The

Military Government

The supreme authority exercised by an armed occupying force over the lands, properties, and inhabitants of an enemy, allied, or domestic territory. Military government is exercised when an armed force has occupied such territory, whether by force or agreement, and has substituted its authority for that of the sovereign or previous government.- FM 27-5 Civil Affairs Military Government, 1949

Exercises temporary executive, legislative, and judicial authority in a foreign territory.- JP 3-07 Stability Operations

Transitional Military Authority

Exercise executive, legislative, and judicial authority over the populace of a territory that US forces have taken from an enemy by force of arms until an indigenous civil government can be established.

Includes the functions of "safety, security, and well-being of the populace; reestablishing and maintaining public order; and restoring essential services."- JP 3-07 Stability Operations

Support to Civil Administration

Military operations that help to stabilize or to continue the operations of the governing body or civil structure of a foreign country, whether by assisting an established government or by establishing military authority over an occupied population.- FM 3-57 Civil Affairs Operations

Assistance to stabilize a foreign government. SCA consists of planning, coordinating, advising, or assisting with those activities that reinforce or restore civil administration. - JP 3-07 Stability Operations

Theater Security Cooperation

CAO typically support many elements of the geographic combatant commander’s (GCC’s) theater plans. At the strategic and operational levels, especially during the implementation of the GCC’s theater security cooperation plan (TSCP).- FM 3-57 Civil Affairs Operations

All interactions with foreign defense and security establishments that build allied and friendly military capabilities for self-defense and multinational operations; develop defense and security relationships that promote specific U.S. security interests, including all international armaments cooperation activities and security assistance activities; and provide U.S. forces with peacetime and contingency access to host nations.- AR 11-31 Army Security Cooperation
