THE Government of Saint Lucia. through the Ministry of Communications, Works,
Transport and Public Utilities hereby invites proposals to provide the above captioned.
Bidding Documents will be available from 1 st August 2007 and can be obtained on request from the Project Coordinator, located at the Special Projects Unit, Johnsons Marine Centre, Rodney Bay, Gros Islet for a fee of EC$100.00.
Please note that this invitation applies to locally registered consultancy firms.
Bidders shall provide all evidence necessary to prove that they meet the following criteria to be eligible to bid.
Be registered within the country of the Employer.
Have majority ownership by nationals of the country of the Employer.
Not subcontract more than 50 percent of the Works measured in terms of value to foreign consultants.
Domestic consultants belonging to the firm will, under the arrangements proposed, carry out at least 50 percent of the Works, measured in terms of value, which shall exclude any materials or plant which are to be directly imported by the
domestic partner (s) (Always provided that the domestic partner or partners arequalified to carry out that amount of work).
Satisfy any other criteria specified for the purpose of document eligibility, as specified in the Bidding Document.
Proposals should be submitted no later than 12:00 noon, 11th September 2007 as per directions provided in the bidding documents.

Development Control Authority
THE Development Control Authority is considering an application for a change of land use from Residential-
Single Family to Residential-Multi Family ( eight condominium units each measuring 1,170 sq. ft). The site is indicated on the Land Registration and Titling Sheet 1458B as parcel 256, measures 29,543 sq. ft. and is bounded as follows:
North: by the Golf Course
South: by a vehicular access road
West: by Parcel 255 owned by Darren James of Mome Dudon, Castries
East: by Parcel 258 owned by Philip H. Junior of Castries
The proposed Residential-Multi Family land use will involve a departure from the approved Residential -Single Family land use.
Any resident or land owner in the area wishing to make comments and/or recommendations on this proposed change in land use is requested to make a submission in writing by July 30, 2007 to the Executive Secretary, Development Control Authority, Physical Planning Section, Greaham Louisy Building, Conway, Castries.

DECLARATION OF ACQUISITION PURSUANT TO SECTION 3 OF THE LANDACQUISITION ORDINANCE (CHAPTER 109)
And
IN THE MATTER of a Declaration by the Governor General acting on the advice of Cabinet that a portion of land situate at Beausejour in the quarter of Gros Islet in the island of Saint Lucia are likely to be acquired for public purpose.
DECLARATION OF ACQUISITION OF LAND
WHEREAS, it is enacted by Section 3 of the Land Acquisition Ordinance Chapter 109 that if the Governor General acting on the advice of Cabinet considers that any land should be acquired for a public purpose, she may cause a Declaration to that effect to be made.
And Whereas, it is considered by the Governor General acting on the advice of Cabinet that the lands mentioned and described in the Schedule hereto should be acquired for a public purpose to wit: Road Widening.
Now Therefore, it is hereby declared by the Governor General acting in accordance with the advice of Cabinet, that upon the Second Publication of this Declaration in the Gazette, the lands mentioned in the schedule hereto shall be vested absolutely in the Crown: Road Widening.

In other news, the East Caribbean Financial Holding company successfully completed its additional public offering, 1,546 bids were placed totaling for over 8.5 million shares with a value exceeding $106.8 million. In the primary bond market, the Eastern Caribbean Home Mortgage Bank raised $22.6 million in a 2-year 6% tax free bond arranged by CMMB.
Trinidad Price leaders on the TTSE last week included Trinidad Cement, Republic Bank and National Enterprises whilst losers included RBTT,, Guardian Holdings and Unilever. Angostura was the volume leader followed by Grace Kennedy and Neal & Massey, and all market indices increased. At the 28th Caribbean Community Heads of Government meeting held in Trinidad, Prime Minister Patrick Manning announced
that the government has no intentions of being a shareholder in Caribbean Airlines. With the aim of getting out of the airline business, the Trinidadian government is working towards moving the airline to being a privately-held company once the airline becomes profitable.
Jamaica The Jamaican market ended the week with all indices recording losses. Of the 33 stocks traded, 13 stocks advanced, 14 declined and 6 traded firm. Volume leaders included the Gleaner Company, Supreme Ventures and Desnoes & Geddes. Stocks advancing included Jamaica Producers, Capital and Credit Merchant Bank and Carreras Limited, among the decliners were Lascelles de Mercado, First Caribbean International Bank and Dehring, Bunting & Golding. In other news, Jamaican businesses and consumers are expecting a favorable year economically. Despite a projected rate of economic growth of only 2.5%, Jamaicans are expecting economic prosperity and Jamaican businesses are expecting this year to be a profitable one with consumers expecting new jobs and a climate for making new investments.
Barbados In Barbados, the Composite index gained 8.56 points to close the week at 957.69 points
which West Indies Biscuit Company, Sagicor Financial and Goddard Enterprises were the volume leaders on the Barbadian Exchange. The proposed merger between Barbados Shipping & Trading and Ansa McAl is causing concerns amongst the staff of Banks Holding Limited. Employees of the Barbadian brewery company have expressed the simple concern that Banks does not compete with Ansa McAl, the owner of Carib Beer. This concern has roots which stemmed from the rumored buyout of Banks Guyana by Ansa McAl, at which post Banks Holdings intervened to protect the Banks name.
International US markets climbed and the S&P500 posted its largest weekly gain since April due to takeovers news and greater earnings prospects for energy companies. Asian and European markets also rose after crude oil prices rose. In addition the rising crude oil prices, oil giants Royal Dutch Shell and BP are reporting a positive outlook. In commodities news, oil and gold prices surged ahead while in currency markets the US dollar continued its decline against the Euro and the pound which are not trading at all time highs against the weakening greenback.
Remote Access The Internet allows computer users to connect to other computers and information stores easily, wherever they may be across the world. They may do this with or without the use of security, authentication and encryption technologies, depending on the requirements. This is encouraging new ways of working from home, collaboration and information sharing in many industries. An accountant sit-ting at home can audit the books of a company based in another country, on a server situated in a third country that is remotely maintained by IT specialists in a fourth. These accounts could have been created by home-working book-keepers, in other remote locations, based on information e-mailed to them from offices all over the world. Some of these things were pos-sible before the widespread use of the Internet, but the cost of private, leased lines would have made many of them infeasible in practice. An office worker away from his desk, per-haps the other side of the world on a business trip or a holiday, can open a remote desktop session into their normal office PC using a secure Virtual Private Network (VPN) con-nection via the Internet. This gives the worker complete access to all of their normal files and data, including e-mail and other applications, while away from the office. This concept is also referred to by some network security people as the Virtual Pri-vate Nightmare, because it extends the secure perimeter of a corporate network into its em-
ployees’ homes; this has been the source of some notable security breaches, but also pro-vides security for the workers.
Collaboration The low-cost and nearly instantaneous sharing of ideas, knowledge, and skills has made collaborative work dramatically easier. Not only can a group cheaply communicate and test, but the wide reach of the Internet allows such groups to easily form in the first place, even among niche interests. An exam-ple of this is the free software movement in software development which produced GNU and Linux from scratch and has taken over development of Mozilla and OpenOffice.org (formerly known as Netscape Communicator and StarOffice). Internet ‘chat’, whether in the form of IRC ‘chat rooms’ or channels, or via instant mes-saging systems allow colleagues to stay in touch in a very convenient way when working at their computers during the day. Messages can be sent and viewed even more quickly and conveniently than via e-mail. Extension to these systems may allow files to be ex-changed, ‘whiteboard’ drawings to be shared as well as voice and video contact between team members. Version control systems allow collaborat-ing teams to work on shared sets of docu-ments without either accidentally overwriting each other’s work or having members wait until they get ‘sent’ documents to be able to add their thoughts and changes.

A computer file can be e-mailed to custom-ers, colleagues and friends as an attachment. It can be uploaded to a Web site or FTP server for easy download by others. It can be put into a “shared location” or onto a file server for instant use by colleagues. The load of bulk downloads to many users can be eased by the use of “mirror” servers or peer-to-peer networks. In any of these cases, access to the file may be controlled by user authentication; the transit of the file over the Internet may be obscured by encryption and money may change hands before or after access to the file is given. The price can be paid by the remote charging of funds from, for example a credit card whose details are also passed—hopefully fully encrypted—across the Internet. The ori-gin and authenticity of the file received may be checked by digital signatures or by MD5 or other message digests. These simple features of the Internet, over a world-wide basis, are changing the basis for the production, sale, and distribution of any-thing that can be reduced to a computer file for transmission. This includes all manner of of-fice documents, publications, software prod-ucts, music, photography, video, animations, graphics and the other arts. This in turn is causing seismic shifts in each of the existing industry associations, such as the RIAA and MPAA in the United States, that previously controlled the production and distribution of these products in that country.

Chanderpaul Durham is set to sign West Indies batting star Shivnarine Chanderpaul. “We have agreed terms with him subject to him receiving a work permit,” a club spokesman told BBC Sport. Chanderpaul made two centuries in the recent Test series against England and also topped the batting averages in the one-dayers which followed. Overall, the 32-year-old from Guyana has made 104 Test and 222 one-day appearances, but this will be his first taste of county cricket.
Michael di Venuto and Scott Styris are currently filling Durham’s two overseas places, but the latter is due to return to New Zealand next month. Chanderpaul has to return home in order to get his working visa sorted

Golf legend Player in drugs claim Gary Player has claimed some golfers are taking performance-enhancing drugs to boost their game and wants random testing brought in as soon as possible. “I know for a fact that some golfers are doing it,” said the South African, who won nine majors in his career. “I would say there are 10 guys taking something. I might be way out. It’s definitely not going to be lower, it might be a hell of a lot more.” Player, 71, says two players have told him personally they are taking drugs. He refused to reveal who they were but said he could see a big physical change in one of those he had spoken to. “One guy told me - and I took an oath prior to him telling me - but he told me what he did and I could see this massive change in him,” said Player. “And somebody else told me something I also promised I wouldn’t tell, that verified others had done it.” Player also revealed he had himself rejected offers from doctors to take Human Growth Hormone (HGH).
“Every doctor I go to, without fail, says ‘Gary, you must take HGH’,” he explained. “He said it will make you stronger, your skin will be thicker because your skin starts to get scaly, your hair is stronger, your complexion will be better, you’ll be more supple. “He said you’ll start hitting the ball 20 to 30 yards further. “I said I’ve done everything I wanted to do in golf. I’ve got 20 grandchildren, I want to enjoy my life with them and I don’t want to take it because I’m not sure what it will do to me.” Golf is in the process of formulating a drug testing policy as it attempts to fall in line with other sports. The PGA Tour is drawing up a list of prohibited substances while the European Tour says it plans to have a drugs policy in place by January 2008. The LPGA Tour has also said it will start drug testing in 2008. Meanwhile, Open organisers have said the tournament will eventually become part of an overall random testing system. “We are working closely with the Tours around the world to achieve the introduction of a uniform drug-testing policy,” said Royal & Ancient Club chief executive Peter Dawson.
“Those discussions, I’m pleased to say, are at a pretty advanced stage.” Some testing has already been carried out. The International Golf Federation tested 12 golfers at the World Amateur Team Championships in South Africa last year. There were no positive findings. Four years ago at the French Open, the government decided to test some players on the final day. France’s Marc Farry sample was found to contained the banned steroid prednisolone, an anti-inflammatory not considered performance-enhancing. But he was subsequently exonerated because the substance was prescribed by a doctor to combat a wrist injury. Asked if he thought drugs testing was needed in golf, Player responded: “It is absolutely essential.” He also warned that performance-enhancing drugs were a real threat to the game. “We’re dreaming if we think it is not going to come into golf,” said the three-times Open champion. World number one Tiger Woods, who has come out in favour of drug testing, was asked on Tuesday if he would be surprised if a golfer tested positive.
