A message from your CouncillorThe Glenferrie Road placemaking project is a once-in-a-generation opportunity to make our area an even better place to live. We have the chance to meet climate challenges because of the balance of good public transport, our relationship with Swinburne University, our many parks and a modern shopping precinct.

I hope that you will take the opportunity to comment on the Glenferrie Road Place Vision, when it becomes available later this year.

Speaking of Swinburne University, I would like to wish the outgoing vice-chancellor Professor Linda Kristjanson AO all the very best. Council and I have valued our relationship with her and the university over the past eight years, during which I have been your councillor.

Many challenges have presented themselves to council officers during the pandemic and I would personally like to thank them for their flexibility and hard work. Like many businesses in the ward, we have had to pivot our services in so many unexpected ways, and I thank the community for their patience and understanding which has been equally inspiring.

In other news, council has resolved that all energy we purchase will come from renewable sources, which will reduce our carbon footprint considerably.

Finally, the Victorian Government has decided to hold local government elections this year despite the pandemic. I will be running again, but no matter what happens I would like to thank you all for the opportunity to serve my community and l look forward to meeting you all in the near future.

New mural at Grace ParkEarlier this year, visitors to Grace Park in Hawthorn may have noticed a colourful new artwork coming to life. Melbourne artist James Price has created a vibrant new mural, which celebrates the fun of getting active outdoors on the double-sided rebound wall alongside the basketball courts.

Covering both sides of the 11 by 2.7 metre brick wall, James has used bold patterns, lines and shapes to create a tennis graphic on one side and a soccer scene on the reverse. The mural complements the existing aesthetic of Grace Park.

James is an internationally acclaimed artist and maker, who has completed murals throughout Melbourne, Sydney

and New York. James says, “Obviously I was really excited to make the work, but the project took on an even greater importance as COVID-19 made an impact on our communities. To be able to create work in such a public place, for the community to see and enjoy during this challenging time, made the project one of the most meaningful projects I’ve been lucky enough to be involved with.”

The mural is part of a broader initiative, Council’s Graffiti Management Strategy 2016, which aims to transform rebound walls throughout the City, discourage vandalism, and enhance the community’s enjoyment of the local parks and streetscape. Council coordinated the project, in consultation with the Grace Park Association.

2020-21 Council Budget capital works in Glenferrie Ward

The 2020-21 Council Budget provides funding to upgrade a number of community facilities in the Glenferrie Ward.

West Hawthorn Preschool Council has allocated $650k and a further $500k was successfully secured through a funding grant from the Victorian Government to upgrade the West Hawthorn Preschool. The project will create an additional classroom to enable the introduction of funded three-year-old kindergarten commencing in 2022.

The upgrade works will address the maintenance and accessibility requirements of the ageing building, including:

• upgrade of foyer, entry, wet areas, and outdoor play space

• installation of new swipe card access

• storage and upgrade of joinery and floor and

• review of accessibility compliance.

Construction works are scheduled to commence in the later part of 2020.

Established in 1947, the West Hawthorn Preschool is managed by a dedicated parent volunteer committee of management. It offers kindergarten programs for three- and four-year-olds.

Hawthorn rowing ramp Council is progressing with planned construction of a new 80-metre floating pontoon, which will provide a modern and safer platform for launching or retrieving boats from the Yarra River.

In consultation with the key users of the ramp – Hawthorn Rowing Club, Genazzano FJC College and Xavier College – Council has completed the design of the pontoon. Council allocated $400k in the 2019-20 Budget and a further $100k in the 2020-21 Budget to ensure the design meets the requirements of the water authority. The key users are also providing funds towards the project.

Construction of the ramp is planned to commence at the end of 2020.

Hawthorn Heritage Gap Study update

Council’s role is to identify and protect all heritage places in Boroondara for current and future generations.

In order to meet this obligation, Council will soon consider the adoption of Amendment C284 to the Boroondara Planning Scheme. This Amendment proposes to implement the recommendations of the Hawthorn Heritage Gap Study and include a number of heritage places and precincts permanently in the Heritage Overlay.

The independent Planning Panel appointed by the Victorian Minister for Planning considered submissions to this Amendment

in mid-2019 and prepared a Panel Report for Council’s review and consideration. If adopted by Council, Amendment C284 will be sent to the Minister for Planning for approval.

All residents who previously made submissions, as well as property owners and occupiers affected by the Amendment, will be notified once the Minister has made his final decision.

Hawthorn Community House: COVID-19 response

In response to the COVID-19 pandemic, Hawthorn Community House has developed an online program to help community members to stay active and engaged while at home.

The online activities include exercise classes such as mat Pilates and Tai Chi, as well as art, writing, music and cooking programs.

Kate Clampett, Manager of Community, said the programs promote social inclusion, mental stimulation, good nutrition and physical activity – all important aspects of maintaining good health.

“Our online services enable people to continue to participate in their favourite, stimulating activity from the safety and comfort of their homes. Meanwhile, our regular newsletters and ‘Create and Make’ flyers also gave participants ideas for other things to do at home,” Kate said.

“We were also able to move our annual art exhibition online so our artists could share their work with family, friends and the broader community. The art work has been shared on our Instagram page for all our followers to see.

“The lockdown provided us with a great digital learning experience and we have surprised ourselves at our capacity to adapt and learn new ways of doing things!”

We will continue to support our participants remotely until it is safe to return to the Hawthorn Community House.

Enhancing Glenferrie Road together

Thank you to everyone who shared their vision for revitalising Glenferrie Road in Hawthorn. Your feedback has informed the Glenferrie Road Place Vision – a document that brings together your ideas and initial research to guide Council’s efforts in creating a place that is vibrant and welcoming, and the first step in developing a comprehensive plan for the future of Glenferrie Road.

A diverse range of people contributed their ideas about what makes Glenferrie Road unique and what improvements could be made.

• More than 800 people completed a survey online or over the phone

• More than 500 ideas were contributed and displayed at a community ‘Ideas Zone’ at Glenferrie Festival in March

• 41 comments were posted on an interactive map of Glenferrie Road, and

• 45 community members participated in an interactive workshop.

Forty per cent of the ideas to improve the area related to creating more comfortable places to spend time – by upgrading public facilities, improving cleanliness and making spaces feel safer. One initiative we are already implementing in response to this feedback is refurbishing the internal elements of the public toilets located under the Glenferrie Road train underpass.

We will also take the opportunity to add a touch of vibrancy to this previously dull area by installing an exciting visual decal around

the outside of the toilet block. Keep your eyes peeled for the upgrade this month and visit our website for the story behind the art!

When the Glenferrie Road Place Vision is released in the near future, you will be invited to contribute further by confirming if we’ve captured your vision correctly, and helping to prioritise other key improvements for the precinct.

Pridmore Park playground upgrade

As part of our annual playground replacement program, we will be undertaking some exciting upgrade works at the Pridmore Park playground.

During community consultation in February 2020, over 50 people shared their ideas. Their feedback will help inform the new playground’s design.

Some of the key themes expressed include ensuring the design is sympathetic to the natural surroundings, separation between the playground and dog off-leash area, and seating suitable for all park users.

You also told us you value the park highly for its variety of recreational opportunities, biodiversity and its friendly local feeling.

We are currently developing a design based on the feedback received and we will share it with you once complete. Pending funding confirmation, the new playground will include a multi-unit play tower, monkey bars, junior and senior play, nature play, seating, a drinking fountain, and fencing to separate the playground and the dog off-leash area.
