Goal Hierarchy
1.
Implementation of water use charges
• Progressive unitary price, conditional on:
–
meeting the percentage agreed for the disbursement of collected funds–
development of new studies about water use charges (new parameters,
specific mechanisms, loans, private sector access to collected funds)–
Water charges amount: US$ 190 million in 10 years (25 % of PIRH‐PARH)
• Revenue leverage via water charging
• Water charges used as offsetting (receivables anticipation)
Strategies for Implementing PIRH‐PARH
2. Implementation of a Single Water Agency
• Economy of Scale
• Results‐Driven Management Contract
• Annual assessment of the results using specific indicators
• Financial resources application according to Multi‐year Plan (2012 ‐
2015)
3.Political, institutional and administrative actions to increase financial resources
•Municipal mayors and Congressmen approach
• Sectorial Public Policy approach
• Public‐Private Partnerships
• Payment for Environmental Services
4. Regulatory and Inspection Actions
• Strengthening of State Water Resources Management Institutions
• Improvement of regulation mechanisms, especially in critical sub‐basins
• Permanent and joint inspection campaigns and users registry
5.
Legal and Judicial Actions• Legislation projects that result in environmental benefits
• Legal regulation of preservation areas
• Establishment of legislation about municipal compensation
6.
Implementation of a information system about planning and managing financial investments and performance evaluation
of PIRH‐PARH
FINAL COMMENTS
•Governance Improvement: participation of various actors involved in decision making has been strengthening IWRM at Doce River
Basin
•Challenges―
To build up multiple strategies, mainly financial related, to implement
PIRH‐PARH
―
To incorporate the actions established at PIRH‐PARH into sectorial policies (water supply and sanitation, agriculture, industry, energy, etc.).
