Executive SummaryThisdocumentdescribesvarioustypesofasbestos,situationsinwhichasbestosislikelytobeencountered,healthhazards,legislation,andrequirementsforsafeasbestosremoval,includingmonitoring,airtesting,personalhygiene,wastedisposal,andcleanup .

Asbestosisafibrousmineralcommonlyusedasacomponentinmanymaterialsbecauseofitsstrengthandheat-resistantproperties .Itwaswidelyusedinavarietyofbuildingmaterialsuntil1987 .Alltypesofasbestoshavebeenconfirmedtocausecancer .Inhalationofasbestosfibresmayresultinasbestosis,aprogressivefibrosisoflungtissueormesothelioma .Diseasescausedbyasbestosmaynotmanifestthemselvesfor15to50yearsafterexposure .

MostasbestosinCanadaisusedtomanufactureasbestoscementsheeting .Lesseramountsofasbestosareusedforinsulationaroundboilersandpiping .Asbestosreleaseoccurswhenthematerialhasbeendamagedorwhenbuildingsarebeingdemolished .

IntheNWT,theAsbestosSafetyRegulationsestablishesrequirementsforworkingwithasbestos-containingmaterials(ACM) .TheWorker’sSafetyandCompensationCommission(WSCC)hassetexposurelimitsforworkers .PWShascompletedaninventoryofPWSassetscontainingasbestosandhasimplementedanAsbestosManagementProgram,whichdescribesthestepstobetakenwhendealingwithasbestosinabuilding .

Specialprecautionsneedtobetakentoensuretheprotectionofbothworkersandbuildingoccupantswhenremovingasbestosfromabuilding .Samplingisrequired,anddependingonthetypeofasbestos,extensivemeasuresforasbestosremovalmayberequired .

Allformsofasbestosshouldbehandledonlybypersonshavingtheappropriatetraining(recognisedbytheauthorityhavingjurisdiction)andwearingtheappropriatePersonalProtectiveEquipment .Workershandlingfriableasbestosmustweardisposablefullbodyprotectionsuitsandrespiratorswiththecorrectfilters,gloves,boots,etc .Adecontaminationunitmayberequiredtoensureanegativepressureintheworkarea .Wettingagentswillbeneededtoensureasbestosreleaseisminimized .

Asbestosmustbedisposedofinaregisteredsecurelandfill,inaccordancewithregulatoryrequirements .

1.0 IntroductionTheDepartmentofPublicWorksandServices(PWS)maintainsandoperatesassetsthroughouttheNorthwestTerritoriesfortheGovernmentoftheNorthwestTerritories(GNWT) .PWShaspreparedaninventoryofasbestos-containingmaterials(ACM)andanAsbestosManagementPlanfortheseassets .TheseGuidelinesprovidedirectiontoPWSstafftoensuretheprotectionofbothworkersandbuildingoccupantsaswellascompliancewithregulatoryrequirementsduringprojectsinvolvingACM .ConsultingtheseguidelinesshouldalsohelptocompleteprojectsinvolvingACMasefficientlyaspossible .

Asbestosisafibrousmineralcommonlyusedasacomponentinmanymaterialsbecauseofitsstrengthandheatresistantproperties .Asbestoswaswidelyusedinavarietyofbuildingmaterialsuntil1987 .ItsusewaslimitedacrossCanadaasaresultofhealthconcernsrelatedtoexposuretoasbestos .Inhalationofasbestosfibresmayresultinasbestosis,aprogressivefibrosisoflungtissue .Scartissue(fibrosis)maycontinuetodevelopafterexposurestops .Twoformsofcancer,lungcancerandmesothelioma,mayresultfromexposuretoinhaledasbestosfibres .Theremaybealonglatencyperiod(between15to50years)betweenexposureandthedevelopmentofthesecancers .Aslittleasafewweeksofexposuretohighasbestosfibrelevelsmaybeenoughtocauselungcancer,especiallywiththecrocidoliteandamositeformsofasbestos .

When should these guidelines be consulted?ThepolicyofPWSistomanageACMin-placeuntilremovalbecomespracticalornecessary .RemovalofACMwilloccurinthefollowingcircumstances:

� ACM’shavebecomedamagedtothepointwhereencapsulation(withpaintorotherproductsapprovedbybestpractice)isnotpracticalandbuildingmaintenanceworkersand/orbuildingoccupantsmaybeexposed .

� DuringrenovationsandbeforedemolitionofassetscontainingACMs .� Whenspecificallyrequestedbytheclient .� Whereriskassessmentsorannualinspectionsidentifyahazard .

TheseguidelinesprovideassistancetoPWSassetmanagementandprojectstaffwhenoneormoreoftheabovesituationsarise .TheseRemovalGuidelinesapplytoeveryplacewherethedepartmentismandatedtoprovidemaintenanceorprojectmanagementservices .

Health and Safety Legislation for Asbestos in the NWTTheAsbestosSafetyRegulations,issuedunderauthorityofSection22oftheNWT Safety Act,establishesrequirementsforworkingwithACMs .TheWorkersSafetyandCompensationCommission(WSCC)addressestrainingandsafety,andenforcestheseregulationsforworkersinvolvedinasbestosprojects .TheWSCChassetexposurelimits,thatdetailhowmuchasbestosapersoncansafelybeexposedto .Theexposurelimitforanytypeofasbestoshasbeensetat0 .1fibre/ccoveran8-hourperiod .TheUnitedStatesOccupationalHealthandSafetyAdministration(OSHA)originallyadoptedthislimitasStandard29CFR1910 .1001 .

Thelimitappliestoeveryone .However,whenanasbestosworkerwearspersonalprotectiveequipmentthatfiltersoutasbestosfibrestheyareabletoworkinareaswhereahigherconcentrationoffibresispresent .

Environmental Legislation for Asbestos in the NWTDisposalofACMsiscontrolledundertheNWTEnvironmentalProtectionAct,thatisadministeredbytheDepartmentofEnvironmentandNaturalResources(ENR)oftheGNWT .ENRhaspreparedthe“GuidelinefortheManagementofWasteAsbestos”toassistpeoplewishingtodisposeofACMsintheNWT .

Key requirements of the ENR Guideline include:A . Theresponsibilityforproperwastemanagementrestswiththe

generatororowner(GNWTDepartment)oftheasbestos .

B . Thetransportationofwasteasbestosrequiresproperclassification,packaging,labelinganddocumentation .

C . Wasteasbestoscanbedisposedofatalocallandfillwithpermissionofthemunicipality(undercertainconditionsonly)orthrougharegisteredwastemanagementcompany .

TheENRGuidelineprovidesmoreinformation .Consultitbeforebeginninganyactivityrequiringtheremoval,transportationanddisposalofwasteACMs .

2.0 Inspection and Determination of the Presence of AsbestosTheintentoftheACMinventoryforPWScontrolledassetswasprotectionofpeopleintheirday-to-daywork .Renovationanddemolitionmayinvolveareasofthebuildingnotpreviouslyinspected,i .e .,olderflooringundercarpetoraddedunderlay,gyprocwallboardcoveredbypreviousrenovations,andjointcompoundonexistingwallboard .

TheearlyidentificationofACMsisessentialforthesafeandefficientcompletionoftheproject .Accordingly,checkforthepresenceofACMsduringtheearlystagesoftheplanningoftheproject .

� ConsulttheDepartmentalAsbestosInventoryandnotethetype,locationandextentofanydocumentedACMsintheasset .RemembertheDepartmentalAsbestosInventoryonlyincludesACMsthatwerevisibleduringtheinitialsurvey .Amorethoroughinvestigationofallareaspotentiallydisturbedbytheprojectmustbeundertaken .

� Haveatrainedperson(RegionalAsbestosCoordinatororConsultant) surveytheareastobeaffectedbytheprojectforthepresenceofACMs . Remembertolookatallmaterialsthatmaybeaffectedbytheproject, suchasadditionallayersofflooringunderneathacarpet,original wallsandceilingsbehindcurrentwallsandceilings,andunderthe currentsiding(inthesituationwheretheACMhasbeencoveredup) . Documentthetype,locationandextentofthesuspectedACM .

� ObtainasampleofeachtypeofsuspectedACMforlaboratoryanalysis . Samplescanbewettedtominimizeriskoffibrerelease(seeSection 3 .4) .

� Forrigidnon-friablematerialsuchasfloororceilingtile,geta3cmby 3cmpieceofthematerialandplaceitinasealableplasticbag .

� Forfriablematerialsuchasboilerorpipe-elbowinstallation,chipor cutatleasta2cmby2cmsectionofthematerialandplaceina sealableplasticbag .

� Labeleachsamplewiththeassetname,location,typeofmaterialand date .Achainofcustodyformmustbecompletedidentifyingall samples .

� Tagandphotographthelocationwherethesamplewasobtainedsothat furthersamplesmaybeobtainedifnecessaryandtoenabletheextent oftheACMtobedeterminedoncelaboratoryresultshavebeen received .

� Fortheprojectfile,keepaseparaterecordwiththesameinformation .

� Placeallindividuallybaggedsamplesinalargersealablebagforshipment .PlacethesampleswithinapaddedenvelopeorrigidcontainerandshiptoanAnalysisContractor,requestinganalysisforthepresence,concentrationandtypeofasbestosineachsample .Includeacopyofthechainofcustodyform .

� Ifthereisachangeoftextureorcolourinamaterial,takeadditional samplestoreflectthedifferentproducts .Sometimessamplescontain anumberoflayersaspartofamatrix .InformtheAnalysisContractor whichpart(s)ofthematrixyouwantanalyzed .

� RemembertoremovepotentialACMsamplesinawaythatminimizes theriskofexposuretothepersoncollectingthesampleandtobuilding occupants .

� Collectthesampleswhenbuildingoccupantsarenotpresent,e .g ., beforeorafternormalworkinghours .

� Useadequateprotection(e .g .aHEPAfiltermaskandgloves)when collectingsamplesoffriablematerials,pipeelbows,atticinsulation, orboilerinsulation .

� Minimizethereleaseofasbestosfibresduringsamplecollection .Use aHEPAvacuuminconjunctionwithsampling(directingsuctiononto areawhereactivesamplingisoccurringtocapturefibresreleased),or wetthesurfaceoftheACMbeforeobtainingthesampletoreducefibre release .Immediatelytransferthesampletothesamplecontainer .

� Cleanuptheareawherethesamplewasobtainedimmediatelyafter samplecollectiontopreventreleaseofmorefibres .Usewetwipesor aHEPAvacuumforthispurpose,ratherthansweeping(sweepingwill generatedustandfibres) .Useducttapeorsomeothermaterialtoseal disturbedareas .Decontaminatesamplingequipmentandanyparts ofyourbodyexposedtothepotentialACMwiththoroughwashing withwater .

� Theresultsofthelaboratoryanalysisareusuallyavailablewithin5-7 workingdaysafterthelabreceivesthesample .Materialswithless than1%asbestoscontentarenormallyconsiderednon-ACMsunless thetypeofasbestosisaconcern .Usetheinformationfromtheexisting inventoryandthesurveydocumenttodeterminethepresenceand extentofACMsintheasset .GivethisinformationtotheRegional AsbestosCoordinatortoupdatetheAsbestosInventoryandasset emergencyresponseplan .

3.0 PWS Asbestos Management Program

An“AsbestosManagementPlan”wasdevelopedbyPWS(May2000)andaninventoryofACMwascompletedformostassets .Thisinventoryissummarizedinthedocument“Asbestos Management for GNWT Assets Inspection Report (2001-2002)” .Insomebuildings,warninglabelswereplacedontheACMinserviceareaswherethereisfriableACM .WorkersaccessingtheseareasmustbeinformedofexactlocationsofACM’s,andtrainedonhowtodealwithpotentialasbestosfibrereleaseduetoaccessingorrenovationstotheseareas .Theymustalsobemadeawareofwhotocontactforadditionalinformation,andtrainedinhowtoadequatelyprotectthemselveswhenintheACMarea .PublicareasarenotlabeledunlessthereissignificantpotentialfordamagetoACM’sandthusforthereleaseoffriableasbestos .

TheComputerizedMaintenanceManagementProgramincludesanotationiftheassetcontainshazardousmaterialssuchasACM .AwarningappearsoneveryWorkOrdergeneratedforassetswithhazardousmaterials .

TheTangibleCapitalAssetSystem(TCA),whichisusedtoinventoryGNWTassets,hasaprovisionfordocumentinghazardousmaterialinbuildings .However,notalldepartmentshavefullyenteredthedatafortheirbuildings .

THISMEANSTHATTHEABSENCEOFTHISNOTATIONSHOULDNOTBETAKENASANINDICATIONTHATHAZARDOUSMATERIALISNOTPRESENT .

4.0 Project Planning

� Confirmthattheoperatingauthorityforthelocallandfilliswillingto receivewasteasbestos .

� Isolatetheareawhereremovalworkistobeconductedfromall otherareasbymeansofconstructedseals,andinsomecases,negative airpressure .Awrittendetailedworkplanmustbegeneratedbecause theprocedureusedmustbereviewedandacceptedbytheWSCCprior toimplementation .Aminimumof72hoursnoticepriortostarting workisrequired .

5.0 Instruction and TrainingThedepartmentshallensurethatanypersonworkingonanyremovalprocedurehasbeencertifiedinasbestosabatementthrougharecognizedtrainingcourse .TheProjectOfficerorRegionalAsbestosCoordinatorwillrecordtheName,CertificateIDnumberandCertificateexpirydateofeveryworkeronthepremises .

The training must include:� thehazardsofasbestosexposure,particularlytosmokers;� personalhygieneandworkpractices;� minimizingfibrerelease;� theuse,fitting,cleaninganddisposalofrespiratorsand

protectiveclothing;� responsetoemergencysituations;� followingprescribedproceduresforallACMtasks;� applicableregulations;� exposurelimits;� monitoring;� enclosureconstruction,andglovebagalternatives;� labelingandwastedisposal;and� decontaminationprocedures .

The instruction and training related to respirators addresses:

� thelimitationsoftheequipment;� theinspectionandmaintenanceoftheequipment,particularly

respectingvalvefunctions,strapping,connectionstoairflowsources, andeffectivenessoffilters;

� thefittingoftheequipment,includingfittestingbyqualifiedpersonnel, andregularfitchecksperformedbytheprotecteduser;

� thedisinfectingoftheequipment;� filterchangeschedules .

6.0 WSCC Notification

WSCCmustbenotifiedseventytwo(72)hoursbeforestartinganyprojectinvolvingtheencapsulation,enclosure,andremovalofACM .Dependingonthework,theProjectOfficer,(inthecaseofaproject),orregionalassetmanagement,(inanyothercase)isresponsibletodothisorconfirmitisdone .

IntheeventofanemergencyeventinvolvingACM,worktocontainorstopthereleaseofasbestosfibrescanbeinitiatedwithoutdelayusingacceptableprocedures .However,allreasonableeffortshouldbetakentocontactaWSCCofficerattheearliestopportunity .

ThefollowinginformationshallbesuppliedtotheWSCC,inwriting:

� Thename,addressandtelephonenumberofthepersongivingthenotice .

� Thename,addressandacontacttelephonenumberfortheplacewhere theworkwillbecarriedout .

� Themunicipaladdressorotherdescriptionoftheplacewherethework willbecarriedout .

� Adescriptionofthework(detailedsafeworkprocedures)thatwillbe carriedout .

� Thestartingdateandexpectedenddateofthework .� Thenameandtelephonenumberofthesupervisorinchargeofthe

Do not commence work until the WSCC has indicated acceptability of the submitted work plan.ItisimportantthatPWSstaffrememberthattheownerofthebuildinghastheultimateresponsibilityfortheasbestosandhowitishandled .Regardlessoftermsandconditionswrittenintoacontract,thebuildingownerandtheiragentwillbeaccountableforanyimproperactions .

7.2.1 Background Air TestingBeforetheremovalworkstarts,thedepartmentoragentwillcarryoutbackgroundairtestinginordertoestablishbackgroundlevelsofcontamination .

7.2.1.1 Ongoing Air Testing During AbatementDuringwork,ifairmonitoringshowsanincreaseinairbornefiberconcentrationsoutsidetheenclosurecontainmentsystem,stopworkuntilthesourceofthecontaminationisfoundandfixed .Similarly,anyfibrelevelsmeasuredinsideanenclosureatlevels>½PFofthePPEbeingusedwilltriggercorrectiveactionbytheabatementpersonnel .

Inhigh-riskabatementsituations,insideandoutsideenclosureairtestingwillbeconductedonadailybasis,withresultsavailablewithina24-hourperiod .Thiswillalsoincludeairsamplescollectedfromthecleanroomandworkarea .

Thecontractorshallcleananyareasthathavebeencontaminatedasaresultofthecontractor’swork .The contractor should be required to carry a mandatory insurance provision covering this event.

� Allapplicableprotectiveclothingandequipmentshallbewornin theworkarea,footwearistoremainintheworkareauntilworkis completedandfootwearhasbeencleaned .

� Otherthantherespirator,allcontaminatedclothingmustberemoved andbaggedbeforeanyworkerleavestheworkarea .

Mustprovideadequatesuppliesofhotwatertomaintainawatertemperatureofatleast40oCbutnomorethan50oC .

Istobeprovidedwithcleantowels .Towels,onceused,shouldbeleftintheshowerroomplacedintoaplasticcontainerwithalid .

Nocontaminatedclothingwillbepermittedtoberemovedfromthedirtyroomunlessitissealedinasbestosbagsandtreatedasasbestoswaste .Respiratorsshallbedonnedinthecleanroom(uponentry)andshallnotberemoveduntilshoweringintheshowerroom(uponexiting) .

11.0 Removal of Resilient Floor CoveringsThisremovalisconsideredtobelow-riskClass1,andwillfollowlowriskprocedures .Vinyl-asbestostileandasphalttilecontainasbestosfibers,asdidsomeasphaltic“cutback”adhesivesandthebackingsofmanysheetvinylflooringsandliningfelts .Thepresenceoftheasbestosintheseproductsisnotreadilyidentifiable .TheUSEnvironmentalProtectionAgency(EPA)andsomeotherregulatoryagenciesrecognizethatthoseproductsarenon-friable(i.e. when dry cannot be crumbled, pulverized or reduced to powder by hand pressure)unlesscertainactivitiesoccur .

Whileresilientfloorcoveringproductsmanufacturedtodaydonotcontainasbestos,theasbestosusedintheolderproductswasencapsulatedinthematrixoftheproduct .

Unlesspositivelycertainthattheproductyouintendtoremoveisanon-asbestos-containingmaterial,youmustassumeitcontainsasbestos .Testingshouldbeconductedifcostsfortestingareconsiderablylessthanremovalcosts .

Numerousproducts,devicesandtechniqueshavebeenrecentlyintroducedorrecommendedfortheremovalofresilientfloorcoveringstructures .Beforeyouallowtheuseofanypracticesfortheremovalofanin-placeresilientfloor-coveringproductthatcontains(orisassumedtocontain)asbestos,youmustdeterminethatthepracticemeetsallapplicableregulationsincludingtheWSCCstandardsforoccupationalexposuretoasbestos .

Youmustalsodeterminethatanymaterialsusedduringtheremovalpracticewillbecompatiblewiththenewfloorcoveringtobeinstalled .

For the purposes of this guideline PWS is assuming that certified abatement personnel are not required for flooring removal providing the guidelines are followed and a trained, experienced supervisor or PWS employee is directly managing the work. The workers should be made knowledgeable by the supervisor.

13.0 Asbestos Removal Under Cold Conditions

WSCCwillnotallowconductingClass3,high-riskabatementundercoldweatherconditions,unlessinanemergency .

Usethesetechniquesinunheatedbuildingswhereheatcannotbesupplied,whenoutsidetemperatureswon’tallowtheuseofnormalencapsulants,tapeadhesives,andpenetrants,sealantsorglues .Coldconditionsrefertoinsideoroutsidetemperaturesbelowzerothatcannotbeeasilyremediedbysupplementalheating .Italsoincludesconditionswhereshippingofabatementproductscannotbedonewithoutfreezing .

Cold weather conditions may make asbestos removal difficult. The option to delay or bring forward the abatement schedule to take advantage of heated buildings or warm temperatures should be considered. If the building is not heated it might also be that it does not have lights or power as well. Portable lighting and power will have to be installed.

The hazards of asbestos particulate in the air supply are just as real under cold conditions as they are in warm conditions.

13.1 Normal Techniques That Will Not Work Under Cold Conditions

Appendix 5EMERGENCY

REPAIRS

Emergency Response and Repair ProceduresAsbestosemergencysituationsmayoccuratanytimeduetowaterdamage,physicaldamage,oranyotherdamagewhichmightcausethereleaseofasbestosfibresintheairandcouldposeahazardtohumanhealthandtheenvironment .Anydamagetoasbestosmaterialsrequiresspecialattention,andcertainemergencyproceduresmustbefollowedatsuchtimes .Thefollowingarelistsofprocedurestobefollowedbythebuildingoccupants,employees,theMaintenanceCoordinatorandtheRegionalAsbestosCoordinator,inanasbestosemergencyevent .

DamagetoknownACM(asbestoscontainingmaterials),wherethepossibilityexiststhatareleaseofairbornefibrecouldoccurorhaveoccurred,aretobemanagedbyhavingbuildingoccupants:

A. Immediately stop all activities that may further disturb the damaged material.

B. Vacate the affected area.

C. Isolate the affected area the best possible way through restricting access into and out of the affected area, and closing doors. This can be done by locking doors and posting signs or by stationing monitors to prevent access.

D. Notifying the Program Manager, PWS Facility Manager Maintenance Coordinator and other affected or applicable departmental building management.

PWSstaff(wearingappropriatePersonalProtectiveEquipment)willcontainthedamageandfibrereleaseby:

A. Turning off ventilation equipment or other wise restrict air flow in the affected area. Even with equipment turned off air grills and louvers are to be sealed to prevent fibre migration into the ventilation system.

B. Coordinating immediate access to responding abatement staff, consultants or contractors.

C. Expanding the control area if necessary.

D. Notifying WSCC of the damage and steps being taken.

E. Having trained asbestos worker(s), under the guidance and coordination of the Regional Asbestos Coordinator, clean up the affected area and make any necessary repairs. When possible, repairs are to be done when the building is not occupied.

F. Conduct air sampling including clearance sampling.

Whereminordamagehasoccurredbutfibrereleaseisnotevidentstepsshouldbetakentopreventfurtherdamage .ForexamplewheresmallbumpshaveresultedindentsorcrackingofwallboardandACMisknowntoexistinthedrywallcompound,immediatestepsshouldbetakentoensurenofurtherdamageoccurs .

This can be as simple as ensuring persons cannot be in contact with the affected material.

PWS will send trained workers (wearing personal protective equipment) to perform temporary repairs or install temporary containment material.

Proper repairs will be performed while the building is not occupied. Bulk samples will be taken for analysis.
