1 Platform Support Offline Application: The offline GIS Desktop Application must be compatible with Windows XP SP2 or Higher. Support to Other OS (Linux, Mac) are welcome. Mobile Application: Mobile Application must be compatible with any smart phone supported by HTML5 enabled Browser.
2 Application Deployment Offline Application: Offline application must be an application having unlimited deployment licenses and it should be an installable application. It should run without any dependency on any servers. However, during first login after installation of the application user have to be authenticated through web services (already deployed) to download the respective data (spatial & non-spatial) from the server to build local cache for offline usage. The state level spatial & non-spatial data has already been deployed on ArcGIS Server 10.0 Advanced Enterprise & SQL SERVER 2008 in Windows 2008 R2 environment. Mobile Application: The mobile application will be an online web mapping application.
3 Software Updation Offline Application: If a new version is released for the application then the offline application should be updatable when end user PCs goes online.
4 Data Updation As some of the feature layers & MIS data are being updated on server frequently so offline application should have facility to update cached data from server.
5 Printing The print features should be scale dependent and should not be the screenshot of the map window.
6 OGC Services Version Compliance
WMS : ver 1.1.1 & 1.3.0 WFS : ver 1.0.0 & 1.1.0
7 Users Feedback The users feedback will be in the form of Image & Text
8 Optimization for Concurrent users (Mobile App)
The application should be optimized for 100 concurrent users.
9 Source Code The source code of the customized application will be property of the Govt. of MP.
10 Open Source vs Proprietary Tools /SDK for development
It is not mandatory to use only open source for development. But use of open source technology is being encouraged as per govt. policy.

1 a) The developed GIS application should be supported with all functionalities on Windows Mobile and Android operating systems.
This is to ensure full support and migration capabilities of the application for the next 5 years .
The mobile application should be compatible with all smart phones having HTML5 enabled browser.
2 The GIS and application data downloaded as well as the device used by staff should be completely secure.
Features like device lock and wipe, software and hardware inventory and data encryption should be supported and MPFD
administrators should be able to monitor status of these devices using web console.
As the target users of the mobile application are not limited to departmental users and will be available for citizens, NGOs also. So no such type of security features are required.
3 Application and user provisioning, application updates and upgrades should be done over the air (OTA) without requiring any manual intervention
As this application will not be native application so this question does not arise.

1 Any specific Windows mobile Platform to be considered for development of application? OR
Any specific minimum system requirement for application development? Application can be developed from Windows 5.0 to 6.5.
The targeted platform for mobile application is is not limited to any specific mobile. This mobile GIS application should be able to run on any modern smartphone having HTML5 enabled browsers, the mobile application will be basically mobile web GIS app while desktop application will be pure offline application.
2 Bi-lingual content should be in entire application or for some specific part where users with literacy of Hindi language may access?
Bi-lingual content for entire application and limited upto captions/labels only not for data.

Section V Kindly clarify details of offline module. Is client server architecture in intranet?
No, It will not be client-server architecture. It will be n-tier so the offline application should run independently from any server but first time the data has to be download from the server, based on user credentials.
We understand that the Offline GIS module will be n-tier based and the application would run from any server. We request you to please clarify hardware of "any server". Where will it be situated? Kindly clarify that whether r any machine in a block will be treated as server or local client machine over which the application will be accessed will be treated as server?
The state level servers have already been placed at Head Office (BHOPAL) level. The application should run on normal desktop level PC or laptop having configuration of (P-IV or higher, 1GB RAM etc) and no dependency on the server to run the
application. However , during first login after installation user will have to download the data (spatial & non-spatial) from the server for local usage.

We understand that the application would be available to citizens. We would request you to please specify the hosting environment for citizen access? Kindly clarify whether this will be an offline or online module? Also kindly specify whether the citizen will be able to directly access
Desktop PC based application will be offline module only. So, no hosting environment is required. To download the data vendor has to develop server based web services to interact with ArcGIS Server. No

Kindly clarify that the responsibility for procurement of additional H/W and S/W is of the bidder or MPFD scope of work?
MPFD has already setup own data center so there is no requirement of any server side h/w. Also the licenses of ArcGIS Server Advanced Edition 10.0 & ERDAS Apollo 11.0 are available with dept. For client side there is no requirement of h/w. User will use their own PC to install the application or Smartphone to use Mobile App.
We request MPFD to clarify that is it looking for Web based or desktop based Application? For Smartphone application, kindly clarify that the deployment process will be from App store or market?
Offline GIS Application will be desktop based application Smartphone application will be online web mapping application which can be initiated from the HTML5 enabled browser also. For deployment of installable application App Store, Google Play or Market Place can be used. Also, the mobile app installer can be put on departmental website for installation without going to market place.
5. Offline GIS Module/ Virtual Tour
Section V We would like to clarify that the geographic location of all the planning office is same or different? If not, kindly specify the connectivity and bandwidth of networking?
It is spread over whole state of Madhya Pradesh upto Tehsil / Block level. As the application will run independently from any connectivity and only first time user has to download the data .
We understand that the geographic spread of the planning offices of the MPFD is up to block level, we request you to kindly specify the hardware support as an intermediate server for a Block local user. Also kindly clarify that installation process is on fly or physical mode?
As the offline GIS application is a desktop based module so no intermediate h/w is required at any level.

SECTION I
INSTRUCTIONS TO BIDDERS
1. Introduction :
Tenders are invited from reputed firms/companies or their authorized representatives in
India as per eligibility criteria given in the Clause-3 for Design, Development, maintenance of
OFFLINE & MOBILE APPLICATION MODULE FOR DECENTRALIZED PLANNING In Madhya
Pradesh.
The tenders should be addressed to the Chief Conservator Of Forests (Information
Technology), O/o Principal Chief Conservator of Forests, Basement floor, Wing-D, Satpuda
Bhawan, Bhopal (M.P.) and should reach the office of the same before 27.08.2012 (1200hrs) as per
the terms/conditions and specifications given in the tender document.
2. Stages of Tendering Process:
The tenders are invited under two bids systems (Technical and financial) in which the
Technical bid will be opened on the date and time mentioned in the tender notice. After evaluation
of Technical Bid, the financial bid of the vendors who have successfully met the technical
qualification criteria, will be opened at the time and date communicated to all such vendors.
3. Eligibility criteria of the Bidders
The bidder must have following minimum criterion for bidding and must give details in
Annexure I and II-
1. Bidder can be a Proprietary or Partnership Firm or Pvt. Ltd. Or Limited Company or Joint
Venture. (Deed of constitution/ registration /establishment certificate to be enclosed in
technical bid).
2. The bidder should have minimum Annual Turn-over of Rs. 5 lacs in past two financial years
(2010-2011 & 2011-12). In case of joint venture the turn-over should be one of the
firm/company.
3. Bidder should have developed atleast one GIS (Mobile or Desktop or Web) application. The
executive summary and technical details of the application should be submitted with the bid.
The application developed on GIS platforms like ESRI, MapInfo, QGIS etc will be treated as
GIS application. The applications developed on online maps APIs like Google Maps API or
Bing Maps API will not be treated as GIS Application.
4. COMPONENTS AND COMPLETENESS OF THE BID:
Components of the bid: The bid will be submitted in TWO PARTS as follows:
PART I : Eligibility criteria documents, Technical Bid , Tender Offer Form duly filled ,EMD

PART II : Price Bid in the prescribed format (in separate envelope)
Documents in support of eligibility must be enclosed with the tender. Offers without
satisfying eligibility conditions will be out rightly rejected and no correspondence in this regard will
be entertained.
5. INSTRUCTIONS FOR BIDDING DOCUMENTS
The Bidder is expected to examine all instructions, forms, terms and specifications in the
bidding documents. Failure to furnish all information required by the bidding documents or
submission of a bid not substantially responsive to the bidding documents in every respect will be at
the Bidders risk and may result in rejection of the bid.
6. AMENDMENT OF BIDDING DOCUMENTS
At any time prior to the deadline for submission of bids, the Tendering Authority may, for any
reason, whether on its own initiative or in response to the clarification requested by a prospective
bidder, modify, change, incorporate or delete certain conditions in the bidding document. All
prospective TENDERERS will be notified of the amendments if any in writing, and will be binding on
them. In order to allow prospective TENDERERS reasonable time to take into consideration the
amendments while preparing their bids the Tendering Authority, at its discretion, may extend the
deadline for the submission of bids.
7. LANGUAGE OF BID
The bid prepared by the Bidder, as well as all correspondence and documents relating to the
bid exchanged by the Bidder and the Tendering Authority shall be in English language. Wherever
the correspondence is not in English, requisite translation should be attached, and the English
version shall prevail.
8. HOW TO QUOTE PRICES
The tenderer will quote the prices in the prescribed format of section VI. The rate quoted
should be in Indian Rupees and be firm, inclusive of all taxes. Submission of tender by a tenderer
implies that he has read this notice and all other contract documents and has made himself aware of
the scope and specifications of the work to be done and of conditions and local conditions and other
factors having a bearing on the execution of the work.
9. SIGNING OF BIDS
The Bid shall be filled and signed by the Bidder or a person or persons duly authorized to
bind the Bidder to the Contract (Annexure-II). All pages of the bid shall be initiated by the person or

persons signing the bid. Bids with interlineations, erasures or overwriting shall be rejected unless
they are signed by the person or persons signing the bid.
10. SUBMISSION OF BIDS
Each offer should be placed in a separate envelope super-scribed: Technical Bid or Price
Bid, as the case may be and both the envelopes should be placed in a main envelope along with
the Earnest Money Deposit. Name of the bidder and contact address should also be written on the
envelope.
11. DEADLINE FOR SUBMISSION OF BIDS
Bids must be received by the Tendering Authority at the address, no later than the time and
date specified in the Tender Notice. In the event of the specified date for the submission of Bids
being declared as a holiday for the Tendering Authority, the bids will be received up to the appointed
time on the next working day. However, the Tendering Authority may, at its discretion, extend this
deadline for submission of bids, in which case all rights and obligations of the Tendering Authority
and TENDERERS will thereafter be subject to the deadline as extended.
Note:
(i) Bids may be sent by registered post/speed post/courier or hand delivered so as to be
received before due date and time at the address indicated in Tender Notice in the name of
the CCF, IT Cell, Basement, Wing D, MP Forest Department, Satpura Bhawan, Bhopal
462004.
(ii) Bids received after due date and time will NOT be accepted by MP Forest Department
under any circumstances. The bidder shall ensure that the concerned officer receives their
bid before the date & time fixed for the receipt.
12. LATE BIDS Any bid received by the Tendering Authority after the deadline for submission of bids is over,
will be summarily rejected and/or returned unopened to the Bidder.
13. WITHDRAWAL OF BIDS
The Bidder may withdraw its bid after the submission, provided that written notice of the
withdrawal is received by the Tendering Authority prior to the deadline prescribed for submission of
bids. No bid can be withdrawn in the interval between the deadline for submission of bids and the
expiration of the period of the bid validity specified by the Bidder on the Bid Form. Any withdrawal of
bid by the bidder during this interval shall result in the forfeiture of its bid security amount.
14. ADDITIONAL INFORMATION
The Tendering Authority may ask the TENDERERS for additional information, ask for

technical presentation and/or arrange discussions with their professional, technical faculties to verify
claims made in technical offer documentation. The request for a clarification and the response shall
be in writing and no change in prices or substance of the bid shall be sought, offered or permitted.
No relative positions will be given and the committee will decide only according to requirement and
its fulfillment. If it is found that the documents submitted by the bidder are not compatible with the
actual situation at site, or if the document supplied by the bidder are found to be fraudulent or
misrepresenting the facts, it will render the bidder ineligible for further participation in the tender
process. The decision of the Tender Committee in this regard is final and binding on the bidder and
cannot be challenged.
15. BID OPENING AND EVALUATION COMMITTEE
The committee constituted by tendering authority shall evaluate the tenders. The decision of
the committee in the evaluation of the Technical and Price Offers shall be final.
16. OPENING OF BIDS:
The Tendering Authority shall open the bids as per the schedule. In the event of the
specified date of Bid opening being declared holiday for the Tendering Authority, the Bid shall be
opened at the appointed time and location on the next working day. Firstly, the PART I envelope
shall be opened and the Earnest Money Deposit and the certificates required in eligibility criteria
shall be scrutinised. . The opened technical bids will be listed for further evaluation. The Bidders
names, bid modifications or withdrawals, the presence or the absence of requisite bid security and
such other details as the Tendering Authority, at his discretion, may consider appropriate, will be
announced at the time of opening. No Bid shall be rejected at the opening, except for late bids,
which shall be returned unopened to the tenderers. The price bid covers shall be listed and put into
a bag and sealed. The sealed bag of financial bids shall be in custody of a designated officer and
the price bids will not be opened till the completion of evaluation of technical bids. The date of
opening of Price bid will be communicated to the technically qualified tenderer. Bids will be opened
in the presence of bidders representatives, who choose to attend. The bidder representatives who
are present shall sign a register evidencing their attendance and authorization. Bids that are not
opened and read out at bid opening shall not be considered further for evaluation, irrespective of the
circumstances. Withdrawn bids will be returned unopened to the TENDERER.
17. TECHNICAL EVALUATION
1. The Technical Evaluation shall be based on the information furnished by the
TENDERERS in the technical bid. In case any of the information is not made available
as per the format provided, the Committee will not consider further insertions, however
clarification to elaborate the information may be sought. The Tenderers who have not
submitted appropriate Earnest Money Deposit shall be disqualified.

2. The qualified short listed bidders would be required to make presentations to a technical
committee. The technical presentation will broadly cover the following criteria for
evaluation: -

Scoring not less than 70% of the total points will only be considered for financial
evaluation. If deemed necessary, MPFD in its sole discretion to make required variations
in the cut off points for technical evaluation including criteria for technical evaluation.
The scoring will be based on the papers submitted with tender document as well as the
technical presentation showing the capabilities in GIS application development &
development methodology (tools, technology & project management) of proposed
application development.
Based on the results of the Technical evaluation, MPFD shall then proceed to open and
evaluate the Financial Bid of those bidders who qualify in the Technical evaluation.
18. OPENING OF PRICE BIDS
The price bids of only those tenderers who meets technical requirement will be opened.
19. DATE OF OPENING OF COMMERCIAL BIDS
The date for opening of the Price bid will be announced after the scrutiny of the technical bid has been completed as above.
20. COMMERCIAL EVALUATION AND LOWEST EVALUATED BID:
The Price Offer of the technically qualified bidder will be evaluated as a package deal, which
includes development, deployment of the application and training of the MPFD staff and
maintenance of the application for one year
21. CLARIFICATION OF COMMERCIAL BIDS
The Tendering Authority may at its discretion discuss with the Tenderer(s) to clarify contents
of financial offer.

22. BLACKLISTED/DEBARRED TENDERERS
The tenderer should not have been blacklisted or debarred by any Central/State / Public
Agency from carrying out similar business during last three financial years (AnnexureIII)

SECTION II
GENERAL CONDITIONS
1. DEFINITIONS
(a) MP Forest Department is The Tendering Authority inviting offers.
(b) Tenderer means the eligible company that has chosen to submit its bid for the required
project.
(c) Vendor means the successful tenderer who have been awarded the contract.
(d) Contract means the Agreement between MP Forest Departments and the successful
tenderer including contract found all attachments, appendix, documents incorporated
therein.
(e) Contract Price means the price payable to the tenderer under the contract for the full and
proper performance of its contractual obligations.
(f) Implementation & Completion means the date on which the Project is completed in all
respect and which shall not exceed beyond 120 days from the date of signing of the
contract.
(g) Tender Fee means the fee payable towards purchase of tender document.
2. APPLICATION
These condition apply to the extent that they are not superseded else where in the
document
3. BID CURRENCY
All costs and charges related to the bid shall be expressed in Indian Rupees.
4. PERIOD OF BID VALIDITY
The Bids shall be valid for a minimum period of 180 days and for a further period of 30 days
as an exigency for any unforeseen delay in evaluation and award of contract to the successful
Bidder from the closing date for submission of the bids.
5. TENDER DOCUMENT COST & EARNEST MONEY DEPOSIT
Tender document cost of Rs. 1000/- will be submitted in the form of Demand Draft in favor of
Joint Director (Admin), MP Forestry Project, Bhopal, payable at Bhopal.

Earnest Money Deposit will be Rs 10,000/- in the form of DD drawn in favour of Joint
Director (Admin), MP Forestry Project, Bhopal, payable at Bhopal and should be submitted along
with the Technical Bid. Unsuccessful Tenderer's bid security will be discharged / returned within 30
days after the expiration of the period of tender offer validity prescribed by the purchaser. The
successful Tenderers bid security will be discharged upon signing of contract and submission of
performance bank guarantee.. The bid security may be forfeited if:
(a) if a Tenderer withdraws its tender during the period of bid validity or
(b) In case of a successful Tenderer, if the Tenderer fails to sign the contract in accordance with
the terms and conditions
6. MAINTANANCE SERVICES
Free maintenance services will be provided by the vendor during the period of 1 years of
user acceptance. The maximum response time for a maintenance complaint shall not exceed 3
days.
Operations and maintenance of the application developed will be the responsibility of the
bidder and the downtime for the application should not be more than 3 days and if it is more, than a
penalty of 0.25% of the total bid price/day will be imposed and if the fault is not repaired in next
fifteen days then MPFD will be at liberty to forfeit the Performance bank guarantee submitted by the
bidder.
7. TERMINATION FOR DEFAULT
The Tendering Authority may, without prejudice to any other remedy for breach of contract,
by written notice of default sent to the Tenderer terminate the Contract in whole or part:
(a) If the Tenderer fails to deliver any or all of the services within the period(s) specified in the
Contract.
(b) If the Tenderer, in the judgment of the Tendering Authority has engaged in corrupt or
fraudulent practices in competing for or in executing the Contract.
For the purpose of this clause:
Corrupt practice means the offering, giving, receiving or soliciting of any thing of value to
influence the action of a public official in the procurement process or in contract execution.
Fraudulent practice means a misrepresentation of facts in order to influence a procurement
process or the execution of a Contract to the detriment of the Tendering Authority, and includes
collusive practice among TENDERERS (prior to or after bid submission) designed to establish bid

8. CONSEQUENCES OF TERMINATION
In Circumstances mentioned above the Tendering Authority may forfeit the security deposit..
9. TERMINATION FOR INSOLVENCY
The Tendering Authority may at any time terminate the Contract by giving written notice to
the Tenderer, if the tenderer becomes bankrupt or otherwise insolvent. In this event, termination will
be without compensation to the Tenderer, provided that such termination will not prejudice or affect
any right of action or remedy, which has accrued or will accrue thereafter to the Tendering Authority.
10. FORCE MAJEURE
The Tenderer shall not be liable for forfeiture of its security deposit, liquidated damages, or
termination for default if and to the extent that its delay in performance or other failure to perform its
obligations under the Contract is the result of an event of Force Majeure.
For purposes of this clause, Force Majeure means an event beyond the control of the
Tenderer and not involving the Tenderer fault or negligence and not foreseeable. Such events may
include, but are not limited to, acts of the Tendering/Implementing Authority in its sovereign or
contractual capacity, war or revolutions, fires, floods, epidemics, quarantine restrictions and freight
embargoes. If a force Majeure situation arises, the TENDERER shall promptly notify the
Tendering/Implementing Authority in writing of such conditions and the cause thereof. Unless
otherwise directed by the Tendering / Implementing Authority in writing, the TENDERER shall
continue to perform its obligations under the Contract as far as it is reasonably practical, and shall
seek all reasonable alternative means for performance not prevented by the Force Majeure.
11. RESOLUTION OF DISPUTES
The Implementing Authority and the TENDERER shall make every effort to resolve
amicably by direct informal negotiation any disagreement or dispute arising between them under or
in connection with the contract.
If, after thirty (30) days from the commencement of such informal negotiations, the
Implementing Authority and the TENDERER have been unable to resolve amicably a contract
dispute, the dispute will be referred for arbitration.
If any dispute cannot be settled amicably then it shall be referred to the sole arbitrator who
shall be the Principal Chief Conservator Of Forests MP Forest Department and whose decision will
be final and binding on both the parties.

12. GOVERNING LANGUAGE
The contract shall be written in English. All correspondence and other documents pertaining
to the contract, which are exchanged by the parties, shall be written in English.
13. APPLICABLE LAW
The contract shall be interpreted in accordance with appropriate Indian laws and the
jurisdiction would be BHOPAL district court.
14. NOTICES
Any notice given by one party to the other pursuant to this contract shall be sent to the other
party in writing or by telex, email, cable or facsimile and confirmed in writing to the partys address.
A notice shall be effective when delivered or on the notices effective date, whichever is later
15. TAXES AND DUTIES
The TENDERER shall be entirely responsible for all other taxes, duties, license fee, Octroi,
road permits etc. No increase in base rates will be allowed during the period of the contract.
16. COMPLETION OF WORK:
16.1 The time allowed for carrying out the work as entered in the contract is reckoned
immediately after the date on which the orders to commence the work are given to the
contractor and will be completed in 120 days.
16.2 After the successful commissioning of application a 5 days training shall be imparted
to the staff designated by the MPFD for operation and routine maintenance.

SECTION III
SCOPE OF THE PROJECT
MPFD is working on behalf of MP State Planning Commission towards the design, development and
maintenance of an integrated mobile, offline and web application to build GIS based decision
support, planning & monitoring system to strengthen the decentralized planning process. In this
continuation the proposals for development of offline & Mobile GIS module are invited from the
software development firms/agencies. The detailed function points are elaborated in section V.

SECTION IV
SPECIAL CONDITIONS
1. PAYMENTS TO THE SUCCESSFUL TENDERERS The payment will be made to successful tenderer in the following manner
i. No advance payment will be made.
ii. 10%of the bid price will be paid on the acceptance of System Requirement Study (SRS)
document. MPFD will ensure that it will give its feedback on the SRS document with in 7
days of its receipt.
iii. 40% of the bid price on submission of Beta version. MPFD will ensure that the beta version
submitted by the vendor is tested for all its functionalities in 15 days from the date of receipt
and gives its feedback by 16th day and makes payment.
iv. 30% of the bid price on acceptance of final version of the application. MPFD will ensure that
it will test all the components of the application within 15 days of its submission and will give
its feedback on acceptance. If the application is found to be satisfactory MPFD will make the
30% payment of the bid price.
v. Rest 20% of the bid price payment will be made on completion of training, submission of
SDD, manuals, source code.
The above terms and condition will be stipulated in the work order.
2. VALIDITY OF CONTRACT
The agreement with the successful TENDERER shall be valid for 18 months and may be
revalidated on the mutual agreement of the parties.
3. PERIOD REQUIRED FOR MAKING SERVICES FULLY FUNCTIONAL
The tenderer shall make the services fully functional within 120 days of signing of the
contract.
4. PENALTY FOR DELAY IN PROVIDING THE APPLICATION
The TENDERER shall adhere to the time schedule indicated in Tender document for
completion of the Project. In case the project is delayed from the stipulated period then for every
delayed week penalty 0.25% of bid price will be imposed and will be adjusted out of the balance
payment. In case the penalty reaches to 5% of the total project cost the Tendering authority may
cancel the contract.

5. BINDING CLAUSE
All decisions taken by the Tendering Authority regarding the processing of this tender and
award of contract shall be final and binding on all parties concerned.
The Tendering Authority, reserves the right:
To vary, modify, revise, amend or change any of the terms and conditions mentioned above;
or
To reject any or all the tender/s without assigning any reason whatsoever thereof or to
annual the bidding process and reject all bids at any time prior to award of contract, without
thereby incurring any liability to the affected bidder(s) or any obligation to inform the affected
bidder(s) of the grounds for such decision.
6. CONDITIONAL TENDERS:
Conditional tenders shall be summarily rejected.
7. INTERPRETATION OF THE CLAUSES
In case of any ambiguity in the interpretation of any of the clauses in Tender Document or
the Contract Document, the Tendering Authoritys interpretation of the clauses shall be final and
binding on all parties.

facility to download maps & other relevant attribute data for offline usage from the
GIS Server. The state wide geo-spatial data is hosted on the ArcGIS Server 10.0 )Adv
Edition) and non-spatial data is available on MS-SQL Server. The development of
required web services download the data is also the responsibility of the bidder. The
download should be based on the privileges of the user, mapped with concerned
administrative unit.

Creation of additional Spatial Layer - The system should support to create

OGC Compliant WMS Services as well as online base maps like ISROs Bhuvan,
Google, Open Street, Bing etc. as a base map layer.
Search - A simple search facility should be available in application so that user can
search worksite, location, assets based on the keywords.
Users Feedback - The application should have facility to give feedback on any
feature or location and it should be available for other users if they want to see it.

Attribute - The application should have facility to query the map based on the
attribute available with digital map as well as from the linked table available in
separate database. For example user want to query all the worksites started between 1-
Apr-2012 and 30-Jun-2012 then system should display the result in a grid as well as it
should be displayed /highlighted on the map.
Spatial Query - The application should have facility to run query on multiple layers
with spatial operators. For example user want to list out all the habitats not having
Aanganwadis.
Attribute & Spatial Query -The application should have facility to run combination
of attribute & spatial query. For example user want to select all the hand pumps inside
a administrative unit or area drawn on the map and the current status of hand pump is
Not Working. Here, Hand pump and Administrative unit are digital map layers while
Current Status is an attribute of Handpump layer.
Export Data - The queried data can be exported as PDF/ XLS/ SHP/KML file
format.
Virtual Tour of Worksites/Locations / Villages - The application should have
facility to visit virtually on a selected worksite using Google Earth. In this
functionality user will select a particular worksite or village and Fly From Location
(any city or point selected from the map) then system to start tour from Fly From
Location and finish to the worksite/village location. It is similar to Google Tour and
can be developed using Google Earth API
Location Profile Creation - System should create profile of the location based on the
area drawn on map or selection of worksite /location using available attribute &
spatial data. For example user has created a point on the map as a proposed handpump
location, then system should generate profile of proposed worksite in A4 size page
having following details -
1. Administrative Details - District, Block, Panchayat, Village
2. Census detail of the nearest villages/habitation if available
3. Elevation Profile of the worksite
4. Nearest available relevant structures (like other handpumps, stops dams,
borewell etc. )
5. Location map
Thematic Map Creation - System should generate various thematic maps based on
the attribute information available in databases. For example State Planning
Commission has village wise problems related data collected under decentralized

planning process which is stored in a separate database and user wants to create
various thematic maps based on these problems (for example on drinking water
availability) then system should extract problem related data from separate database
and show the villages in red color having problem and green color not having
problem. The color combination of the theme should not be fixed and should be
customizable by the user.
Integration of local spatial / non-spatial data - System should have facility to add
spatial or non-spatial data from users local computer. If the data is nature of spatial
then it should be overlay on other available layers.

6. Runtime License
As the application will be available as free download for all the planning units, NGOs and
citizens to use the GIS technology so it should be free from any kind of runtime licenses. If any
runtime license is required then the cost should be borne by the tenderer for unlimited users.
However, to use online base maps like Google or Bing or any other, end user will be bound to the
term of uses of respective service provider.
7. Existing Infrastructure :
Following infrastructure is already available with MPFD so bidder can keep in mind for
integration purpose -
1. Internet Information Server 7.5 running on Microsoft Windows 2008 R2
Enterprise Server
2. Microsoft SQL Server 2008 with spatial support
3. ArcGIS Advance Enterprise 10.0 Server
4. ERDAS Appollo 2011 Server
Also, the tools /APIs /libraries supplied with above infrastructure can also be used for
development/production purpose at server end only to cut-down the price.
Apart from the above no any software / application development kits will be provided.
8. Deliverables:
Bidder has to handover the application, Patches & Releases (If any ), All source code used in the
development of the application, along with Technical Documents, user Manual, functional
Manual, installation guide and any other if required for creation of production environment and
hosting, launching of the application/site to MPFD for the purpose of copyright and intellectual
properties.
9. Training and Maintenance Support:
Bidder have to transfer the knowledge to MPFD development team for future maintenance by
imparting 5 days training to personnel deputed by MPFD.
