Global Spill Control is an Australian owned and operated business that has been servicing both Australian and international industrial, mining and oil and gas sectors since 1991.

With over 7000 active customers, our clients range from large multinational oil and gas companies who require major oil response equipment, through to industrial and mining workshops who are managing day-to-day workshop spills.

At Global Spill Control, we manufacture more than 80% of our products in Australia from Australian raw materials. This provides us with the flexibility to manufacture items to unique and specific customer requirements, whilst maintaining our competitive pricing on our core product range.

Global Spill Control also maintains a large inventory base to meet the requirements of its major industrial distribution business. Global Spill Control benefits from managing its own logistics and delivers daily to all metropolitan-based businesses or nominated freight-forwarding companies (if the customer is located outside the metropolitan area). Quality control and testing

Each production run of Australian made polypropylene is tested three times for consistent product quality and absorbency. This ensures our Australian made absorbents perform at 100% every time, without exception.

Our quality control and lab-testing procedures enable us to accurately state the capacity of our absorbents and spill kits - and we believe this to be an industry first in Australia. In turn, this means you can trust and depend upon our absorbency claims to make important decisions.

Imported polypropylene pads have recently been found to contain chemicals that have reacted to absorbed liquids. At Global Spill Control, we are fully aware of all the chemicals used to manufacture our absorbents and our careful monitoring ensures no such thing occurs with our Australian-manufactured absorbents.

Recycled materials

Global Spill Control uses recycled polyethylene raw materials in all drum bunds and spill pallets. These items can be recycled again after use, further benefiting the environment.

Global Spill Control’s spill kit harmonisation program is the process of carefully selecting and ensuring all spill kits across a single or multiple site are:

• qualified for the role they play in protecting the environment (fit for purpose)

• of a standard type and colour

• fully stocked and audited regularly

• recognised and understood by team members via spill training sessions

Many sites use a random selection of spill kits and brands which vary in what they are called, their quality, along with the kit’s contents (absorbents, PPE, the liquids they absorb, colour of bags, colour of absorbents).

In turn, responders become confused and lack the knowledge and confidence to deal with a spill in case they misuse equipment. This risk can result in a larger environmental incident or even cause harm to the response team themselves.

A spill kit harmonisation program ensures all kits are fit for purpose and that all responders possess the skills and understanding to contain, control and clean up a spill quickly and efficiently.

Spill kit harmonisation involves four fundamental processes:

1. Standardising spill equipment

Standardising spill kits includes assessing the following:

• Sizes and types of containers the spill kit is stored in

• Colours of containers

• Capacity of spill kit absorbents

• Range of PPE within the spill kit

• Colour and physical attributes of absorbents

• Spill kit signage

• Spill kit instructions, procedures and audit tags

• Spill kit component list, re-order forms and reporting

• Signage above/around the kit

• Disposal bags, waste bins and waste procedures for used spill equipment

According to the location they will be used, spill kit selection should be based upon:

• The type of liquid to be recovered

• The volume of the most likely spill scenario

• Where the spill may occur

2. Training

Once your spill kits are in place, training should follow specific to the type and purpose of the spill kits selected.

As a starting point, we recommend a three-hour oil spill training course titled The Control, Containment and Clean up of Oil Spills on Land and Coastal Waters. This course is taught to over 1200 attendees each year and is the premium oil spill course in Australia.

The course is designed to demystify what a spill kit actually is and how to use the tools supplied. Attendees are taught about the different types of absorbents found inside a spill kit and how to apply the tools in their environment. Important issues such as waste disposal, restocking and reporting are also covered.

Alternatively, there is a spill training DVD which can be deployed by in-house trainers to reinforce the importance of spill prevention and control.

This DVD has been designed to ensure staff understand the different spill kits available, along with their specific tools.

Five ways our spill kits make auditing and reordering easy:

1. Reorder forms - forms are included in every spill kit to ensure used components can be easily replaced. Code numbers and descriptions make the process very simple.

2. Spill kit instructions - written and pictorial instructions are included in every kit to provide a prompt in case the responder has forgotten any of their training.

3. Document holder - wheelie bin spill kits have a document holder affixed to the inside of the bin, providing a secure area to retain spill kit instructions, reorder forms as well as additional audit or reporting forms.

4. Audit tags - all wheelie bin spill kits include specially designed audit tags to readily identify when a spill kit has been accessed or used.

5. Labels - all wheelie bin spill kits feature prominent, colour-coded UV-stable labels. The front label readily identifies the type of kit whilst the side labels provide clear and concise emergency instructions.

Auditing spill kits and the subsequent restocking of used absorbents can be handled in several ways:

1. Your team member completes our customised audit and reorder forms which are located in every spill kit, then sends to Global Spill Control for quoting and replacement.

2. Refill kits are held in your stores and used to replace the complete contents of a spill kit.

3. Any partly or fully used spill kit is taken to a Refill Station on your site. It is dropped off and swapped for a new, complete spill kit which is taken to that spill kit’s usual location. At a designated time, or when a pre-agreed number of used kits are returned to the Refill Station, we arrange for an audit and spill kit replenishment, bringing used spill kits back into commission. A Global Spill Control team member is able to attend sites within the metro area of our offices to carry out the audits and replenishments for a small service fee. For remote sites, audits and replenishments can be carried out as per agreements with team representatives.

Your Global Spill Control team member can prepare reports based upon the information we gather as a result of restocking audits. This includes the number of kits purchased, replacements, refill kits and any other general equipment.

This information can be cross-referenced against your internal reports to verify the spill incident report you have received.

We also encourage your HSE department to share internal reports involving spill clean ups with us - this enables our team to create safety notes which can then be shared with your staff to improve skills, knowledge and lessons learned.

4. Toolbox sessions

This last point is powerful in ensuring the program remains true to its original intent. Toolbox sessions are used to:

• Refresh responders on spill kit tools and how they are correctly used

• Remind users on the process of restocking

• Remind users to report spills and the best way to go about doing this

Major environmental damage, together with resulting fines and clean up costs, occurs when a spill enters the environment.

This can be avoided by employing a spill kit harmonisation program across your site.

We often find on site that many spill kits have been supplied on price alone and are not fit-for-purpose.

A fit-for-purpose spill kit can contain and control the most likely of spills in a designated area and will not react with the liquids it is designed to control.

Spill kits purchased on price alone often result in further damage to the environment, which could be prevented simply by opting for a more suitable kit.

It’s better to begin a project with standardised spill kits already in place.

If this isn’t the case, we can easily visit your site and evaluate the situation.

This includes assessing potential risks, the equipment you already have, and recommending an appropriate spill kit standardisation program for your site.

Spill kits only work if the people using them can confidently select the right items for their spill and apply them correctly.

Case study 01Project name: Oil and spill equipment for the Gorgon Project on Barrow Island

Company: Chevron

Date: 2010 - ongoing

Description: During the construction phase of Chevron’s LNG production facility on Barrow Island and surrounding waters, contractors were asked to provide their own spill equipment. In addition to the Solid and Liquid Waste Management Plan for Barrow Island to manage leaks and drips, there was a requirement to ensure all spill kits were ‘fit for purpose’. This ensured companies met their duty of care obligations to their employees, along with the Class A nature reserve environment, and minimised their spill risk.

Strict quarantine import restrictions on Barrow Island imposed by Australian Quarantine Inspection Services requires spill kits and their absorbents to be clean and free of any contamination such as insects, soil, weed or seed infestation and other organic material.

We were asked to design and manufacture a range of Gorgon-standard spill kits which included wheelie bins for fixed installation and bag kits to be stowed in vehicles or located in small workshops. Some of the requirements are listed below:

• Kits could not contain organic absorbents

• Kits must use high quality Australian made polypropylene absorbents (imported polypropylene has had unknown chemicals found within the fibre)

• Wheelie bin kits must have a permanently fixed document holder inside the bin containing component list, reorder forms, MSDS sheets and spill kit instructions.

• Kits must have UV-stable, high-visibility colour-coded Identification labels that are appropriate for the application and allow easy identification in the event of a spill.

• Wheelie bin kits must have additional colour-coded emergency instruction labels.

• Wheelie bin kits have audit tags fitted to allow ready-identification when the kit has been accessed.

• Bag kits are made from heavy-duty waterproof bags with dust seal and labels encapsulated on the outside.

The Gorgon environmental team promoted spill kit harmonisation across the site. This ensured that if a contractor was called to attend a spill using another contractor’s equipment, the responding contractor was familiar with the available tools and could safely complete the spill response task.

A second requirement for contractors who posed a spill risk and worked close to the marine environment was to ensure their teams attended and achieved competency in our 3CCCs oil spill course prior to starting work.

Case study 02Project name: Spill kit harmonisation and implementation process

Company: Linfox Logistics - Western Australia

Date: January - July 2014

Description: Linfox Logistics’ Hazelmere operation is a large laydown site which includes a receivables and dispatch freight yard. Their customers include mining giants such as BHP Billiton and FMG, with thousands of items moved through the site each year.

Linfox recognised a problem had occurred with their spill kit purchasing. Upon auditing the site, we discovered four different styles of spill kits in different colours and types of bins, plus a stockpile of maintenance absorbents in storage.

Linfox’s HSE and environment teams required a solution to streamline these important components, to which we presented our spill kit harmonisation program as the ideal remedy.

Step 1: Responsibly manage all spill kits. Our team:

• Identified different spill risks around the site.

• Selected areas for spill kits and created spill control station areas.

• Standardised existing kits by replacing wheelie bins and relabelling some kits

• Added and updated signage around spill control stations

• Added black wheelie bins and labelled them “contaminated waste bins’

• Added a broom and shovel to each station

Step 2: After the initial implementation stage, a review identified further improvements which included:

• Adding extra General Purpose spill kits in areas of high incidence

• Placing weather-resistant caps over spill kits to help prevent rubbish being placed into the wheelie bins

• Linfox organised for green rubbish bins to be located at all spill stations for general waste (not contaminated or hazardous waste).

Step 3: Linfox placed a select group of the team through the 3CCCs oil spills on land and coastal waters spill course.

As part of the ongoing program, on of our team members attends the site, checks all spill kits, replenishes from the store’s stock, retags and reports usage to the HSE team for prompt reordering. Two team members have been inducted onto site to enable audits all year round.

From both a safety and an environmental perspective, Linfox was required to provide evidence that spills were taken seriously on site. Within their reports, audit results were included both internally and also shared with major customers. The HSE and site management team is small, therefore this work has been outsourced to make reporting easier and more consistent.

Our team has since observed the Linfox team to be more confident and knowledgeable about spill response equipment, therefore are more likely to effectively tackle spills.
