Implementation Rulesh ld
2Changes Old vs. New
CNCA – Certification and Accreditation Administration
CNCA Notices – Notices sent by CNCA to alert the public of impeding changes to implementation rules.
General Implementation Rules: – Seven implementation rules written by CNCA that apply to all products
CCC Implementation Rules: Basic rules written by CNCA about specific product categoriesCCC Implementation Rules: – Basic rules written by CNCA about specific product categories.
Detailed Implementation Rules – Rules interpreted by CCAP for each automotive component category that describe the following:1 Scope of components covered1. Scope of components covered2. Follow‐up inspection requirements3. Control Plan for production of parts4. Factory Grading requirements
COP – Control Plan for production of parts
Ann al Verification Testing Ann al testing cond cted b the man fact rer a q alified thirdAnnual Verification Testing – Annual testing conducted by the manufacturer, a qualified third party lab, or a Chinese lab. These tests consist of a subset of the original type test requirements of the GB standard, as specified in the implementation rules for that specific product type.
GB Standard Chinese test specification and technical requirements for a specific componentGB Standard – Chinese test specification and technical requirements for a specific component type.
Sample Testing – Randomly selected by CCAP as a part of the CCC surveillance program. This could occur during the factory inspection or from samples in the China marketplace This testingcould occur during the factory inspection or from samples in the China marketplace. This testing consists of full type testing.
Initial Factory Inspection – The first factory inspection after product certification for a new product categoryproduct category
Type Test – Testing required from the GB Standard.
Routine Test – Production line testing typically on 100% of components that leave the manufacturing floor.
Implementation Rules – Changes Old vs. New
It has been 10+ years since the China Compulsory Certification (CCC) scheme has been implemented. CNCA recently reviewed and evaluated the entire CCC vehicle and safety components certification process. After the review was completed in 2014, an updated policy was established, and Implementation rules for vehicle component categories were revised across the board.
The purpose of establishing the new guideline is to deepen reforms and provide continuous improvements to the CCC certification process.
The new policy is official starting on Jan 1st, 2015, and will replace the old policy for all new CCC applications. The new policy will be fully implemented by December 31st, 2016 for legacy products.
All certificates, regardless of whether or not they are affected by the new changes, must be updated to reflect the new implementation rules by December 31st, 2016 or they will be suspended.
Implementation Rules – Changes Old vs. New
CNCA revised the eleven (11) implementation rules for vehicle component categories to include the following seven (7) new guidelines:
Factory classification Factory can perform testing (with few exceptions)y p g ( p ) Requirements for Conformity of Production Control (COP) Spare/service parts certification requirements better defined Scope change of some vehicle partsp g p Certification bodies can implement CCC certification rules differently Annual renewal of CCC Mark is cancelled (same time frame as CCC certificate)
These guidelines are common across all component categories with the exception of scope changes.

Implementation Rules – Changes Old vs. New
Under the new CCC policy, factories will be classified in accordance with CCAP metrics (based on new implementation rule), and will be given a grade of A, B, C, or D
The grading effects the number of factory follow‐up inspections required and random selection testing methods
As an example, for grade A, a manufacturer will no longer be required to perform annual follow‐up inspections, but will be allowed to conduct inspections once every other year
For grade D, a manufacturer will require a scheduled annual factory inspection plus another un‐announced inspection every year
CCAP will assign the factory classification prior to the next follow‐up factory inspection. The assignment will be based on high risk to low risk. Example: D→C→B→A
Implementation Rules – Changes Old vs. New
CCAP will inform the factory of the classification assignment

Implementation Rules – Changes Old vs. New
Level A: No serious failure found during initial and follow‐up factory inspections for the last 2 years
Pass random sample tests during the follow‐up inspection (if required)
Manufacturer has good independent design ability, test facilities approved to ISO/IEC 17025 (third party approval – with mutual recognition such as ILAC or meet the technical requirements equal to GB/T 27025 – Chapter 5) and has in‐house test capabilities to conduct all sample testing requirements
No non‐conformances with China national or state market survey (if required).
Level A Classification cannot be achieved in the first or second year of factory inspections.
Implementation Rules – Changes Old vs. New
Level B:
Factories other than Level A, C and D – New factories are typically assigned Level B to start and may be upgraded to Level A after the second year
Level C:
Initial factory inspection and follow up inspection failure caused by product quality and can be corrected via on‐site verification
Product quality disqualification but not to a point that would cause certificate suspension
Implementation Rules – Changes Old vs. New
lLevel D: Failure of Initial factory inspection or follow up inspection
Fails to conduct follow up factory inspection or initial factory inspection Fails to conduct follow‐up factory inspection or initial factory inspection
Serious quality issue which can cause certificate suspension
Non‐conformance in the state or national market survey (if applicable)
Certificate suspended or withdrawn for other reasons

• One of the biggest unknowns or challenges for scheduling a CCC IFI is obtaining U.S. Visas for the inspectorsVisas for the inspectors
• CQC/CCAP sends 2 auditors for a period of 2 days to audit each factory. However, the time frame may vary based on the number of products to be certified
• During the Factory Inspection, the auditors will be primarily looking at the company’s existing quality system
• Auditors will request to witness applicable tests to be performed on the product(s) during the audit
CCC Certification Process
• Auditors follow CNCA Implementation Rules for Compulsory Certification for specific type of product categories
• For other product categories, there are other Implementation rules, however the ll hprocess is generally the same
• If discrepancies are found, manufacturer has 30 days to address non‐compliances
• Factory will be assigned an ID if the audit is successful. The ID number can be placed under the CCC logo but not mandatory
CCC Certification Process
• Once CQC/CCAP has obtained test reports from the test laboratory and an IFI audit (w/no major non‐compliances), then the CCC certificate can be issued for the product
