GM has agreed to pay $900 mil-lion in fines in order to avoidcriminal prosecution over thedeaths of customers who had ig-nition problems in certainChevrolet Cobalts.
In an address that was trans-mitted to General Motors facili-ties around the world, GM CEOMary Barra spoke from the TechCenter on Sept. 17 about thecompany’s settlement with the
U.S. Justice Department.According to the Associated
Press, the automaker will retainan independent monitor to re-view and assess its policies to en-sure compliance with the agree-
ment with the government, ac-cording to court papers releasedby U.S. Attorney Preet Bharara inManhattan.Besides the $900 million forfei-

DETROIT (AP) – A tentativecontract agreement reached latein the day on Sept. 15 betweenthe United Auto Workers and FiatChrysler addresses pay andhealth care issues, but neitherside would give specifics aboutthe pact.The Italian-American company
and union announced the accordcovering about 40,000 workersnationwide after a furious and al-most continuous 48 hours of bar-gaining. It will serve as a tem-plate for Fiat Chrysler’s Detroitcounterparts, General Motorsand Ford, both of which are oper-ating on contract extensions.But UAW President Dennis
Williams made it clear that hewould treat the other two differ-ently because they are moreprosperous.Union officials still must be
briefed on the four-year package,then the full membership willvote on it.At a hastily called news confer-
ence after the deal was an-nounced early in the evening ofSept. 15, Williams said the agree-ment meets the union’s goals butstill keeps Fiat Chrysler competi-tive with other automakers. Hetold reporters he had three goalsfor the contract: giving entry-lev-el workers a path to higher pay,rewarding members for sacri-fices they made while FiatChrysler struggled financially,and dealing with escalatinghealth care costs.“We believe that we have met
those goals, but ultimately ourmembership will make the finaldecision,’’ Williams said.The union was seeking hourly
pay raises for longtime workerswho haven’t had one in a decade.It also wanted to narrow or closethe wage gap for new hires, whostart at about half the $29 per
hour that longtime workers arepaid.The UAW agreed to the two
tiers of pay when then-Chryslerwas near bankruptcy in 2007. ButFiat Chrysler CEO Sergio Mar-chionne agreed with the UAWthat tiered wages were unfair toworkers. Marchionne said nego-tiators came up with a carefullycrafted agreement “whereby thatissue will go away.’’ But hewouldn’t give further details.The UAW began bargaining in
July with Ford, GM and FiatChrysler. Contracts with all threecompanies – which cover around140,000 U.S. hourly workers – ex-pired Monday night but were ex-tended while talks continued.Fiat Chrysler, or FCA, was
picked as the lead company inthe talks this year, making it thefocus of bargaining and a poten-tial strike target if talks hit asnag.

As the saying goes – show,don’t tell. And that’s exactlywhat Fiat Chrysler did at the 16thannual Matchmaker event held atthe company’s headquarters inAuburn Hills on Sept. 17.Matchmaker, said Fiat Chrysler
spokesman Mike Palese, is de-signed to expand the company’ssupplier diversity base. It pro-vides minority-owned, women-owned and veteran-owned busi-nesses access to Fiat ChryslerTier I suppliers and to decisionmakers in the Fiat Chrysler pro-curement organization, Palesesaid. The program has generated
more than $2.3 billion in newbusiness opportunities for ex-hibitors since 2000.Matchmaker continues to be
the much-copied, premier net-working trade event in the auto-motive supplier community, saidTom Finelli, vice president ofNAFTA Purchasing and SupplierQuality at Fiat Chrysler.This year’s Matchmaker at-
tracted more than 3,100 partici-pants. More than 270 minority-owned, women-owned, veteran-owned and majority-owned FiatChrysler suppliers participatedin the day-long event, Palese
said.“FCA US is committed to creat-
ing a diverse and sustainablesupply base that directly reflectsour customers,” said Finelli. “Pro-grams like Matchmaker enableFCA US to operate efficiently andsustainably, and to bring innova-tive new products to market thatresonate with a diverse customerbase. tunities, said Basel.More than 1,800 global compa-
nies were analyzed this year. GMreceived top scores in climatestrategy and operational eco-effi-ciency, and a perfect score in en-vironmental policy and manage-ment.“We’re on a mission to trans-
form transportation, from de-signing more efficient vehicles toredefining how they’re built toreduce environmental impact,”said Greg Martin, executive di-rector of Global Public Policy.“These efforts allow us to delivertop-line vehicles to customersand bottom-line benefits to in-vestors.”GM generated $2.5 billion in

the deal with the government isits “Deferred Prosecution Agree-ment” in which the governmentdefers prosecution of chargesagainst GM for three years.“After three years, if we meet
all of the terms and conditionsset by the government, federalprosecutors will seek to dismissall of the charges and the matterwill be completely closed,” Barrasaid.GM’s obligations under the
agreement, Barra said, include:• GM to continue cooperating
with the federal government andobey all laws;• GM to work with the govern-
ment to establish an independ-ent monitor to review and assessits policies and procedures inspecific areas relating to safetyissues and recalls;• GM to pay a $900 million fi-
nancial penalty.“This is a tough agreement. It
further highlights the mistakesthat were made by certain peo-
ple in GM, and it imposes signifi-cant penalties and obligations.Make no mistake – we are com-mitted to honor the obligations,”Barra said.Reuss said that while the set-
tlement is tough on GM, “wemust remember that it was dev-astating for people who boughtour cars.”Reuss went on to say that GM
must never forget what hap-pened with the ignition switchtragedy, nor should anyone atthe company want to.“You can put it in the mirror
and go forward,” Reuss said, “butalways see it back there. And re-member – it’s closer than it ap-pears.”Reuss said he’s proud of the
progress GM has made but stillhas much work to do.“When you make mistakes, you
accept them, you correct the sit-uation and you take the neces-sary steps to make sure you nev-
er make the same mistakesagain,” Reuss said.That’s why GM has reorgan-
ized its engineering departmentsfor greater transparency and ac-countability. The improvementsthat GM will make in the futurecan only be done with the help of
its employees, Reuss said.“I have said many times I wish I
could turn back the clock,” Barrasaid. “If I could, I would do so in aheartbeat. But I can't. What wecan do is make sure we respondthe right way. We have done that,and we will continue to do so.”

The deal with FCA came aftertwo days of talks that includedan all-night session from Sept. 14to Sept. 15. Both sides hadagreed to extend the contract onan hour-by-hour basis while talkscontinued, even as some mem-bers called for an end to talksand a strike at FCA plants.The main issue in the talks was
pay raises. The current wage gapbetween entry-level workers andveteran employees benefits FCAthe most, since 45 percent of itshourly workers make entry-levelwages. Only around 20 percent ofworkers at Ford and GM makethe lower wage. Fiat Chryslerhad no cap on the number of en-try-level workers it could hire,but that was to be negotiated inthe contract talks.Marchionne has been outspo-
ken about wanting to eliminatethe wage gap. But he has indi-cated the top wages shouldcome down in favor of fatterprofit-sharing checks. Over thepast four years, Fiat Chryslerworkers have gotten annualprofit-sharing checks totaling$9,000 a worker.The union is also seeking guar-
antees from all three automakersthat new vehicles will be built inU.S. factories and not in Mexico,where companies have beenmov-ing some of their production.While the agreement will serve
as a pattern for pacts with Fordand GM, there are significant dif-ferences in the companies. Fordand GM are larger and makemore money. Also, FCA is the on-ly one of the Detroit Three whoseU.S. labor costs are lower thanforeign competitors like Toyota;Ford and GM think that’s an un-fair advantage and want to be onpar with FCA.Williams said some parts of
the deal will transfer to Ford and
GM, but some financial provi-sions will be different.“It’s about whether or not the
company has a greater ability topay,’’ he said. “I don’t want peo-ple to think for one minute thatI’m not looking at the other com-panies and the amount of moneythat they have made,’’ Williamssaid.To fund some of the union de-
mands, Williams has proposed agiant health care pool to savemoney for the union and thethree companies. Currently, aunion-run trust pays most healthinsurance costs for about600,000 retirees and their spous-es, and the companies fundhealth care for about 551,000hourly and salaried workers andtheir families.Neither would say if they
agreed to set up a giant healthcare pool, but Marchionne saidthere are inefficiencies in theway they now run health care.“We have an obligation to find
a better way to manage thiscost,’’ he said.Williams and Marchionne
praised each other for a coopera-tive relationship during the talks.The agreement came about 19hours after the contract withFCA expired at 11:59 p.m. Sept.14. Williams said union leaderswill have to be briefed on thepact this week, and said hedidn’t expect a deal with GM orFord this week.

billion with approximately 200minority suppliers in 2014, repre-senting 7.2 percent of the compa-ny’s total annual purchasing,Palese said.Since 1983, the company has
purchased nearly $53 billion ingoods and services from a vari-ety of minority-owned suppliers,Palese said.In addition to its business-to-

Small Business Administration,the Minority Business Develop-ment Agency, the Michigan Eco-nomic Development Corporationand others, cover such topics asaccess to capital and minoritybusiness services, merger andacquisition strategies.Other topics of discussion in-
clude the use of various comput-er programs designed to assistTier I and minority suppliers todo business with one anotherand the implications of federal
healthcare reform for small andmedium-sized businesses andtheir bottom lines.Fiat Chrysler continues to sup-
port several organizations thatassist Tier I suppliers withachieving their minority-ownedand women-owned sourcinggoals, Palese said.These organizations include
the National Minority SupplierDevelopment Council, the Cana-dian Aboriginal and MinoritySupplier Council and theWomen’s Business Enterprise Na-tional Council.In addition, Fiat Chrysler sup-
ports veteran-business owner-ship through membership withthe National Veteran-OwnedBusiness Association, Palesesaid.

traditional coal-fired plants as ei-ther a co-mixed fuel with coal orindependently without changingthe infrastructure of the plant.This is important because retro-fitting a coal-fired power plantcan cost hundreds of millions ofdollars. Also, coal-fired plants canexperience significantly reducedpollution emissions by transi-tioning to the new fuel creating animmediate improvement in airquality.

FARMINGTON HILLS, Mich.(AP) – Daimler North AmericaCorp. is moving its headquartersto Michigan from New Jersey,and with it 30 white-collar jobs.Gov. Rick Snyder announced
the relocation last week aftermeeting with Daimler executivesat Germany’s Frankfurt AutoShow. The jobs currently in ParkRidge, N.J., include treasury, ac-counting and legal positions.Daimler’s Michigan operations
include the headquarters forMercedes-Benz’s financial servic-es and research and develop-ment, and Daimler Trucks’ sub-sidiary Detroit Diesel.Daimler spokeswoman Andrea
Berg says the move will startnext year. The headquarters willbe in Farmington Hills, where thefinancial services operations arebased.Snyder, who has completed a
trade trip to Germany and Japan,also announced the opening of aMichigan Europe Center to boosttrade and exports.Those offices will be in Berlin
and London.

This action is helpingthe auto-maker achieve its goalto trim global waste-to-landfill by40 percent per vehicle producedfrom 2011 to 2016.The R&E Center sits on 720
acres in Dearborn near FordWorld Headquarters. With morethan 12,000 employees workingout of 34 buildings – including re-search labs, design studios, anda major data center, the campusis much like a small city, Canganysaid. Paring waste streams willallow Ford to be more efficientwhile helping to improve the en-vironment.“Our global waste strategy
commits Ford to reducing waste-to-landfill, and we have made
great progress at our manufac-turing plants,” said Andy Hobbs,Ford’s director of the Environ-mental Quality Office.“We are now extending this ef-
fort to our office and research fa-cilities, and are proud to recog-nize the Research & EngineeringCenter for sending zero waste tolandfill.”The nearly three-year effort to
achieve landfill-free status start-ed by identifying various wastestreams and categorizing themfrom smallest to largest. Wastemanagers and environmental en-gineers then worked to find cre-ative solutions to avoid usinglandfills while not incurring addi-tional cost to manage the waste.The move also included recy-cling training for campus em-ployees. The Research & Engi-neering Center houses test oper-ations – including a test track,wind tunnels, crash sleds and dy-namometers.The campus now diverts
230,000 pounds of waste fromlandfills annually, Cangany said.Ford has reduced the amount ofglobal waste sent to landfills by50 percent per vehicle over thelast five years.
Thirty Ford facilities no longersend any waste to landfills, Can-gany said. This includes all Cana-dian and Mexican manufacturingplants. The company is workingto shrink greenhouse gas emis-sions from manufacturing facili-ties by 30 percent per vehicle be-tween 2010 and 2025.Ford eased global water use by
30 percent per vehicle from a2009 baseline – reaching its goaltwo years ahead of schedule,Cangany said.Since 2011, Ford has been
working to trim energy consump-tion by 25 percent by 2016.

mated driving and of extensivelyconnected cars has pushed asideelectric and low-emission vehi-cles as the major theme in justthe two years since the show waslast held.New technologies could lead
to everything from real-time navi-gating around a slippery stretchof road, to eliminating the needfor a home garage by having carsdrive themselves to people whosummon them through an app.The big question among au-
tomakers is whether they will bethe ones to provide new tech-nologies – and profit from them –or will major tech companies likeGoogle and Apple take a slice ofthe industry. For now, the twosides are balancing cooperationagainst competition as theygauge what the future holds.General Motors CEO Mary Bar-
ra said that “we will see morechange in the industry in thenext five to ten years than wehave in the last 50.’’Dieter Zetsche, the head of
Daimler AG, described the carand technology companies as be-ing “frenemies.’’ He said Daimlerwould welcome competition,which he called “the energysource for our economy.’’ What’simportant is for Daimler to keepcontrol of customers’ data, tonot sell it to third parties, and toobey customer wishes on how itis used. expectations of rapid changewere widespread in the industry.In a survey of 91 industry execu-tives for a report released Sept.16, it found 90 percent “believethat their organization’s businessmodel will change or broaden be-cause of connectivity and au-tonomous driving.’’The company also found that
more car customers would bewilling to switch brands for bet-ter connected services. The num-ber that would do so rose from20 percent in 2014 to 37 percentthis year. The company surveyedover 1,000 recent car customerseach in Germany, the U.S. andChina. “The fact that within justone year the number of peoplewilling to switch car brands forconnectivity has almost doubledshows that connectivity is evolv-ing from a should-have to a must-have’’ for carmakers.More and more carmakers sup-
port the Android Auto and AppleCarPlay interfaces that let peopleuse their smartphone apps, suchas navigation or messaging,through their car’s dashboardscreen. Seven automakers hadcars with Android Auto on dis-play in Frankfurt: Audi, Hyundai,Mitsubishi, Volkswagen and itsSEAT and Skoda brands, andOpel. General Motors has beenconnecting cars for yearsthrough its OnStar remove road-side assistance service, which itextended to its mass-market en-trant in Europe.Google had no stand at the
show, but has shaken up the autoindustry by testing a self-drivingprototype. Traditional automak-ers such as Daimler’s Mercedes-Benz, GM and Toyota are alsoworking to gradually automatefunctions in the car until vehiclesbecome fully capable of drivingthemselves, possibly by 2025.A key issue is when some auto-
mated functions become legal,and in what countries. Sometechnologies – especially for carsthat drive themselves – are al-ready appearing on new models,but are held back by legal andsafety concerns. BMW’s new 7-Series sedan can park itself withthe driver standing outside at thepress of a remote button. Carscan already warn drivers whenthey’re leaving their lane.Daimler CEO Zetsche sketched
out a transformative idea: “Youcould for instance, think about atypical American neighborhoodwhere you would avoid building100 garages, getting more housesin, and having the cars beingparked outside and come on de-mand,’’ he said. “That is a rela-tively simple task and could beaccomplished certainly withinthe next five years. ... It dependson the restrictions.’’
According to Renault-NissanCEO Carlos Ghosn, autonomousdriving might come in stages asmore functions are automatedand different jurisdictions allowthem. He cautioned, however,that someone will always be be-hind the wheel able to take over.He also argued that tech com-
panies would be an integral partof the car industry in the future.“We cannot develop this technol-ogy on our own.’’Google’s engineering director
in charge of Android Auto,Patrick Brady, attended the showfor discussions with auto part-ners and said there was a conver-gence between the industries.“We are partnering in so many

DETROIT (AP) – General Mo-tors will pay $575 million to set-tle hundreds of civil lawsuitsfiled against the company overfaulty small-car ignition switch-es, including the bulk of pendingwrongful death and injury cases.The company, on Sept. 17, said
it reached a deal with Texas per-sonal injury lawyer Bob Hilliardto settle 1,385 death and injurycases that he filed over crashescaused by the switches.The money also will be used to
settle a 2014 class-action lawsuitfiled by shareholders claimingthat General Motors’ actions re-duced the value of the compa-ny’s stock.Neither General Motors nor
Hilliard would say how muchmoney was set aside for thedeath and injury claims, butHilliard said the number wassubstantial and he is confidentit’s enough to settle all the law-suits.The announcement comes the
same day that the U.S. Attorney’sOffice in Manhattan is to detailan agreement with General Mo-tors to settle a criminal investiga-tion into the switch case.It will be a costly close to a sad
chapter in the company’s histo-ry. In addition to the $575 mil-lion, General Motors has agreedto pay a $900 million fine to thefederal government to avoidprosecution on wire fraudcharges.With the settlements, General
Motors is taking big steps towardmoving past the ignition switchscandal, which tarnished thecompany’s reputation, but alsotouched off a series of company-wide safety reforms designed to
prevent such incidents from hap-pening in the future. General Mo-tors’ CEO Mary Barra appointeda new safety chief who reportsdirectly to her and added 35product safety investigators toits staff.The company, in response to
what happened over the ignitiontroubles, changed its product de-velopment process to focusmore on safety and it started aprogram that encourages em-ployees to speak up if they find asafety issue.GM also reviewed a backlog of
safety issues in 2014 and issued arecord 84 recalls covering morethan 30 million vehicles, includ-ing 27 million in the U.S.By comparison, this year the
company has issued 33 recallscovering 2.6 million cars andtrucks.In the wrongful death cases,
Hilliard said a special master willbe appointed to decide howmuch to offer each of the plain-tiffs he represents.Hilliard said the lawsuits in-
clude 45 deaths. Including 124death cases settled previouslyby General Motors, that bringsthe number of deaths caused bythe switches to 169. Hilliard esti-mates that number will rise to250 by the time all cases are set-tled or tried.Even with the settlements, an-
other 454 death and injury casesremain as part of the consolidat-ed federal court claims againstGM.Hilliard, one of the lead attor-
neys in the consolidated cases,said he is encouraging the com-pany to set aside money to settlethose as well. Six cases havebeen scheduled for trial, includ-ing a trial that is set to start be-ginning in January of 2016.
