Process calculates transfer and institutional hours to determine HOPE eligibility for financial aid. g yGeorgia’s HOPE Scholarship Program is entirely funded by the Georgia Lottery and administered by the Georgia Student Finance Commission (GSFC). It the Georgia Student Finance Commission (GSFC). It provides scholarship and grant assistance to residents of Georgia attending eligible Georgia post-secondary institutions.
