General Secretary's Report for the year 2017-2018Comrades, with due regards to you, I hereby want to bring in the

knowledge of our circle Pensioners of our Association, few things

which I think, necessary for sharing with you, as detailed below :

1. We are thankful to the management of our Circle in general, &

Sh. Anil Kishora Ji, in particular, for providing us all the requisite

help in conducting our Association's activities in the Circle. We

are also thankful to the Circle Development Officer (CDO) Sh.

D.B. Singh and Assistant General Managers of P.P.F.G.,

P&HRD, OAD, Estate, Public Relations for their cooperation/

help for conducting the aforementioned activities. We are also

thankful to the Bank's Doctor Capt. Satbir Singh and Dr. Ramesh

Kumar Sofat for taking good care of our pensioner's health by

providing consultation & medicines to them. A gesture of goodwill

was made by the Circle Management Committee to honour our

senior-most person Sh. T.R. Oberoi, who is 92 years old with

presentation of bouquet & shawl and honour was bestowed to

Sh. Oberoi by none other than our previous Chief General

Manager, Sh. Anil Kishora Ji, on 26.01.2018. The event was

followed by refreshments and the management invited Sh. T.R.

Gupta, General Secretary and Sh. T.R. Oberoi to join them.

Once again, I on behalf of our Chandigarh Circle Pensioners'

Association, thank the Circle Management Committee for the

captioned help and cooperation, which we do appreciate from

the core of our hearts.

2. Sh. Anil Kishora Ji, our previous Chief General Manager was

promoted as Dy. Managing Director and hence transferred to

General Manager respected Sh. Rana Ashutosh Kumar Singh

be held on 4th and 5th October, 2018 at Puri, being organised

by our Bhubneshwar Circle.

7. Donations on account of the payment of arrears of 5th, 6th &

7th B.P.S. were continuously received by us. Some donations

were received by us from some of our individuals for that we

are grateful to them for the love, affection and solidarity shown

to their beloved association.

8. Two meetings of the Circle Association were organised at

Chandigarh in the month of March and August. Both the

meetings were extremely successful as our all Executive and

Central Committee members took part in the same. Many

issues were discussed including Medical Floater Scheme of

the Bank and other suggestions etc. were made by the

participating members. I am thankful to our Existing Vice

Presidents of various modules headed by S/Sh. V.K. Kalia, Y.P.

Suri, U.S. Negi, Ujjagar Singh and S.P. Aggarwal. This year our

most seniormost Vice President Sh. O.P. Banga withdrew

himself of the duties of Haryana Module and he suggested the

name of Sh. S.P. Aggarwal, who was till then our Organising

Secretary. In the meeting of March, 2018, our Executive

Committee unanimously elected him as Vice President of

Haryana Module. I am also thankful to our all E.C. and C.C.

members who inspired and cooperated me to run this august

association of our Chandigarh Circle. The efforts are being

made to establish our units at Patiala, Bhatinda and Rohtak as

there is no response from these stations.

9. We are very thankful to our working associations i.e. SBISA,

SBIOA and SBI S/C & ST Welfare Associations, which are

headed by S/Sh. Sanjeev Bandlish, Deepak Sharma and

Parmod Indal for their nice cooperation on every occasion and

were highly positive to their elders i.e. SBI Pensioners'

Association. It is a matter of pride for us that Sh. Sanjeev

Bandlish who is General Secretary of Chandigarh Circle SBISA,

has been elected General Secretary of SBI Staff Federation,

General Secretary of N.C.B.E. and Chief Convener of U.F.B.U.,

which comprises more than 10 lac employees of various banks.

10. Comrades, you will be glad to note that due to your cooperation,

your Circle Association has been enriched as far as finance

matter is concerned. We were able to add net amount of more

than 8.5 lac of rupees, by way of new memberships, general

donations by the members, donations received on the arrears

payment etc. The Balance Sheet duly signed by the Chartered

Accountant, the competent authority, which shows all the details

of Income & Expenditure for the year 2017-18. The Income Tax

Returns of 2018-19 has also been submitted through the

competent authority.

11. Dear Comrades, as you know, no organisation can progress

until all the stake holders take part collectively. In this, I am

very lucky as all the E.C. & C.C. members, in general and Vice

Presidents of the Circle Modules namely S/Sh. V.K. Kalia, O.P.

Banga, U.S. Negi, Y.P. Suri, Ujjagar Singh and S.P. Aggarwal,

in particular, have always cooperated and guided me to head

and run the Association in a very glorious manner. Here, I

must thank of Central/headquarter office bearers, namely S/

Sh. Jai Ram Gupta (President), S.K. Sharma (Treasurer), K.K.

Trikha (Dy. Gen. Secretary), K.P. Joshi (Vice President), M.S.

Mongia (Org. Secretary) Harish K. Sharma (AGS), Tek Chand

(Asstt. Treasurer) and S.C. Aggarwal (Org. Secretary-II) for

their utmost cooperation/their good work and above all the

unity of our Circle Unit. Above all, this is you, each and every

member of our Circle Association, who were the strength

behind the nice show. Circle A.G.M. willbe eld on 19.11.2018

at North Block Hall of LHO, Chandigarh.

12. In the last, but not the least, I on behalf of our Circle Association,

wish you and your family a happy, prosperous, peaceful and

long life. I also wish you and your family a very happy Dushehra

and Diwali Greetings.

SUNDAR NAGAR UNIT/

MANDI UNIT (H.P.)

Our aforementioned joint unit,

SIRSA UNIT (HARYANA)

We have been informed by our

Sirsa Unit that get-together/

meeting of their members were

held on 25.08.2018. The

minutes of the previous meeting

were confirmed. Various

information/ instructions which

relates to our pensioners, were

conveyed to the members by

the Secretary. The meeting

ended with vote of thanks to

the Chair and tea & snacks were

served after the meeting.

JIND UNIT (HARYANA)

The members of our Jind Unit donated some plants of "Tulsi" to

Government Senior Secondary School, Ghimana Village, Jind and

the same were planted alongwith our unit office-bearers and Principal

of the School Sh. Krishan Nehra. The event/gesture was lauded by

the school authorities.

URGENT NOTE

We have been advised by the Shares & Bonds Deptt., SBI

Corporate Centre, Mumbai that 1203 SBI Pensioners from our

Circle are holding SBI shares under Employees' quota in physical

form. They have further advised SEBI amendment regulations

2018 mandated that transfer of securities shall not be processed

unless the securities are held in dematerialised form with the

Depository w.e.f. 05.12.2018.

In view of the above, we request all the SBI Pensioners, who are

holding SBI Shares in Physical Form, to please convert these

shares to the dematerialised form at the earliest. A list of such

pensioners received from Shares & Bonds Deptt. Corporate

Centre, Mumbai is being uploaded in our website i.e.

conclusive). Confirmations/clarifications of any kind can be had

Madam/ Dear Sir,

RE-INTRODUCTION OF SBI RETIRED EMPLOYEES MEDICAL

BENEFIT SCHEME (SBI REMBS) PROCEDURE FORREGISTRATION OF MEMBERSHIP TO ELIGIBLE PENSIONERS

Please refer to our e-circular No. CDO/P&HRD-PPFG/34/2018-19

dated 6th August, 2018 advising re-introduction of SBI-REMBS with

new plans.

2. The registration for membership will be done through the

REMBS Portal (https://rembs.sbi.co.in) from 10th September, 2018

by the Pension paying Branch. The Process Flow for registration of

a member and processing of subsequent claims is given as under :

Process flow for membership:

> The applicant will go to Pension paying branch with a joint

photograph with spouse and a Demand Draft for required

membership fee (payable at LHO centre) and will provide his /

her PF Index Number to the teller.

> Teller will login into the above Portal (https://rembs.sbi.co.in) with

his/ her HRMS ID and enroll the pensioner through ‘New

Registrations”.

> System will fetch data from HRMS and populate data in required

fields. Some of the fields will be editable.

> After submitting all information including details of Demand Draft,

a ‘Provisional Form’ will be generated which is to be printed for

verification and signature by the applicant.

> Changes suggested by the applicant in the Provisional Form willbe incorporated and then ‘Final Form’ will be generated by the

Branch. At this stage, a queue will be generated for approval at

designated Administrative Office.

> Receiving Branch will hand over the acknow-ledgement to theapplicant after affixing Branch stamp with date.

> Branch will send generated Provisional and Final Forms (duly

signed by the pensioner) with joint photograph pasted on it and

the Demand Draft to the designated Administrative Office forfurther processing.

> After receipt of membership documents, AO will verify facts /

records and approve membership. AO will generate Form C-1after approval and the queue will move to the LHO. Administrative

Office will send Form C-1 (duly signed by the DGM and CM-HR

of the Zone) to LHO along with the Demand Drafts received from

Branches.

> On receipt of Form C-1 and DDs from A.Os, LHO will again verify

facts and records of the pensioners including their eligibility, tally

the amount of Drafts received with the total of Form C-1 and

approve memberships.

> Form C-2 will be generated by LHO at weekly intervals & will

collect the Drafts in their REMBS Account and arrange for a single

credit of consolidated amount tallying with the total of Form C-2

to Corporate Centre A/c no 10768099900 with CBS narration

mentioning name of Circle.

> Two copies of Form C-2 duly signed by the DGM & CDO and

AGM (HR) with mention of Date of credit to Corporate account

will be sent by LHO to Corporate Centre.

> On receipt of Form C-2 and a matching credit from the Circle to

our Corporate account, a request for provisional ratification of

membership of these applicants will be placed with the Board of

Trustees. One copy of the approved Form C-2 will be sent back

to LHOs for record.

> Medical bills eligible for reimbursement will be allowed from the

date, application is submitted by the beneficiary along with bank

draft at pension paying branch or next day of retirement (in case

he submits his application before retirement) whichever is later

subject to ratification of membership by Board of Trustees.

Process flow for Processing of Claims:

> A member will submit claim documents to Pension paying Branch

in the prescribed format.

> Step 1 – Receiving Branch will enter no. of enclosures and amount

of bill through the Bill Module in the REMBS Portal and send the

same to designated AO for processing

> Step 2 – At AO, Maker will enter details of the bills and submit the

queue.

> On submission by Maker, Checker will approve the queue.

> Payment of the bill amount will be done separately as per the

existing procedure.

3. CMs (HR) at Administrative Offices and CMs (IR) at LHOs will

be responsible for smooth implementation of the scheme and

redressal of grievances.

4. Registration for old retirees i.e retired on or after 01.01.2016:

i. If not covered in Policy ‘B’, one time window of 3 months up to

10.12.2018 will be available for obtaining membership.

ii. If covered in Policy ‘B’ but willing to join REMBS, one time window

for obtaining membership would be given up to 15.01.2019.

5. For new retirees, i.e employees retiring hereafter, membership

would be permitted within three months from the date of receipt offirst pension.

6. Please bring the contents of the circular to the knowledge of all

concerned.
