Provided, further, that it is the intention of the Government of Canada that the average incidence of the duties (after taking into account remissions of duties) on all imports under item 42700-1 from countries entitled to the most-favoured-nation tariff shall not exceed 9 per cent ad valorem in any calendar year;

Provided, further, that the Government of Canada shall consult, on request, in respect of the average incidence of duties under item 42700-1 in any calendar
