Executive Summary GENBAND’s Local Session Controller (LCS) solution provides a cost-effective migration and modernization option for legacy Nortel PBXs. The solution protects and extends previous Nortel investments and simplifies the introduction of new IP-based endpoints and Unified Capabilities (UC). The solution has been tested and certified by the DoD Joint Interoperability Test Center (JITC).

This paper explains how GENBAND acquired certain Nortel assets, reviews the GENBAND LCS solution, and details the solution configurations and components tested at the JITC. It is intended for DoD agencies, defense contractors and other IT professionals who are investigating or planning technology refresh options and UC initiatives for legacy Nortel PBXs.

About GENBAND GENBAND is a privately held corporation headquartered in Plano, Texas. Started as General Broadband, the company was founded on the delivery of media gateways, and grew into a multi-million dollar telecommunications firm. In 2010 GENBAND acquired Nortel Networks’ carrier group. With the breakup of Nortel, GENBAND purchased a significant portfolio of products and intellectual property rights, including the CS 2000 and DMS switches that make up about half of the PSTN in North America. As part of that acquisition GENBAND also acquired support for the CS2100 and older SL-100 systems that are widely deployed in the U.S. Department of Defense (as well as by civilian agencies). Avaya acquired Nortel’s enterprise PBX business including the Meridian, CS 1000, and Norstar portfolios. Some of the technology had common origins and was shared by the two acquiring entities.

Figure 1 captures some of the technology and intellectual property that is relevant to the DoD and how it was split between GENBAND and Avaya.

As part of the break-up both organizations obtained legal rights to the Application Server (AS) 5300 R2 code and maintained some shared rights to the CS2100 and SL-100 portfolios. Since the original acquisition, GENBAND has acquired the majority of the intellectual property rights associated with the SL-100 and CS2100 technology still in use within the DoD. In addition, it has invested several million dollars extending the original AS 5300 Rel 2 code into the company’s primary SIP Application Server. (The platform is now called the GENBAND Application Server. It is sometimes also referred to as EXPERiUS or A2).

Today, the GENBAND AS maintains the AS 5300 heritage, plus has been enhanced to provide a fully virtualized solution that is architected to meet the needs of global service providers. The platform delivers five “9’s” reliability and scales to support millions of concurrent calls. This enhanced solution (now at Rel. 11.2 and soon to be at 12.0) was tested and certified at the DoD JITC.

DoD Deployment Examples GENBAND pursued LSC JITC certification primarily to support technology refresh options for legacy Nortel PBXs (i.e. SL-100, CS2100, AS 5300 CM1000M, etc.) on military base, post, camp and stations. The GENBAND LSC solution supports both legacy analog stations (and analog station requirements associated with fire alarms and other SCADA sensors) as well as new assured and non-assured IP phones and softphones clients for DoD workstations and laptops.

GENBAND’s LSC solution simplifies migration of legacy AS 5300 deployments. Because of the shared heritage of the legacy AS 5300 and the GENBAND AS, many aspects of the solutions will be familiar (and in some cases identical) for technical staff and end-users. This provides a compelling transition option for DoD organizations looking for a cost-effective way to migrate aging IBM servers and legacy Nortel software. GENBAND’s solution minimizes costs and disruptions while enabling new services and assuring on-going support.

Another real-world example of a technology upgrade is the legacy SL-100 and CS2100 systems still in service within the DoD performing as either a Multi-Function Softswitch or End Office providing telephone (analog, digital and ISDN) for individual bases. By introducing GENBAND LSC, a significant number of the legacy SL-100 or CS2100 frames can be removed, reducing space and power expenses while protecting previous investments. Figure 2 depicts a base communications office upgrade.

In “green field” situations, the GENBAND LSC can be deployed in a dedicated server configuration, or as part of a Virtual Machine environment. With either variant the core servers are implemented in a 1+1 configuration for seamless failover, and can be physically separated to meet DoD Coordination of Operations Planning objectives.

JITC Tested Solution - Introduction The GENBAND LSC solution was successfully tested and certified on April 8, 2016 by the DoD Joint Interoperability Test Center located at Army Fort Huachuca, AZ. Figure 3.1 & 3.2 depicts the deployment models for GENBAND Release 11.2 LSC system that were tested

LSC System Description The certified GENBAND Release 11.2 LSC is a software-based Voice and Video over Internet Protocol product which includes legacy 2-wire telephones (aka analog 2500 sets), Internet Protocol (IP) telephones, and media processing elements within a local service domain. Additionally, the LSC extends signaling and call control services to allow calls to reach connections outside the local service domain. The LSC software and functions are virtualized and can be distributed logically as well as physically among several high-availability server platforms. This model enables both redundant call management modules and subscriber tables for resiliency.

The certified GENBAND configuration is a secure Unified Capabilities system that provides integrated IP telephony, conferencing, and unified messaging that meets DoD security and service assurance requirements. Although the tested and certified configuration supports voice and video conferencing, only voice conferencing was tested and is certified for use. The testing focused on creating, modifying, and terminating two-party (unicast) or multiparty (multicast) media streams.

The GENBAND LSC supports the Session Initiation Protocol (SIP), Assured Services Session Initiation Protocol (AS-SIP), Secure Real-Time Transport Protocol, (SRTP), Session Description Protocol, Security Descriptions for Media Streams, Transport Layer Security (TLS), and Multi-Level Precedence and Preemption using Primary Rate Interface (PRI) American National Standards Institute (ANSI) T1.619a.

The GENBAND deployment uses Gigabit Ethernet interfaces to connect to the DoD Non-Classified IP Router Network (NIPRnet) via DISA provided Session Border Controllers. The system is configured using the GENBAND Provisioning Manager (PROV) System Manager graphical user interface. All management traffic travels over these interfaces, both to and from network elements, clients, and higher-level management systems.

GENBAND Application Server Description (aka EXPERiUS / A2) The GENBAND AS is the primary component in the SUT. The GENBAND AS is a software-based SIP application server that delivers multimedia applications over any IP broadband network, as well as to legacy Time Division Multiplexing (TDM) endpoints. Additionally, the system features an Open Programmability Suite with SIP Open Programmable Interface (SOPI) and Representation State Transfer (REST)ful Application Programmable Interface (API) for custom value-added applications and accelerated time-to-value. The system supports up to 600 industry-standard Red Hat Linux-compliant servers, as well as National Equipment Building Systems (NEBS) compliant hardware options. The configuration is fully redundant with 1+1 hot stand-by. Protocol support includes: SIP, SIP-Telephony (SIP-T), PRI including regional variants, H.263, H.264 AND VP8 video.

The AS is made up of a number of virtualized applications, which can be consolidated or distributed depending on the deployment scale and resiliency required. The tested configuration split key virtual components onto four pairs of servers including: the LSC SESM servers, the MAS (media processing) and SIP Core OAM&P and management servers and Personal Agent (PA) user portal. The LSC SESM servers are the call processing engine of the system and support SIP client registration, AS-SIP, and SIP trunks to peer systems. The second pair of servers, the MAS, supports conferencing services (ad-hoc and meet-me), tones, announcements. The third pair of servers includes the OAM&P and Provisioning Managers that enable management interfaces for programing dial plan, devices, users, etc. The fourth pair of servers provides the Personal Agent end-user portal for managing user preferences, friends’ lists, access to directories, and other user routes and preferences.

The specific components that were part of the LSC SUT that completed successful JITC testing include:

Component 1: The LSC SESM:

A service execution engine that provides the following software functionality: Back-to-Back User Agent (BBUA), CPL Interpreter, ASAC Budgeting, and address resolution and routing capabilities.

Component 2: The Media Application Server (MAS):

A flexible high availability media services element that is packaged with the following applications: Ad hoc Conferencing, Meet Me Conferencing, Tones/Announcements, Music on Hold, Voice Mail. It supports Secure SIP and SRTP secured media. Services provisioning and end user controls settings are through the SIP Core Provisioning Client and Personal Agents. MAS node management is via the MAS Management Console. Additional MAS instances can be added to meet increased capacity requirements.

This component provides administration, billing, and performance interfaces for the Application Server solution.

This component provides users with an intuitive graphical user interface for setup and self-administration capabilities. Personnel can use an industry-standard web browser to navigate to web page to view and modify their services, eliminating the need for special-purpose applications.

A gateway element that provides analog and PSTN/DSN capability and analog gateway capabilities. AudioCodes Mediant 800 offers an effective connectivity solution for small-to-medium sized locations. Supporting up to 60 voice channels in a 1U platform, the Mediant 800 provides versatile connectivity between TDM and VoIP networks. The Mediant 800 connects Session Controllers (SCs), scaling to 250 concurrent sessions, offering the ability to connect any SIP-to-SIP environment, legacy TDM-based PBX systems to IP networks, and IP PBXs to the PSTN.

Future Plans Contact a GENBAND representative for the latest product development and testing plans.

GENBAND plans to return to JITC to test the GENBAND Enterprise Session Controller (ESC) configuration. The ESC SUT is based on the same software release used for the LSC solution—release 11.2. As part of the ESC testing, the smaller AudioCodes analog line media gateway will be replaced with a carrier class, high-density GENBAND G5 analog media gateway. In addition, the SUT configuration will be augmented with GENBAND’s SPiDR WebRTC media gateway.

GENBAND G5:

A single GENBAND G5 shelf supports up to 768 analog lines and 2,304 subscribers per three-chassis frame. Even large offices of 20,000 lines requiring over 5000 square feet of floor space can be reduced to a few simple frames of space. The line card drives full length (1930 ohm) loop lengths, and the gateway supports carrier-class availability and resiliency including optional support for full Emergency Stand Alone should call control be interrupted. The G5 is also NEBS 3 and OSMINE compliant, meeting the high standards required for carrier physical and operational environments. This gateway platform provides a power profile of about 0.25 watts per subscriber—dramatically lower than most legacy line access equipment deployed by DoD.

The G5 is purposely designed for high-density analog environments where carrier-class reliability is required, making it ideal for DoD base, post, camp and stations. The G5 enables DoD sites to cost-effectively sustain their legacy copper plant and main distribution frames, affording them the time needed to upgrade their base data network to the Assured Service Local Area Network compliant environment to support voice and video over IP.

Video Collaboration (Vidyo Global Video Service):

Vidyo is the key technology provider for DISA’s Global Video Service. GENBAND has a strong partnership with Vidyo for collaboration technology. The technology is already tightly integrated with the GENBAND Application Server, providing a highly secure, advanced collaboration solution. GENBAND will formally test the secure version of Vidyo’s solution with the GENBAND Application Server. Given our close partnership, we expect minimal barriers to completing this effort.

GENBAND SPiDR is one of the telecommunication industry’s leading WebRTC gateways, delivering secure voice, video and collaboration via WebRTC-compliant browsers (i.e. Chrome, Firefox, etc.). Additionally, GENBAND offers plug-ins for Microsoft Explorer and Safari users, enabling the same access to WebRTC services and sessions. This breakthrough technology will enable the DoD to transition their existing Defense Communication Service to a single federated solution that can support end-users employing multiple endpoint environments in common virtual conference rooms.
