GLOBAL FUND CALL FOR PROPOSAL TERMS OF REFERENCE

Statement of Purpose:The Global Fund, an international financing mechanism, channels financial resources to help countries reduce the impact of AIDS, tuberculosis and malaria by facilitating the implementation of strong and sustainable programs through in-country partners. The Fund relies heavily on Country Coordinating Mechanisms (CCMs) and Principal Recipient (PRs) and local partners (UN, WHO, PEPFAR etc.) to ensure resources are efficiently used to help those most in need. The fund called for a concept note for TB and HIV that presents each specific program in addition to any integrated and joint programming for the two diseases with the intention to maximize the impact of its investments to make an even greater contribution towards the vision of a world free of the burden of TB and HIV.

Kheth’Impilo is a nominated Principal Recipient (PR) for the Global Fund project in SA. As a PR, under the umbrella of the SA Country Coordinating Mechanism, Kheth’Impilo will be responsible for the implementation of the assigned activities as well as programmatic management, financial management, monitoring and reporting in two thematic areas namely, HIV adherence and Young women and girls HIV prevention programs. To this extent Kheth’Impilo will select, induct, manage and supervise sub-recipients (SRs) for the implementation of the grant. Kheth’Impilo will provide support in the development of the operational plans, mentoring, supervision and M&E (monitoring & evaluation). Kheth’Impilo will administer the grant as well as implement some specific activities under the grant.

In response to this, Kheth’Impilo invites eligible organizations to submit applications to oversee the implementation of one or more modules in their areas of skill and capacity.

Our Mission: To support the South African Government in achieving its goals for the scale-up of quality services for the management of HIV/AIDS in the Primary Health Care sector as outlined in the National Strategic Plan.

Kheth’Impilo is a South African Not for Profit Organisation providing clinical care and treatment services, health and community systems strengthening for more than 13 years through direct programme implementation and technical assistance at all levels to the South African Government. The organisation is positioned as a leader in public health innovation, being one of the few organisations that have successfully integrated Health, Welfare and Education to provide a holistic approach. The comprehensive Health care solutions include prevention, care, treatment, and support for people infected and affected with HIV and TB supported by a range

of innovative community based models of care that include community HIV testing, community based adherence support, early childhood development, school health and accredited training.

HIV Adherence programme:

Objective: To support and assist patients in adopting treatment adherence behavior, enhancing patient’s abilities in managing and maintaining the treatment maximally and durably suppress plasma HIV RNA.

The program will be implanted in the following provinces and districts –

KZN (iLembe- KwaDukuza & Mandeni sub – districts )

Kheth’Impilo will provide the necessary oversight support to ensure that resources are efficiently and effectively used to achieve program targets while putting measures in place to reduce risks in the use of Global Fund (GF) resources.

Eligibility:To be eligible for consideration, an organisation that wishes to apply should have existing capacity and meet the following conditions:

Valid Registration as a NPO, NPC or Company within South Africa Valid Tax clearance from the South African Revenue Services Valid BBBEE certificate The organization shall have reasonably good experiences in managing HIV and or TB programmes in

South Africa. Demonstrated financial management capacity. Program management capacity and arrangements that include:

Effective organizational leadership, management, transparent decision making and accountability systems;

Adequate infrastructure and information systems to support proposal implementation, including the monitoring of performance in a timely and accountable manner.

This call for proposal is for the following districts;

Adherence Program KZN- iLembe district,at KwaDukuza & Mandeni sub – districts

Project Period:This project grant is for a 11 months period beginning April 2018 to 28 Feb 2019.

Criteria for evaluation:

The evaluation criterion has 2 components;

Phase 1The applications will be reviewed for completeness i.e. if all required documents on the checklist have been submitted. Only those meeting set minimum requirements will proceed to the next phase.

Phase 2This review will focus on the programmatic/technical, budget and other components. The applicants will be reviewed and rated based on demonstration of experience in similar or related work/projects and current coverage.

Applicants must provide organizational background and capacity to implement the project and must also enumerate the specific duties to be performed and the expected outcomes for both the technical and financial components. Specifically, the application will be rated as follows:

- Previous experience

- Financial Management

Capacity to correctly record all transactions and balances; Capacity to maintains an adequate internal control system; Capacity to support the preparation of regular reliable financial statements; Capacity to safeguard Kheth’Impilo’s assets;

Proposal Format:All applications must follow the format below for each module applied for:

I. Proposal (15 pages maximum) Taking into consideration the Terms of Reference and the activities and budget limitations described please describe the following:

Problem Statement (1 page maximum): Please provide a brief explanation of your understanding of the core problem to be addressed by the project, stating its causes and effects with the support of current data and information. Provide a statement to justify the need for an intervention.

Specific Objectives: List the result that the successful implementation of your project will cause. Please highlight the expected changes in the target population as part of the objectives list.

Taking into consideration the Terms of Reference and the activities and budget limitation, provide a detailed description of how your proposal address identified needs. Specifically include information on: Approach: The approach your project will take to fulfilling the project activities Objectives: The goals and objectives of your project Activities: A description of the specific activities to be undertaken including timeline. Impact: The anticipated results and impact of your project Management: The staffing model required to implement the project including paid and volunteer

roles. Clearly indicate which positions are new recruits for this project Collaboration (if applicable): Partnerships in implementing the project; including sub-recipients

(contractors, grantees or consultants) required to implement the activities. Describe how these relationships will be managed

Risks: Describe your risks and challenges as an organization and in implementing the project activities. Also describe any action you can take to avoid or limit risks.

Sustainability: What are your other potential and actual sources of support for this proposal? Do you envision implementation of this project or related activities beyond the term of this project, how will that work be funded?

II. Monitoring and Evaluation (4 pages or less) Describe your current monitoring and evaluation systems and your plans for monitoring program performance. Provide specific examples of the M&E and reporting systems you have used in the past, how they were developed and how effective they have been.

III Budget Instructions

Please provide a 3 year summary budget under the following group headers:

- Direct Labour- Fringe Benefits- Overheads- Materials and Supplies- Equipment- Professional Travel- Training- Other Direct Costs

Please complete the budget with reasonable and well thought out cost projections. These should include details of all positions under Direct Labour, the unit costs and level of effort. Supporting documentation, or method of calculation for all other costs. In addition you should complete a budget narrative which should work with the spreadsheet to justify your project costs. Take particular care to justify any costs where the need may not be obvious.

The project component should submit a detailed budget breakdown (including all estimated costs for all the components and activities) following the guidelines provided in the proposal template availed. The project should outline a clear realistic budget that is consistent with the activities that are clearly linked to the project’s main aim, the objectives and resolution of the problem at hand. An electronic version of the budget must be provided in excel.

Sub-grants: List the name of any organization you plan on sub-granting to. In the notes section explain the purpose of the sub-grant. In the budget narrative explain the purpose of each sub-grant and indicate any unique expertise or skills for each consultant or service provider.

Equipment: Equipment is tangible items necessary for the project including any devices, machines, tools and computers. List all equipment necessary to rent or purchase and indicate the cost for each project year. In the notes section clarify the number of pieces of equipment you are purchasing and per item cost. In the budget

narrative, provide a brief description of equipment and, if it is not obvious, explain how the equipment will be used for the project.
