4- — IV. TWO JOURNALS, SQC AND FQC The journal Hinshitsu Kanri (Statistical Quality Control or SQC) was published by the Union of Japanese Scientists and Engineers. This journal disseminated knowledge about QC and TQC (total quality control) and promoted the notion of companies and workers working together and helping each other. Starting in April 1962, a new journal named Gemba-to-QC (Quality Control for the Foreman or FQC) was issued, also by the Union of Japanese Scientists and Engineers, addressed mainly to shop workers and their foremen. Numerous QC circle activities were the result. The FQC journal encouraged these workers to read, to exchange information, and to strive for mutual development. As a long-time contributor to both of these journals, I can point with satisfaction to the fact that Japan could not have had successful QC and TQC without them. 4 V. QC CIRCLE ACTIVITIES In the early 1950s, our training programs for shop foremen were called "workshop QC study groups." The editorial board of FQC renamed them "QC circle" activities. That was in April 1962. Since that time, these activities have spread very rapidly not only to secondary industries but also to tertiary industries. Foreign observers make the mistake of considering Japan QC activities to be the reason behind Japanese industry's great success. It is not the reason, but one of the important reasons for success. In any event, teams of managers, scholars, labor leaders, and governmental officials have come from overseas to study Japan's QC activities. Today there are close to fifty countries conducting QC circle-type activities. We had never thought this possible. The growth of QC is due to the efforts of many people, including editors of the two journals, QC circle regional presidents, executive secretaries, and regional secretaries, whose number now exceeds 1,000, and those people handling QC affairs In the Union of Japanese Scientists and Engineers. There was a time when I thought that QC circle activities were possible only in those countries which had been using Chinese characters in their writing and had been influenced by Buddhism and Confucianism But these days one hears stories from a wide verity of countries, so 1 am modifying my views, My current thinking is this QC circle activities if they are consistent with human nature, will be applicable anywhere in world, because people arc people, and there is a common bond of human

Esta revista difunde conocimientos sobre control de calidad y CTC (Control de calidad total) y promovi la nocin de empresas y trabajadores que trabajan juntos y se ayudan entre s.Una nueva revista llamada Gemba-a-QC (Control de calidad para el capataz o FQC) se emiti, tambin por la Unin de Cientficos e Ingenieros Japoneses.Numerosas actividades del crculo de control de calidad fueron el resultado. La revista FQC anim a estos trabajadores a leer, para intercambiar informacin, y luchar por el desarrollo mutuo.

4 ACTIVIDADES DEL CRCULO V. CC

Los observadores extranjeros cometen el error de considerar las actividades de control de calidad de Japn para ser la razn detrs de gran xito de la industria japonesa. No es la razn, hoy hay cerca de medio centenar de pases que llevan a cabo actividades de tipo crculo de control de calidad.

El crecimiento de control de calidad se debe a los esfuerzos de muchas personas, incluyendo a los editores de las dos revistas, QC crculo presidentes regionales, secretarios ejecutivos y secretarios regionales, y esas personas que manejan los asuntos de control de calidad en la Unin Japonesa de Cientficos e Ingenieros.
