Policy Framework on Differentiation in the Post-school System (July 2014)
• Differentiated system to: – Diversify programmatic offerings;
– Increase participation and success rates;
– Enable niches to respond to national; developmental needs;
– Allow effective and focused ways to distribute public funds.
• Seek programme of purposeful differentiation of university system and adoption of institutional missions agreed between Minister and universities.

Regulations for Reporting by Public Higher Education Institutions (May 2014)
• All public higher education institutions must: – Produce Strategic Plan and update it at least every five years
(UWC IOP) – Annually submit a Council approved Annual Performance Plan
to the DHET (annually by 15 Dec, but 2015 by 15 Jan 2015) • With performance targets aligned to Strategic Plan
– Identify a core set of indicators to monitor institutional performance
– Adopt a mid-year reporting system and annually submit a Mid-Year Performance Report (30 Nov)
– Ensure alignment between Strategic Plan, Annual Performance Plan, Annual Report, Budget documents and Mid-Year Performance Report.

This process will culminate in a (draft) White Paper and final adoption of a new IOP by March 2016

Previous phases focused on completion of Life Sciences complex (co-funded by Atlantic Philanthropies & Kresge), SA Institute for Advanced Material Sciences for research into renewable energy (co-funded by PetroSA) and the Chemical Sciences Building.

New Capital Projects include:
• Refurbishment and expansion of former Science complex to relocate : Computer Science, Information Systems, Maths and Statistics.
• Build new complex for Multi-lingualism and Diversities Research and postgraduate activities in the Humanities.
• Decanting and expanding South Campus (Sciences) to consolidate the Education Faculty.
