Plan GIEFA

US$48.323.000 for a five-year project, or US$ 9.665.000/year (original budget);

Such resources should be complementary to each country’s FMD eradication project;

Resources from donors or sponsors, as well as loans; Donors or sponsors can choose their partners to

receive and to manage funds; Possible public or private resources also from FMD

free areas (PL 480 USA).

Plan GIEFA

GIEFA will be responsible to analyze the regional plans, the schedule of activities and the chronogram of investments to give its approval to the donors.

The follow-up of the investments and tasks can also be conducted by GIEFA, if required by the donors.

March- meeting in S.Paulo with meat exporters and cattlemen’s leadership of Mercosul.

Proposal- US$ 5/Ton exported bovine meat to support the plan(US$ 20 MM = 4 MM Ton/year: 3 MM BRA, 0.7 MM ARG and 0.3 MM URU).

Past reactions to the Proposal

Argentina and Brazil in principle were in favour, although asked for more details of the plans for each region.

Argentina had legal restrictions to export at that moment.

GIEFA: FOLLOWING ACTIONS

The new budget was discussed with the private sector of the region( the same institutions that were present on the previous March meeting).International resources will be received only to assist the regions or countries in need of our continent: Bolivia, Equador and Paraguay.Venezuela will be visited and invited to integrate the plan on March 2007.

GIEFA: SOME CONCLUSIONS AFTER MEETINGS WITH THE PRIVATE SECTOR.

They prefer to have freedom to choose their partners for the donation or sponsorship;

They are not in accordance with the management of the resources only by the governments or international institutions;

They agree that the institutions should be payed by their services but with a previous negotiation.

GIEFA: SOME CONCLUSIONS AFTER MEETINGS WITH THE PRIVATE SECTOR

(cont’d).

All parties agree to payment of bonuses/rewards or to complement salaries of veterinarians and field personnel if areas are free of outbreaks.

Several institutions and programs with same objectives represent barriers to effective participation of private sector.

Private sector does not contribute when Government aims to invest.

Brazilian Gov’t donated 2 MM vaccine doses to GIEFA Bolivia (approx. US$ 1.1 MM);

Brazilian Gov’t directed extra US$ 1.8 MM to PANAFTOSA;

FOCEM (Mercosul Infrastructure Convergence Fund) released US$ 16.3 MM to eradicate FMD during the Rio de Janeiro January ’07 Summit
