Glossary ‘A’ weighted frequency filter applied to measured noise levels to represent how

humans hear sounds arterial road a road that carries a large volume of traffic as classified by DPTI average recurrence interval

likelihood of a flood occurring in a given year (e.g. 100-year ARI occurs once every 100 years, on average)

base case system that would exist without the introduction of changes proposed by the project

batter the uniform side slopes of walls, banks and cuttings benefit cost analysis

stormwater In the context of this study stormwater is generated by runoff from land and impervious areas such as paved streets, footpaths, carparks and building rooftops during rainfall. Stormwater contains pollutants contaminants in quantities that could adversely affect water quality.

understorey plants growing beneath the canopy of other plants – usually referring to grasses and low shrubs under a tree or shrub overstorey

vegetation communities

the make up of the vegetation according to the plant species and the relative cover of each

visual catchment extent to which the roadway can be viewed by those using the road water quality the condition of water in context of one or more beneficial uses

(such as pH, temperature and concentration of nutrients or contaminants)

wet system drainage system that holds water relying on a hydraulic pressure to move the water

Appendix C – Concept designs of the non-selected long rail overpass option and at-grade rail level crossing option The following text outlines the additional rail overpass options that were investigated by DPTI but have not been selected for construction. Information on the selected (short) rail overpass can be found in Section 6.4.2.

Long rail overpass – not selected

The May 2013 concept design included a long overpass along Outer Harbor rail line over South Road (Figure 1.3). Since September 2013, DPTI has been working with the Croydon Station Community Liaison Group on the long overpass option to address issues associated with this option (were it to be selected as the preferred option to be built), to minimise its impact on the local amenity and environment and to ‘activate’ the space (land) underneath the raised structure. An overview of issues raised and discussed is provided in Section 2.3. As a worst case scenario, DPTI chose to initially consult on the long overpass option as it was the largest and most impacting of the three options, rather than consulting on a smaller option.

The long overpass option was proposed to begin just west of Coglin Street and rise over the lowered South Road and South Road surface roads and Queen Street–Elizabeth Street (Figure 1a in Appendix C).The Coglin Street level crossing (eastern bridge approach) was proposed to remain. The construction of the long overpass also included the relocation and upgrade of Croydon rail station to an elevated position on the overpass structure located over Queen Street. This overpass option would have been approximately 1140 metres long with a maximum height above existing ground level of 8.4 metres.

The long overpass option has not been selected because it:

has an increased visual impact associated with the length of the structure (compared to the short overpass)

would take longer to construct (approximately nine to twelve months)

would likely result in significant disruptions to train services (affecting the commuters using the Grange and Outer Harbor rail services)

require closure of the Croydon rail station during construction

increases construction related impacts in the community (compared to the short overpass).

At-grade level crossing – not selected

An at-grade rail crossing option would have grade separate only the lowered road north-south traffic from the rail line. The South Road surface road carriageways (northbound and southbound) would have still require level crossings, with motorists

on the surface roads continuing to be delayed by rail services (Figure 1b in Appendix C).

Train services would have been be able to continue to operate through the construction site for a majority of the time with limited shut down periods of the Outer Harbor rail line. The construction process would be expected to take approximately three months.

The at-grade level crossing option is not selected because:

it does not achieve the safety benefits of an overpass (i.e. level crossings and potential for car-train, pedestrian-train incidents remains)

it would result in motorists on the surface roads continuing to be delayed by rail services

the at-grade level crossing option would only be an interim solution. It would need to be replaced in the future with an overpass structure to address a future issue caused by southbound traffic stopped at the level crossing queuing back down the Port Road exit ramp into the North-South Motorway and northbound traffic on the surface road stopped at the level crossing queuing back into the Port Road intersection.
