Notification under Article 4:4
Amendment of the Bilateral Agreement between Sweden and the Philippines
Note by the Chairman
Attached is a notification received from Sweden of an amendment of its bilateral agreement with the Philippines. A specific limit was agreed on Group 11a (track suits), previously within the Rest Group.
The bilateral agreement between the parties is contained in COM.TEX/SB/1008.

Dear Mr. Raffaelli,
I hereby wish to notify to the Textile Surveillance Body an amendment to the Agreement between the Government of Sweden and the Government of the Philippines regarding exports of certain textile products from the Philippines to Sweden (cf COM TEX/SB/1008).
During consultations in Manila, the Philippine side requested that, among other items, track suits should be transferred from the "Rest Group" into a specific restraint level. After further discussions during the spring of 1986 the two parties finally agreed on a restraint level for track suits for the last two periods of the Agreement. Instead of a corresponding lowering of the level of the "Rest Group", resulting from the decreased coverage of that group, the compensation was, at Philippine request, taken from the group 10, blouses. When converting blouses into track suits the agreed conversion factors were used. Imports of track suits into Sweden during 1985 amounted to 22 000 pieces.
The exchange of notes is attached.

The Embassy of the Philippines presents its
compliments to the Ministry for Foreign Affairs
and with reference to the agreement between the
Government of the Philippines and the Government
of Sweden regarding exports of certain textile
products from the Republic of the Philippines to
Sweden, the special consultations which took
place in Manila on November 18-20, 1985, and to
the note of the Swedish Embassy in Manila of
February 3, 1986, has the honour to communicate
the following:
The Government of the Philippines accepts
that vests and coveralls remain within the Rest
Group.
The Government of the Philippines proposes
that the above mentioned agreement be amended as
follows:
(i) A new group shall be added to Annex 1 of the
agreement, as follows:

(iii) A corresponding reduction shall be made during
each of the remaining periods November 1, 1935
to October 31, 1986 and November 1, 1986 to

Using the conversion factor 7.0 piece/kilogramme
as stated in Annex IV of the Agreement, the levels
for Group 10 of Annex 1 shall be amended to read
as follows:

(iv) Annex IV shall be amended to include the conversion

The Government of the Philippines shall debit the

31, 1986 representing exports from November 1, 1935
and prior to March 14, 1986.

If the foregoing proposal is acceptable to the
Government of Sweden, this note and your note
of acceptance on behalf of the Government of
Sweden shall constitute an agreement between
the two governments, to enter into force on
date of the Ministry's note in reply.
The Embassy of the Philippines avails itself of
this opportunity to renew to the Ministry for Foreign
Affairs the assurances of its hiahest consideration.

The Ministry for Foreign Affairs presents its compLiments to
the Embassy of the Philippines and has the honour to
acknowledge receipt of the latter's note of May 9, 1986 (CAA
23/86) which reads as follows:
"The Embassy of the Philippines presents its compliments to
the Ministry for Foreign Affairs and with reference to the
agreement between the Government of the Philippines and the

Government of Sweden shall constitute an agreement oetween the
two governments, to enter into force on date of the Ministry's
Note in reply.

opportunity to renew to the Ministry for Foreign Affairs the
assurances of its highest consideration."
The Ministry has the honour to inform the Embassy of the
Philippines that the above proposed amendment concerning the
agreement between the Government of the Philippines and the

Government of Sweden regarding exports of certain textile
products from tne Répudie of the Philippines to Sweden is
acceptade to the Government of Sweden.
The Ministry confirms that the above mentioned note of tne
Imbassy of the Philippines shall, together with this reply,
constitute an amendment to the agreement between the two
Governments, to enter into force on the date of our reply.
The Ministry for Foreign Affairs avails itself of this
opportunity to renew to the Embassy of the Philippines zr.e
assurances of its highest consideration.
