Upon notice duly given, the Directors of the Southern Cali-
fornia Rapid Transit District ~et at a regular meeting in the
District Board Room, 1060 South Broadway, Los -Angeles , Califor-
nia at 1:00 p. m. on March 4 , 1974, at which time President Thomas
G. Neusom called the meeting to order.Directo~s Arthur Baldonado , George W. Brewster, Hugh C.

Angeles , appeared before the Board and presented a proposal for
public transportation improvements in Los Angeles County entitled
Transportation Needs Frame\'lork"
The report outlines proposals for transportation improvements
in a three-phase pro~ram, including:
Program I Bus Improvement Program, including exclusivebus lanes high capacity transit buses , bustraffic signal preference systems , automatedbus scheduling, . improved marketing and publicinformation system and suggestions for free ofsubsidized transit.
Program II - Mass Transportation Improvements~ includingcar pooling and subscription bus servicesfringe parking for park and ride , ramp meteredfreeways ~ use of ekisting rail lines , expressbus/car pool lanes and fixed guidevlay mass transit,
Program III - Local Circulation Program, including mini-busservice , demand actuated transit service andfixed guideway people movers.
The report also outlines potential funding sources and
expendi ture forecasts.On motion duly made , seconded and unanimously carried, the
staff vres directed to submit Supervisor Schabarum I s report to theDistrict consultants for study and to submit a report thereon at
the second meeting of the Board in April.President Neusom and members of the Board expressed their
thanks to Supervisor Schabarum for his interest in transportation
and taking the time to make his presentation in person.

WHEREAS , for the past several months , due to constructionwork on the San Bernardino Fre2\'~ay and the Easten:.. Avenue over-crossing, Line No. 2 has been rerouted and extended noTth ofthe authorized routing "I'lith temporary. layover and terminalfacilities established in a residential area not previouslyserved; and
WHEREAS , this ten~orary routing has proved advantageousto the District , provides better service to the University ofCalifornia , East Los Angeles Campus , has generated new' patronagefrom i'lithin the area served by the tempQrary extension and modi-fication of the route , as proposed , can be acc~~lished w~th noadditional cost to the District and appears to be in the bestinterest of the public; and

RESOLUTION NO. R-74-
WHEREAS , the District has received several requests inthe past from resi.dents in the East Los Angeles Conmmnityand a recent request from the IVintergarden Community ActionCouncil on behalf of residents of the area to provide servicealong Olympic Boulevard and/or Telegraph Road between Ford andAtlantic Boulevards into do~nt01~ Los Angeles; and
WHEREAS , Line 55 is presently routed along the Santa AnaFreevray from the intersection of Atlantic Boulevard and Tele-graph Road to Soto street and then via surface streets intodovmto\'ln Los Angeles and it is proposed to realign the routeto operate along Atlantic Boulevard , Olympic Boulevard, EighthStreet and Soto Street ~lhich i'Till provide service into doitmtOl'TnLos Angeles :for the residents of the Hintergarden Community, andmodification of the mute , as proposed, can be accomplished withno add itional cost to the District and appea rs to be in the bestinterest of the public; and

HHEREAS , the District has been requested t~ extend Line403 from its present terminal at Amar Road and Hestport Streetto the recent:Ly opened Puente Hills Mall , a distance of approxi-mately 3. 0 miles; and
HHEREAS , extension of this route will eliminate the hazardous'U' turn turnaround movement at the current terminal and will pro-vide public t:cansportation to the shopping ' center I'rhi ch will employsome 4 000 persons when fully developed; and
\vHEREAS , although this proposed" route modification and exten-sion will result in an increase of 60 000 miles ann~ally at acost of approximately $10 000, it is expected to generate sufficientrevenue to of~set the added cost and appears to be in the bestinterest of the public; and

WHEREAS , under Phase I of the above-mentioned Agreementthe District has enjoyed exclusive use of the BUSi'lay facilities;and
HHEREAS , the California Division of HighvTays (CalTl'ans)and the Federal Higrnvay Administration (FffifA) have indicateda desire tha,t other bus operators be accommodated in the Bus-",,:ray lanes; c,

February 28 , 1974 , a copy of which is filed \'Ti th the Secretary,recommending that the Haster BUSl-ray Agreement with the State ofCalifornia (CalTrans) be amended to provide for the use of theSan Bernardino Express Busway by other bus operators , and further
recomrllending that he be authorized to execute contracts withother bus ope ra tors for such use;

today is the Supervisors' principle statement to us as to their
policy and whether or not we coiricide with it, and he felt from
the discussions today that the RTD Board is generally in accord
and that the other details can be worked out.Director Hugh Carter pointed out the timetables to obtain
buses in Supervisor Schabarum' s proposals which had been pre-
sented earlier in the meeting. Since I'Ie feel He cannot obtain
"Lhe appropriate number of buses by April 1 , St1.pervisor Scl1abarurn
has some merj t in his program. It is ' a matter of public recordthat the capital expenditures the District needs to make are
extensive. The Board of Supervisors I program limits it to a 3-
month program and the expendi tures necessary to purchase the busesand incur the capital expenditures are extensive for just a 3-month
period; therefore re need some indication that ,Ie can continue
the program beyond the 3-month period. We are she rt of equipmentand the staff is contacting everyone possible to try to find the
equipment to purchase. He are refurbishing older buses and thepublic must be aware that this older equipment will be operating.
Director Baldonado stated that he felt the contract provisions

Director Price stated that we need a positive response to
the Board of Supervisors , although we realize there are many

I have attached additional changes to the District Rules andRegulations , Sections VIII arid IX , for Purchasing procedures.This should be presented to the Executive Committee for reviewat the first opportunity. 'l'he proposed changes eliminate the~~igui ties and simplify Rules and Regulations to conform toDistrict Law. Changes are as follows:SECTIO:'~ VIII
District Law is referred to bu.t not quoted in proposedchc:mge.
Eliminates submitting copies of requisitions to theGeneral Manager. This will facilitate use of thePurchase Requisition as a Purchase Order and willeliminate 25% of our order writing.
Petty cash purchase limits are raised to $30. 00 fromthe present level of $20. 00.
Permi ts the General r1anager to approve purchase requisitionswith a vaJ.ue from $3 000. 00 to $10 000.00.

Present rules require that the Purchasing Agent submita report of all purchases over $99. 99 to the Board.The limit in the proposed draft is $1 000. 00.

Suppo;:t of the concept of public transportation as a public service withrecognition of the need for an efficient mass transportation system for the
, mO\' er:lent of people throughout Los Angeles County.
( 1 ) Construction of rapid transit facilities supplemented by feeder linesand local service , financed by public funds which should include high-way user taxes.
(2 ) Public subsidy for operating expen~cs to maintain reasonable fares andadequate service in order to ensure good use of facilities.
