oI. BACKGROUND:

Recent years, R&D and business activities are becoming increasingly global and borderlcss, and lire

securing of Intellectual Property (IP) protection is becoming an e:<tremcly important issue worldwide. IP

protection is a key factor in promoling foreign investment and lechnolog)' tmnsfcr. as well as for

boosting a nation's industrial development. Therefore, since 1996, the Japan Patent Office (JPO) has

provided vigorous support for human resource education in order to reinforce the protection of IP in

developing countries. It is funded by the JPO, while its operation is entrusted to JlfllllU1d HIDA. (For

3. QUALIFICATIONS (for all candidales):

(I) ANendnnce In Ihe Training Course

The candidates should be selected on the presupposition that they will be able to attend all scheduledactivities of the training course which Ihey would like to attend. For more details on the qualifications ofcandidates please refer to the GI attachment for each training course.

(2) Certificale

• The participants aflbe training course will be presented with a certificate on the Inst day of the coursewhich will certify that they have obtained sufficient results from the training course.

- However. if a participant fails to attend two-thirds of the scheduled activities of the course, gcnemllythe certificate will not be issued to them.

5. PARTICIPATION FEE AND DSATraining expenses, including DSA (Daily Subsislence Allowance). are financed by the JPO.

Training expenses arc provided to each participant os per Attachment (8), ond medical (accident and

sickness) insurance is provided by the JPO 10 covcr the period of the training COUl'SC •

• The JPO is not responsible for any e:<penses which occur in a participant's home country (ex: expenses

for obtaining a visa, transportation fcc from and 10 the airport).

6. TERMS AND CONDITIONS OF PARTICIPATION:Participants will be requested to confinn their agreement with the "HIDA RULES RELATING TO

TRAINEES OF THE JPOllPR TRAINING PROGRAM:" which includes the following conditions:

J) Participants shall obtain a "Training Visa" by submining the invilation documents supplied t()HIf)A to the Japanese Embassy or Consulate in their own countries. Upon consultation with the

JPO, HIDA may cancel scholarship awards for partil:ip,lnts who enter Japan with the wrong kindof visa.

2) Air tickets 10 and from Japan will be provided by HIDA. All participants are asked to ensure that

they mllke every necessal')' arrangement on their end before starting their journey to Japan. A

participant who is unable 10 enter Japan before the beginning of the training course will lose

hislher place. HIDA will arrange flights for arrival in Japan Ihe day before the commencement of

the training course. and departure the day after the end of the training course. No changes in theroute, class or flight date are allowed.

3) Participants shall not be accompanied b)' their family members to Japan during the trainingcourse.

4) Participants shall nOI request JIPII or HIDA to arrange, nor arrange by themselves, any additionalprogram during or after the training course.

5) Participants shall leave Japan and relurn home upon completion of the training course in Japanaccording to the original schedule.

6) If the participant changes or cancels the Oight due 10 personal reasons, there is a high possibilitythat the participant will be obliged 10 pay the change or cancellation charges.

Prospective candidates for the program should apply the original of the following documents to the

To enhance one's knowledge on intellectual property in ~enerol. To also deepen one's understanding and

enhance one's professional capabilities in tenus afpatent practices such as acquiring knowledge on the

outline of the patent syslem. preparing specifications and drawings. handling office aclions, making

amendments, judging patentability, considering patents for innovalive technology, using patent

infonnation. and handling operations involving licensing. In addition, to participate in the Summer IP

Seminar (Praclitioner Training Course) provided by the Japan Association oftJniversities for IntellectualProperty Education and Research (JAUIP).

3. Target Participants (applicants mU5t meet all of the following requlremenlS):

(I) Target participant,; should be nominated by the Intellectual Property Office in their countries.

(2) Target participants should be engaged in the field of IPR.

(3) Targct participants should be univcrsity graduates and/or have equivalent professional experience.

(4) Target participants should be physically and mentally prepared to undergo an intensive trainingcourse.

To enhance one's capabilities in the area of patent examination (SubSlilnlive examination). Specifically,

10 enhance one's examination capabilities 10 the level that is required to immediately conduct actual

examination. by receiving training on how 10scarch databases to seck prior art and conduct examinationpractices. such as making decisions on subslanrive examinations.

3. Target Participants (applicants must meet rhe following requirements):(I) Target participants should be nominated by the Intellectual Property Office in their countries.(2) Target participants should be engaged in the field of IPR.

To deepen the understanding on examination practices in general such as acceleration of palent

examinations, quality management, training of examiners, improving the state of managing examinationpractices and to improve the expertise necessary for managing an IP Office.

3. Target Participants (applicants must meet all of the following requirements):(1) Target participants should be nominated by the Intellectual Property Office in their countries.(2) Target participants should be engaged in the field of IPR.

(3) Target participants should be university graduates and/or have equivalent professional experience.

(4) Target participants should be physically and mentally prepared to undergo an intensive trainingcourse.

(5) Target panicipants should not be students or armed forces personnel.

(6) Target participant ••should intend to continue working in the same field after completing the trainingcourse.

prompt and appropriate trademark examinations for examiners in developing countries.

To deepen one's understanding on IP righls and to enhance onc's professional capabilities, by hearing

lectures and holding discussions. comparing different countries'lcgislative systems, finding methods for

Details of TraveJ Arrangements

The following Training ex:penses will be provided to each panicipant by the jPO:

(1) International Air Fare (in kind)A direct route round trip economy class air ticket between an imcmalional airport specified by HIDAin the parlicipant's home country and Japan will be arrnnged and purchased by the JPO throughHIIJA. Domestic transportation expenses in the participant's home countl)' are excluded.
