  • Ensure the counting process for UMNO General

    Election at 191 divisions, to be held on1st and

    8th Nov running smoothly

    Part 1 Vision

  • 1. Conduct free and fair elections in an innovative, cost effective and professionally competent way and reduce spoilt vote.

    2. To fairly, efficiently and effectively administer UMNO General Election 2014 process plan and enforce propose process as a guideline in counting process, a proofs that this election can be carried out smoothly.

  • 1. Identify the place for polling station and counting of votes.

    2. Proposals of counting central through CEO to Electoral Commission for approval.

    3. Assess the requirement of counting staff.

    4. Get the details arrangement of logistic, media and security.

    5. Communication and furnishing the data.

    research, interview, observations and other technique to collect information gathering or fact finding

    Counting Central

  • Also known as Instant Runoff Voting candidate with absolute

    majority (more than 50%) of the formal vote is elected. Voters set the preferences for candidates by using number

    1,2,3 etc. in the ballot paper. First, votes with first choice preference are counted. If no candidate has more than half of formal votes, then the

    candidate with fewer number of votes is eliminated. The votes of the eliminated candidate are transferred to other

    candidates, in accordance of next preference of eliminated candidate.

    Process will continue until a candidate that has more than half of formal votes or only two candidates remain.

    The candidate with absolute majority votes is declared elected/winner.

  • Also know as Proportional Representation It would be more complex than other counting system and

    may take longer to finalize but it is assessed as a fair system for counting the votes.

    Voters set the preferences for candidates by using number 1,2,3 etc in the ballot paper.

    A candidate that get more than a quota or proportion of the formal vote is elected immediately

    Quota is calculated by dividing the total number of formal ballot papers by one more than the number of vacancies

    Rule: If a candidate is elected with a surplus of votes, the surplus votes are transferred before elimination take place.

  • Surplus votes are transferred to candidates who were voters second choice.

    Problem: Not possible to determine which votes actually elected the candidate and which votes are surplus All elected candidates votes are transferred at a reduced rate

    After all surpluses of elected candidates have been distributed and if vacancies remain, candidate (unelected) with fewer number of votes is eliminated.

    The votes of the eliminated candidate are transferred to other candidates, in accordance of next preference of eliminated candidate.

    If any of remaining candidates obtain a quota, then declared elected and their surplus (if any) is transferred before any other candidates are eliminated.

    Process continue until all vacancies are filled.

    Consider 3 Wings (1st Nov) which are Wanita, Pemuda, Puteri

    Consist of 1 head supervisor, 2 supervisor for each wing

    In total 3 people including head supervisor

  • 1. Materials that need to be prepare include premises, office

    equipment, communications fee, transports, stationery items and foods for staff : Premises: school and other public locations (free access) Office equipment: chairs, tables Communication fees: personal computers, scanners, internet

    service, intranet, cell phones Transport: bus, boats, van, others Stationery items: ink, pens, pencils, rulers, rubber bands,

    calculators, envelopes, writing paper, labels, and ID-badges for staff.

    Foods: water, snack, mee/mehun/rice/kuih-muih

    2. Peoples that need to be prepare include counting officer, chief counting supervisor, counting supervisor, election organizer, observer, door controller, security control, ballot box officer, secretariat, transport driver and police officer.

    Part 4 Prepare Materials and People

  • PEOPLE RESPONSIBILITY Counting officer (5 people per branch)

    Ensure that the verification and count processes are fully addressed, and is carried out in clear view of all those entitled to attend.

    Chief counting supervisor Take charge in every section where each section was appointed by each state. Each state has its own state committee. Responsible to finalize and announce the results of the election.

    Counting supervisor Counting supervisor was appointed by the state election and voting committee. (5 people for each state.) Has the power to give general or specific directions to Counting Officers relating to the discharge of their functions, including directions requiring Counting Officers to take specified preparatory steps or to provide any information that they have or are entitled to have.

    Election organizer Coordinates the election, making sure that the all of the staff involved are focused effectively on the election.

    Observer Ensure the transparency of an election and ensure the credibility and impartiality of the election.

    Door controller Control how many voters can enter the hall during voting process. Security control Ensure the security of the polling station. Ballot box officer Responsible for the ballot box and make sure the voters insert ballot

    paper in the correct box. Secretariat Provide help in election so that the election runs smoothly. Police officer Responsible for the security and safety of people involved during the

    election. Transport driver (bus driver/ boats driver/ van driver)

    Provide transportation for the voters and staffs to the polling station.

  • BEFORE VOTING PROCESS Meeting representatives division / wing: Registration of representatives start at 8.00 am, by produce

    identification cards. Conference starts by meeting agenda included the presentation of

    the annual statement, statement presentation about before handing over to the Chairman of the Selection Committee meeting of the Division for the election process.

    Notify standard operation procedure for 2 election date (1/11/2014 & 8/11/2016), of the wings (princess, women, youth) and divisions (191) respectively.

  • DURING VOTING PROCESS Voting process Representatives applying for a ballot paper set from 8.00 am by

    produce identification cards. Fill in the number of Representatives candidate of their choice at the

    ballot box by post contested. Representatives inserting ballots into the ballot box by post and

    levels (central / share). After the election, the representatives will proceed to the agenda of

    the next meeting, while carrying ballot boxes to the counting hall. The voting process is done separately for each wing of the party.

  • AFTER VOTING PROCESS At the close of voting, authorized persons and counting officers stay

    in the voting station and start the counting process. Generally, an average of two hours is needed to complete a count of

    approximately four hundred to five hundred ballots, if no serious objections are encountered.

    The time taken to count ballots will depend on the number of staff and the complexity of the voting system and counting procedures.

  • 1. Counting Process:

    Counting of ballot papers done in their respective divisions. Checking of ballot papers done by category of valid votes cast,

    spoiled votes, the votes hesitate in the presence of representatives of candidates and sorted according to the number of candidates.

    The counting is done using ballot counting machine. Head of the regional center makes total of the overall vote and

    will be approved by the counting officer / auditor appointed. Counting of votes for the office of the Supreme Council and Exco

    members of the three wings done in divisions. 2. Announcement of results:

    Announcement of results for the division made by permanent chairman for that divisions.

    Announcement of results for the centres position of election is conducted by the UMNO headquarters.

    All ballots will be recorded and kept for a certain period of time for reference purposes.

    All documents of the selection process will be kept at UMNO headquarters in Kuala Lumpur.
