Letter to Our CommunityDear Friends:

We want to extend our heartfelt gratitude to all of you who helped us reach our 40th anniversary of dedicated service and charitable giving in the Hudson Valley. We have increased our grant awards and scholarships 300 fold over these years with your support.

When we began in 1969, our original mission was revitalizing the City of Poughkeepsie. At that time, the Mid-Hudson Civic Center did not exist and the Cunneen Hackett Arts Center – then two separate entities: The Vassar Home for Aged Men and the Vassar Brothers Institute – needed renovations.

Through our participation, the Civic Center and the Cunneen Hackett Arts Center were built and renovated respectively. Both now provide venues for numerous events that entertain thousands of people every year.

The first gift the Community Foundation received was $100,000. Last year we received almost $2.7 million in gifts for various charitable purposes.

Our first grant awards totaled $5,000 and were given to 7 organizations. Last year we awarded more than $1.4 million in grants to approximately 250 nonprofits and scholarships that positively impacted the lives of 220 students.

We partnered with other funders to help strengthen the nonprofit sector by providing workshops on managing through these turbulent economic times. We also created a new source of philanthropic funds for Ulster County nonprofits.

Our accomplishments this year reflect the work of the Community Foundation and all those who helped us reach this 40th anniversary milestone. Our objective is now expressed in our new tagline: “Your first resource for everything charitable.”

We want to be the first place you call if you have a charitable goal or project. We will assist you in finding the best help, whether it is provided by the Foundation or another organization.

Who We AreFounded in 1969 as The Area Fund, the Community Foundation is a public, nonprofit organization created by area residents as a permanent resource to make our region a better place for all of us to live and grow…today, tomorrow and always.

The Community Foundation is gov-erned by a local Board of Trustees and guided by an Advisory Board, both comprised of community leaders, and is administered by full-time professional staff. Our constant goal is to have your Community Foundation be a driving philanthropic force and resource in our region.

MissionOur mission is to strengthen our com-munity by offering donors the means to establish charitable legacies, making grants, and providing leadership to address community needs in a man-ner that is responsible, responsive and lasting.

To accomplish this we:

• Assist financial advisors, accoun-tants, attorneys and all professional advisors to explore giving options to benefit their clients

Last year more than $1.4 million in grants and scholarships were award-ed in Dutchess, Ulster, Putnam and surrounding counties.

Brief History of the Community Foundation

1969 The Area Fund is founded

1980 The organization name is formal-ly changed to “The Area Fund of Dutchess County”

1986 The Partnership in Education Grants Program is introduced

1987 The Area Fund markets itself as a charitable savings account for the community

1988 The endowment passes $1 million

1991 The endowment passes $3 million

1994 The Foundation holds its first an-nual Garden Party in celebration of its 25th anniversary

1995 The Area Fund becomes known as “The Community Foundation of Dutchess County”

2002 First year more than $1 million is awarded in grants and scholar-ships The Planned Giving Design Center, a new internet Web site that provides legal, tax, and financial advisors with compre-hensive research and planning resources on the topic of planned giving is launched

• Community Foundation of Dutchess County received the Jewish Community Center of Dutchess County’s Service to the Community Award.

• In partnership with the Dutchess County Arts Council presented a panel discussion, “Donor Cultivation.”

• In partnership with the Association of Fundraising Professionals-Mid-Hudson Chapter, Dyson Foundation, Planned Giving Council of the Mid-Hudson Valley, United Way of Dutchess County, Grantmakers Forum of New York and the Community Service Organization Committee of the Dutchess County Regional Chamber of Commerce hosted Claire Gaudiani author of “The Greater Good” and “Generosity Rules!” to share the message that charitable giving is good for the economy, followed by a workshop for 200 nonprofit representatives on how to make ‘the ask’ in difficult times.

• In partnership with the Dyson Foundation and the Funders Network of the Mid-Hudson Valley, convened a group of funders to discuss the impact the crisis is having on our organizations and what we can do to help nonprofits.

• In partnership with the Dyson Foundation and the Funders Network of the Mid-Hudson Valley, hosted Clara Miller, President and CEO of the Nonprofit Finance Fund, who discussed “Managing Your Nonprofit in Lean Times.” 350 nonprofit representatives attended her talk which covered the current economic crisis and ways for nonprofit staff and board members to think about their organization’s sustainability during tough times.

• In partnership with the Dyson Foundation and Berkshire Taconic Community Foundation presented a series of seminars on “Managing Your Nonprofit in Difficult Times” which included seven workshops in which almost 300 nonprofits participated.

Spring 2009 Seminar SeriesGiven the dramatically difficult economic times that appeared during the final months of last year and continued into 2009, an array of seminars were provided to nonprofit organizations that gave advice and guidance on a broad range of manage-ment issues.

The Community Foundation partnered with the Dyson Foundation and the Berkshire Taconic Community Founda-tion to respond to the new economic challenges today’s world imposes on nonprofits. Introductory and advanced-level courses were presented through a lively educational experience to help organizations achieve great things.

These seminars were structured for the leaders of nonprofits, both senior level staff and board members. Topics included such diverse concepts as “Adapting Your Strategic Plan to

the Economic Crisis” and “Mergers, Strategic Alliances and Collaborations to Sustain Programs.”

This series was launched when the Community Foundation first partnered with the Dyson Foundation and the Funders Network of the Mid-Hudson Valley to bring Clara Miller, President and CEO of the Nonprofit Finance Fund to discuss the current economic crisis and ways to think about sustain-ability during tough times. This event was attended by 350 individuals.

From the success of the seminars held throughout the region and the positive feedback from attendees, the Foundation and our various community partners will continue to offer these opportunities for local nonprofits going forward.

Becoming a DonorBecoming a donor and establish-ing your own named charitable fund with the Community Foundation does not require great wealth and it isn’t complicated.

Through your named fund you can:• Provide ongoing support to your

favorite organizations.• Choose different nonprofit organiza-

tions each year during your lifetime.• Make your own choices, or take

advantage of our staff expertise to help you address the community’s most pressing challenges.

• Distribute gifts during your lifetime, leave a lasting legacy - or both.

Families, private foundations, trusts, individuals, businesses and organiza- tions have all become part of the Community Foundation by establish-ing new or transferring existing funds.

How to Open a FundIt is easy to establish a charitable fund and it can be done in less than 30 minutes. You can work with a member of our staff and your financial advisor if you choose.

You will take these simple steps:1. Determine your charitable purpose or intent2. Select a name for your fund3. Depending on the type of fund you establish,

designate current fund advisors such as yourself and your spouse, and successor advisors such as your children

4. Make an establishing gift now or a deferred gift

The Community Foundation will help you:1. Select the type of charitable fund that best

supports your purpose2. Complete a simple fund agreement

The Community Foundation will then:1. Invest the fund’s assets in the appropriate

investment vehicle2. Process all gifts to the fund, and grants you

recommend be made from the fund3. Provide you with a fund statement quarterly4. Provide you with 24/7 access to the fund and

its activity5. If you choose, assist you with finding or

learning about nonprofit organizations and charitable causes

6. Charge an annual administrative fee for services provided, in many cases just 1% of the fund balance

Ways to GiveYour gifts may be used to establish a named fund or add to an existing fund. There are a number of options you have to provide for your charitable goals. We are happy to work with you and your advisor in this process and discuss these opportunities in person.

Outright GiftsOutright gifts include cash, securities, real estate, life insurance and individual retirement accounts.

Cash

Cash gifts are fully deductible up to 50 percent of the donor’s adjusted gross income in any one year, and deduction amounts exceeding this limit may be carried forward for up to five additional years.

Securities

Gifts of appreciated securities (bonds, stocks-including stock in closely held companies and mutual funds) often provide important tax advantages. If held for more than one year, their full fair market value is deductible as a charitable contribution up to 30 per-cent of your adjusted gross income. As with gifts of cash, deduction amounts exceeding this limit may be carried forward for up to five years. An added benefit of giving appreciated securities is the avoidance of the capital gains tax on the appreciated portion of the gift.

Real Estate

If held for more than one year, real es-tate usually provides the same tax ben-efits as gifts of securities.

Life Insurance

Life insurance policies also can be used as charitable gifts. By naming the Com-munity Foundation as the owner and beneficiary of an existing or new life insurance policy, you receive an im-mediate tax deduction (approximately the cash surrender value of the policy) and all premium payments made by

you thereafter will be deductible as a charitable contribution. You may also keep ownership of the insurance policy and name the Community Foundation and/or a fund as the beneficiary.

IRA

You may make charitable gifts directly from a traditional or Roth Individual Retirement Account without incurring federal income taxes. Persons who have reached the age of 70 ½ may exclude from income a gift of up to $100,000. If married, an additional transfer up to $100,000 may be made from your spouse’s IRA.

Gifts to field of interest, designated or unrestricted funds are permitted. Gifts to donor advised funds, supporting organizations and private foundations do not qualify for preferential tax treat-ment. We invite you to call us for guid-ance if you wish to take advantage of this opportunity due to expire Decem-ber 31, 2009.

Remainder GiftsAfter assuring that loved ones have been cared for, many people choose to leave charitable gifts upon their deaths using a variety of assets, such as pension plans, life insurance or the proceeds from the sale of a house. Your remainder gift to the Community Foundation also quali-fies you for membership in our Legacy Society. For more information please see page 10.

Bequests

Simply put, a bequest is a provision in your will or your living trust which pro-vides that all or a portion of your estate is to pass to the Community Founda-tion or a fund within the Foundation. This can take effect immediately upon death or can be contingent on a spouse or children surviving. You may stipu-late a specific amount or a percentage of your estate, or name a specific asset.

Retirement Accounts

A retirement plan is one of the best types of assets to transfer to a charity because it produces taxable income. If inherited, an heir will pay income tax on disbursements from the retirement plan such as a profit sharing plan, Sec-tion 401(k) plan or IRA. It is usually better to transfer the assets subject to income tax to the Community Founda-tion and transfer the assets not subject to income tax to heirs.

Life Insurance

Perhaps you would like to contribute the proceeds of a life insurance policy, but you are not yet ready to give up ownership. By naming the Community Foundation as beneficiary, you retain ownership of the policy and have access to the cash value as well as the right to change the beneficiary.

Life Income PlansCharitable Remainder Trusts

Establishing a trust is simple. Cash or property is transferred to the trust. The income beneficiaries receive annually an amount equal to a fixed percentage of the trust’s fair market value or a fixed dollar amount. Upon termination of the trust, the assets are transferred to a fund at the Community Foundation to support your charitable giving goals.

Charitable Lead Trusts

Charitable lead trusts are often viewed as the opposite of a charitable remain-der trust. A donor transfers property to the lead trust, which pays a percentage of the value of the trust assets to a chari-table fund at the Community Founda-tion for a designated number of years. At the end of the trust term, the re-maining assets and any realized growth are passed to your heirs. Although there is no income tax deduction when you create a charitable lead trust, your gift or estate tax is reduced and any growth is passed to your heirs tax free.

As a benefit to our fund holders, the Community Foundation offers DonorCentral™, a free and secure online service that permits fund holders to view fund activity and recommend grants online 24/7.

The Community Foundation works with local attorneys and estate planning, finan-cial and investment professionals to increase discussion on planned charitable giving. The Council also advises the Foundation on ways we can help their clients with their philanthropic wishes and future charitable gifts to support causes they care about, and the organizations and programs that serve residents in communities throughout our region. Council Members encourage clients to engage in estate and financial plan-ning. It is the Community Foundation’s belief that regular and consistent emphasis on planned charitable giving will result in significant future financial support for charitable causes in our communities.

The Professional Advisors Council also works with professional organizations such as the Dutchess County Bar Association and the Hudson Valley Financial Professionals to present professional development events throughout the year.

The Community Foundation is also the local regional host of a Web site de-signed to provide professional advisors or anyone interested in philanthropy with comprehensive information on the topic of advanced charitable finan-cial and estate planning. Through the Community Foundation, this valuable service is offered free of charge.

Accessible through the Community Foundation Web site, the Planned Giv-ing Design CenterSM (PGDC) is a na-tional network that proudly provides members with timely, objective content on the subjects of charitable taxation and planned giving and a collection of services aimed at facilitating charitable gifts.

Registered members are able to inter-act with other members, ask questions through the discussion forum, calculate charitable deductions for several types of planned gifts, and gain access to many other features including Philan-throCalc, a gift planning calculator pro-viding detailed financial and tax benefit reporting.

The goal of the PGDC is to enhance community awareness of planning tech-niques that can help people accomplish both their personal and philanthropic planning objectives by equipping their advisors with the latest information regarding the tools and techniques of charitable gift planning, and the tax laws that govern their use.

The continuing generosity of Ulster County residents, the Dyson Founda-tion and Ulster Savings Bank have all contributed to the ongoing success of the Ulster County Community Foun-dation. Formally launched in March, 2007 and completing its second full year of operation, the Foundation opened several new funds and is suc-cessfully raising funds to match a Dy-son Challenge Grant.

The Dyson Challenge Grant matches unrestricted funds raised for Ulster County up to a maximum of $100,000. To date, more than $80,000 has been raised toward this $100,000 goal. As a result, the Ulster County Community Foundation conducted a competitive grant process in the fall of 2008. Grant requests were received from nonprof-its throughout the county with eleven grants being awarded to a diverse group of organizations. The grants were re-viewed by a committee of Ulster Coun-ty residents. Because of the success of the fundraising and the generosity of so many, the grant process will again take place during the fall of 2009.

In December, an annual appeal effec-tively raised funds from several new donors to match the Dyson Challenge Grant.

In April, 2009 the Community Foun-dation had its first Ulster “Friendraiser” in Kingston. A gathering was held at the home of two early supporters of the Community Foundation. Over thirty people, many of whom knew very little about community foundations, were introduced to the Ulster County Community Foundation.

In May, the second annual fundraiser for the Foundation was held at the property of Phil Coombe III, an Advi-sory Board Member. More that thirty people attended an “ice cream social” to learn about the Ulster County Com-munity Foundation. The event, held in Wawarsing, helped spread the story of the Community Foundation to another part of Ulster County. Those who at-tended enjoyed an early summer after-noon and ice cream donated by the Gil-lette Creamery. Proceeds from the event were used toward matching the Dyson Challenge Grant.

Ulster Savings Bank continues to be a generous supporter of the Ulster County Community Foundation. The offices of the Community Foundation are located on the second floor of 280 Wall Street in Kingston, in space that is donated by Ulster Savings Bank.

The Queens Galley, a food kitchen/pantry located in Kingston, NY was the venue for the inaugural Ulster County Community Response Grants award ceremony. More than thirty grant re-cipients, community leaders, donors and board members gathered as the Foundation presented $15,000 in community response grants plus one anonymous grant to twelve Ulster County nonprofit organizations.

“The early success of the Community Foundation is the result of a unique partnership among our donors, the Dyson Foundation, Ulster Savings Bank, and the Community Founda-tion of Dutchess County. Without this partnership, it would have taken the Foundation many years to initiate a grant process,” said Cynthia Lowe, Director of the Ulster County Com-munity Foundation.

The committee reviewed 33 grant re-quests totaling $91,730. Community Response Grants are awarded to help organizations be more effective and efficient in service delivery. 2008 Garden Party Nets a Record $100,000

On Sunday, October 5, the Communi-ty Foundation of Dutchess County held our 15th Annual Garden Party. More than 460 friends and supporters gath-ered at Obercreek in Wappingers Falls, NY to recognize two local residents for their community service: Kip Bleakley O’Neill and Arthur L. Gellert.

Featuring a Greek revival home from the mid-nineteenth century, Ober-creek has been maintained as farm and open space by preservationist owners, the Reese family. Our gracious hosts for the event were Alex Reese and Alison Spear.

Kip Bleakley O’Neill devoted 28 years of her life to community service as a Dutchess County Legislator. Her com-munity activities have involved many local organizations and boards.

Arthur L. Gellert, president of Gel-lert & Klein, P.C. with offices in Poughkeepsie and Purchase, NY has served as a member of many organi-zations and professional associations throughout the region, and is also a Past Chair of the Board of Trustees for the Community Foundation of Dutchess County.

Community Response Grants enable the Foundation to take a leadership role in finding solutions to our community’s most pressing needs, now and in the future. A volunteer committee comprised of knowledgeable citizens reviews applications and makes funding recommendations for approval by the Board of Trustees.

Last year we reported on a partnership between Dutchess County Govern-ment and the Community Founda-tion to provide an additional housing counselor for Hudson River Housing’s NeighborWorks® Home Ownership Center to help potential homebuyers purchase their homes through a pre-purchase education program. This use of the Foundation’s unrestricted funds has helped make smarter home-buyers which will positively help the county’s economy through both home sales today and fewer foreclosures tomorrow.

How to apply for a Grant or Scholarship

The Community Foundation manages many funds created by donors with a variety of charitable purposes. Because of this, our grantmaking is as diverse as our donors are. From these funds, grants are awarded to neighborhood groups, community-based organizations, nonprofit orga-nizations and individuals in Dutchess, Ulster, Putnam and surrounding counties in the Hudson Valley region. The Community Foundation welcomes requests for funding through a competi-tive application process.

To assist scholarship seekers, the Com-munity Foundation offers a searchable Scholarship Directory on its Web site. The search function allows scholarship seekers to view scholarships specific to their individual education needs.

Online ApplicationsThe Community Foundation offers on-line grant applications for most of its competitive grant programs. This offers a more efficient process for applicant organizations and is more environmen-tally friendly.

Meeting Community Needs

You may never have heard of John J. Csizmar. He was a quiet and dignified man, IBM retiree and World War II veteran. He died in February 2009. While he had a number of close friends, nieces and nephews, he never married and did not have children. He was an avid baseball and football fan. He enjoyed golfing, walking and going to church. He also had a love for his community and was a philanthropist at heart.

With the help of his professional advi-sors, Mr. Csizmar created a plan that used his current and deferred assets to improve the quality of life in our com-munity during his life and forever.

While living, Mr. Csizmar opened the John J. Csizmar Scholarship Fund at the Community Foundation of Dutchess County. This fund was established to provide a scholarship to one male and one female graduating senior at Pough-keepsie High School who demonstrate good character and financial need. Since inception it has helped 14 students at-tend college through $49,000 in schol-arship awards.

To help offset the taxes on his estate but also provide income during his life, Mr. Csizmar also established a Chari-table Remainder Unitrust and had an annuity. The remainder unitrust will be placed in a designated fund at the Foundation. For a number of years, this fund will support 10 local and national nonprofits.

The annuity was given to the Commu-nity Foundation as an unrestricted gift. This gift established an endowed fund named after Mr. Csizmar and will be used to promote philanthropy. In this

way, Mr. Csizmar’s legacy will go on forever as will his love and support of his community.

Unrestricted Funds address a broad range of local needs - including future needs that often cannot be anticipat-ed at the time your gift is made. The Foundation evaluates all aspects of community well-being: arts and cul-ture, economic development, educa-tion, environment, health and human services, neighborhood revitalization, and more. The impact of your unre-stricted gift enables the Community Foundation to respond to the commu-nity’s most pressing needs, today and tomorrow.

In so many different and creative ways, Mr. Csizmar used his assets to be chari-table and benefit our community. We are grateful for Mr. Csizmar’s support and his recognition that a gift to the Community Foundation will help sup-port our entire community forever. He was able to enjoy his charitable giving while alive and made provisions to carry it forward after he passed. He will be missed. 19

Field of Interest FundsField of interest funds are established to support particular charitable interests, causes or geographic areas. You request that the use of the funds be restricted to a specified area of interest while ensur-ing flexibility to meet changing situa-tions and needs.

Chilee Memorial Fund – Created to support nonprofit organizations or groups involved in providing programs or services for injured animals.

JDM Fund – Supports programs or services related to finding a cure for those affected with mitochondrial dis-ease, and/or to raise awareness about the disease.

The Nina Fund – Established to sup-port organizations involved in provid-ing programs or services that assist per-sons diagnosed with chronic pain from rheumatoid arthritis and/or Sjogren’s Syndrome.

A World War II Impression

Robert R. Chapman was a World War II veteran who served in Europe. One of the lasting perceptions he had from his experience was the multinational na-ture of the Allied Forces. In particular, he was greatly impressed and moved by the volunteer ambulance services that supported the troops. These services were made up of individuals from many nations who worked cooperatively to serve and save lives on the battlefield.

This experience was brought home by Mr. Chapman who lived in Rhinebeck, NY. Through a bequest, he sought to provide international and intercul-tural learning experiences for youth. His hope was to give an appreciation to young people that we have more in common with people from other cultures than we have differences. His original desire was to provide support to a named not-for-profit organization that served this purpose. However, by the time of his death that organization no longer existed. The trustee of the es-tate with the help of the estate attorney, determined that using the Community Foundation would be a suitable alterna-tive to achieve Mr. Chapman’s charita-ble intentions. The benefit of using the Community Foundation is that it is not dependent on the existence of any one organization.

In 2005, a field of interest fund was established called the Robert R. Chap-man Fund. The purpose of the fund is to promote and/or help provide in-ternational and cultural learning ex-periences for youth. The Foundation has a competitive grant program open to not for-profit organizations located in the Foundation’s service area of Dutchess, Putnam and Ulster coun-ties. To date more than $24,000 in

grants has been awarded to nine dif-ferent organizations in Dutchess and Ulster County. This Fund will continue to provide these opportunities to stu-dents in our area forever.

Through the Art Institute of Mill Street Loft, the Fund has helped students travel to Mexico, Italy and Spain, and supported students from Stissing Mountain High School to participate in their annual China Ex-change Program. Other grants have been awarded to the Bardavon 1869 Opera House, Catharine Street Com-munity Center, Girl Scouts Heart of the Hudson, Mid-Hudson Children’s Museum, Rhinebeck-Rheinbach Ex-change Program, Ulster BOCES and the World Affairs Council of the Mid-Hudson Valley.

The Robert R. Chapman Fund is just one of many Field of Interest Funds at the Community Foundation. Other Field of Interest Funds promote emergency assistance to individuals, animal wel-fare, the greater Beacon, NY commu-nity, Northern Dutchess County, Jew-ish Culture, AIDS, emergency medical equipment and training, education and several others.

According to Nevill Smythe, Vice President, Programs at the Foundation, “By providing meaningful interna-tional experiences, this Fund has deeply resonated in the students who have benefited from it. This is not about pas-sive sightseeing but rather about giving young people the opportunity to see the world in a different way after their international experience.”

If the original charity ceases to exist or is unable to perform its charitable purposes, our Board is able to redirect the funds to an organization providing similar services without the cost of expensive legal action.

Claire Gaudiani, nationally recognized author and expert on the history and economics of American philanthropy, was the keynote speaker at the Novem-ber monthly contact breakfast of the Dutchess County Regional Chamber of Commerce.

300 chamber members and guests were in attendance to hear Ms. Gaudiani speak on ideas presented from “The Greater Good” her recently published and widely-cited book that argues “Americans are not generous because we are rich, but rich because we are generous.”

Ms. Gaudiani then presented a work-shop for nonprofit staff and their board members on “How You Can Effec-tively Make ‘the Ask’ to Help Support Your Charitable Cause in an Uncer-tain Economy.” 200 attendees received practical advice and were able to ask questions about the most effective fund-raising strategies to use in the current economy.

Ms. Gaudiani is a clinical professor at New York University, where she directs the graduate program in philanthropic studies. She is the author of “Generosity Rules!” a handbook for personal gener-osity, and additional books on scholarly and management topics. Copies of “Generosity Rules!” were presented to each nonprofit at the workshop.

Designated Fund created to support local charities and eliminate the burdens of administering a trust

August Noller, a resident of the Town of Stanford, had his heart in the right place when he established a charitable trust through his will to support five particular entities into perpetuity.

However, the way in which he arranged for the administration of the trust created an unforeseen administrative and financial burden.

Mr. Noller chose three trustees to oversee the trust named only by the titles of the positions they held in the community. While this ensured there would likely be living persons to carry out his wishes, individuals holding these positions would change over time, in some cases each being replaced within the same year.

According to R. Keith Salisbury, partner of the firm Walsh, Wicks and Salisbury, “Each time a new trustee was named there was a need to petition the Surrogate’s Court for appointment. Over time the expense of this process could ultimately be costly to the trust, potentially impacting the funds available to distribute to the various organizations and possibly even invading the corpus, or the capital or principal amount of the trust.”

A better solution was needed, one that reduced administrative costs and helped preserve the endowment of the trust. The suggestion was made to transfer the trust to the Community Foundation.

“Transferring Mr. Noller’s trust to the Community Foundation was a relative-ly simple process,” stated Salisbury. “The benefits were obvious, the trustees agreed, the beneficiary organizations consented, and a petition was then sub-mitted to the Surrogate’s Court to transfer the trust to the Foundation.”

The Foundation now handles all administrative responsibilities for the now called August Noller Fund, eliminating the need to replace trustees and submit annual filings to the state and the IRS.

According to Salisbury, “For individuals and families of even mod-est means, if you have a charitable trust it makes complete sense to use the Community Foundation.”

Donor Advised Fund engages the next generation in philanthropy

Re-entering a field his father had gone into fifty years before, Robert J. Ryan Jr. (Bob) recently opened Ryan & Ryan Insurance Brokers, Inc. At the same time he was establishing his new business, Bob and his wife Amy were open-ing a donor advised fund. While there are several established within Dutchess County, this is one of the first donor advised funds created at the Ulster County Community Foundation.

“Our families’ roots in Ulster County date back to the 1850’s,” Ryan explained. “Our ancestors have a long and consistent track record of giving back to the Ulster County community - a community that has supported our families’ businesses and allowed us to thrive and prosper.

“We are proud to continue this heritage of community support which was taught to us by our parents,” Ryan continued, “and which we hope to instill in our children.”

The initial advisors to the fund will be Bob and Amy and the successor advisors will be their children: Cailin, Micaela, Robert III and Cian. By es-tablishing this fund, Bob and Amy ensure that the family tradition of philanthropy continues into the next generation.

Donor Advised Funds administered by the Community Foundation are a perfect cost-effective alternative to creating a private foundation. They are established by donors who wish to actively participate in the grant-making process by recommending charitable projects and/or organizations they want to support.

“By establishing a donor advised fund, the Ryan family will be able to recommend support to a variety of charitable projects or organizations to address the needs of our community,” said Cynthia Lowe, Director, Ulster County Community Foundation. A donor advised fund through the Community Foundation can be set up in less than 30 minutes and once fully endowed will become a permanent charitable resource in Ulster County.

Nonprofit organizations establish en-dowment funds with us in order to grow assets to meet both current and future needs. They look to our Board of Trustees for strong investment oversight services and ask our staff to manage all of the administrative details of the en-dowment. This frees the nonprofit to focus on their mission and what they do best in our community. It also provides a relatively constant and permanent revenue source for the organization.

The Community Foundation partnered again with the Dutchess County Arts Council to present another workshop in our annual seminar series on a subject of interest to local nonprofits.

Targeted to all nonprofit leaders, devel-opment professionals and board mem-bers, the purpose of these workshops is to strengthen local nonprofits.

Organizations heard brief presenta-tions on four aspects of a development program. Topics presented included: Starting From Scratch, Board Initiated Programs, When to Make the Ask Since It’s All in the Timing, and Moving Do-nors Through the System. The floor was then opened to audience questions. Tactics were shared and a lively discus-sion ensued.

From their establishment in 1970 as a homemaker service by the Junior League of Kingston, Always There has continually evolved to provide the most up-to-date services to all individuals and their families.

As their mission statement indicates: Always There is here to assist residents of all ages of the Mid–Hudson Valley to regain optimum health, to remain at home and to prevent premature and recurring institutionalization by pro-viding home care, health care and in-dividual quality of life services in the community.

At home, a professional and caring staff provides a wide array of services to in-dividuals of all ages in need of short or long-term home health services. Those individuals in need of care may be seniors, new mothers, physically or mentally challenged individuals, people dealing with behavioral health issues or home-bound individuals.

Services at home may involve the nor-mally expected health care services of blood draws, pre-filling syringes, wound and respiratory care and medi-cation box set-up provided by licensed home health professionals. Services may also be provided by physical and occu-pational therapists, speech language pa-thologists, dieticians and medical social workers. During the 1980’s when the program was expanded these services might have primarily been limited to wound care and manual blood pressure monitoring. Today in order to remain innovative and be as advanced as pos-sible, services may be provided using automated pill disbursement equip-ment or tele-monitoring equipment to accumulate and transmit medical data to offsite professionals. In addition to

home health care, personal care services may be provided by home care aides.

Beginning in 1989 it became apparent to the leadership of Always There that there was a segment of the population that needed to be served in a unique way. With an aging population and more families consisting of two full-time workers it was decided to develop an adult day program. The adult day program creates a safe and caring en-vironment where senior adults can be provided daytime supervision and so-cialization.

The program offers respite for the care-givers of senior adults, as well as, op-portunities for socialization, engaging activities and exercise. Once again, the desire to innovate and to be in the fore-front of developing a unique program led Always There to develop the only program of its kind in Ulster County.

This innovation and unique service do not come without cost. Very little is available as reimbursement for these services. Families who need the services of the day program must find a way to

pay for the services from their own re-sources. The staff of Always There has been concerned from the beginning about keeping the service affordable for those that need it most.

In order to provide for the long-term sustainability of this program and oth-ers, Always There has started to build a permanent endowment fund at the Ul-ster County Community Foundation. As Debbie Glassey, Executive Director of Always There explains, “While fund-raising is a continuous responsibility, the earnings from the growing endow-ment fund can help to supplement our programs.”

The news that the Ulster County Com-munity Foundation was being estab-lished was the impetus that the Board and management needed to establish an endowment fund. “The ability to provide a professional method for han-dling bequests was the first step in also starting a more focused approach to a planned giving program,” said Glassey.

Project Funds are used by organiza-tions who are in the process of filing for 501(c)(3) status. In some cases, the Community Foundation establishes Project Funds to serve as the 501(c)(3) organization for charitable causes so in-dividuals or groups can avoid the time and expense of creating one.

Friends of the Cold Spring Tots Park Fund – Established to provide support for the purchase of amenities and main-tenance of the Cold Spring Tots Park, located in Cold Spring, NY, Putnam County.

Dutchess County Rail Trail - Irene Magalski Bench Fund – Established to name and place a bench on the Dutchess County Rail Trail in memory of Irene Magalski, a former Deputy Di-rector of Social Services for Dutchess County.

Dutchess Rail Trail Amenities Fund – Created to provide support for the purchase of amenities for the Dutchess Rail Trail.

Lyrics from the Heart Fund* – A special projects fund that will provide support for the production of a CD consisting of inspirational and encour-aging songs for parents and loved ones of children diagnosed with cancer.

Project Fund makes community park possible

In spite of the rain, community mem-bers, government officials, local con-struction contractors, and several skilled parents volunteered bright and early one Saturday to help install new equipment for the Cold Spring Tots Park.

Everyone helped assemble the new play-ground equipment, pour the concrete, aerate the mulch and pull weeds. Sand was turned over in the sandbox and the walkway was refinished.

Rica Watkins, who recently moved to the village from Georgia, said, “It’s wonderful to see a community come together for such a great cause.”

Despite a generous selection of donated snacks, the Friends of the Tots Park had a difficult time getting the hard working volunteers to take a break. They worked through the day and finished up in record time.

The kids watching over the fence could hardly contain their excitement when they saw the new playground equip-ment, and talked about their favorite new toys at the park.

The Friends of the Tots Park are grateful for everyone who helped out; especially those who helped raise the $14,000 to purchase the new park equipment.

“The Community Foundation was a great partner for our group,” says Euge-nie Milroy, leader of the Friends of Cold Spring Tots Park. “The Foundation helped us by offering advice, processing cash and credit card donations as chari-table contributions, making payments to help purchase the equipment, and allowing us to function under the Foundation’s umbrella as a nonprofit through our fund.”

Scholarship Fund celebrates a life and helps students

Of all the things she accomplished in her nearly 100 years, one of the most important to Helen Huntington and her siblings was supporting the family and making it possible for their youngest sister to go to college. She worked hard with her older sister to help make that happen.

When she passed away in December 2007, that part of her life would play a role in mak-ing a difference in other young people’s lives.

Helen was born in New Jersey in 1908. Her family moved to Texas for her father’s health, although he did not recover. When she was 15, her mother moved the family back to the East Coast to New York City. Employed as a telephone operator, Helen married Charles Huntington in her 27th year.

Charles was a sociology professor at the State University at New Paltz. Helen moved upstate with her new husband and became a faculty wife dedicating her life to activities in her adopted home town. She was a member of the garden club, the study club (precursor to today’s “book” clubs), and the “welcome wagon” offering friendly outreach to new residents.

After Charles died in 1974, she remained active and involved with all her activities and club work, even continuing as an “honorary member” of the study club when she could no longer participate.

When Helen passed, her family wanted to establish a tribute to keep her memory alive in the community she loved. Her niece, Adrian Dumas, a resident of Massachusetts, first contacted her local community foundation. They referred her to the Ulster County Community Foundation.

Adrian had been inspired remembering Helen telling her how hard they all worked to enable just one of the siblings to gain a college education. Important, too, for Adrian since that sibling was her mother.

“So it made perfect sense to honor Helen with a fund that could make that kind of difference in another young person’s life” explained Dumas. “After speaking to staff at the Foundation, I felt fully confident that they had the expertise not only to make the scholarship happen, but they could administer it into perpetuity, ensuring a permanent legacy for Helen, giving back to her community in a way that would honor her and her life.”

The Helen H. Huntington Memorial Scholarship is a multi-year award open to graduating seniors of New Paltz High School who must apply themselves to prosper and who demonstrate financial need.

Dumas stated, “I am pleased the Community Foundation has the flexibility to help us recognize Helen in this appropriately significant way.”30

The Community Foundation’s Partnership in Education Program

For the past 24 years, the Partnership in Education Program has honored our local teachers for their contributions. Through this Program, the Fund for Excellence in Education has awarded $400,000 and the Taconic IPA Program has awarded $155,000 in grants.

On May 27 the Community Founda-tion of Dutchess County celebrated its 40th anniversary of dedicated service and charitable giving in the Hudson Valley, and held its 24th Annual Part-nership in Education awards program.
