admissionnotice published in the various newspapers.

2. Incomplete Application Forms (in anymanner) and those received after stipulateddate and time shall not be entertained. TheUniversity does not undertake anyresponsibility for any Postal delay or delayin delivering by Courier or by any othermeans of loss in transit of the ApplicationForm.

3. Candidates seeking admission in coursesat the University Campus, Regional centres/Neighbourhood campuses should submittheir admission forms to the concernedDepartments/centres/campuses by duedate.

IMPORTANT INSTRUCTIONS1. In case a candidate wants to join a Post-

graduate & B.A. Honours School Course inan affiliated college, he/she may obtain theAdmission Form from the concerned collegeand submit the same, duly filled, in the officeof the concerned college by the last date.

2. If a student after depositing the admissionfee, remains absent for continuous 10 daysin the beginning of the session, his/her namewould be struck off from the rolls of the class.On receipt of request from the student within1(one) week from the date his name wasstruck off from the rolls, justifying his/herabsence from the class, the Head of theDepartment may re-admit the candidate on

the merit of the case. But in no case the re-admission is allowed after 2 weeks. Detailsregarding re-admission fee are given insection on fees, charges and funds.

3. If a student remains absent continuously for10 days during the course of study, his/hername would be struck off the rolls. In casesuch a student does not seek re-admissionfrom the Dean, Academic Affairs by sendinghis/her request through the Head of theDepartment/Dean Students, within 1 weekfrom the date of his/her name was struck offfrom the rolls, he/she will not be allowedre-admission.

4. Every student will be required to attend aminimum of 75% lectures delivered to thatclass in each paper. If a student’s name isstruck off from the rolls due to any reasonand is readmitted later on, his/her percentageof attendance will be calculated from the totaldelivered lectures to the class.

5. In case of serious ailment the Principal/Headof the Department will be empowered tocondone the shortage of lectures upto 6% ofdelivered lectures to that class and further6% condonation will be considered by theCommittee already constituted for thispurpose. Such a student shall have to submitnecessary Medical Certificate to the Head ofthe department/Principal of the concernedcollege immediately after he/she is fit to joinclasses. No medical certificate will beentertained at the end of the academicsession. Before recommending the medicalcertificate for counter sign by medical officer,concerned Head/Principal will verify thatstudent has not attended any lecture duringthat period.

Similar benefits can be given to acandidate in case of his/her marriage (for threedays); for attending Interview/placement (foractual number of days spent) but the limit ofcondonation will remain upto 12% i.e. 6% +6% including all above benefits.

If a student is admitted late due to anyreason, the condition of 75% lectures will beconsidered from the date of his/her admission.

6. For sports persons who have participated inthe events/campus at state/intercollege level,national/intervarsity, international levels thebenefits of 10 days, 15 days and 21 days(including journey) respectively will be given.In case of NCC/NSS activities at state ornational level the benefit of 10 and 15 daysrespectively will be given.

7. In case of students who do not have requisitenumber of attendance for appearing in anexamination, those rules for condonation ofshortage in attended lectures will beapplicable, as are in force on the date on whichapplication for condonation is considered.

8. A student who could not appear in theexamination due to shortage of lectures willhave to pay Rs. 1500/- for one paper and Rs.2500/- for more than one paper only for re-admission to subsequent semester/year tocomplete the required shortage of lectures inorder to become eligible to appear in theensuing examination.

9. As per decision of Syndicate Meeting dated26.3.2008, "the subject of Punjabi will beimplemented in B. Sc. and B. Com., in all thethree years, on the pattern of B. A. but inother professional under-graduate courses,it will be a one semester qualifying paperonly".

For under-graduate courses, the mediumof examination shall be as under (UniversityCalander Vol.IV. 2005 Clause 35, p.15).(i) The language concerned(ii) The cognate modern Indian Language

or English or Punjabi or ClassicalLanguage itself in the case of classicallanguages.

(iii) English or Punjabi or Urdu or Hindi inthe case of other subjects.

(iv) English or Punjabi in the case of sciencesubjects.

For All post-graduate courses the mediumof examination for subjects in the faculty ofLanguages shall be the language concernedand for other subjects English or Punjabi oras specified in the ordinances of the course(University Calendar, Vol. IV, 1995 para 4, Page22). Provided that candidates for M.A.Sanskrit and M.A. Persian examination shallbe permitted, at their option, to offer mediumof examination as under:M.A. Sanskrit Sanskrit or Hindi or PunjabiM.A. Persian Persian or Urdu or Punjabi

10. This Handbook of Information is meant forinformation of the candidates for admissionto various courses. However, if anythingcontained in it is in contradiction with theUniversity Statutes/Ordinances/Rules, theprovisions of the latter shall prevail.

Note: All disputes arising from this documentor connected therewith are subject to theterritorial jurisdiction of Courts situated atPatiala only and to the exclusion of allother Courts.

ADDITIONAL INFORMATION1. This Handbook contains information

regarding admission to only Part-I/FirstSemester of the course. The informationregarding admission after the Part-I/FirstSemester, where necessary, is available inthe concerned “Courses and Syllabi ofReading and Ordinances.”

2. The University reserves the right not tomake admission to any course withoutassigning any reason.

3. A course/specialisation will be offered onlyif number of students admitted to the course/specialisation is five and above.The interview for admission as perprogramme or information circulatedthrough the newspapers is compulsory. Thecandidates are required to present theoriginal certificates issued by theappropriate authority at the time ofinterview.

4. Any examination mentioned in thisHandbook includes equivalent examination.

5. In-service candidates are required toproduce N.O.C. from the employer. Inaddition, such candidates seekingadmission to day-courses are required toproduce a certificate granting them leavefor the entire period of the course, includingthe period of examinations.

6. The candidates who appeared in theexamination conducted by the PunjabiUniversity and whose main result has notbeen declared at the time of interview dueto some reasons will be considered foradmission to a course after the declarationof his/her result on the following conditions:(i) That the application has been receivedby the stipulated date.(ii) That a seat is vacant in the Department/Course and the applicant fulfills admissioncriteria of the department and his/her meritis not lower than that of the last candidateadmitted in the appropriate category.(iii) Not more than 14 days have elapsedsince the start of the course.

7. The list of the selected candidates and thoseplaced in the ‘waiting list’ will be displayedon the notice board of the Department. Thenumber of candidates on the waiting list willbe 50% of the seats, but not more than 20.

The candidates will not be informedindividually. The candidates selected foradmission will be required to deposit thedues and 3 passport size photographsimmediately or as notified by the Head ofthe Department. The admission of thecandidates who fail to deposit their duesby the notified time will automatically standcancelled and the seats so vacated will beoffered to the candidates next on merit.

8. For any clarification/interpretation, thecandidates are advised to contact theconcerned Head of the Department/Dean,Academic Affairs.

9. In the case of candidates securing identicalscores in the final merit list, the candidateswith higher marks in the qualifyingexamination will be given preference. In caseof parity even at this stage, a candidate olderin age shall be given preference.

10. Candidate with a gap of one year or morewill have to furnish an undertaking to thesatisfaction of the Admission Committee,that he/she was not involved in any UnfairMeans Case or Police Case during the gapperiod.

11. University reserves the right to enhance thefees and funds to be charged from acandidate, in any session and at any stage.

12. As per Syndicate decision dated 20-12-92(p.43), candidates applying for the re-evaluation of their answer books in thequalifying examination are not entitled tothe benefit of late admission if theadmission form, complete in all respects, isnot submitted within the stipulated period.No candidate shall be exempted from thepayment of late fee in case of late admission.

13. The University will not allow transfer fromRegional Centres/institutes/neighbour-

hood campuses to University campus atPatiala and vice-versa, except in very specialcases, that too with special transfer fees asper rules.

14. This Handbook of Information is availableon the Punjabi University Websitewww.punjabiuniversity.ac.in The candidatescan download the forms and can apply asper the dates specified but if the applicationis submitted on the downloaded form thenthe requisite price of the Hand Book ofInformation (Rs. 700/-) has to be paidthrough the Bank Draft in favour ofRegistrar, Punjabi University, payable atPatiala.

15. Benfit of 20% seats reserved for theresidents of Talwandi Sabo sub-divisionwill be available only in those courses whereadmission is made on the basis of qualifyingexamination. This benefit will not beprovided in the courses for which admissionis made through State Level Entrance Test.

16. For the convenience of the candidates whowant to apply for more than one course,three Admission Forms are provided in thisHand Book of Information, so that they can

apply for three different courses withoutpaying any price for extra forms. In case astudent wants to apply in more than threecourses, additional form can be obtainedfrom the Enquiry Counter with payment ofRs. 50/- after showing the proof (CounterFoil of the Admission Form) of submissionof three Admission forms.

17. The admitted candidates can deposit theirfee and other charges through draft alsobut such draft should be in favour of theRegistrar, Punjabi University and payableat the State Bank of Patiala.

18. Weightage for N.C.C./N.S.S./Youth WelfareActivities will be available only to thosecandidates who claim the benefit in theAdmission Form and would attach the selfattested copies of the relevant documentsalong with the Certificate of gradation fromthe competent authority.

19. For admission to M.Sc./M.A. courses, whilecalculating merit in the qualifyingexamination, marks obtained only in theelective subjects at the B.Sc./B.A. level, willbe taken into consideration.

Important Note: Ragging in any form is not allowed. As per order of theHonb'l Court' " if any incident of ragging comes to the notice ofauthority, the concerned student shall be given liberty to explain and ifexplanation is not satisfactory, the authority would expel him from theinstitution".

INTERNATIONAL STUDENTSInternational students are admitted under

three categories:(i) Students sponsored by the Govt. of India

agencies like ICCR, Ministry of HRD etc.(ii) Students sponsored by their respective

Governments/Embassies, under aMemorandum of Understanding with thePunjabi University, Patiala.

(iii) Self financing students who have passedthe Entrance Test recommended by theirrespective Government or Embassy.

(iv) Fifteen percent additional supernumeraryseats have been created in each Departmentof the University for foreign students fromthe academic session 2002-2003.

(a.) These seats are to be in addition tothe seats/students sponsored byICCR or those already existing seatsfilled/created on the basis ofMemorandum of understanding

(MOU) signed with the variousforeign governments.

(b.) The foreign students so admitted tovarious Departments of the Universityagainst these additional supernumeraryseats will be charged fees equal tothose of NRI students.

(c.) The students coming from SAARCcountries shall pay the same amountof fees as paid by the Indian students

NOTE: All International Students must possessa valid student visa and an HIV negativetest report from a recognized/government medical hospital/laboratoryin India.

COMPUTATION OF MERIT FOR ADMISSION1. The merit of the candidates for admission to M.A./M.Sc. courses will be determined on the

RESERVATION POLICY

The Punjabi University shall follow thereservation Policy of Punjab Government videits letter No. 11/53/92-6 Edu.I/9729,9938 dated10.05.2002 and 15-05-2002

DIVISION OF SEATS(A) 85% seats would be reserved for the

candidates from within the State of Punjab.The eligibility criteria for 85% seats will bethat the candidate must be a resident ofPunjab State in terms of PunjabGovernment, Department of Personnel andAdministrative Reforms (PP-II Branch)letter No. 1/3/95-3PPII/9619, dated 6th June,1996 and letter No. 1/3/95-3PPII/80, dated1st January, 1999 or have passed 10+1 and10+2 examination as a regular candidatefrom a recognized institution situated inPunjab. However , wards of DefencePersonnel posted in Punjab are exemptedfrom this condition to the extent that theyshould have passed only qualifyingexamination i.e. 10+2 examination from arecognized institution situated in Punjab.Each candidate would be required to submita certificate this effect from the Principal/Head of Institution last attended in theprescribed Proforma (Pb.Gov.No.13/1/09-6Edu.1/ dated 19.08.2009).

(B) 15% seats will be open to all the candidatesfrom outside the state of Punjab. Thecandidates being admitted under 15%quota on All India Basis shall be eligibleonly for reservation provided by theconstitution i.e. 25% for S.Cs./S.Ts. and 5%for B.Cs/OBC.

(C) The above 85% reservation clause shallalso be applicable to the following

categories of candidates:(i) Children, wards and dependents of those

regular Punjab Government Employees/Members of All India Services borne onPunjab cadre as well as those ondeputation from other State cadres with thePunjab Government/Boards andCorporations/Statutory bodies establishedby or under an Act of the State of Punjab,posted outside the State of Punjab.

(ii) Children, wards and dependents of thoseregular Central Government employees notcovered under other categories of this para(A) with Punjab domicile, who have servedfor atleast two years in connection with theaffairs of the Punjab out of 5 yearspreceding the year of entrance examination

(iii) Children, wards and dependents of thosePunjab Government pensioners settledoutside Punjab before 1st January of theyear of Entrance Examination.

(iv) Children, wards and dependents of military/para-military forces personnel belonging tothe state of Punjab as per record at the timeof their entry into service. (A certificate onprescribed proforma by the commandingofficer of the Unit has to be furnished).

(v) Children, wards and dependents of the Ex-servicemen of military/para-military forcespersonnel belonging to the State of Punjabas per record at the time of their entry intoservice who retired on or after 1st Januaryof the year preceding two years of the yearof Entrance Examination.

(vi) However, the Punjab Residence conditionwill not be applicable to November, 1984Riot affected displaced persons providedthey fulfil other conditions of eligibility.

RESERVATION OF SEATS

The percentage of seats reserved fordifferent categories shall be as follows:

(i) Scheduled Castes/ 25%Scheduled Tribes

(ii) Backward Classes/OBC 5 %

The persons belonging to creamy layer arenot entitled to the reservation under BC/OBC as per Notification No. 1/41/93 RS1/209 Government of Punjab, Department ofWelfare dated 24-02-2009.

The rule of exclusion will apply to sonsand daughters of

(a) Persons having gross annual income ofRs. 4.5 lakh or above or possessingwealth above the exemption limit asprescribed in the Wealth Tax Act forperiod three consecutive years;

(b) Persons in Categories I, II, III and IVwho are not disentitled to thebenefit ofreservation but have income from othersources of wealth which will bring themwithin the income/wealth criteriamentioned in (a) above.

Explanation: Income from salaries oragricultural land shall not be clubbed.

(iii) Border Area/Backward 4 %Area (2% each)

(iv) Sports Persons 2 %

(v) Wards of Political Sufferers/Freedom Fighter 2 %

This will also include the wards of thosewho have undergone an aggregate of atleast three month of imprisonment inconnection with Emergency/Punjabi Subaor Dharm Yudh Morcha for demands of the

State of Punjab, Warriors of JalianwalaBagh, Kuka Movement and Kama GataMaru Movement.

(vi) Disabled Persons 3 %

a) Blind 1 %b) Deaf & Dumb 1 %c) Other handicapped 1 %

If suitable candidates are not available inany one of these sub-categories of disabledcandidates or are not found suitable for theparticular course, the seats so available willbe filled up by the candidates from the othersub-categories of disabled candidates.

(vii) Children/Widows of Defence Personnel 2 %

Children/Widows of defence personnelkilled or disabled to the extent of 50% ormore in action, wards of gallantry awardees,Ex-Servicemen and children of servingdefence personnel/Ex-servicemen.

(viii) Children/Widows of Para- Military Forces Personnel 2 %Children/Widows of para-military forcespersonnel, Punjab Police, PAP, and Punjab

Home Guards killed or disabled in action tothe extent of 50% or more, ex-para-militaryforces personnel and children of servingpara-military forces personnel/ex-paramilitary forces personnel.

(ix) Riots Affected 2 %November, 1984 riots affected displacedpersons, children of Army deserters killed/100% physically disabled, the children ofthe families of persons killed as a result ofterrorist violence or by security forcesacting in aid of civil power and the childrenof innocent civilians who have sustained100% disability in terrorist violence orduring operation by security forces acting

(x) Widow/Divorced Women 2 %

Note:

1. In all the Courses where the number of seatsis more than 50, the above Reservationcategorization will be followed.

2. The reservation of seats in departmentswhere the number of seats is 20 or above,the following categories will be clubbed. Theseats will be allotted according to the orderof merit. The clubbing of categories is givenbelow:

a. Border Area/Backward Area 4 %

b. Disabled persons/Widows/DivorcedWomen. 5 %

Admission Committee forsports seats shall review his/her participationin the sports activities after every three months.In case the Committee feels that such a studentfails to participate in the Game/Event/Tournament/Competition as per Universityrequirement, his/her admission may becancelled. However, he/she can be exemptedin case of a genuine reason.

5. A candidate seeking admission undercategory (v) will produce a certificate fromthe respective Deputy Commissioner.

6. A candidate claiming admission undercategories (vi) must at least be 40 per centhandicapped duly certified by the C.M.O.

7. A candidate claiming admission under thecategories (vii & viii) will produce acertificate from the Commanding Officer/Commandant/SSP.

8. In order to decide the eligibility of riots-affected (category - ix), the candidate mustproduce a certificate from the respectiveDeputy Commissioner to the effect that he/she is a November, 1984 riots affecteddisplaced person. As regards a terroristaffected person/dependent of terroristaffected families in Punjab, a certificate fromthe respective Deputy Commissioner to thiseffect is required. Dependents of terroristaffected family will mean a family which haslost its bread-earner in some terrorist actionin Punjab.

9. In case of category (x) a widow must producedeath certificate of her husband and adivorced woman a legal certificate containingthe final decision of the Court.

ADDITIONAL SEATS

(i) Candidates from Rural Areas

In each course of study, there will be 10%additional seats for the candidates hailingfrom rural areas, subject to a minimum of oneseat. Only those candidates will beconsidered in this category who havepassed their Matriculation/+2 examinationfrom those rural schools which do not fall inthe area of a Municipal Corporation/Municipal Committee/Small Town/NotifiedArea.

Further, the candidate should have beenstudying in such school for at least five yearsbefore passing the last examination. Acandidate claiming such benefit will have toproduce a certificate from the Tehsildar of thearea certifying that the school from where thecandidate has passed the Matriculation/+2examination, falls within the aforesaid ruralarea.

(ii) Single Girl Child

In each course of study there will be oneadditional seat for single girl child whichmeans where the only child is the girl childin the family.

Students admitted against the Single GirlChild seat in post-graduate courses will beeligible to apply for the scholarship underUGC scheme "Post Graduate Indira GandhiScholarship Scheme for Single Girl Child"provided that an affidavit from the studentduly attested by the First Class Magistrate/Gazetted officer mentioning that she is theonly child in the family is submitted.

(iii) Youth Festival/Cultural Activities

For all the teaching courses being run in theUniversity 15 (Fifteen) additional seats areprovided for those candidates who have

excelled and outperformed by theirparticipation in the Youth Festivals of Inter-university national level. Additional seat willbe deemed to have been created for suchmeritorious candidates desirous of admissionin a course.

1. The candidate availing the aforesaid facilitymust fulfil the eligibility condition foradmission to the particular course. For thosecourses to which the admission is to be doneon the basis of entrance test, the candidatemust have passed the entrance test. Onlyone additional seat will be created for thosecourses where the number of seats is up tofifty and if the number of seats in a particularcourse is more than fifty, two additional seatscan be offered to such candidates.

2. The selection of such candidates foradmission to various courses will be madeby the Vice Chancellor/Dean AcademicAffairs on the recommendations ofCommittee approved by the Vice Chancellor.

3. For recommending admission on the basisof youth festival participation, admissioncriterion will be fixed on the basis of merit asmentioned below and upon the verificationof the original certificates of the candidate.

(a) The candidates must have presented anitem in an international festival approvedby Punjab Govt./Govt. of India.

(b) The candidate must have secured Ist/2nd/3rd/4th position(s) in inter-university national youth festival.

(c) The candidate must have secured 1st/2nd position in an inter-universityyouth festival organised by North Zoneinter-university centre and other zonalcentres.

(d) The candidate must have secured first/second position in youth festivals ofvarious universities of Punjab,organised by Director, PublicInstrtuctions/Director Youth ServicesPunjab Govt., Punjab or have securedthird position in a zonal youth festivalorganised by Association of IndianUniversities.

(e) Have secured first/second position inan individual/item in a University YouthFestival organised by PunjabiUniversity/any of the Universities ofPunjab state, Haryana state, Himachalstate and Delhi state.

4. Position secured in an individual itemperformance shall be rated higher ascompared to the performance as a teammember. University level participation willalso be rated higher than the DeemedUniversity level performance.

5. The candidate admitted on the basis of youthfestival additional quota seats shall have togive an assurance to the universityauthorities that during the duration of thecourse the candidate will participate in theactivities associated with his item and willnot create any kind of indiscipline. Theadmission committee will assess theparticipation of the candidate and in casethe candidate does not fulfil therequirements, his admission can be cancelled.However, exemption can be given becauseof a special reason like sickness or any otherunavoidable reason.

(iii) NRI Category

In all teaching courses, there will be 5%additional seats for Non Resident Indians(or their wards). Subject to fulfillment ofeligiblity conditions, admission to NRICategory seats will be made on the basis ofmarks obtained in qualifying examination.

MORE DETAILS

1. The admission against the reserved/additional seats will be made in terms of thecriteria laid down in the respectivecategories. Where such criteria have notbeen provided, the admissions shall be madeon the basis of calculated academic merit.

2. The candidates who desire to seek admissionin reserved categories but can be admittedon the basis of open merit, will not beadmitted under reserved categories.

3. Ex-serviceman means a person who hasserved in any rank (whether as a combatantor as a non-combatant) in the Armed Forcesof the Union including the Armed Forces ofthe former Indian States but excluding theAssam Rifles, Defence Security Corps,General Reserve Engineering Force, LokSahayak Sena and Territorial Army, for acontinuous period of not less than six monthsafter attestation and;(i) Has been released or discharged

otherwise than at his own request or byway of dismissal or discharged onaccount of misconduct or inefficiency;or

(ii) has been transferred to the reserve,pending his release; or

(iii) has to serve for more than six monthsfor completing the period of servicerequisite for becoming entitled to bereleased or transferred to the reserveas aforesaid; or

(iv) has been released at his own requestafter completing five years service inthe Armed forces of the Union.

4. The permanent disablement will meanincapacitation leading to discharge of theperson by the military authorities.

5. Applications of the candidates which are tobe considered by the Central AdmissionCommittee shall be forwarded to theChairman of the Committee by the Head ofthe Department concerned.

RULES REGARDING HOSTEL ACCOMMODATION

Limited Hostel Accommodation is available.It will be given on the basis of merit only.

A candidate who has already availed of hostelfacility during any course completed earlierfrom this University, will not be allowed hostelaccommodation, if he/she is granted admissionin other discipline.(a) The schedule of payment of hostel charges

will be the same as in the case of tuition fee.In case a student does not pay the hostelcharges within the due date, it shall be theresponsibility of the Warden to ensure thatsuch a student does not continue to stay/reside in the hostel.

(b) Once a student is admitted in the hostel, he/she cannot stop paying the hostel rent onthe plea that he/she has stopped residing inthe hostel. In order to vacate hostelaccommodation, the student is required toobtain the prior permission of Warden/SeniorWarden/Provost and send a prior intimationto the Accounts Branch of the University,positively.

(c) If the name of the student is struck off due tonon-payment of hostel dues from the list ofthe hostelers, he can be allowed re-admissionwith the approval of the Dean Students/Provost.

(d) The students of low income group can begiven free accommodation in the UniversityHostels. In addition to it, five outstandingplayers and two outstanding studentsinvolved in cultural activities can also begiven free accommodation. In order to exemptabove mentioned students from payment ofroom rent, the committee consisting of thefollowing members will send recommenda-tions through Dean Students to the Vice-Chancellor for approval:1. SCHEDULE OF PAYMENTThe students selected for admission shall

collect tuition fee slips from the concerneddepartment and hostel charges slips from the

The Dean Students/Provost is authorized to remitthe fine if he feels that the student could notdeposit the fee for some genuine reasons.Provided further that for non-payment of anydues for more than 15 days, the name of thestudent shall be struck off the rolls of thedepartment.

Students, however, can seek re-admissionand in case it is allowed, all the dues, late fee

charges and admission fee etc. as provided shallhave to be paid. A candidate shall have to payRs. 200/- as re-admission charges. If the name ofa candidate is struck off because of absence fromthe class for 10 days continuously, his/her nameshall be struck off the rolls of the department.Students, however, can seek re-admission andin case it is allowed by the competent authoritythey shall have to pay Rs. 200/- re-admissioncharges.

REFUNDSFee Refund and Adjustment will be as per latest University Rules.

FINANCIAL ASSISTANCE TO POOR STUDENTS

The facility of students' aid fund and feeconcession is available to the needy anddeserving students. Students whose parentsincome is less than 1 lackh per annum will beeligible for full fee concession and those havingincome between 1-2 lakhs per annum will beeligible for half fee concession and studentswhose parents income exceeds 2 lackh per annumwill not be eligible for financial assistance. Onlyone kind of financial benefit will be given to onestudent.

Physical verification of facts regarding incomefurnished by the studetn will be done. In caseinformation furnished is found wrong his/heradmission will be cancelled.

STUDENTS' AID FUNDThe object of this fund is to render financial

assistance to poor students to pay their tuition

fee or examination fee or to purchase books ormeet similar other expenses. Limited assistanceis given to the students to meet their hostel, mess,clothing or medical expenses, if their needs areconsidered genuine. Interest free loans are alsogranted to the deserving students subject toavailability of funds. Applications for financialassistance under 'Students' Aid Fund' are invitedfrom the needy and deserving students afteradmission through the Head of the Departmentconcerned. The final decision is taken by aCommittee as provided in the rules. Concessionfor the Children of the Employees of DefenceServices and Civilian Personnel are available asunder:

1. The dependents of those defence personnelwho were either killed or permanently disabled

2. In the aftermath of Blue Star Operation, thechildren of those: (a) killed, missing orwounded/disabled in engagement withtroops, police; (b) Awarded sentence of lifeimprisonment in civil jails with dismissal fromservice.

3. It has been decided to adopt Punjab Govt.Letter No. 19-2-87, I-Edu.-4, 1386-92, dated30.4.90 in which there is a provision of full feeconcession for the children of those whodied while extending help to security forces,and for those who have been rendered 100%handicapped due to riots and the children ofSikh migrants. Following concessions areavailable to the above-stated persons: (i) Fullfee concession by the University TeachingDepartments, (ii) Text-books on loan for theduration of the Course from the Text BookSection of the Library (These books shall bereturned by them after they have completedthe examination); (iii) They will get freelodging in the hostel. They will pay only fortheir boarding.

FEE CONCESSIONFull fee concession (Tution fee) is available

to the needy and deserving students up to 8%of the total number of students in a class. Forfee concession to the students of SC the ruleswhatsoever framed by Punjab Government willbe followed. The employees of Punjabi

University who are permitted to join theUniversity classes are allowed full feeconcession. Benefit of half tuition feeconcession amongst two or more children ofparents would be allowed to a child/childrenwhose course fee (including all funds) is lessthan the other child/children. Benefit of half feeconcession shall not be allowed to married child/children, as he/she cannot be considered as adependent on parents.

The children of the University employeesand children of those employees who are ondeputation from the Punjab Government withthe University (provided there is no objectionby the State Government) will be allowed tuitionfee concession. The details of the fee concessionallowed to the children of University employeesare as follows:Upto 16480/- (Basic Pay) Full fee Concession

Rs. 16481/- to 18450/ (Basic Pay) Half feeConcession.

In case the father and mother, both areemployed in the University, the student isallowed to avail of benefit of either of the two.However, sons/daughters of the Universityemployees who are themselves in service, arenot exempted from the payment of tuition fees.

Fee concession will be given by a centralizedcommittee duly constituted by the Vice-Chancellor under Convener ship of DeanStudents Welfare.

scholarship. That will be given on merit basis.2. The departmental merit scholarship will be

granted to the student admitted at the top in

3. Scholarship will be disbursed on quarterlybasis through the Head of the Departmentwho will prepare the bill(s) and will give anattestation that the attendance and conductof the scholarship awardee/claimant duringthat period was satisfactory.

I am directed to invite your attention to the Punjab Government Circular Letter No. 1/3/95-3PPII/2043, dated 29.1.1996 vide which the instructions were issued regarding simplification of procedurefor obtaining the certificate of Domicile for the purpose of admission to educational institutions(including technical/Medical institutions). The matter has been reconsidered in the light of judgmentdelivered by the Hon'ble Supreme Court of India in the case of Dr. Pardeep Jain Vs. Union of India andothers (reported as AIR 1984-SO-1421) wherein it was held that instead of the word 'Domicile' the word'Resident' be used in the instructions issued by the State Governments on the subject. Accordingly, ithas been decided by the Government to revise the Government instructions referred to above, asunder:

Section 177. Furnishing false informationWhoever, being legally bound to funish information on any subject to any public servant, assuch, furnishes, as true, information on the subject which he knows or has reason to believe tobe false, shell be punished with simple imprisonment for a term which may extend to six months,or with fine which may extend to one thousand rupees, or with both.

Or, if the information which he is legally bound to give respects the commission of an offence, oris required for the purpose of preventing the commission of an offence, or in order to theapprehension of an offender, with impresonment of either description for a term which mayextend to two years, or with fine, or with both.

Section 193. Issuing or signing false certificateWhoever issues or signs any certificate required by law to be given or signed, or relating to anyfact of which such certificate is by law admissible in evidence, knowing or believing that suchcertificate is false in any material point, shall be punished in the same manner as if he gave falseevidence.

Section 198. Using as true a certificate known to be falseWhoever corruptly uses or attempts to use any such certicate as a true certicate, knowing the same to

be false in any material point, shall be punished in the same manner as if he gave false evidence.

Section 299. False statement made in declaration which is by law receivible as evidenceWhoever, in any declartion made or subscribes by him, which declaration any Court of Justice,or any public servant or other person, is bound or authorized by law to receive as evidence ofany fact, makes any statement which is false and which he either knows or believes to be false ordoes not believe to be true. Subject: Issuance of Certificates for the purpose of seeking admission to variouseducational/technical/professional institutions in the State and also foremployment.

Sir,It has been brought to the notice of Government that educational authorities and institutions

prescribe various certificates regarding residence, SC/BC category and backward area etc. to befurnished by the students/candidates with the application forms for entrance examination oremployment in the formats and by the authorities different from those prescribed by the governmentdepartments. Cases have also been reported where the authorities concerned insist on retainingoriginal certificates and refuse to accept the attested photo copies of the certificates. All this resultsin harassment and panic among the students/candidates and their parents/guardian, since they haveto apply with such certificates to more than one authorities simultaneously and within a limited period.The list of certificates required at the time of applying for CET/JET/PMT and PSU are enclosed by wayof illustration.2. In order to overcome the difficulty mentioned above, it has been decided by the Government thatthe following procedure shall be followed meticulously by all the educational and other authoritiesconcerned:(1) Certificates issued in the format and by the authorities prescribed by Government Departments

shall be accepted as valid by all educational institutions and other authorities.(2) Where a number of authorities have been authorised to issue the certificates there shall be no

insistence on issue of a certificate by any particular authority or by the highest authority indicatedin the format.

(3) (a) In case of entrance examinations, no certificate should be called for in the first instancealongwith the application form. It will be sufficient for the candidates seeking admission or

other facility to indicate in the application form whether he/she belongs to any particularcategory entitling him/her to certain concessions or facility. Requisite certificates may beobtained only from the selected/wait listed candidates.

(b) To further simplify the procedure attested copies of the certificates only shall be retainedand original certificates if required to be produced at the time of interview shall be returnedimmediately, thereafter.

4. Parents/guardian or candidates can also obtain Scheduled Caste Certificate for the purpose ofseeking admission as per proforma given below from the Head of Institution where the candidatehas studied if the proof i.e. an attested copy of Scheduled Caste Certificate issued by a competentauthority in favour of the candidate or the father of the candidate is available in the schoolrecords.

5. (i) If parents/guardians are employed with Punjab Govt. they can obtain S.C. Certificate fromthe Head of Dept. or the Head of Office in the proforma given below provided relevant S.C.Certificate exists on the in service record.

(ii) If the residents of Punjab who are employed in Govt. of India or any other State Govt. theS.C. Certificate in such cases will also issued by the respective H.O.D. or Head of Office inthe proforma given below provided S.C. Certificate exists in their service record.

6. In case of freedom fighters; political sufferers, terrorists/riot victims and migrants where theregisters are maintained by D.C. Office the certificate may be issued by Deputy Commissioner/G.A. to D.C./A.D.C.These instructions shall come into force with immediate effect and shall be affective even whereadmission prospectus have already been printed following earlier instructions but entranceexamination is yet to be held or deadline for submission of forms is not yet over.
