At an international level a policy in the field of narcotic drugs turnover is determined by conventions of UNO

•Convention about the narcotic drugs 1961 (with the amendments, borne in accordance with Protocol 1972); •Convention of UNO about the psichotrophic matters 1971; •Convention of UNO about the fight against the illegal turn of narcotics and psichotrophic matters 1988; •Agreements between the states about collaboration in the given industry.

Measure on overcoming the illegal turn of narcotic, psichotropic matters and prekursor are carried out under

UNO aegis :

Generally accepted value of terms

• Narcotics – matters natural or synthetic, preparations, plants, plugged in List of narcotic tools, psichotropic matters and precursors;

• Psichotropic matters – natural or synthetic, preparations, natural materials, the matters are plugged in List of narcotic tools, psichotropic matters and precursors;

• Precursors and narcotic matters (prekursori) – matters, which are used for production, making of narcotic and psichotropic matters, plugged in List of narcotic tools, psichotropic matters and precursors.

Activity, related to the turn of narcotic, psichotropic matters and precursors is carried out by the legal entities of all

forms of property at presence of licences.

A licence is produced on one or a few types of activity: • cultivation of plants • development • production • making • storage • transportation • acquisition • realization (sales) • import on territory of Ukraine • export from territory of Ukraine • the use • elimination

License to realization of activity concerning the turn of narcotic,

psichotropic matters and precursors is given at presence of:

• the proper material and technical base;

• normatively technical document;

• skilled personnel;

• terms for providing of consideration and safety of narcotic, psichotropic drugs and precursors;

• terms for safety of activity.

Transportation of narcotic, psichotropic matters and precursors • Is regulated by order of Health care Ministry from April, 17, 2008 № 366

• Is Carried Out: – by establishments of health protection (clinics, pharmacy

storages, pharmacies); – by the subjects of management, which carry out their production; – by the motor-car ferrymen.

• Types of transport: motor-car, air, water. • It is forbidden: to transport by the railway transport. • It is forbidden: to send by mail. • Permission on transportation:

– is not required at transportation within the limits of city or district;

– it is necessary at transportation outside of the city or district, is produced by the organs of internal affairs.

Apartments for storage of basic supply

•Apartments, safes and metallic closets, in which narcotic, psichotropic drugs and prekursor are kept: •after the operations with them during a day – are closed by key •after ending of working day – are sealed up and surrender under guard. •In rooms for storage in presence •crockery and inventory, used for packing, growing shallow, weighing out, measurement •washing and treatment of crockery and inventory is carried out under the control pharmaceutical worker, admitted to work with the narcotic, psichotropic drugs and precursors
