GLOBAL SNOW LEOPARD CONSERVATION FORUM 22-23 OCTOBER, 2013 KYRGYZ REPUBLIC

Proposals of the Forum in 2013

•Initiative of the President of the Kyrgyz Republic Mr. A.Atambaev: to endorse the Global Snow Leopard Ecosystem Protection Program and Bishkek Declaration on Snow Leopard Conservation;

•Support by the international conservation and donor communities;

•Involvement of all 12 Snow Leopard range counties;

1. Bishkek declaration on snow leopard conservation;

2. Global Snow Leopard and Ecosystem Protection Program

(GSLEP);

3. Formed a powerful coalition of support from international

partners;

4. Adopted an action plan for the next 12 months.

Annual Program consultations with all snow leopard range countries, donors,

and implementing partners to review progress achieved, consider the findings of Program monitoring and evaluation, and disseminate the results.

Periodic systematic consultations with the range countries and the donor community to map the flow and utilization of funds, review the funding situation, and coordinate energies at filling the key gaps and flow of external resources based on need and performance.

Global Snow Leopards and Ecosystems Protection Program (GSLEP)

• Engage local communities and create culturally and socially responsible incentives

• Combat poaching and illegal trade and reduce demand through enforcement and collaboration

• Conservation in large landscapes with sustainable breeding populations, restoring habitats

and addressing key threats

• Enhance trans-boundary and regional cooperation

Identify minimum 20 Snow Leopard Landscapes in which to achieve the GSLEP’s “Secure 20 by 2020” goal

Enhance capacity of the National Focal Points and Working Secretariat staff, develop effective leadership teams to support national institutional arrangements for GSLEP implementation;

Identify minimum 20 Snow Leopard Landscapes in which to achieve the GSLEP’s “Secure 20 by 2020” goal.

Define first two-year Implementation Plan, National Priority Activities (NPAs) and Global Priority Activities (GPAs)
