Section I - General Information
Matching strength with strength, the United States Postal Service has formed an international strategic alliance with FedEx Express to offer Global Express Guaranteed ® service in response to the needs of our customers for a date-certain, international expedited delivery service.
Service Description
Global Express Guaranteed service is a premium international expedited service that provides delivery around the world for documents and non-documents (merchandise) and includes the following features:
Date-certain delivery to thousands of destinations around the world with a Money-Back Guarantee.
On-line tracking by logging on to our web site: www.usps.com/shipping/trackandconfirm.htm
Customer Service is available by calling 1-800-222-1811. Confirmation of delivery information available via web site or
by calling 1-800-222-1811. Merchandise insurance and document reconstruction
insurance up to $100 at no extra charge. Additional insurance up to a total of $2,499 or a lesser amount
as limited by country, content, or value is available for an additional fee.
No additional surcharges. If shipment is accepted after cutoff time an extra day will be
added.
Notes: Saturday/Sunday are non-operating days unless otherwise noted by the country and should be taken into consideration when determining the delivery date. For some countries, either Saturday or Sunday may be an operating day. If either Saturday or Sunday is an operating day in the destination country, use that day in the calculation for delivery. For example, if a customer drops off a 2- day shipment on Thursday to a country that operates on Saturday, the calculated delivery day is Saturday. See the Work Week section of the destination country for details when the work week is not Monday through Friday. Holidays: Destination country and U.S. holidays will be observed. No deliveries will be made on these non-operating days. Deliveries will be made the following operating day.

Participating Locations
Global Express Guaranteed service is available to more than 16,000 participating retail locations throughout the United States.
Countries Served
Date-certain delivery is available to more than 190 countries worldwide. See Exhibit 1, “Country Listing and Price Group,” for a complete listing of countries served and their associated price group.
Sizes and Weights
Minimum Size: An envelope or package must be large enough to completely contain the Global Express Guaranteed Air Waybill (Shipping Label), postage, endorsement, and any applicable markings. The shipping label is approximately 5.5 inches high and 9.5 inches long.
Maximum Size: Total length and girth not to exceed 108 inches. Individual dimensions not to exceed:
Length – 46 inches Width – 35 inches Height – 46 inches
Maximum Weight: Total weight not to exceed 70 pounds.
Value limits: $2,499 or a lesser amount as limited by country, content, or value.
Dimensional Weight (DIM)
Dimensional weight is the calculation utilized to determine the appropriate price of postage based upon the size of the shipment in relation to the weight of the shipment. Postage for items mailed in USPS-supplied Global Express Guaranteed envelopes is based on the actual weight of the piece. For items weighing 1/2 pound or less, the 1/2 pound postage price is applied. For all other weights, round up to the next whole pound. Postage for items not mailed in USPS-supplied Global Express Guaranteed envelopes is based on the dimensional weight or the actual weight, whichever is greater.

Follow these steps to determine the dimensional weight for a rectangular-shaped parcel:
1. Determine the length, width, and height in inches. Round off each measurement to the nearest whole inch.
2. Multiply the length by the width by the height. 3. Divide the result by 166. For weights less than 0.5 pound,
round up to 0.5 pound. For all other weights, round up to the next whole pound.
Determining Dimensional Weight for a Nonrectangular- Shaped Parcel: Follow these steps to determine the dimensional weight for a nonrectangular-shaped parcel:
1. Determine the length, width, and height in inches. Measure the length, width, and height at their extreme dimensions. Round off each measurement to the nearest whole inch.
2. Multiply the length by the width by the height. 3. Multiply the result by an adjustment factor of 0.785. 4. Divide the result by 166. For weights less than 0.5 pound,
round up to 0.5 pound. For all other weights, round up to the next whole pound.
Allowable Contents
Documents and non-documents (merchandise) with restrictions as defined by each destination country are in Section III. See Countries and Cities Served information under Documentation Requirements in Section III for specific restrictions that apply to the destination country. In a limited number of situations, additional documentation may be required. The sender is responsible for determining if the item is allowable despite any statement made in Publication 141, on the Global Express Guaranteed Web site, or by a Postal Service employee or the Postal Service's agents.
Insurance
Additional insurance may be purchased for an additional fee for shipments not to exceed the total shipment value of $2,499.00 or a lesser amount as limited by country, content, or value. Document shipments are insured up to $100 per shipment at no additional charge for document reconstruction (for the reasonable costs incurred in reconstructing duplicates of nonnegotiable documents mailed) and non-document shipments are insured against loss or damage up to $100 per shipment at no additional charge. See individual country listings for limits on shipment value or content.
Packaging
The following packaging products for Global Express Guaranteed shipments are available at no additional charge from the United States Postal Service:

These items can be ordered by Post Office™ locations and customers by calling 1-800-610-8734, by faxing the order to 1-800- 270-6233 or online at supplies.usps.gov.
If a customer chooses not to use U.S. Postal Service product- specific packaging, they must affix a Global Express Guaranteed product identification sticker to the front and side of the item, along with the plastic pouch PS Form 2976-E, with a Global Express Guaranteed Air Waybill (Shipping Label) and, if applicable, a Commercial Invoice inserted, so the item will be properly identified during processing procedures.
P.O. Boxes
P.O. Box addresses may be used to certain international locations. The Money-Back Guarantee does not apply to shipments to P.O. Box addresses acceptable for delivery. See the list of countries that accept P.O. Box addresses on page 22 of this Global Express Guaranteed Service Guide. Though a PO Box address is acceptable for a GXG shipment to these countries, the recipient's phone number will be required in order for FedEx Express to contact the recipient to make arrangements to deliver to a valid street address.
APOs, FPOs, and DPOs
Global Express Guaranteed service is not available for shipments addressed to APOs, FPOs, and DPOs.
Duties and Taxes
All items entering a foreign country are subject to Customs inspection and the assessment of duties and taxes in accordance with that country's national laws. If duties and taxes are assessed on an item mailed via Global Express Guaranteed service, they may be collected from the recipient prior to, or upon, delivery. FedEx Express may contact the recipient before clearance is complete to confirm the arrangements for reimbursement. In addition, for some countries, there may be an administrative fee that is collected from the recipient to cover the costs of clearing the item through customs and collecting duties and taxes.
Shipments may be delayed if FedEx Express is not able to reach the recipient to confirm payment for duties and taxes. If a recipient refuses to pay the duties and taxes, the sender may be contacted

to make alternative arrangements. In either case, the Money-Back Guarantee will not apply. (See Undeliverable Shipments section below.)
Recipient's payment for duties and taxes may be made by one of the following means at the sole discretion of FedEx Express: cash, check (personal or business, provided valid identification is offered), money order, traveler's check, or as locally required in the destination country. Payment of duties and taxes may not be made by credit card.
Access web site export.gov/logistics/eg_main_018130.asp for an estimate of duties and taxes that, if levied against a shipment, the recipient will be required to pay prior to delivery.
Customer Service
Loss or Damage Claims
If the shipment is lost or damaged, you may file a claim. All claims must be initiated within 30 days of the mailing date by contacting a Customer Service Representative at 1-800-222-1811; this Representative will provide more details on how to file a claim. The original receipt of the Air Waybill (Shipping Label) may be required when filing a claim. If the recipient accepts the shipment without noting any damage on the delivery record, we will assume the shipment was delivered in good condition. In order for us to consider a claim for damage, the contents, original shipping cartons, and packing must be available to us for inspection. Written documentation supporting the amount of a claim may also be required. All supporting documentation must be submitted within 9 months of the mailing date.
Undeliverable Shipments
An undeliverable shipment is one that cannot be delivered for reasons that include, but are not limited to, any of the following:
• The recipient refuses to pay duties and taxes. • The recipient refuses to accept the shipment. • The recipient and/or their delivery address cannot be located or
determined. • The shipment was addressed to an area not served. • The shipment is unable to clear Customs. • The shipment contains prohibited items. • The recipient's place of business is closed. • No appropriate person was available to accept the shipment at
a delivery location on the initial delivery attempt or reattempts. • The shipment was improperly packaged.
• The shipment's contents or packaging are damaged to the point that rewrapping is not possible.
• The shipment would likely cause damage or delay to other shipments or property, or the shipment would likely cause injury to personnel.
Should a shipment be classified as undeliverable, the following guidelines apply:
1. If a shipment is undeliverable for any reason, an attempt to notify the sender may be made to arrange for the return of the shipment if local Customs regulations will allow. If the sender cannot be contacted within five business days, the shipment may be placed in a general order warehouse or a Customs bonded warehouse or disposed of. In any event, if a package cannot be delivered, cleared through Customs or returned, the package may be transferred or disposed of at FedEx Express' sole discretion.
2. For shipments returned from international points to the U.S., FedEx Express return charges and fees will be assessed to the original shipper. Also included will be any other charges incurred by FedEx Express, including, but not limited to, duties, taxes and storage fees, if applicable.
3. Shipments that cannot be returned due to local regulatory constraints will either be placed in a general order warehouse or a customs-bonded warehouse or disposed of at FedEx Express' sole discretion and at any location.
4. The Money-Back Guarantee will not apply for shipments classified as undeliverable.
Pickup Service
Pickup on Demand® and free Carrier Pickup™ service are available for Global Express Guaranteed service in participating ZIP Code areas. Customers may call 1-800-ASK-USPS for availability and scheduling. There is a fee for Pickup On Demand service.
Customers may also present prepared shipments to Postal Service employees making a scheduled delivery or pickup of mail other than Global Express Guaranteed shipments. Schedule free Carrier Pickup service online at USPS.com.
In accordance with USPS Aviation Security policy, only shipments weighing 13 ounces or less and shipments paid for and prepared on-line can be deposited in USPS collection boxes. Global Express Guaranteed shipments weighing more than13 ounces that have not been prepared using on-line payment options cannot be deposited in USPS collection boxes.
Note: GXG should only be placed in USPS Express Mail® collection boxes at GXG participating Postal Service facilities.

Standard Prohibited and Restricted Items
The following items are not acceptable for carriage via Global Express Guaranteed service to any international destinations unless otherwise indicated. (Additional restrictions may apply depending on destination. Various regulatory clearances in addition to Customs clearance may be required for certain commodities, thereby extending the transit time.)
1. Alcoholic beverages (e.g., beer, wine, spirits). 2. APO/FPO/DPO addresses. 3. Collectible and/or irreplaceable items (any item worth more than its original purchase price or that is not commonly available),
including but not limited to antiques, fine art, or collectible coins and stamps. 4. Bullion. 5. Collect On Delivery (C.O.D.) shipments. 6. Human corpses, human organs or body parts, human and animal embryos, or cremated or disinterred human remains. 7. Explosives and incendiary devices. 8. Firearms, weaponry, and their parts or ammunition. 9. Perishable foodstuffs and foods/beverages requiring refrigeration or other environmental control. 10.Live animals, eggs, larva, live insects, live spiders. 11.Ivory and endangered animals. 12.Plants and plant material, including cut flowers. 13.Cigarettes (including roll-your-own tobacco) and smokeless tobacco products, as defined by applicable Postal Service regulations
for domestic or international mail. 14.Lottery tickets and gambling devices where prohibited by local, state, provincial, or national law. 15.Money (coins, cash, currency, paper money and negotiable instruments equivalent to cash such as endorsed stocks, bonds and
cash letters). 16.Pornographic and/or obscene material. 17.Shipments being processed under:
a. Duty drawback claims. b. Temporary Import Bonds. c. U.S. State Department licenses. d. Carnets. e. U.S. Drug Enforcement Administration export permit. f. Shipments destined to or being withdrawn from a Foreign Trade Zone. g. Letters of Credit. h. Certificate of Registration shipments (CF4455). i. Shipments moving into or out of Foreign Trade Zones or bonded warehouses.
18.Shipments requiring filing of Electronic Export Information, or EEI (formerly known as Shipper's Export Declaration, or SED), or any such filing of export data.
19.Hazardous waste, including, but not limited to, used hypodermic needles or syringes or other medical waste. 20.Shipments that may cause damage to, or delay of, equipment, personnel, or other shipments. 21.Shipments that require us to obtain any special license or permit for transportation, importation or exportation. 22.Shipments or commodities whose carriage, importation or exportation is prohibited by any law, statue or regulation. 23.Shipments with a declared value for customs in excess of that permitted for a specific destination. 24.Dangerous goods, hazardous goods or combustible materials as defined by International Air Transport Association, by
applicable sea or road transport regulation, or by applicable Postal Service regulations for domestic or international mail, including but not limited to:
a. Asbestos. b. Category A infectious substances. c. Compressed gases, including those that are flammable or those that are nonflammable with an absolute pressure
exceeding 40 psi at 70º F or 104 psi at 130º F. d. Corrosives (liquid or solid). e. Dry ice (carbon dioxide solid). f. Flammable materials, including pyrophoric, flammable, or combustible liquids with a closed cup flash point below 200º F;
or flammable solids, including matches. g. Magnetized material with a magnetic field strength of .002 gauss or more at a distance of 7 feet. h. Poisons, irritants, or controlled substances. i. Oxidizers. j. Lithium Batteries
25.Processed or unprocessed dead animals, including insects and pets. 26.Drugs/narcotics (illegal) or drug paraphernalia. 27.Packages that are wet, leaking, or emit an odor of any kind. 28.Wildlife products that require U.S. Fish and Wildlife Service export clearance prior to exportation from the U.S.
Notwithstanding any other provision of the Global Express Guaranteed Service Guide, we are not liable for delay of, loss of, or damage to a shipment of any prohibited item. The shipper agrees to indemnify USPS and FedEx Express for any and all costs, fees and expenses the Postal Service or FedEx Express incurs as a result of the shipper's violation of any local, state or federal laws or regulations or from tendering any prohibited item for shipment.

USPS® Global Express Guaranteed Air Waybill (Shipping Label) (PS Form 11FGG1)
Instructions for completing and processing the GXG International Air Waybill (Shipping Label)
All information entered on the Air Waybill (Shipping Label) must be completed in English. Customers should keep the Sender's Copy of the Air Waybill (Shipping Label) for their records. All remaining copies should accompany the shipment. The form is completed as follows:
1 From Enter the date and the sender's full name, phone number, and complete delivery address (including ZIP Code).
2 To Enter recipient's full name, phone number, fax (if applicable), and complete delivery address (including ZIP Code/Postal Code). Include the Recipient's Tax ID number (if applicable). A complete delivery address must be provided to be eligible for the Money-Back Guarantee.
3 Shipment Information This information does not replace a Commercial Invoice (PS Form 6182) on shipments for which that document is required. However, this information must match the information on the commercial invoice when a commercial invoice is required.
Documents Check if the shipment contains only correspondence and printed matter.
Non-Documents Check only if the shipment contains any items other than correspondence and printed matter. Recipient may be required to pay import duties and taxes. This shipment may be subject to inspection.
Description Enter a complete description (i.e., What is it? What is it made of? What is it used for?) of each commodity and indicate if it is for resale or not. The description
"document" is not an acceptable description. Specify the type of document (e.g. diploma, birth certificate, etc). Enter the Harmonized Tariff Schedule Number for each commodity in the shipment (if known).
Country of Manufacture Enter the country where each commodity was produced.
Total Value for Customs (Required by Customs officials for possible assessment of duties and taxes.) This amount represents the selling price or fair market value (even if not sold) of the contents of your shipment. This amount must agree with the value shown in box 18 on the Commercial Invoice (PS Form 6182).
4 Required Signature This Air Waybill (Shipping Label) must be signed by the sender or company representative.
5 Postal Use Only This box is to be completed by USPS Acceptance Personnel. Enter Acceptance Date In, Acceptance Time In (check AM or PM), Scheduled Delivery Date, Acceptance ZIP + 4 Code, Employee Initials, Dimensions in Inches, Weight of Shipment (in pounds/ounces), Postage in US Dollars, Insurance Fee Only in US Dollars, Total Postage and Fees in US Dollars, and Packaging Type --check GXG packaging or type of customer-provided packaging (for Other, enter packaging type).

a) Fill in GXG International Air Waybill (Shipping Label, Item 11FGG1) first.
b) When a Commercial Invoice (CI) is required, carefully transfer information from the appropriate fields on the shipping label to the Commercial Invoice (CI). The diagram shows that the information from the area marked 1 on the shipping label goes to the area marked 1 on the Commercial Invoice (CI); the information from the area marked 2 on the shipping label goes to the area marked 2 on the Commercial Invoice (CI), etc.
c) On the Commercial Invoice (CI), add together the total value of the shipment, the packing cost, postage/ shipping charges, and insurance cost to get the Total Invoice Value. Enter this amount in box 22.
d) Refer to the instructions on the following page for completing the Commercial Invoice.

Commercial Invoice (PS Form 6182) Instructions for completing and processing the Commercial Invoice
Note: Refer to the Documentation Requirement section of Alphabetical Listing of Countries and Cities Served in Publication 141, Global Express Guaranteed Service Guide, or in POS ONE to determine if a Commercial Invoice is required for a shipment. A Commercial Invoice may be required for personal shipments as well as for commercial shipments. If a commodity is not listed or if there is any doubt, complete a Commercial Invoice for the shipment.
The Commercial Invoice must be completed in English. Three copies must accompany the shipment. Make sure all of the following information is filled out completely and accurately.
1. Enter the GXG Air Waybill number. It is the 10-digit USPS tracking number located on the bottom right corner of the GXG International Air Waybill (Shipping Label).
2. [a-h] Enter the shipper's full name, complete address, country, e-mail address, and telephone number including area/country codes. Including a telephone number may facilitate delivery.
3. [a-j] Enter the recipient's full name, complete address, country, e-mail address, and telephone number including area/country codes. Including a telephone number may facilitate delivery. The customer must provide this information. Provide the tax ID number (that is, GST, VAT, RFC, ABN, IN, other) or EIN (if applicable or known by the shipper). The customer must also state the purpose of the shipment-for example: gift (unsolicited), personal effects, personal use (new, no resale), catalog/order return, commercial sale, intra-company transfer, return for repair, return after repair, marked samples (no resale), mutilated samples (no resale), etc.
4. Enter final country of destination for goods in this shipment. This can be different than the recipient's country. 5. Exporting carrier is pre-filled-FedEx Express. 6. Total number of packages is pre-filled-1. (GXG shipments are limited to one package per shipment). 7. [a-b] Enter the total gross shipment weight in pounds and ounces. Mark whether the parties of the transaction are related or
unrelated. Related refers to partners, officers, directors, employers, employees or owners of the business, company, or organization or related by blood, marriage, or common-law partnership. All others should mark the "Unrelated" box.
*The Commercial Shipments Only section, which includes numbers 8, 9, and 10, should be completed with business transactions, or by customers buying or selling goods. 8. [a-c] For commercial shipments, enter invoice date, invoice number, and customer order number (if applicable). 9. [a-g] Enter the buyer's full name, complete address, country, and tax ID number (that is, GST, VAT, RFC, ABN, IN, other) or
EIN, if applicable. 10. For commercial shipments, enter the terms and conditions of payment and delivery. 11. Enter a FULL description of EACH item in the shipment (for example, 100% wool sweater). 12. Enter the country of manufacture of EACH item in the shipment (for example, Ireland). 13. Enter the quantity and unit of measurement for EACH item in the shipment (for example, 2 dozen). 14. Enter EACH item's unit per piece value (for example, $336/dozen). 15. Enter the currency type and amount (for example, US $672). This should equal the number of units indicated in the quantity
and unit of measure field, multiplied by the unit value amount (that is, field 13 x field 14). 16. [a-d] Name, date, location, and written signature of the person completing this commercial invoice. 17. Barcode scanning area. 18. Enter the subtotal currency type (for example, US dollars) and total amount from column 15. This should be the same as the
"Total Value for Customs" in section 3 of the GXG International Air Waybill (Shipping Label). 19. Enter any packing costs, including packaging. 20. Enter the GXG postage/shipping charges. 21. Enter any insurance premium paid to insure the shipment. 22. Enter the sum of the total amount, packing cost, postage/shipping cost, and insurance cost.
Place completed Commercial Invoice in plastic pouch along with Air Waybill (Shipping Label).

This includes the following limited circumstances: to a congressional office on your behalf; to financial entities regarding financial transaction issues; to a USPS® auditor; to entities, including law enforcement, as required by law or in legal proceedings; to contractors and other entities aiding us to fulfill the service (service providers); to domestic and international customs pursuant to federal law and agreements, the U.S. Census Bureau, and other governmental entities with authority over exportation. Postage and Fees
Postage prices for Global Express Guaranteed shipments are calculated based upon the country of destination (see Exhibit 1, pages 15-17). There are eight price groups (see Exhibit 2, pages 18-20).
The prices for items mailed in USPS-supplied Global Express Guaranteed envelopes are based on the actual weight of the piece. For items weighing less than 1/2 pound, round up to the 1/2 pound price. For all other weights, round up to the next whole pound. The prices for all other items not mailed in USPS-supplied Global Express Guaranteed envelopes are based on dimensional weight (see DIM Weight pages 3-4) or the actual weight, whichever is greater.
1. Methods of Payment Postage may be paid by postage stamps, postage validation imprinter (PVI) labels, postage meter strips, PC postage or other payment methods as described at www.usps.com/gxg.
Additionally, customers can pay for postage online via credit card. Customers who prepare and pay for their Global Express Guaranteed shipments online at www.usps.com/gxg will be eligible for discounted postage prices, a standard 10% for all online shipments.
2. Official Mail A. Mailings by Federal Agencies Global Express Guaranteed shipments that are entered by federal agencies and departments are subject to the same postage payment requirements, weight and size limits, customs form requirements, and general conditions for mailing as Global Express Guaranteed shipments that are originated by non-governmental entities.
B. USPS Mailings Global Express Guaranteed shipments mailed as Official Business by U.S. Postal Service entities must bear the G-10 permit indicia, and are subject to the same weight and size requirements, and general conditions as USPS Official Mail.
Money-Back Guarantee
If the shipment is accepted at a designated USPS retail outlet or other authorized location by the specified deposit time for Global Express Guaranteed service, the shipment will be delivered to the recipient in accordance with the transit times outlined in the Service Guide on or before close of business in the local time
zone or we will refund your postage paid, as outlined below. Check with your local authorized USPS acceptance office for specific information about services and the Money-Back Guarantee. If the shipment is not delivered by the scheduled day and you file a refund request, the USPS will refund the postage unless: 1) the delivery was attempted but could not be made; 2) the delivery address was incomplete or inaccurate; or 3) the shipment was delayed by circumstances beyond our control as outlined in the Terms and Conditions on the Air Wayblill (Shipping Label), the Service Guide, or Click-N-Ship. This Money-Back Guarantee does not apply to shipments to P.O. Box addresses acceptable for delivery. All requests must be initiated within 30 days of the mailing date by contacting a Customer Service Representative at 1-800-222-1811; this representative will provide more details on how to file a refund request. The original receipt of this Air Waybill (Shipping Label) may be required when filing a refund request.
The Illustration below taken from the Countries & Cities Served (Section III) demonstrates how to determine the transit time for Global Express Guaranteed shipments. Delivery is available to the destination within the number of days that is listed to the right of the respective city under the DOC or NON-DOC columns. (see chart below)
Note: If the calculated delivery day lands on a day of the week in the country that is not an operating day, go to the next operating day of the country to determine delivery day. (For example, customer drops off an item Wednesday, number of transit days is three (3), and the calculated delivery day is Saturday in Israel. Saturday is not an operating day for this country. Sunday is the next operating day, and therefore the delivery day.)

Summary of Our Terms and Conditions Global Express Guaranteed®
1. The USPS Contract With You: These terms and conditions, along with those set out in the Global Express Guaranteed Service Guide (Service Guide) and the International Mail Manual (IMM), are all the terms of the contract between you (the sender of the shipment) and us (USPS, FedEx Express, and/or their agents). When you tender a shipment to us, you accept our terms for you, and for anyone else who has a legal interest in the shipment. Our terms and conditions also protect anyone with whom we may contract to collect, transport, or deliver your shipment. No employee of USPS, FedEx Express, or anyone else has any authority to change any of our terms or conditions, or make any promises on our behalf. If there is a conflict between the terms and conditions of the Air Waybill (Shipping Label), this Service Guide, or the International Mail Manual (IMM) then in effect, the current Service Guide or International Mail Manual (IMM) will control, in that order of priority.
2. What "Shipment" Means: A shipment means all allowable contents that travel under one Air Waybill (Shipping Label), not just any single document or item included in a shipment. You certify that the shipment details are complete and accurate. You agree that all shipments may be carried by any means, including air, surface, or any other carrier.
3. Your Obligations: You warrant that each article in the shipment is properly described on this Air Waybill (Shipping Label) and any accompanying documents, acceptable for transport by us, and properly marked, addressed, and packed to ensure safe transportation with ordinary care in handling. You are responsible for all charges, including postage, and possible surcharges, Customs and duties assessments including fees related to our prepayment of the same, governmental penalties and fines, taxes, and our attorney fees and legal costs, related to this shipment.
4. Allowable Contents: We accept as shipments documents (correspondence and printed matter "DOC") and non-documents (all other items "NON-DOC"), with restrictions on content and value as defined by each destination country in the Service Guide. No shipment may contain contents with a total value greater than US $2,499. NON-DOC shipments may be subject to inspection.
5. Prohibited Contents: We do not accept as a shipment anything that is considered a restricted article or hazardous material as defined by the Department of Transportation (DOT), or dangerous goods as defined by the International Air Transport Association (IATA) or the International Civil Aviation Organization (ICAO), or certain other items listed in the Service Guide or International Mail Manual (IMM), such as cash or cash equivalents. See the Service Guide for additional prohibited items and restrictions for this service.
6. Customs: You appoint us as your agent to conduct export and import clearance. You also certify us as the nominal consignee solely for the purpose of designating a Customs broker to perform Customs clearance. You are responsible for and warrant your compliance with all applicable laws, rules, and regulations, including but not limited to Customs laws; import, export, and re- export laws; and governmental regulations of any country to, from, through, or over which your shipment may be carried. You agree to furnish such information and complete and attach to this Air Waybill (Shipping Label) such documents as are necessary to comply with such laws, rules, and regulations. We assume no liability to you or any other person for any losses or expenses due to your failure to comply with this provision.
7. Export Control: You hereby certify that all statements and information contained in this Air Waybill (Shipping Label) and any accompanying documents relating to exportation are true and correct. You certify that this shipment does not require filing of Electronic Export Information, or EEI (formerly known as Shipper's Export Declaration, or SED) or any such filing of export data. Furthermore, you understand that civil and criminal penalties, including forfeiture and sale, may be imposed for making false or fraudulent statements, or for violation of any United States Laws on exportation, including but not limited to 13 USC Sec. 305, 22 USC Sec. 401, 18 USC Sec. 1001, and 50 USC App. 2410.
8. Letter of Instruction: If you do not complete all the documents required for carriage or if the documents you submit are not appropriate for the services or destination requested, you hereby instruct us, where permitted by law, to complete, correct, or replace the documents for you. However, we are not obligated to do so. If a substitute form of air waybill is needed to complete delivery of your shipment and we complete that document, the terms of this Air Waybill (Shipping Label) will continue to govern. We are not liable to you or any other person for our actions on your behalf under this provision.
9. 10. Loss or Damage Claims: If the shipment is lost or damaged, you may file a claim. All claims must be initiated within 30 days of the mailing date by contacting a Customer Service Representative at 1-800-222-1811; this Representative will provide more details on how to file a claim. The original receipt of this Air Waybill (Shipping Label) may be required when filing a claim. If the recipient accepts the shipment without noting any damage on the delivery record, we will assume the shipment was delivered in good condition. In order for us to consider a claim for damage, the contents, original shipping cartons, and packing must be available to us for inspection. Written documentation supporting the amount of a claim may also be required. All supporting documentation must be submitted within 9 months of the mailing date.
11. Insurance Coverage: Additional insurance may be purchased for shipments not to exceed the total shipment value of US $2,499 or a lesser amount as limited by country, content, or value. You are responsible for requesting insurance and paying the applicable fee. Regardless of who is at fault, if you fail to pay the applicable fee, our liability will be limited to US $100. As provided in Paragraph 15 below, DOC shipments are insured up to US $100 per shipment at no additional charge for document reconstruction (for the reasonable costs incurred in reconstructing duplicates of nonnegotiable documents mailed), and NON-DOC shipments are insured against loss or damage up to US $100 per shipment at no additional charge. Additional insurance up to a total of US $2,499 per shipment may be purchased for an additional fee. Coverage, terms, and limitations are subject to change. Consult the Service Guide for insurance fees, limitations, and terms of coverage to each individual country.
WE ARE NOT LIABLE FOR 12. Delayed Shipments: We will make our best effort to deliver your shipment according to our regular delivery schedules. Except as provided in Paragraph 15 below, USPS, FedEx Express, and/or their agents are not liable for any losses or damages caused by delays, even if they are our fault, in picking up, transporting (including delays caused by diversions), or delivering a shipment.
13. Circumstances Beyond Our Control: We are not liable if a shipment is lost, misdelivered, damaged, or delayed because of circumstances beyond our control. These circumstances include: terrorist activity; strikes; labor actions; an "act of God," for example an earthquake, cyclone, storm, or flood; "force majeure," for example war, plane crash, or embargo; import/export clearance delays; any defect or characteristic to do with the nature of the shipment, even if known to us when we accepted it; or any action or omission by anyone outside USPS, FedEx Express, or their agents, for example the sender of the shipment, the
recipient, or an interested third party, Customs or government officials, or other carriers or third parties with whom we contract to deliver to destinations that we do not serve directly. We are not liable even if you, the sender, did not ask for or know about a third- party delivery. We are also not liable for electrical or magnetic damage to, or erasure of, electronic or photographic images or recordings.
14. Consequential Damages: We are not liable for the following, whether they arise in contract or any other form of civil action, including negligence, and even if they are our fault: consequential or special damages or loss; other indirect loss; or breach of other contracts. Consequential damage or loss includes but is not limited to loss of income, profit, interest, markets, and use of contents.
15. Extent of Our Liability: We make no warranties, express or implied. Our liability for a shipment that is not delivered according to the Money-Back Guarantee is limited to a refund of the postage paid by the sender as outlined in Paragraph 9. Unless additional insurance is purchased, our liability for a lost or damaged shipment is limited to the lowest of US $100, or the actual amount of the loss or damage, or the actual value of the allowable contents. Actual value means the lowest of the cost of replacing, reconstructing, or reconstituting the allowable contents of the shipment (determined at the time and place of acceptance). These terms and conditions, and where applicable the Warsaw Convention, limit and/or exclude our liability for loss, damage, or delay. You agree that there are no agreed stopping places, and we reserve the right to route the shipment in any way we deem appropriate.
16. False Statements and Right to Inspect: The submission of a false, fictitious, or fraudulent statement may result in imprisonment of up to 5 to 8 years depending on the nature of the violation (18 USC Sec. 1001). In addition, a civil penalty of up to US $5,000 and an additional assessment of twice the amount falsely claimed may be imposed (31 USC Sec. 3802). Your NON- DOC shipment may, at our option or at the request of governmental authorities, be opened and inspected by us or such authorities at any time.
17. Mandatory Law: Insofar as any provision contained or referred to in this Air Waybill (Shipping Label) may be contrary to any applicable international treaties, laws, governmental regulations, orders, or requirements, such provision shall remain in effect as part of our agreement to the extent that it is not overridden. The invalidity or unenforceability of any provision shall not affect any other provision contained or referred to in this Air Waybill (Shipping Label). Unless otherwise indicated, the sender's address indicated on the face of this Air Waybill (Shipping Label) is the place of execution and the place of departure, and the recipient's address listed on the face of this Air Waybill (Shipping Label) is the place of destination.

VALUE LIMITS: $2499.00
SPECIAL REQUIREMENTS: Shipments that are incorrectly declared will not be accepted and will
be confiscated and/or destroyed. Shipments are only detained in customs for a maximum of 3 months
from the date of arrival in Kabul Customs. Un-cleared shipments will be destroyed, abandoned or confiscated and will be subjected to fines and penalties.
Customs will assess duty value upon arrival of shipment into Kabul. Temporary import shipments must have prior approval from the
Afghanistan Customs or Customs Duty/Taxes will apply. Shipments with undeclared values or miss declared quantities risk
delays and/or confiscation. Recipients may be requested to provide an Import Registration or
an Import License for all commercial shipments before the shipment can be cleared.
Air Waybill (Shipping Label) and Commercial Invoice should include a valid telephone number.
An originial invoice and exemption letter from US Embassy or International Security Assistance Force in Kabul is required from the Ministry of Foreign Affairs for any duty free clearance. The Commercial Invoice should include the model/serial number of the item being imported and should match with the item shipped, or shipment will be confiscated by Customs.
Return to shipper/origin requires a letter to be submitted to the (Ministry or department that regulates the commodity being returned) stating the reason why the shipment needs to be returned for non-regulated personal items. Once approved by the Ministry, the processing fees 2000 AFN ($37 US) plus transportation charges must be paid before shipment can be returned. Return of shipment is done by Kabul Customs only, using their appointed carrier or transportation company.
A processing fee of $38 US may be appliable for commerical dutiable shipments requiring any kind of ministry approvals.
Electornic Commercial Invoices (automation produced) are accepted.
Non-Prescription drugs with value exceeding $100 US will require Afghanistan Ministry of Health approval, recipient will be responsible for approval.
Electronic commodities determined to be radio frequency devices or sub-assemblies capable of sending, receiving or interfering with radio signals. Expect delays as recipient/importer needs to seek approval upon arrival of shipment.
AFGHANISTAN (AF) Radio equipment for commercial purposes must not be accepted if
the recipient does not have a AISA (Afghanistan Investment Support Agency) license and/or approval from Ministry of Telecommunications in Afghanistan.
Any security related commodities (i.e, Body Amour, Face Shields, Helmets and etc.) addressed to an individual or a company outside the Military Base will require a Permit Letter from the Ministry of Interior.
Recipient/Importer must have License from Ministry of Telecommunications and and be registered with Afghanistan Investment Support Agency for importation of Telecommunication equipment operators equipment(i.e. any hardware relataed to internet, wireless walky-talky, cellular operators equipment) for commercial use.

SPECIAL REQUIREMENTS: All shipments valued over $1 US require a Commercial Invoice
stamped with the company stamp. All non-document shipments regardless of the Customs Value are
subjected to Customs Examination which may delay the delivery. Shipments that can’t be cleared for any reason must be returned to
the origin at the Shipper’s expense. There is no option to abandon or destroy as per the Albania Customs Laws.
All shipments for personal use with a value higher than USD 200.00 (inclusive of the transportation charges) are subjected to Customs Clearance process and may incur duties and taxes by the Customs.

SPECIAL REQUIREMENTS: An original Commercial Invoice on company letterhead (signed and/
or stamped) is required for all non-document commercial shipments. All shipments where payment for the goods is made through a bank
transfer are automatically subject to special formal Customs processing. The recipient is required to provide documentation relating to the bank transfer. If the recipient refuses the shipment on the basis of this special processing, then the goods cannot be returned to the shipper and will be seized.
Commercial shipments require Import Permit from recipient. Shipments weighing over 20 Kgs (45 lbs) and valued over 40 Euro
(approximately $54 US) may require additional broker service fees. Recipient (commercial business) must have Afghanistan Investment
Support Agency License. Medical equipment/supplies requires authorization from Algerian Ministry of Health.
