PREFACE

Government College, Athner is situated in the district of

Betul,which is surrounded by Satpura hills. The climate of the district is

pleasant and healthy with its average temperature.

Government College, Athner was established in 1987, and the college code

is 3106. In 2011-12 the college shifted in new building. The College is situated in rural

area where SC, ST and OBC categpries are in majority. The college goals to uplift the

educational level of there students. Alongwith regular classes, the college also conducts

lectures from the experts of the respective subjects.

The College is operating NSS unit of 100 students. Over the years students

have been participating in every activity in youth festival. Janbhagidari Committee of

this college has intently shown its responsibilities by developing various works. At

present 422 students are studying here.

At present the college is importing education in Arts stream up to graduate

level. Self finance courses in Economics and Sociology at Post Graduate level have been

started by the Janbhagidari Sammiti of the college. The college is affiliated to

Barkatullah University, Bhopal.

While achieving the goals of the institution the college has always thought

of updating the educational awareness as per the need of the hour.

PROGRESS OF THE COLLEGE

(SUMMARY)

EXECUTIVE SUMMARY

I. CURRICULAR ASPECTS:

Empowerment of Tribal Students has been the main goal of the institution

since its inception. The mission of the college is to produce intellectually

enlightened, spiritually inspired, emotionally balanced, morally upright and socially

committed youth. The programmes are in conformity with the mission, goals and

objectives of the institution.

As an affiliated college of Barkatullah University, Bhopal, the college is

bound to follow the rules and regulations prescribed by the university. The

curriculum designed by the university is followed for conducting the programmes.

The institution offers degree course in Arts. The programmes are B.A. and

PG in M.A. (Economics), M.A. (Sociology).

M.A. (Economics) and M.A. (Sociology) are self-financed programmes.

These programmes are monitored by the institutional local body called Jan

Bhagidari Samiti (People’s Participation Committee).

II. TEACHING, LEARNING AND EVALUATION :

From the year 2012- 13, the process of admission has been made Govt. of

M.P. online by the Department of Higher Education, M.P. and hence gives a

transparent and fair method of admission. Definite percentage of seats is reserved

for the students of various categories like SC/ST/OBC. Due weightage in admission

is given to outstanding achievers in sports and other curricular activities. The

college initiates innovative methods of teaching, learning and evaluation like group

discussion, OHP charts, learning through Smart Class etc. which make learning a

process of construction of knowledge. The teachers prepare teaching plan and

maintain a work diary. The faculty members are motivated constantly for taking

part in refresher and orientation courses outside the college. The library is partly

computerized. Evaluation system is performed through CCE, project internship and

semester exams. The result of various faculties is very good.

III. RESEARCH CONSULTANCY AND EXTENSION :

Teachers are regularly publishing research papers in journals and have

presented research papers in state, National and International level

conferences/seminars. All the faculty members have keen interest in research and

publications.

The college motivates the teachers to avail of the faculty development

programmes. One teacher has availed of this facility.ljh

IV. INFRASTRUCTURE AND LEARNING RESOURCES:

The college has a campus spread over 15 acres of land with adequate

infrastructure facilities and resources for various educational programmes,

administrative functions and extension services. It has been periodically enhancing

the available facility with new constructions. The college has an ambitious master

plan to keep pace with academic advancement. The infrastructure are carried out

through the grants funded by State Govt. and Jan Bhagidari Samiti.

The college not only makes optimal use of its infrastructure but also allows

liberal use of its facilities by different government organizations. University

examinations of different courses, examinations conducted by B.U. Bhopal and

various other examinations are held in the college premises. It has a Computer

centre with 09 computers. It is kept open for seven hours a day, six days a week

during working days. Computers are also installed at the office, principal room,

library, semester cell, career counseling cell and departments.

The college has sufficient infrastructure for sports- kabaddi ground, volley-

ball court, badminton court, Kho-Kho etc. The college has a facility of library with

Wi-Fi and well designed glass almirah shelves and a reading room. It has 11000

books and reference books. It is also equipped with audio-video cassettes, CDs,

maps and charts. It subscribes to eight newspapers and magazines.

V. STUDENT SUPPORT AND PROGRESSION:

The college has consistently shown good results. The pass percentage is

about 90%. As compared to the university pass percentage that of the college is

much higher. It is often 20% to 25% more than that of the university.

There is a system of financial aid which helps the poor and deserving

students to stretch their potential. The students belonging to SC/ST categories are

provided scholarships and free ship whereas students belonging to OBC category

are provided scholarship according to the policies of state Govt. Gaon ki Beti

yojana, Pratibha kiran Yojana, Awasiya Yojana, Awagaman Yojana, Karmkar

Yojana, Vikramaditya Yojna, Incentive of Science Studend’s MP Govt. have also

been implemented. As per the guidelines provided by MP Govt. the college has

formed Vivekanand Career Guidance Cell. It provides information and guidance

regarding job opportunities and helps students to prepare for competitive

examinations. Lectures, workshops and training programmes are organized by the

Career Guidance Cell to train students in self-employment and entrepreneurial

skills.

The college has an Alumni Association, under the leadership of a professor.

The association regularly meets and interacts with the Principal. The students of

Alumni Association co-operate the institution in organizing various programmes.

There is a teacher-guardian scheme to monitor students’ attendance and academic

performance. The college teachers participate in academic and personal counseling

of students within and outside the classroom whenever required.

The college is making efforts to develop the overall personality of students

by involving them in various co-curricular activities. The cultural and literary

activities are the channel that nurtures aesthetic sensitivity whereas leadership

qualities are developed by involving them in organizing various events. The college

has very good recreational and leisure time facilities like indoor and outdoor games,

cultural programmes and audio-visual facilities etc.

VI. GOVERNANCE LEADERSHIP AND MANAGEMENT:

There are 27 committees to facilitate smooth administration. Academic and

administrative planning in the institution is done in a participative manner and they

move hand in hand. Students are not directly involved in the process of decision

making but their needs and suggestions received through the suggestion box and

feedback forms are given due consideration. The state government has established

the Jan Bhagidari Samiti with respectable members of the city. The Samiti helps

the college in its developmental activities related to academic and co-curricular

functions.

The college has evolved a democratic mechanism for redressal of grievances.

The Grievance Redressal Cell takes care of individual as well as group problems of

students, teaching and non-teaching staff. The suggestion and complain box is used

to collect students’ opinion. The grievance redress mechanism is informal and

personalized. It tries to resolve problems faced by teachers and students through

open discussion. The various welfare programmes of the college for students and

staff are scholarship and fee concession, the Book Bank facility, health check up,

group insurance and supply of uniform to class IV employees.

VII. INNOVATION AND BEST PRACTICE:

During the last four years flower plants and plants have been planted in the

Campus by teachers and students of the college. Benches for students have also

been constructed.

BEST PRACTICES

1. ENVIRONMENTAL CONSCIOUSNESS

The institution realizes its responsibility to create awareness amongst its

students and to make the society sensitive through its students. With this aim in

view the institution has adopted environmental consciousness to be one of its best

practices.

2. HEALTHY YOUTH’S: HEALTHY SOCIETY

As far as the health of Youth is concerned, adolescent Student’s especially

of villages are the most neglected ones. The fragile and weak appearance of the

students coming from remote villages led us to think about the prospects of their

physical health. As a result the idea of adopting ‘Healthy Youth’ : Healthy Society’

as one of our best practices came to fore.

1.1 CURRICULUM PLANNING AND IMPLEMENTATION

1.1.1 State the vision, mission and objectives of the institution and describe how these are communicated to the students, teachers, staff and other stakeholders.

Inspired by the vision of Swami Vivekanand the college is committed to the

empowerment of youth through education. Keeping in view the thrust area of

development, socio- economic aspects and local tribal geography, we have a vision of ‘Youth’ Education for Socio-ethical Development’.

The mission of the college is to produce intellectually, spiritually inspired, emotionally balanced, morally upright and socially committed young Students. The goals and objectives of the institution include the development in students qualities that characterize Indian womanhood (modesty, chastity, spiritual values), instilling in them ethical values and a spirit of patriotism and making them independent, self reliant and capable of self employment. The vision mission and objectives of the institution are displayed on the board the. and printed in prospectus of the institution.

The college is situated in a place around which wide-ranging farms and forest,.

For the same reason, the feeding for the college is mostly from these agrarian

villages. The college caters to the needs of these village students who are not able to

migrate to big cities for their higher educational needs. However, the college is

slowly but surely succeeding in its mission of bringing these rural students at par with

their counterparts in big cities. 1.1.2 How does the institution develop and deploy action plans for effective

implementation of the curriculum? Give details of the process and substantiate through specific example(s).

The curriculum, once received from the University/ Government, is handed over

to the respective Heads of the Departments by the Principal. The syllabi, by and large, are unit-wise. A monthly plan is made by each teacher for teaching of the allotted portion. Every teacher maintains, along with the attendance register, a daily diary to record his/her daily teaching and other activities.

1.1.3 What type of support (procedural and practical) do the teachers receive (from the

University and/or institution) for effectively translating the curriculum and improving teaching practices?

The college provides a good academic environment to the teachers for effective

transaction of the curriculum and its monitoring. It also encourages the teachers to adopt modern methods of teaching such as organizing workshops, classroom seminars etc. They are provided projectors, interactive devices and computers with internet facilities to enable them to use these modern technological devices in the classroom. The teachers are also given trainings in the use of these technological devices.

Apart from traditional method of chalk and board teaching method, teachers use power point presentation. The college has a well furnished library. It subscribes to various journals and magazines of national and international repute which help in updating the knowledge of the faculty and students.

1.1.5 How does the institution network and interact with beneficiaries such as industry,

research bodies and the university in effective operationalisation of the curriculum?

The college has a career counselling cell known as "Swami Vivekananda Career Counselling Cell” in the College.

According to the instruction of the higher education a Career Fair is organized in the lead college of every district every year. In this fair many placement and recruiting agencies of government and public sectors are invited to provide jobs to the students. The teachers of the college along with the students visit the fair every year and interact with the industries there.

1.1.6 What are the contributions of the institution and /or its staff members to the

development of the curriculum by the University? Number of staff members/departments represented on the Board of Studies, student feedback, teacher feedback, stakeholder feedback provided, specific suggestions etc.

Higher Education, Madhya Pradesh and the University are the sole authority to

The self-financed programmes are monitored by the Institutional Local Body

called Janbhagidari Samiti (People's Participation). This is a statutory body

constituted by the State Government. The finances are controlled by this body of

which the Principal is the secretary. With regard to admission, the government norms

are strictly followed. Since the seats in these programmes and subjects are limited,

the admission is given merit-wise which is centrally administered by the Department

of Higher Education of the State Government. The curriculum is provided by the

University. As regards the teachers for the self-financed programmes are concerned the

Janbhagidari Samiti sanctions the required number of posts and these posts are filled

up through advertisements. Appointments of teachers for the self-financed courses

are on temporary full-time basis. However, the qualifications and the process of

In the "College Chalo Abhiyan" conducted by the institution, meeting with the

Heads of the feeding institutions is held. The faculty of the college is sent to these

boards and Pamphlets also in which the details of the courses, fees, other facilities

and different welfare schemes are given. As regards transparency in the admission

process, the admission is given through online admission process. The institution

As regards the evaluation, the college follows the procedure of a Continuous

Comprehensive Evaluation (CCE) per semester as prescribed in the syllabi. Though

the CCE is an internal evaluation, it is considered as a part of the university

examinations in the sense that the CCE marks constitute 15% of the total marks in

each subject. Getting pass marks in CCE is mandatory for a student to pass the

university examinations.

started the continuous comprehensive evaluation of the students. Various modes

adopted by the college for conducting CCE like classroom teaching, chart making,

power point presentation and assignment have impacted the system positively.

college has specified following graduate attributes:

The faculty members work rigorously so that by the time the students

complete their education in the college, they attain most of these specified

As regards the evaluation system, at the institutional level a committee is

constituted to deal with complaints, received from the students regarding the award

of marks in the CCE. At the University level, the facilities of 'Re-totaling' and

'Revaluation' are available. The answer books, for which such applications are

received, are sent by the university to a second valuer. The already awarded marks

are changed only if there is an increase of at least 10% from the previously awarded

marks.

An evaluation committee is constituted in the college which monitors the

conduct of internal evaluation through CCE. Record of all tests are maintained,

results are shown to students. The marks of CCE, practical examinations and job

oriented projects are transferred to university to be added in the final results. The

results clearly indicate the improvement of the students and the college.

In order to improve the student-performance during the course of the

programme and bring down the dropout rate, IQAC takes appropriate measures.

Attendance is compulsorily taken by faculty members in the lectures. Continuous

Comprehensive Evaluation (CCE) based on various modes is conducted in every

semester and the marks scored by the students are recorded. The participation of

students in the class lectures and their performance in CCE are the measures of their

achievement and progress in the learning. Around 80% of the students of the college

successfully pass the university exams every year, which is a clear indicator of their

level of learning.

� The committee, in one of its recommendations, asserted the need to provide the

teachers some spare time to pursue their research work. The work load was re-

distributed accordingly to facilitate the researchers.

gender discrimination and crime against women. Health checkup camps are

organized for humans as well as animals in the village. Medicines are distributed

free of cost. NSS volunteers motivate villagers to take advantage of government

schemes.

The Janbhagidari Samiti members also contribute to the betterment of the

institutional mechanisms through their valuable suggestions during the meetings.

Suggestion and complaint box placed in the campus is accessible to

students. Students have also the freedom to approach the Principal during

working hours without prior appointment. Direct interaction of the guardians

with the H.O.Ds. is also encouraged. Parents are allowed to meet the teachers and

Principal at any time to make any suggestions or complaints. Regular staff

meetings are held to keep the staff updated about the changes and developments

of the institute. Most of the decisions are taken after consultation with the staff.

Ahakey, Ganesh Ahakey, Suresh Tekam participated in district level NSS camp

organised at Hamlapur, Betul.

2016-2017-

� In 2016-17 Seven Days special camp was organised at Suki from 06.03.2017 to

12.03.2017. Five volunteers of NSS participated in district level camp organised

at Powerjhanda (Shahpur) (Pradeep Gayakwad, Preetam Salame, Dileep Kumre,

Sohan Singh, Prakash Uikey). Sohan Singh participated in State Level camp

organised at village Mahindra, Rehli, District Sagar.

Various health camp, plantation camp, blood test camp and other

There is Red Ribbon Club in college, which organise aids awareness

How does the institution promote the participation of students and faculty

in extension activities including participation in NSS, NCC, YRC and other

National/ International agencies?

At the time of admission the students get interested in the extension

activities of the college through NSS unit.

The College NSS organises reguler activities throughtout the session. Every

year a 7 day special camp is organized by the NSS unit in the nearby villages

selected on the basis of some themes given by the NSS headquarters. The themes

are related to sanitation, water harvesting, environment, hygiene etc.

The college undertakes wide spread cross-curricular enrichment activities

through NSS. During admission and orientation programmes, the representatives

of these units apprise students on the benefits and scope of the extension

activities. The details of the programmes are displayed on the notice board. NSS

volunteers are encouraged to apply for “B” and “C” certificate.

The institution sincerely organizes various programs for the upliftment of

under privileged and vulnerable sections of society through the NSS unit.

The students through the NSS programmes become aware of various

volunteers of NSS also help the villagers in making their voter identity cards. The

result of the participation of the students in the various socially relevant activities

The vision of the college is Vidhya dadati viniyam and its mission is to produce

intellectually enlightened, spiritually inspired, emotionally balanced, morally upright

and socially committed youth.

Swami Vivekanand once remarked. ‘Educating a boy is educating a person

whereas educating a girl is educating the whole family’. The college was established

primarily for the educating and empowerment of tribal areas youth’s. The mission

statement reflects the institution’s distinctive characteristics in terms of addressing

the needs of the society and the students it seek to serve. Institution’s traditions and

value orientation are also reflected through the mission statement.

6.1.2 What is the role of top management, Principal and Faculty in design and

implementation of its quality policy and plans?

The state government quality policies and plans are framed at the state level.

The institution is bound to follow them.

The Janbhagidari Samiti, the Principal and the staff/faculty always gear up

together for designing and proper applications of the quality policy and plans. The

President of the Janbhagidari Samiti is in constant accord with the college staff to

discuss various policy matters, their application and adjudication. Two faculty

members, in the capacity of teacher representatives, are members of the Janbhagidari

Samiti. Hence they are actively involved in the decision-making process.

The Principal ensures that the teaching, learning and evaluation policies

of the institution are implemented and are running according to the academic

At the college level, the Principal, along with the faculty members,

JBS meetings and during annual functions. The stake holders visit the institution

with the college administration determines the needs of the college in respect of

The Head of each department is given autonomy and responsibility for teaching

and Continuous Comprehensive Evaluation (CCEs), planning practical classes, and

examinations. He/she is also empowered to form strategy for future development of

the department.

The policies are well defined by the college authorities including the

Janbhagidari Samiti and the Principal. The suggestions of the Janbhagidari Samiti

are communicated to the teaching and non-teaching employees and implemented by

the Principal. The Principal also assigns specific duties to various academic and

administrative bodies of the college on the basis of suggestions of the executive

committee of Janbhagidari Samiti.

At the departmental levels, largely the decision making role is that of the

faculty. A decentralized functioning mechanism helps the faculty in administration

and decisions making.

6.2.1 Does the Institution have a formally stated quality policy? How is it developed,

driven, deployed and reviewed?

The quality policy is laid down by the state government from time to time. The

years 2012-13 and 2013-14 were declared by the Department of Higher Education,

Govt. of M.P. as ‘Quality Year.’ A vision document (Drishti patra) and manual

Gunvatta Prabandhan Pustika was published by the Department with an action plan.

Many activities were organized according to the instructions given in the manual.

Seminars workshops on quality policy were conducted in different colleges of the

state in which the teachers from our college also participated and presented research

papers.

6.2.2 Does the Institute have a perspective plan for development? If so, give the aspects

considered for inclusion in the plan.

The college has been on the path of development in various aspects. As stated

earlier, some self-financed courses were opened. As a result the number of students

increased year by year. The college has been facing a big demand for physical

infrastructure like classrooms, computer and other laboratories. With the increase in

the number of books procured in the library every year.

The aspects included in the future plans are:

(b) Technology-enabled classrooms

(c) Professional courses that can create more job opportunities for students.

At the institutional level the Principal is the final authority on administrative

matters. As far as the financial matters are concerned, the Principal manages the

utilization of all government funds.

For spending of local developmental funds, a Janbhagidari Samiti is constituted

consisting of the President nominated by the State Government, the District Collector

or his representative the Principal of the college as the Secretary and other members

including teachers, parents and eminent local people. For all the developmental

activities of the college from the Janbhagidari funds, the annual budget is approved

by the Samiti. The Samiti also manages the self-financed courses.

The college uses the self- appraisal method to evaluate the performance of

faculty. Feedback on teaching-learning process is taken from the students.

The teachers are encouraged to participate and present research papers in

seminars, workshops and conferences.

The college, through NSS, organizes one day and Seven days camps for

various community services. The students are encouraged to undertake

community oriented activities like social work, health-hygiene awareness,

A 'Jansunvai' Centre is there in the college through which suggestions /

grievances are received from students/parents. The Principal and the senior faculty

members address these problems/suggestions on Tuesdays. In addition, through

continuous interaction with the teachers and students, the Principal collects

information on various academic/extra-curricular activities of the college and uses

this information for further improvement. Students feel free to talk to the Principal.

The institutional decision making body is called ‘Staff Council’ which has a

statutory standing. This council meets as and when summoned by the Principal. The

Committee had met once in the last one year and following are some decisions made

and executed/implemented.

to an affiliated institution? If ‘yes’, what are the efforts made by the institution in

obtaining autonomy?

No. The affiliating university does not provide autonomy to the colleges.

and resolved effectively? Is there a mechanism to analyze the nature of grievances for

promoting better stakeholder relationship?

Yes. The following committees are constituted by the Principal at the start of

every academic year:

3. Shikayat Nivaran Samiti.

As soon as a complaint worth hearing is received by the Principal, the same is

handed over to the coordinator of the related committee. The coordinator then

convenes a meeting to discuss the complaint. After recording the statements of both

the parties the committee arrives at an appropriate conclusion, and makes

recommendations to the Principal for necessary action.

6.2.10 During the last four years, had there been any instances of court cases filed by and

For feedback of the students a suggestion and complaint box is kept in the

college. Constructive suggestions received from student representatives formally and

informally are entertained in the interest of the institution.

Feedback on teaching learning and curriculum are taken from the students in

the format prepared by NAAC.

6.3 Faculty Empowerment Strategies

6.3.1 What are the efforts made by the institution to enhance the professional development

of its teaching and non teaching staff?

The college encourages its teaching staff for writing research paper and

facilitates their visits to various libraries and fieldwork related to their research work.

Duty leave is permitted for attending academic seminars /conferences / workshops.

6.3.2 What are the strategies adopted by the institution for faculty empowerment through

training, retraining and motivating the employees for the roles and responsibility they

perform?

Training for the use of technological devices such as computers, internet, LCD

projectors and interactive boards is given to the staff.

6.3.3 Provide details on the performance appraisal system of the staff to evaluate and

ensure that information on multiple activities is appropriately captured and

considered for better appraisal.

For the regular teaching staff, the college follows the same "Academic

Performance Index" format as was devised by the UGC and adopted by the State

Government. In the said API format, in addition to the information regarding

teaching. The following are the criteria assessed in the API format:

In the present system, there is no mechanism by which the outcome of the

assessment is communicated to the stakeholders. The performance appraisal done by

a three member committee chaired by the Principal of the college is forwarded to the

Additional Director for his comments before being forwarded to the Commissioner,

Higher Education Government of M.P. At the Commissioner level, the API ratings

are taken into account in the promotions of teachers.

6.3.5 What are the welfare schemes available for teaching and non teaching staff? What

percentage of staff have availed the benefit of such schemes in the last four years?

The welfare schemes available to teaching and non-teaching staff are limited to

the following:

� Medical Reimbursement Scheme – Medical reimbursement scheme is for all

regular staff members provided the treatment has either been done in a

government hospital or in a private hospital earmarked by the State

Government. In the last four years only 3.5% of staff has availed of this facility.

Only one case was submitted for reimbursement in the last four years.

� Medical Leave – Medical leave is given to all regular employees according to

the rules and their requirement.

� Uniform and Washing Allowance – Cloth for uniform is provided to class

IV employees.

6.3.6 What are the measures taken by the Institution for attracting and retaining eminent

faculty?

Since the college is a government institution, the appointments and postings of

the permanent staff are the prerogative of Higher Education Department of the State

Government. Apart from creating a congenial working atmosphere, the college

administration does not have much say in this area. Rules of appointment of teachers

are followed strictly.

6.4 Financial Management and Resource Mobilization

6.4.1 What is the institutional mechanism to monitor effective and efficient use of available

financial resources?

There are two kinds of budgetary allocations viz. Plan and Non Plan.

Allocations for special projects like construction of buildings, procurement of

equipments are included under Plan expenditure. All the recurring expenditures like

salaries and wages, various regular allowances including TA/DA, Book Bank and

maintenance of water, electricity, telephone, are included in Non-Plan expenditure.

Since the last three years Non-Plan expenditures have been under 'global system' in

which expenses can be incurred as per actual requisition. Three other sources are:

a) Janbhagidari Fees: Annual fee of Rs.455/- per student is collected for various

developmental works. For utilization of the said amount, the college requires

sanction from Janbhagidari Samiti. The management committee of the JBS

prepares various project proposals. The projects are approved after considering

their pros and cons in detail. The resolutions, so passed, have statutory standing

and are recorded in the register. The responsibility of the execution of the various

projects so sanctioned lies with the college administration.

b) UGC Developmental Grants:

6.4.2 What are the institutional mechanisms for internal and external audit? When was the

last audit done and what are the major audit objections? Provide the details on

compliance.

� All the government funds are audited by the office of the Accountant General

M.P. and the Department of Higher Education, Govt. of M.P. The last audit took

place in the year 2014 in which there was no any audit objection.

� Since Janbhagidari Samiti is registered under The Registrar, Firms and Societies

its accounts are audited by a Chartered Accountant and the annual audited

accounts are forwarded to the said authority.

In compliance with the order dated 16-12-2015 of the government of M.P

accounting was done in TALLY software and accounts audited by the Charted

Accountant were sent to Govt. of Higher Education M.P. for verification.

6.4.3 What are the major sources of institutional receipts/funding and how is the deficit

managed? Provide audited income and expenditure statement of academic and

administrative activities of the previous four years and the reserve fund/corpus

available with the Institution, if any.

Since the college is a government institution, all the regular expenses are funded

by the state government. The other two sources of funding are (a) Janbhagidari Fees.

Details have already been dealt with in Point No. '6.4.1.' above.

Government, Janbhagidari and UGC are the main sources of funding for the

college. For additional funding the college keeps sending proposals to Jila Yojana

Mandal.

6.5 Internal Quality Assurance System

6.5.1 Internal Quality Assurance Cell (IQAC)

a. Has the institution established an Internal Quality Assurance Cell (IQAC)? If ‘yes’,

what is the institutional policy with regard to quality assurance and how has it

contributed in institutionalizing the quality assurance processes?

The years 2011-2012 and 2012-2013 were declared as Gunvatta

Varsh (Quality year) and Gunvatta Vistaar Varsh (Quality Extension year) by the

Department of Higher Education M.P.

A booklet entitled ‘Quality Management’ in Higher Education’ and a ‘Drishti

patra’ (vision document) was issued by the department.

b. How many decisions of the IQAC have been approved by the management /

authorities for implementation and how many of them were actually implemented?

The decisions of IQAC approved/implemented by the authorities are as follows:

� Qualitative Teaching Learning- Qualitative teaching learning is of foremost concern

for the institution. It is achieved by the use of innovative methods of teaching like question

– answer method, group discussion, class- room workshops, seminars etc. The use of ICT

in teaching is also encouraged.

� Conversion of free classes into productive classes- According to the policy advanced

learners are prepared to engage the classes in the absence of teachers. These teachers help

the students in preparing notes. With the help of these notes students engage classes. It not

only enlivens the class but also contributes to the personality development of the student-

teacher. It has proved to be a very rewarding method for utilization of the free periods of

the students.

� Bhasha Sudhar Abhiyan- The mother tongue of the students belonging to Tribal areas

being gondi, they are very poor in Hindi as well as English language. Improvement in the

language of the students was to be taken as an expedition. Thus ‘Bhasha Sudhar Abhiyan’

was started. Two booklets on Hindi and English language were issued by the

department.Various suggestions were also given by the department. Accordingly, special

classes for improving the linguistic skills of students were engaged.

� Competitions like debate, speech, group - discussion, creative-writing, slogan- writing

are also organized to improve their language. The flaws in the language of students are

pointed out and individual guidance is given to the students. Online videos based on

language –learning are also shown. In the classes of English Literature online videos of

the dramas prescribed in the syllabus are shown to make the classroom-teaching

interesting. Videos of the teachings of renowned teachers are also shown.

� Inculcation of moral values- In order to develop the feelings of patriotism and moral

values, important days and weeks like Independence Day, Republic Day, National

Education Day, Nutritional Diet Week, Transport and Cleanliness week, Aids Day, Hindi

Diwas, Youth Day, Breast Feeding Week, Balika Posham Saptah etc. are celebrated.

Annual function, Youth Festival, Surya Namaskar and Vidhik saksharta Camps are also

organized.

� Pratibha Bank (Think Tank) - A Pratibha Bank was constituted with members from

local industries, bankers, lawyers, journalists, teachers, doctors, musicians, singers, social

workers and alumni. They visited the college from time to time and helped in the

development of the skills related to speech, debate, group-discussion, role-play etc. They

talked to the students and solved their problems as well.

� Library - Attempts were made to develop the reading habits of students as well as

teachers. Reading and motivation space was created in the library. The classes on general

knowledge were taken. Questions on general knowledge were asked by the librarian in the

library.

� Cleanliness and Wear and Tear Register - In order to maintain cleanliness in the

campus a ‘Cleanliness and Wear and Tear Register’ was made. The report of uncleanness

and damages to the furniture fans, bulbs and faults in the electricity supply etc. were

written in it. Immediate actions were taken to solve the problems.

� Expression Encouragement programme - In the assembly, after the National Song

and Madhya Pradesh Song, students were randomly asked to speak for a few minutes on a

given topic. It helped to remove their hesitation while speaking publically.

� Motivational Programmes - In order to motivate the students for planning their future

and achieving their aims, motivational lectures are arranged. Inspirational stories are

narrated for them to imbibe moral values in them and to make their lives meaningful.

Renowned learned persons are invited to provide the students the opportunity to meet

these persons face to face and to get the answers of their questions.

� Hariyali Mahotsava - In order to create consciousness and awareness for environment

‘Hariali Mahotsava’ is organized every year in the month of July. Students are asked to

adopt plants and take care of them.

� Computer Awareness - Students were trained in the use of Computers. Computers

Training programmes were conducted through Swami Vivekanand Career Counselling

Cell. The students were informed about MS Word, MS power point and MS Excel etc.

� Self Employment - Unemployment is one of the major causes of depression amongst

youth. Decrease in the number of vacancies has aggravated the problem all the more.

Development of skills for self- employment is a golden solution to the problem. Hence,

various self–employment training programmes were conducted through the Career

Guidance Cell of the institution. Communication skills, language and personality are the

most important factors for the eligibility of any job. Lectures were arranged to develop

these skills among the students.

� Model Tests - To improve the results of students and to develop their self- confidence

model tests were conducted.

� Attendance - In order to increase the attendance of the students the parents were

informed about the attendance of their wards through postcards or telephonically.

� Home–assignment for village-students - A steep fall in the attendance of village

students is seen during the period of wheat–harvesting and soybean harvesting. Students

have to work in fields for supporting their families economically. In order to compensate

their loss of studies they are given assignment. Those who do these assignments are given

the benefit of attendance.

� Workshops on Duties, Rights and Responsibilities - Students often talk of their rights

without realizing their duties and responsibilities. Workshops were organized to make

department. The Principal of the lead college and Joint Director visit the college.

assessment was given to the institution. The institution is striving hard to work

according to the suggestions given by them.

� Energy Conservation- The college administration keeps the energy

of the college done as an effort for carbon neutrality.

� Plantation- During the last four years, a large number of trees have

� During the last four years the institution has initiated many innovative

measures in teaching- learning process. In addition to conventional

chalk board and lecture method, e-learning has been introduced.

Projectors are used in teaching. Self-learning through ICT is

encouraged. Job-oriented projects are mandatory for all the outgoing

classes.

� Zero classes at the beginning of sessions are conducted to orient and

gear–up students for their prospective career.

� Separate dust bins are put for different types of garbage.

� Thought for the day is written on the white board to instill values and

arouse intellectual, moral and social consciousness among the

students.

� Admissions are done on-line.

� Library period is allotted for every class.

� Classes of general knowledge have been commenced. The Librarian

of the college engages these classes every Monday.

1. Environmental Consciousness

Environmental pollution is one of the outcomes of materialistic life

style of modern human beings. It is one of the threats man faces today. A

slight change in the behaviour and attitude of man can do a lot. It is the duty

of every human being to pay respect to the natural resources on which our

2. Goals

1. To make students aware of the impact of environmental pollution.

2. To make them aware of their responsibility for making the environment

pure.

3. To make them sensitive towards plants and animals.

4. To give them knowledge of the threats living being face on account of

environmental pollution.

5. To make them feel the soothing effect of nature.

6. To bring them closer to nature.

7. To inspire them for plantation.

8. To promote both side use of paper for saving trees.

9. To inculcate in them the habit of reading e-books.

3. The Context

The implementation of the practice needed a lot of physical labour and

spare time on the part of the students as well as teachers. Initially not much

students showed interest in plantation and beautification of the garden. By

and by more students were connected to it. The scarcity of water was also a

constraint. With a few motivational lectures it became an easy task.

4. The practice

1. Various plants including medicinal plants were planted.

2. The use of polythene bag is prohibited.

3. The medicinal plants are presented as gifts to the guests of the college.

4. The students are trained in making paper bags and cloth bags.

5. The students distribute the paper bags among nearby shopkeepers to

promote its use.

6. They are even prohibited to use plastic file covers.

7. In order to minimize the use of non-renewable energy resources CFLs

are used. Rooms are made airy and lighted.

8. Sign boards have been put at various places to remind the students and

activity of NSS.

10. Planning of future construction is always done keeping in mind the

existing trees. As far as possible attempts are made to save the trees.

11. Students living at a distance of two to three km. are discouraged to use

motor vehicles. Use of bicycle is promoted. Faculty is encouraged to use

public transport system instead of personal vehicles.

1. The campus of the college has become lush green. It remains neat and

clean.

2. The students entrusted with the responsibility of plants take care of

them.

3. Writing on both sides of paper as well as on the back side of the used

paper has reduced the consumption of the paper.

5. The students have become aware of the benefits of pure environment

6. The students have now started realizing the importance of energy

resources and their conservation.

degradable and another for non-degradable garbage.

1. Healthy Youth: Healthy Society

The oft-quoted and old saying ‘a healthy mind in a healthy body’ is the basis of

our best practice namely ‘Healthy Youth: Healthy Society’. Though the emphasis in

higher education institutions remains on intellectual development of the students the

Gandhian aim of education-‘all round development of body, mind and soul’ can

never be overlooked. Our emotional and mental health depends on our physical

health. A sick and feeble citizen cannot contribute much to the welfare of the

society. It needs an all round developed personality to be of maximum help to the

nation.

A healthy girl becomes a healthy mother and begets a healthy child. As a wife

she has to look-after all the members of the family. She can be helpful in

maintaining the health of her family members if she herself is healthy and health

conscious.

As far as the consciousness of health is concerned adolescent girls, especially of

villages, are the most neglected ones.

The pregnant woman mortality rate as well as infant mortality rate is highest in

tribal villages where the rays of education have slowly startled reaching only

recently. The fragile and weak appearance of the students coming from remote

villages led us to think about the prospects of their physical health. As a result the

idea of adopting ‘Healthy Girls: Healthy Society’ as one of our best practices came

to the fore.

3. The context

As stated earlier, the health of a students can affect the efficiency of

themselves, her family, her society and the nations. For achieving the goal

of all round development of a student, the development of physical health

cannot be neglected. Further, since emotional and mental health also

depends on physical health, physical health is also to be taken care of.

Earlier the students used to look uncomfortable and inactive after two

three hours of stay at the college. The reason that came forward was

related to their food habits. Most of the students were coming with empty

belly without taking even their breakfasts. Thus, the idea of adopting the

‘Healthy Girls: Healthy Society’ as the best practice came to our mind.

4. The practice

Following attempts are made to improve their health and to make them

health conscious.

1. All the students are asked to come to the college after having their

breakfast.

2. They are asked to bring water bottles and lunch boxes with healthy

food items like sprouted grains. They are informed about the

importance of the exposure to sun-rays for vitamin D.

3. Workshops are organized on nutrition low cost diet, harmful effects of

junk food and deficiency diseases.

4. They are advised to keep no long gap between two meals.

aware of the importance of cleanliness and natural food items. They

are motivated to avoid wastage of food.

6. They are trained in food preservation.

7. A job- oriented training course on cooking snacks was conducted.

8. Yoga classes are conducted regularly and they are motivated to

exercise regularly for their fitness.

9. Workshops on various diseases like seasonal fever, malaria, diarrhoea

and different health problems due to anemia etc. are arranged.

1. Students have started looking healthy and active. Their efficiency is

increased, their laziness reduced.

2. They spend more time in college premises.

3. Because of the cleanliness habits inculcated in them they look more

neat and clean.

4. Training of food preservation and cooking has made them

economically sounder also.

5. Smokers and ‘Gutka’ eaters have left smoking and eating gutka.

2. The use of packing the lunch box with junk food was not easy to

discourage.

4. Due to lack of cleanliness habits in some of the students, classes

become unclean after the lunch break, with particles of leftovers and

wrappers scattered here and there. Then they were asked to take care

students time to have their lunch collectively.

6. Convincing the employees for leaving smoking and gutaka was

initially not an easy task.

35. SWOC analysis of the department and Future plans-

The strength of the students is good. The result is admirable. The students are

motivated. The faculty is devoted. About 90 % students get scholarship.

The institute has only 16 acres of land which is insufficient for future

development. Out of six sanctioned posts for regular teachers Three are vacant.

The post of principal has been lying vacant Presently, Assistant Professor of

History the in charge principal. The work of thirty institutional committees is

being borne by remaining three faculty members. Over burdened officiating

principal and teachers don’t have sufficient time for project and research work.

The educational standard of girls hailing from backward rural areas being very

low the institution cannot boast of success of its students in higher competitive

exams.

The institution has the opportunity to do a lot for the welfare of tribal girls.

4. FORMAT FOR PRESENTATION OF BEST PRACTICE

1. Environmental Consciousness

Environmental pollution is one of the outcomes of materialistic life

style of modern human beings. It is one of the threats man faces today. A

slight change in the behaviour and attitude of man can do a lot. It is the duty

of every human being to pay respect to the natural resources on which our

lives depend. The institution realizes its responsibility to create awareness

amongst its students and to make the society sensitive through its students.

With this aim in view the institution has adopted Environmental

Consciousness to be one of its best practices.

2. Goals

1. To make students aware of the impact of environmental pollution.

2. To make them aware of their responsibility for making the

environment pure.

3. To make them aware of the hazards of too much materialism.

4. To make them sensitive towards plants and animals.

5. To give them knowledge of the threats living being face on account of

environmental pollution.

6. To inculcate in them the habit of minimum use of non-renewable

energy resources.

7. To make them feel the soothing effect of nature.

8. To bring them closer to nature.

9. To inspire them for plantation.

10. To promote both side use of paper for saving trees.

11. To inculcate in them the habit of reading e-books.

12. To involve the students in planting and caring of plants.

3. The Context The implementation of the practice needed a lot of physical labour and

spare time on the part of the students as well as teachers. Initially not much

students showed interest in plantation and beautification of the garden. By

and by more students were connected to it.

The scarcity of water was also a constraint. With a few motivational

lectures it became an easy task.

4. The practice

1. Various plants including medicinal plants were planted.

2. Fruits plants were given by Udyaniki Department. Flower plants were

developed by the students from the seeds they brought from their

homes.

3. Pots were prepared and put at various places of the garden to quench

the thirst of birds.

4. The use of polythene bag is prohibited.

5. The medicinal plants are presented as gifts to the guests of the college.

6. The students are trained in making paper bags and cloth bags.

7. The students distribute the paper bags among nearby shopkeepers to

promote its use.

8. They are even prohibited to use plastic file covers.

9. In order to minimize the use of non-renewable energy resources CFLs

are used. Rooms are made airy and lighted.

10. Sign boards have been put at various places to remind the students and

others to switch off the lights and fans when not in use.

11. A tank has been made exactly under the tap in which every drop of

water is collected and the stored water is used for various purposes.

12. Environmental consciousness is one of the various themes of NSS.

Besides the other activities for saving water ‘Bori Bandhan’ is a

regular activity of NSS.

13. Planning of future construction is always done keeping in mind the

existing trees. As far as possible attempts are made to save the trees.

14. Students living at a distance of two to three km. are discouraged to use

motor vehicles. Use of bicycle is promoted. Faculty is encouraged to

use public transport system instead of personal vehicles.

5. Evidence of Success

1. The students entrusted with the responsibility of plants take care of

them.

2. Fruits grown in the trees are being used by the students and teachers.

3. Students keep water for the birds. They have become sensitive to birds

and animals.

4. The practice of giving plants as gifts has highly been appreciated by

our guests.

5. Writing on both sides of paper as well as on the back side of the used

paper has reduced the consumption of the paper.

6. The use of cloth bags and paper bags has minimized the use of

polythene bags.

7. The students have become aware of the benefits of pure environment

and harmful effects of environmental pollution.

8. The students have now started realizing the importance of energy

resources and their conservation.

9. Lights and fans remain switched off when not in use.

10. The faculty, as well as students, uses public transport system. Most of

the students use bicycle instead of scooty.

11. The garbage of the college is thrown in two different dustbins one for

degradable and another for non-degradable garbage.

12. Gazer grass is eradicated as soon as it is seen.

13. Electricity consumption of the institution is reduced.

6. Problems Encountered and Resources Required 1. With the co-operation of highly motivated and enthusiastic students

human resource was not a constraint.

1. Healthy Youth: Healthy Society

As far as the consciousness of health is concerned adolescent girls, especially

of villages, are the most neglected ones. The pregnant woman mortality rate as well

as infant mortality rate is highest in tribal villages where the rays of education have

slowly startled reaching only recently. The fragile and weak appearance of the

students coming from remote villages led us to think about the prospects of their

physical health. As a result the idea of adopting ‘Healthy Girls: Healthy Society’ as

one of our best practices came to the fore.

2. Goals 1. To improve the health of our students.

2. To make them aware of the importance of a healthy life.

3. To make the next generation as well as all the members of their

families healthy.

4. To make a healthy society and a healthy nation.

5. To increase the efficiency of our students and to make them

emotionally and mentally healthy.

3. The context

For achieving the goal of all round development of a student, the

development of physical health cannot be neglected. Further, since emotional and

mental health also depends on physical health, physical health is also to be taken

care of.

Earlier the students used to look uncomfortable and inactive after two three

hours of stay at the college. The reason that came forward was related to their food

habits. Most of the students were coming with empty belly without taking even their

breakfasts.

4. The practice

Following attempts are made to improve their health and to make them

health conscious.

1. All the students are asked to come to the college after having their

breakfast.

2. They are asked to bring water bottles and lunch boxes with healthy

food items like sprouted grains. They are informed about the

importance of the exposure to sun-rays for vitamin D.

3. Workshops are organized on nutrition low cost diet, harmful effects of

junk food and deficiency diseases.

4. They are advised to keep no long gap between two meals.

5. They are trained in developing healthy food habits. They are made

aware of the importance of cleanliness and natural food items. They

are motivated to avoid wastage of food.

6. They are trained in food preservation.

7. A job- oriented training course on cooking snacks was conducted.

8. Yoga classes are conducted regularly and they are motivated to

exercise regularly for their fitness.

9. Workshops on health problems of ladies are organized.

5. Evidence of success

1. Students have started looking healthy and active. Their efficiency is

increased, their laziness reduced.

2. They spend more time in college premises.

3. Because of the cleanliness habits inculcated in them they look more

neat and clean.

4. Training of food preservation and cooking has made them

economically sounder also.

5. Smokers and ‘Gutka’ eaters have left smoking and eating gutka.

1. Students living all alone in rented houses found it difficult to arrange

healthy food items.

2. Due to lack of cleanliness habits in some of the students, classes

become unclean after the lunch break, with particles of leftovers and

wrappers scattered here and there. Then they were asked to take care

of the cleanliness of their classes and the problem was solved within

few days.

3. Changes in the time table of the college were made to give the

students time to have their lunch collectively.

4. Convincing the employees for leaving smoking and gutaka was

initially not an easy task.

5. POST-ACCREDITATION INITATIVES

� During the last four years there has been an increase in the number of

research papers presented by the teachers in national and international

seminars and conferences. Teachers of the college have been invited as

resource persons and experts in national level seminars and workshops.
