    Teachers Remarks:

    Abdelaziz has worked hard to reach a highposition in his region and a place towards the topof the global class and to earn his place in thetop 20 globally. His commitment to education isreflected in his spending habits and provision ofresources. He does still have a fair way to go toget all children into school and raise adult literacyrates. In particular, he needs to ensure that the

    resources available are reaching their target -lack of transparency is a cause for concern andimprovement. But overall we are very pleased withthe way he has been working and hope to see himkeeping up, and building on, the good work.

    Teachers Remarks:

    A disappointing performance. With someof the lowest adult literacy and schoolenrolment rates in the region, Deleita needsto show real commitment to turning theeducation system around. He is investing ineducation, but needs to ensure that theseresources reach the schools that needthem. Above all, he continues to charge

    school fees, which makes attendance atschool impossible for many children inhis country. Resources are very limitedand teacher shortages are severe - manyteachers have left the profession because

    of the poor working conditions and unpaidsalaries.

    Teachers Remarks:

    While the lack of infrastructure and appalingsecurity conditions make the failures ofthis government in education provision moreunderstandable, a generation of children needs themto move as swiftly as possible towards overcomingsome of these obstacles. Data is scarce, whichpartly explainsNourislow ranking at the globallevel. However, its clear that hes struggling, and

    resources are not reaching many schools. Schoolfees and other costs make education prohibitivelyexpensive for some students. We hope Nouri willmake a priority of improving education provision.

    Teachers Remarks:

    Fouad is making good progress towards universalbasic education, with enrolment rates in both pre-primary and secondary education above those of

    many of his neighbours. We are very concerned,however, that Fouad continues to charge schoolfees. His spending on education is disappointinglylow, particularly on primary education. He thenneeds to focus this increased spending on improvingthe quality of education through real investment in

    school facilities and learning materials. Like othersin his region he hasnt submitted his homeworkon trained teachers - meaning that we dont have anaccurate idea of how hes faring here. Maybe moreattention would give him a higher score in future?

    Baghdadi has a good score here and hasattained a good position in the global class.Enrolment rates in primary education are

    impressive, though he needs to pay moreattention to keeping children in schoolbecause drop out rates are also high.Education quality is a subject he excels in,being one of very few who can say they haveno shortage of teachers, and he deserves

    merit for having genuinely abolished fees andother charges. This must come at a price,but we dont know what he spends becausethe data isnt available. Its a shame he letshimself down by his attitude to teachersunions - a reflection perhaps of a moregeneral trend to secrecy which leads to aperception of corruption.

    Zeine comes near the bottom of the globalclass, with fairly low marks across the board.
