Il Piano Spaziale Nazionale (PSN) 2003-2005 ha previsto la realizzazione di una
Infrastruttura Duale di Osservazione della Terra,
il Sistema COSMO – SkyMed,
dedicata alla gestione dei Disastri Naturali e della Sicurezza Nazionale con l’obiettivo di migliorare la conoscenza del pianeta Terra, dei relativi fenomeni naturali e/o antropici, la qualità della vita ed il livello di sicurezza dei cittadini.
Il Sistema COSMO - SkyMed rappresenta il più grande investimento italiano nel settore dell'osservazione della Terra e costituisce una realizzazione all'avanguardia in campo mondiale.

Il Sistema COSMO – SkyMed è stato concepito per fornire informazioni per la sicurezza ed è stato progettato e realizzato per operare in condizioni di sicurezza.

• modo “Routine”, è il modo nominale, tutti
gli utenti del sistema sono serviti secondo le
quote loro assegnate
• modo “Crisis”, le risorse del sistema sono
dedicate con priorità al soddisfacimento delle
richieste relative all’area dichiarata ‘di crisi’
• modo “Very-Urgent”, le risorse del sistema
sono completamente dedicate al
soddisfacimento di una specifica richiesta

LA SCALABILITA’
L’ INTEROPERABILITA’Catalogue-based Interoperability: provides the possibility of accessing the catalogue of Partner’s EO systems, searching for given products, ordering them, and receiving the queried products. Reciprocally, COSMO-SkyMed allows the same type of access to Partner’s EO systems. This interoperability is implemented through gateways which:
import and maintain image data and descriptors from the Catalogues of the Partner’s systemsallow the access to Partner’s data through a Interoperability Protocol developed according to CEOS guidelinesmanage the data importing and distribution to the Petitioners
Distribution of Products with Standard Metadata: The image products are generated and managed in standard formats. In COSMO-SkyMed
Civilian context: data are handled in HDF5 format with metadata according to CEOS guidelinesDefense context: data are formatted according to standard STANAG 4545 NATO Secondary Imagery Format.
In the context of interoperability, a Partner’s EO system can interface COSMO-SkyMed either
“Remotely”, through interoperability protocols, or
At his own premises (“Locally”), embedding CSK specific capabilities
As such, a Partner EO System can integrate one or more Partner Furnished Items (PFI), configured within the CSK GS architecture, and exported as a configuration item toward the partner’s system architecture to be therein operated through a standard interface
Symmetrically, CSK Ground Segment design is predisposed to include PFI items imported from a Partner system, which provide a specific Partner system capability in the UGS perimeter

IEM in multi-national CooperationIEM in multi-national Cooperation Thanks to IEM capabilities from December 2007 a
dedicated Defense User Ground Segment located in France (F-DUGS) has been integrated in COSMO-SkyMed in order to receive and generate the system products to be directly delivered to French defense users.
In the frame of Italian-Argentinean cooperation the PFI integration concept is being implemented to reach a “multi-mission system (SIASGE)”
Other cooperation are under development using the COSMO SkyMed IEM Capabilities (MUSIS, others)
