Subject: Changes in GSA Organization

1. Purpose. This Order announces changes in the organizational structure of the Federal Acquisition Service (FAS).

2. Background. This announces changes within FAS. FAS determined the need to increase its efficiency, reduce costs, and deliver improved customer service by realigning its organizational structure to the vision and principles of category management. 3. Changes in organization.

a. The Office of the Deputy FAS Commissioner. The MAS Program Management Office is established and headed by an office director who reports to the Deputy Commissioner.

The MAS program management and support functions, staff, authorities, and other resources are realigned from the MAS Program Division, Office of Acquisition Management to this office.

b. The Office of Customer Accounts and Research. The Office of Customer Accounts and Research is renamed the Office of Customer and Stakeholder Engagement.

(1) The Office of the Deputy Assistant Commissioner, Stakeholder Account Management is established and headed by a deputy who reports to the Assistant Commissioner.

(a) The Customer Relationship and Data Management Division is established and headed by a division director who reports to the deputy.

1. Branch A is established and headed by a branch chief who reports to the division director.

2. Branch B is established and headed by a branch chief who reports to the division director.

3. The stakeholder relationship management, planning, and data management functions, staff, authorities, and other resources are realigned from throughout the Office of Customer and Stakeholder Engagement to this division and reallocated among its branches.

(b) The Customer Research and Analysis Division is realigned to the Office of the Deputy Assistant Commissioner, Stakeholder Account Management, and renamed the Stakeholder Research and Data Analysis Division.

1. Branch A is established and headed by a branch chief who reports to the division director.

2. Branch B is established and headed by a branch chief who reports to the division director.

The Research Operations Branch and the Infrastructure and Planning Branch are merged and realigned to this division and the functions, staff, authorities, and other resources are reallocated among its branches

3. The Research Operations Branch is abolished.

4. The Infrastructure and Planning Branch is abolished.

(c) The Customer Relationship Management Division is realigned to the Office of the Deputy Assistant Commissioner, Stakeholder Account Management and renamed the National Account Management Strategy Division.

1. The Strategic Account Management Branch A is renamed Branch A.

2. The Strategic Account Management Branch B is renamed Branch B.

(2) The Office of Customer Accounts and Research, Deputy is renamed the Office of the Deputy Assistant Commissioner, Engagement and Outreach. The office is headed by a deputy who reports to the Assistant Commissioner.

(a) The Vendor Engagement Division is established.

1. The division is headed by a division director who reports to the Deputy Assistant Commissioner, Engagement and Outreach.

2. The vendor engagement functions, staff, authorities, and other resources of the Supplier Management Division, Office of Acquisition Management are realigned to this division.

(b) The Customer Outreach Division is realigned to the Office of the Deputy Assistant Commissioner, Engagement and Outreach and renamed the Corporate Marketing and Outreach Division.

1. The Events and Training Branch is renamed Branch A.

2. The Communications and Portal Services Branch is renamed Branch B.

(The following has been cancelled by FAS 5440.36 Changes in Organization, dated April 27, 2018)

3. Branch C is established and is headed by a branch chief who reports to the division director.

4. The Acquisition Workforce Training Division is realigned from the Office of Acquisition Management to this division, and established at the branch level and renamed Branch D.

a. The branch is headed by a branch chief who reports to the

division director. b. The acquisition workforce training functions, staff, authorities,

and other resources are realigned from the Acquisition Workforce Training Division, Office of Acquisition Management to this branch.

(c) The Management and Program Support Division is established.

1. The division is headed by a division director who reports to the Deputy Assistant Commissioner, Engagement and Outreach.

2. The program support functions, staff, authorities, and other resources of the Office of Customer Accounts and Research, Deputy are realigned to this division.

c. The Office of Strategy Management. The Office of Strategy Management is renamed the Office of Enterprise Strategy Management.

(1) The Government-wide Program Management Office for Category Management is established and headed by a division director who reports to the Assistant Commissioner.

(a) Branch A is established and headed by a branch chief who reports to the division director.

(b) Branch B is established and headed by a branch chief who reports to the division director.

(c) The government-wide category management support functions, staff, authorities, and other resources are realigned from the Strategy Execution Division, Office of Strategy Management to this office and reallocated among its branches.

(2) The Acquisition Gateway Division is established and headed by a division director who reports to the Assistant Commissioner.

(a) Branch A is established and headed by a branch chief who reports to the division director.

(b) Branch B is established and headed by a branch chief who reports to the division director.

(c) The Acquisition Gateway support functions, staff, authorities, and other resources are realigned from the Program Management Division, Office of Integrated Award Environment, to this division and reallocated among its branches.

(3) The Office of the Deputy Assistant Commissioner.

(a) The office is established and headed by a deputy who reports to the Assistant Commissioner.

(b) The program management functions, staff, authorities, and other resources are realigned from the Office of Strategy Management to this office.

(c) The Management and Program Support Division.

1. The Management and Program Support Division is established.

2. The division is headed by a division director who reports to the Deputy Assistant Commissioner.

2. The program operations staff, authorities, and other resources are realigned from the Program Operations Branch to be performed at the division level.

(f) The Strategic Planning and Performance Management Division is realigned to the Office of the Deputy Assistant Commissioner.

1. Branch A is established and headed by a branch chief who reports to the division director.

2. Branch B is established and headed by a branch chief who reports to the division director.

3. The Program Development Branch is abolished.

4. The Program Operations Branch is abolished.

d. The Office of Integrated Award Environment.

(1) The Office of the Deputy Assistant Commissioner, Integrated Award Environment (IAE)/System for Award Management (SAM) is established and headed by a deputy who reports to the Assistant Commissioner.

(a) The Integrated Award Environment Program Planning, Analysis and Control Division is realigned to the Office of the Deputy Assistant Commissioner, IAE/ SAM and renamed the Management and Program Support Division.

1. Branch A is established and headed by a branch chief who reports to the division director.

(b) The Integrated Award Environment Common Acquisition Platform Governance Division is realigned to the Office of the Deputy Assistant Commissioner, Systems Transformation and renamed the Transformation Division.

2. Branch B is established and headed by a branch chief who reports to the division director.

(c) The Business Operations and Analysis Division.

1. The Business Operations and Analysis Division is realigned to the Office of the Deputy Assistant Commissioner, Systems Transformation and renamed the Operations Division.

2. All systems requirement development functions, staff, authorities, and other resources are realigned from the MAS Program Division, Office of Acquisition Management to the Operations Division.

(1) The Office of the Assisted Acquisition Services, Deputy is renamed the Office of the Deputy Assistant Commissioner.

(2) The Program Management Division is established.

(a) The office is headed by a division director who reports to the Assistant Commissioner.

(b) The program management functions, staff, authorities, and other resources are realigned from the Business and Acquisition Operations Division to this division.

(3) The Business and Acquisition Operations Division is renamed the Business Operations Division.

(4) The Center for FEDSIM.

(a) The Management and Program Support Division.

1. The Management and Program Support Division is established and headed by a division director who reports to the center director.

2. The program support functions, staff, authorities, and other resources are realigned from the Program Support Branch, Center for FEDSIM to this division.

(b) The Center for FEDSIM, Deputy Director.

1. The Program Support Branch is realigned to the deputy and renamed Branch A.

2. The Civilian Sector Branch is realigned to the deputy and renamed Branch B.

a. The Civilian Section 1 is renamed Section 1.

b. The Civilian Section 2 is renamed Section 2.

3. The Defense Sector Branch is realigned to the deputy and renamed Branch C.

a. The Air Force Section is renamed Section 1.

b. Section 2 is established. The section is headed by a section chief who reports to the branch chief.

c. Section 3 is established. The section is headed by a section chief who reports to the branch chief.

d. The Defense Acquisition Section is renamed Section 4. The functions, staff, authorities, and other resources from the existing Army Human Resources Section, Army Programs Section, and Department of Defense/Navy Section are realigned to this branch and reallocated among the sections.

4. The Enterprise Sector Branch is renamed Branch D.

a. The Enterprise Section 1 is renamed Section 1.

b. The Enterprise Section 2 is renamed Section 2.

c. The Section 3 is established and headed by a section chief who reports to the branch chief. This additional section is established to provide rebalancing of workload and staff. Certain functions, staff, authorities, and other resources will be realigned from Section 1, Section 2 and Section 4 to this new section.

d. The Enterprise Acquisition Section is renamed Section 4.

5. Branch E is established and headed by a branch chief who reports to the deputy.

a. Section 1 is established and headed by a section chief who reports to the branch chief.

b. Section 2 is established and headed by a section chief who reports to the branch chief.

c. Section 3 is established and headed by a section chief who reports to the branch chief.

6. Branch F is established and headed by a branch chief who reports to the deputy. The cost analysis functions in the Center for FEDSIM are realigned to this branch.

f. The Office of Travel, Motor Vehicle, and Card Services is renamed the Office of Travel, Transportation and Logistics Categories.

(1) The Office of Acquisition Operations.

(a) The Center for Vehicle Acquisition.

1. The Light Vehicles Acquisition Support Branch is renamed Branch A.

2. The Heavy Vehicles Acquisition Support Branch is renamed Branch B.

(b) The Center for Travel and Transportation Acquisition.

1. The Transportation Acquisition Support Branch is renamed Branch A.

2. The Travel Acquisition Support Branch is renamed Branch B.

(2) The Office of Travel and Transportation Services is renamed the Office of Travel, Employee Relocation, and Transportation.

(a) The Relocation Services Branch, Center for Transportation Management, is realigned to the Office of Travel, Employee Relocation, and Transportation, established at the division level, and renamed the Center for Employee Relocation Resources. 1. Functions, staff, authorities, and other resources as they pertain to the customer base in the greater Los Angeles area are realigned from throughout the Fleet Management Centers in Zone 4 to this center.

g. The Alaska Fleet Management Center functions, staff, authorities, and other resources are realigned and reallocated throughout the Honolulu, Vancouver, and Auburn Fleet Management Centers.

h. The Alaska Fleet Management Center is abolished.

i. The Eastern Washington/Boise Fleet Management Center functions, staff, authorities, and other resources are realigned and reallocated throughout the Auburn and Vancouver Fleet Management Centers.

j. The Eastern Washington/Boise Fleet Management Center is abolished.

1. The division is headed by a division director who reports to the office director.

2. The operational guidance, oversight, subject matter expertise and performance metrics for GSS’ Multiple Award Schedules functions, staff, authorities, and other resources are realigned from the Center for Acquisition Support to this division.

(e) The Center for Acquisition Support is abolished.

1. The CONUS Logistics Branch is renamed Branch A.

(2) The Acquisition Oversight Division is established and headed by a division director who reports to the Deputy Regional Commissioner.

(a) The acquisition executive/competition advocate functions, staff, authorities, and other resources are realigned from the Office of the Regional Commissioner to this division.

(3) The Contracting Division is established and headed by a division director who reports to the Regional Commissioner.

(a) The Assisted Acquisition Services Division is realigned to the Contracting Division and renamed the Deputy Director, Contracting Division.

(b) Branch A is established and headed by a branch chief who reports to the division director.

(c) Branch B is established and headed by a branch chief who reports to the division director.

(c) The assisted acquisition functions, staff, authorities, and other resources from the Management Support Branch, the Customer Civilian Account Service Branch, and the DoD Customer Account Service Branch are reallocated among the branches.

(d) The DoD Customer Account Service Branch is abolished.

(e) The Customer Civilian Account Service Branch is abolished.

(f) The Management Support Branch is abolished.

4. Implementation actions.

a. The changes outlined in this Order become effective upon signature. Implementation of this Order will be coordinated between the affected organizations, in consultation with the Chief Human Capital Officer and the Chief Financial Officer, to ensure the appropriate alignment of the functions, staff, authorities, and other resources associated with the changes outlined in the above paragraph.

b. Implementation of this Order as it affects employees represented by a labor bargaining unit is contingent upon completion of labor relations obligations. Positions affected by this change are subject to normal classification procedures.

c. The approval of this Order authorizes the determination and appropriate adjustments including realignment between offices of budget and funding sources as determined by the Chief Financial Officer.

d. The Chief Administrative Services Officer may cancel this Order, in consultation with the Chief Human Capital Officer upon publication of a superseding directive that cancels it in accordance with OAS P 1832.1A.
