EXECUTIVE SUMMARY
“Jal Hai To Kal Hai” – No Future Without Water
With a vision of extending the coverage of irrigation to the entire farm land parcel, optimally
utilising every drop of water; the Union Government of India and the State Government of Andhra
Pradesh are committed to accord high priority to water conservation and its management. The
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been formulated with the focus on end to
end solution for improving water use efficiency, source creation, distribution, management, field
application and extension activities.
Assigning highest priority to water security; with an intention to complete the long pending
irrigation projects, the Union Government and has launched the ‘Pradhan Mantri Krishi Sinchayee
Yojana’ with the motto of ‘Har Khet Ko Paani’. The Union Government is exploring all the options
including inter-linking of rivers, for optimal use of water resources and to prevent the recurrence
of floods and drought; harnessing rain water through ‘Jal Sanchay’ and ‘Jal Sinchan’, to nurture
water conservation and ground water recharge; popularising micro irrigation to ensure ‘Per Drop
More Crop’.
PMKSY has been conceived amalgamating ongoing schemes viz. Accelerated Irrigation Benefit
Programme (AIBP) of the Ministry of Water Resources, River Development & Ganga Rejuvenation
(MoWR, RD&GR), Integrated Watershed Management Programme (IWMP) of Department of Land
Resources (DoLR) and the On Farm Water Management (OFWM) of Department of Agriculture and
Cooperation (DAC). The scheme will be implemented by Ministries of Agriculture, Water Resources
and Rural Development.

Programme architecture of PMKSY intends to adopt a decentralized State level planning and
projectised execution structure to allow States to draw up their own irrigation development plans
based on District Irrigation Plan (DIP) and State Irrigation Plan (SIP). It will be operative as
convergence platform for all water sector activities including drinking water & sanitation,
MGNREGA, application of science and technology etc. through comprehensive plan. State Level
Sanctioning Committee (SLSC) chaired by the Chief Secretary of the State has been vested with the
authority to oversee its implementation and sanction projects. PMKSY has been conceived
amalgamating all ongoing schemes and it will be implemented by Ministries of Agriculture, Water
Resources and Rural Development.
District Irrigation Plans (DIPs) shall be the cornerstone for planning and implementation of PMKSY.
The present District Irrigation Plan outlines the approach and methodology to be adopted for
holistic irrigation development perspective of the East Godavari District with focus on medium to
long term development plans integrating three components viz. water sources, distribution
network and water use applications incorporating all usage of water like drinking & domestic use,
irrigation and industry.
M/s ConTec Design & Engineering Solutions Pvt. Ltd. has been awarded with the consultancy work
for preparation of individual District Irrigation Plans for the thirteen Districts in the State of Andhra
Pradesh and compilation of the DIP’s for preparation of the State Irrigation Plan for the State of
Andhra Pradesh.

1 PRADHAN MANTRI KRISHI SINCHAYEE YOJANA (PMKSY)
1.1 Project Description
The major objective of PMKSY is to expand cultivable area under assured irrigation “Har Khet Ko
Pani”, improve on-farm water use efficiency to reduce wastage of water, enhance the adoption
of precision-irrigation and other water saving technologies “Per Drop More Crop”, enhance
recharge of aquifers and introduce conservation practices by reusing treated municipal waste
water for peri-urban agriculture and achieve convergence of investments in irrigation at the field
level. To this effect the stage government of Andhra Pradesh Government is committed to giving
highest priority to water security and implementation of PMKSY.

1.2 Vision of PMKSY
The overreaching vision of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is to ensure access
to some means of protective irrigation to all the agricultural farms in the country “Har Khet Ko
Pani”, to produce ‘Per Drop More Crop’, and bringing much desired rural prosperity.
1.3 Objectives of PMKSY
The broad objectives of PMKSY are to:
a) Achieve convergence of investments in irrigation at the field level (preparation of district
level and Mandal level water use plans).
b) Enhance the physical access of water on the farm and expand cultivable area under
assured irrigation “Har Khet Ko Pani”.

c) Integration of water source, distribution and its efficient use, to make best use of water
through appropriate technologies and practices.
d) Improve on-farm water use efficiency to reduce wastage and increase availability both in
duration and in extent.
e) Enhance the adoption of precision-irrigation and other water saving technologies “Per
Drop More Crop”.
f) Enhance recharge of aquifers and introduce sustainable water conservation practices.
g) Ensure the integrated development of rain fed areas using the watershed approach
towards soil and water conservation, regeneration of ground water, arresting runoff,
providing livelihood options and other NRM activities.
h) Promote extension activities relating to water harvesting, water management and crop
alignment for farmers and grass root level field functionaries.
i) Explore the feasibility of reusing treated municipal wastewater for peri-urban agriculture.
j) Attract greater private investments in irrigation.
1.4 Strategy & Focus Area
To achieve above objectives, PMKSY strategizes by focussing on end-to end solution in irrigation
supply chain, viz. water sources, distribution network, efficient farm level applications, extension
services on new technologies & information etc.
a) Creation of new water sources; repair, restoration and renovation of defunct water
sources; construction of water harvesting structures, secondary & micro storage,
groundwater development, enhancing potentials of traditional water bodies.
b) Developing/augmenting distribution network where irrigation sources (both assured and
protective) are available or created;
c) Promotion of scientific moisture conservation and run off control measures to improve
ground water recharge so as to create opportunities for farmer to access recharged water
through shallow tube/dug wells;
d) Promoting efficient water conveyance and field application devices within the farm viz,
underground piping, Drip & Sprinklers, rain-guns and other application devices etc.
e) Encouraging community irrigation through registered user groups/farmer producers’
organisations/NGOs.

1.5 Components & Responsible Ministries / Departments
1. Accelerated Irrigation Benefit Programme (AIBP) by Water Resource Department.
To focus on faster completion of ongoing Major and Medium Irrigation including
National Projects.
2. PMKSY (Har Khet Ko Pani) by Water Resource Department (WRD)
Creation of new water sources through Minor Irrigation (both surface and ground
water).
Repair, Restoration and Renovation (RRR) of water bodies; strengthening carrying
capacity of traditional water sources, construction rain water harvesting structures;
Command area development, strengthening and creation of distribution network from
source to the farm;
Ground water development in the areas where it is abundant, so that sink is created
to store runoff/ flood water during peak rainy season.
Improvement in water management and distribution system for water bodies to take
advantage of the available source which is not tapped to its fullest capacity (deriving
benefits from low hanging fruits). At least 10% of the command area to be covered
under micro/precision irrigation.
Diversion of water from source of different location where it is plenty to nearby water
scarce areas, lift irrigation from water bodies / rivers at lower elevation to supplement
requirements beyond IWMP and MGNREGS irrespective of irrigation command.
Creating and rejuvenating traditional water storage systems under “Neeru Chettu” at
feasible locations.
3. PMKSY (Per Drop More Crop) by Departments of Agriculture & Horticulture
Programme management, approval of annual action plan, Monitoring etc.
Promoting efficient water conveyance and precision water application devices like
drips, sprinklers, pivots, rain-guns in the farm (Jal Sinchan);
Topping up of input cost particularly under civil construction beyond permissible limit
(40%), under MGNREGS for activities like lining inlet, outlet, silt traps, distribution
system etc.
Construction of micro irrigation structures to supplement source creation activities
including tube wells and dug wells (in areas where ground water is available and not

under semi critical /critical /over exploited category of development) which are not
supported under AIBP, PMKSY (Watershed) and MGNREGS as per DIP.
Secondary storage structures at tail end of canal system to store water when available
in abundance (rainy season) or from perennial sources like streams for use during dry
periods through effective on-farm water management;
Water lifting devices like diesel/ electric/ solar pump sets including water carriage
pipes, underground piping system.
Extension activities for promotion of scientific moisture conservation and agronomic
measures including cropping alignment to maximise use of available water including
rainfall and minimise irrigation requirement (Jal Sanrakchan);
Capacity building, training and awareness campaign including low cost publications like
“Neeru Pragathi”, use of pico projectors and low cost films for encouraging potential
use water source through technological, agronomic and management practices
including community irrigation.
The extension workers will be empowered to disseminate relevant technologies under
PMKSY only after requisite training is provided to them especially in the area of
promotion of scientific moisture conservation and agronomic measures, improved/
innovative distribution system like pipe and box outlet system, etc. appropriate
domain experts will act as master trainers.
Information Communication Technology (ICT) interventions to be made use in the field
of water use efficiency, precision irrigation technologies, on farm water management,
crop alignment etc. and also to do intensive monitoring of the Scheme.
4. PMKSY (Watershed) by Rural Development Department
Effective management of runoff water and improved soil & moisture conservation
activities such as ridge area treatment, drainage line treatment, rain water harvesting,
in-situ moisture conservation and other allied activities on watershed basis.
Converging with MGNREGS for creation of water source to full potential in identified
backward rain fed blocks including renovation of traditional water bodies.

1.6 District Irrigation Plan (DIP)
District Irrigation Plans (DIPs) shall be the cornerstone for planning and implementation of
PMKSY. DIPs will identify the gaps in irrigation infrastructure with respect to the deficiency within
the system as also the shortfall in the availability as compared to the present and project future
demands.
DIPs will present holistic irrigation development perspective of the district outlining medium to
long term development plans integrating three components viz. water sources, distribution
network and water use applications incorporating all usage of water like drinking & domestic use,
irrigation and industry. Preparation of DIP will be taken up as joint exercise of all participating
departments.

1.7 Scope of Preparation of DIP
The scope of work of consultant includes compilation of data provided by the various
departments for preparation of individual District Irrigation Plans for the thirteen Districts in the
State of Andhra Pradesh and compilation of the DIP’s for preparation of the State Irrigation Plan.
The scope shall include compilation of following data:
a) Available and potential water resources master plan including information on:
All sources of available water,
Distribution network,
Defunct water bodies,
New potential water sources both surface and sub- surface systems,
Application & conveyance provisions,
Sewage and effluent water generated and treated.
b) Crops and cropping system aligned to available/designed quantity of water, suitable to
local socio economics.
c) Demand and supply assessment of crop water, effective rainfall and potential source of
existing & new water sources considering geo-hydrological and agro ecological scenario.

d) Identification of gaps in irrigation infrastructure currently available.
e) Use of satellite imagery, topo sheets and available database for preparing irrigation plans.
f) Preparation of DIP, considering holistic irrigation development perspective of the district
outlining medium to long term development plans integrating three components viz.
water sources, distribution network and water use applications incorporating all usage of
water like drinking & domestic use, irrigation and industry and considering:
All activities pertaining to water harvesting,
Water augmentation from surface/sub surface sources,
Distribution and application of water including repair renovation and restoration of
water bodies, major medium and minor irrigation works,
Command area development to be taken up within the frame work of this master plan.
Emphasis is to be given for deriving potential benefit from low hanging fruits like
extending the reach/coverage of water source through effective distribution and
application mechanism,
Reducing the gap between potential created and utilized through more focus on
command area development and precision irrigation.
Proper integration of creation of source like dams and water harvesting structures,
distribution system like canals and command area development works and precision
farming to be made for deriving best possible use of water resources.
Steps for use of urban treated waste water for irrigation purpose.
Ten copies of draft DIP’s along with soft copy will be submitted initially, and on
finalisation of DIP ten copies of final DIP’s along with soft copy shall be submitted.
1.8 Approval
The DIPs shall be cleared by the District Level Implementation Committee (DLIC) chaired by the
District Collector taking the suggestions of Hon'ble Members of Parliament & Members of
Legislative Assembly.
The State Level Sanctioning Committee (SLSC) shall approve DIPs and SIP based on
recommendation of DLIC.

2 GENERAL INFORMATION OF DISTRICT
East Godavari District is one of the north eastern coastal districts of Andhra Pradesh which is
situated within the geographic co-ordinates of 160-30' and 180-20' Northern latitude and 810-
30' and 820-36' of eastern longitude. The district is bounded on the North partly by Odisha
State and Visakhapatnam District; on the East by Bay of Bengal; on the South and West by
West Godavari and Khammam Districts. East Godavari district covers vast portion if Delta area
of Godavari river. The main rivers are Godavari, Yeleru, Thandava and Pampa rivers.
The River Godavari enters the district in a mature stage and proceeds to merge into the Bay
of Bengal after dividing into three different rivulets namely Vaista, Vainateyam and Gowthami
Godavari. Thandava and Pampa river channels supply water to a limited area in district.
Out of the total cultivable area of 5.61 lakh Hectares, about 4.27 lakh Hectares of net area is
sown and an irrigation potential of 2.99 lakh Hectares has been created, details of which are
shown under Table 4-3-3. Substantial dependency on rain fall makes cultivation in unirrigated
areas a high risk, less productive profession. Empirical evidences suggest that assured or
protective irrigation encourages farmers to invest more in farming technology and inputs
leading to productivity enhancement and increased farm income.
All the projections have been made considering Revenue Division as a block. East Godavari
District is divided into six Revenue Divisions; Kakinda, Peddapuram, Rampachodavaram,
Rajamundry, Amalapuram and Ramachndrapuram. Figure 2-1 below shows the administrative
boundaries and Table 2-1 below outlines the District Profile. The district can be classified in to
three natural zones, the delta, upland and agency tracks. The headquarters of East Godavari
district is Kakinada, which is well connected by rail and road. Kakinada natural port has a coastal
length of 144.00 Kilo meters.

2.1 Demography
As per 2015 Census the Population of East Godavari District is 52,85,824, of that Male population
is 26,33,304 while the Female population is 26,52,520. The decennial growth rate from 2001 to
2011 is 5.19 percent for the District, lower than the state average of 9.21 percent. The density of
population for the District is 419 persons per Sq. Km as against the State average of 308. Agency
area shows lesser Density and plain area higher density. The Scheduled Caste and Scheduled
Tribe population of the District is 9,57,302 and 2,97,044 respectively. The literacy rate is 74.1
percent among Males, 66.95 percent among Females and 70.05 percent among total population
of the District. Mandal wise Demographic data is enclosed as per Annexure 2-1-1.

2.2 Biomass and Livestock
Water plays an important role in livestock productivity. Providing enough quality water is
essential for good livestock husbandry. Water makes up 80% of the blood, regulates body
temperature and is vital for organ functions such as digestion, waste removal and the absorption

of nutrients. Understanding daily livestock watering needs is key when designing a livestock
watering system.
The daily water requirement of livestock varies significantly among animal species. The animal's
size and growth stage will have a strong influence on daily water intake. Consumption rates can
be affected by environmental and management factors. Air temperature, relative humidity and
the level of animal exertion or production level are examples of these factors. The quality of the
water, which includes temperature, salinity and impurities affecting taste and odour, will also
have an effect. The water content of the animal's diet will influence its drinking habits. Feed with
a relatively high moisture content decreases the quantity of drinking water required.
Assessment of livestock and water requirement is helpful in modelling water and livestock
relationships. The demand for meat, dairy products and eggs rises faster than the demand for
crops; thus both scenarios call for livestock portion to increase relatively more rapidly than crops.
Given that drinking water needs are species, farm and management specific, many producers
today are opting to install water metering equipment to obtain accurate measurements of water
use Livestock and poultry water consumption depend on a number of physiological and
environmental conditions such as:
State (lactating, pregnant or growing)
Activity level.
Type of Type and size of animal or bird.
Physiological diet-dry hay, silage or lush pasture.
Temperature-hot summer days above 250 C can sometimes double the water
consumption of animals.
Water quality - palatability and salt content.

2.3 Agro-Ecology, Climate, Hydrology and Topography
2.3.1 Agro-Ecology
Agroecology is the science of sustainable agriculture; the methods of agroecology have as their
goal achieving sustainability of agricultural systems balanced in all spheres. Agroecologists study
a variety of agroecosystems, and the field of agroecology is not associated with any one particular
method of farming, whether it be organic, integrated, or conventional; intensive or extensive.
Agro-climatic zone is a land unit in terms of major climate, superimposed on length of growing
period (moisture availability period) whereas an agro-ecological zone is the land unit carved out
of agro climatic zone superimposed on landform which acts as modifier to climate and length of
growing period.
It is possible to gain greater insights into agricultural cropping and productivity by studying the
agro-ecology of each zone and by concentrating on smaller cropping belts. Actual development
of distinct agroecosystems and their productivity depends on important geographical
characteristics such as topography, altitude, precipitation pattern in different seasons, soil type,
its fertility status and food crop preferences of the populace. As per National Agricultural
Research project East Godavari District falls partly under Godavari Zone of the Agro Climatic
Zones in India and partly under high altitude & tribal areas zone.

2.3.2 Climate
The climate is comparatively equitable and although it is very warm in May with a maximum
temperature of 38.60C and with a minimum temperature of 19.090C in the month of December.
The District receives annual normal rainfall of 1087.1 MM., of which south-west monsoon
accounts for 471.9 mm of the normal rainfall while North-East monsoon contributes 499.5 mm
of the normal rainfall. The rest is shared by summer showers and winter rains. Agency and inland
Mandals receive larger rainfall from the South West Monsoon, while Coastal Mandals get
similarly larger rainfall from North-East monsoon.
2.3.3 Topography
The District presents five distinct resource regions. The strip of the land along the coast and
interior called the plains division, and hilly area of the Eastern Ghats flanking it on the North and
West called the Agency Division.
i. Hills: This region has gravelly loam, sandy loam soils and southern tropical dry deciduous
vegetation. It also receives an annual rainfall between 1220 and 1285 mm. The general
level of development in this region is poor. This region comprises of seven mandals in
the agency area, namely Rampachodavaram, Devipatnam, Maredumilli, Addatteegala,
Rayavommangi, Y.Ramavaram and Prathipadu
ii. Rolling plain: It has silty clay and loamy soils, and southern tropical thorny forest
vegetation. It receives an annual rainfall between 1075 and 1220 mm. The general level
of development in this region is average. It comprises of 13 mandals ie., Gangavaram,
Gokavaram, Gandepalli, Rajanagaram, Rajahmundry, Rangampeta, Peddapuram,
Jaggampeta, Tuni, Kotananduru, Sankhavaram, Thondangi and Gollaprolu.
iii. Alluvial plain: It has silty clay and loamy sandy soils. It has southern tropical thorny forest
vegetation and receives an annual rainfall between 1025 and 1220 mm. The general level
of development in this region is good. This region comprises of five mandals, namely
Sitanagaram, Korukonda, Eleswaram, Kirlampudi and Pithapuram.
iv. Deltaic plain: It has deep to very deep silty clay loam soils and receives an annual rainfall
between 1080 and 1220 mm. The general level of development in this region is very good.
This region comprises of 21 mandals, namely Samalkot, Pedapudi, Karapa, Biccavolu,

Anaparthi, Rayavaram, Mandapeta, Alamuru, Kapileswarapuram, Kadiam, Ravulapalem,
Kothapeta, Atreyapuram, Gannavaram, Ambajipeta, Amalapuram, Inavilli,
Mummidivaram, Pamarru, Ramachandrapuram and Kajuluru.
v. Coastal plain: It has deep to very deep loamy or clay coastal saline soils and it receives an
annual rainfall between 1025 and 1350 mm. The general level of development in this
region is good. This region comprises of 11 mandals, namely Sakhinetipalli, Malkipuram,
Razole, Mamidikudur, Allavaram, Uppalaguptam, Katrenikona, I.Polavaram, Tallarevu,
Kakinada and Kothapalli.
2.4 Geomorphology & Soil Types
Geomorphologically the district can be divided into three regions, viz Hilly region in the northern
parts of the district, the upland region in the central part and the deltaic plain in the south. The
hilly region in the northern area comprises several denudational, residual hills, inselbergs,
pediments, burried pediments and structural hills. The general trend of the hill ranges is NE-SW
and parallel to the east coast. The upland plain (plateau) of Rajahmundry sandstone raises to a
height of 45m to 70m comprises erosional land forms consisting of structural and residual hills,
pediment, Pedi plain and narrow corridor of piedmont zone. The deltaic region in the south
comprises low-lying deltaic and coastal plains having a gentle easterly slope and are
characterised by landforms of both fluvial and marine origin. Among the fluvial landforms are
active channel of Gautami, Vasista Godavari and associated braided channel bars and levees. The
flood plain is predominantly seen between Vasista and Gowthami channels. The marine
landforms include palaeo beach ridges, palaeotidal flats, active beach and spit. The deltaic plain
shows a relief between 15 m at its apex to 2 m near the coast.
The predominant soils in the district are red clayey soil, deltaic alluvial soil, coastal sandy soil and
lateritic soil. Red clayey soils with sandy loam to clayey loam in texture and occur around
Rampachodavaram, Yeleshwaram, Prathipadu, Peddapuram, Rangampeta, Kakinada,
Rajahmundy, Tuni, Korukonda, Pithapuram and Tallarevu areas. The deltaic alluvium which is
grey brown to black in colour with fine to medium texture, moderate to poorly permeable and
are prevalent in the canal irrigated areas as seen around Kothapeta, P.Gannavaram,
Ramachandrapuram, Rajahmundry, Amalapuram, Razole and Pithapuram areas. The coastal

sandy soils occur all along the coast with a width of about 6 to 10 kms and is highly porous and
lack of binding material. Lateritic soils, deep reddish in colour, but differ from red soils in
composition and are characterised by free drainage condition and acidic in reaction. These soils
are mostly confined to parts of Rajahmundry and Peddapuram areas of the district.
The Godavari Agro climatic region in which East Godavari District falls is suitable to grown Paddy,
sugarcane, coconut, chilli, Mango and Horticulture crops.

2.5 Land Use Pattern
In East Godavari district, the alluvial red soils, sandy loams, red loamy and sandy clay. Of the total
geographical area of 12.60 lakh ha, 44.55% is arable land, forests occupy 35.02% of the area,
barren and uncultivable area is around 8.12%, and land put to non-agricultural use was around
12.31%. Out of the arable land, net sown area was 4.28 lakh ha that was 33.95% of the total
geographical area of the district. Total cropped area was 6.84 lakh ha constituting 62.57% of net
area sown and 37.43% of the area is sown more than once, while cultivable wastelands, pastures
land and fallow lands constitute only 10.60%.

2.5.1 Concept of Land Use
The analysis of land use in the present study is based on data available at Mandal level. Following
categories of land use have been recognised in the study area. In the analysis of land use pattern
study has been adopted at Mandal level: Forest Cover, Barren and cultivable waste land, Current
Fallow land, Other Fallow land, Barren & uncultivable Land, Land put to non-agricultural Use,
Pastures and Grazing Land, Area under bush, forest & garden, Net area sown.
Agriculture and Forest are the two important units of land utilization. The Geographical area of
the District is 12,60,157 Hectares covered by 64 Mandalas under six Revenue Divisions Viz.,
Kakinada, Peddapuram, Rampachodavaram, Rajamundry, Amalapuram and Ramachndrapuram.
During the Year 2012-13 the Cultivable land (i.e., Net area Sown, Current fallows and Other fallow
lands) was 5,61,397 hectares and it accounted for 44.55 percent of the total Geographical area
of the district.

2.6 Drainage
Drainage density is the total length of all streams/rivers in a drainage basin divided by total area
of drainage basin. It is measure of how well or poorly a watershed is drained by stream channels.
Drainage density depends on both climate and physical characteristics of drainage basin.
The Godavari river is the major river drain the district, which is perennial and flows along the
western boundary of the district. South of Rajahmundry the river bifurcates into two viz.,
Gautami Godavari in the East and Vasista Godavari in the West. The Godavari River further splits
into smaller arms before it debouches into the Bay of Bengal. The other important rivers and
tributaries of Godavari flowing in the district are Gondiyeru, Pamuleru, Polavaram vagu, Sileru
river, Suddagedda, Yeleru, Madeyeru and Tandava. The general drainage pattern is dendritic to
sub-dendritic. The drainage density varies from less than 0.4 km/sq.km in poorly drained alluvial
areas which covers the entire southern parts of the district to 0.6 km/sq.km in the Northern parts
occupied by crystalline rocks.

3 DISTRICT WATER PROFILE
3.1 Water profile
Successful management of any resources requires accurate knowledge of the resource available,
the uses to which it may be put, the competing demands for the resource, measures to processes
and to evaluate the significance and worth of competing demands and mechanisms to translate
policy decisions into actions on the ground.
The water availability from different sources for irrigation in East Godavari District is presented
in table 3-1-1. The Mandal wise breakup of surface water and Ground water is enclosed as per
Annexure 3-1-1-1 and Annexure 4-2-1 respectively. Canals are the most important source of
irrigation in East Godavari District. They have a share of 68.12% in the total irrigated area. Tube
wells occupies the next position with a contribution of 23.12% to the total irrigated area. Tanks
account for 5.09% of the irrigated area, while Lift irrigation have a share of 3.11% in the total
irrigated area. Open wells and other sources have a share of 0.57% in the irrigated area.

3.2 Crop Growing seasons in East Godavari
Each crop has its own sowing and harvesting seasons and it is important to have a knowledge of
this which may help to decide the total water demand in a field having mixed crops.
In East Godavari, the northern and north eastern regions have two distinct cropping seasons. The
first coinciding mostly with the South-western monsoon is called Kharif, which spans mostly from
July to October. The other, called Rabi, spans generally over October to March. The summer
season crops are planted sometime between April and June. In southern part of India, there is no
such distinct season, but each region has its own classification of seasons.

3.3 Crop Pattern
Paddy is the main crop grown in the district (3,94,117 ha) followed by Coconut (50,301 ha),
Sugarcane (23,187 ha), fresh and dry fruits (78,225 ha), cotton (22,433 ha) and other crops
(1,02,398 ha). The major crops grown in the district are given below:

3.4 Productivity
East Godavari is one of the main Paddy growing District in Andhra Pradesh. Paddy is the main
crop grown contributing 57.63% followed by Coconut (7.36%), Sugarcane (3.39%), Cotton
(3.28%), Fresh and dry fruits (11.44%), Other oil seeds (1.93%), and other crops (14.97%).
Productivity of Paddy is observed to the 3966.00 Kgs/Ha. The total production during 2014-2015
is observed to be 4996.274 T.Mt.

3.5 Crop Water Requirement
Crop water requirement is the total quantity of water required from crops sowing time up to
harvest. Naturally different crops have different water requirements at different places of the
same country, depending upon the climate, type of soil, method of cultivation, effective rain etc.
The total water required for crop growth is not uniformly distributed over its entire life span
which is also called crop period. The total depth of water required to raise a crop over a unit area
of land is usually called delta. Some typical values of delta for common crops in some regions of
India as per Handbook of Agriculture (fifth edition, 2000) published by the Indian Council of
Agricultural Research are as below:

Delta values for some of the crops in East Godavari District are as follows:

Sugarcane (perineal) – 2156 mm
Pulses – 550mm
Delta values for some of the crops as per WALAMTARI, Andhra Pradesh are given below:
Maize – 452 mm
Groundnut – 663 mm
Crop water requirement is calculated based on water depth (Delta) required for each crop and
area sown given in table 3-5-1. 60 % of whole crop water is consumed by Paddy crop only. Total
crop water demand for 2015 are 3312.32 MCM & 2223.56 MCM.

4 WATER AVAILABILITY
Availability of water is highly uneven spatially and temporally. Consequently, water resources
development and management is to be best planned within hydrological units such as drainage
basin as a whole in an integrative manner taking into account all sources of water including
precipitation, surface water and groundwater. Furthermore, for realistic estimation of water
availability, modelling based on long term yield series in the hydrological unit is required.
In the current study water availability, its current use and estimation of potential for increase is
carried out based on detailed hydrological assessment of all sub-basins, cascades and tanks in
the district.
The total water availability for East Godavari District is computed as 4163.37 MCM. The present
potential from surface water and ground water being 2694.61 MCM (64.72%) & 1468.75 MCM
(35.28%) respectively.
4.1 Surface Water Availability
The surface water availability for the East Godavari District is given in table below:

4.1.1 Surface Water Yield Estimation
Runoff of a basin depends on the spatial distribution of rainfall and its terrain characteristics
such as topography (elevation), soils, land use/land cover, hydro-geomorphology, etc. The
climate of East Godavari District is characterized by good seasonal rainfall. The summer
season from March to May is followed by South-West monsoon season, which continues up
to September. October and November constitute the retreating North-East monsoon season.
The climate of the hilly regions of the district receives heavier rainfall and is observed to be
cooler than the plains.
The Rainfall is being recorded at 64 rain gauge stations in the Mandal headquarters in the
district. The Normal annual rainfall for the district is 1217 MM. The district mostly gets rainfall
during both the monsoon seasons of Southwest and North East. The normal rainfall during
South-west monsoon months, June to September amounts to 38.77 % of the annual rainfall
and that during North East monsoon months of October to December constitutes 41.04 % of
the annual rainfall.
Yield and run-off estimation have been taken up based on Strange’s table for assessment of
yield based on the 56 year observed rainfall data of East Godavari District to assess the
potential yield of the District. The method gives satisfactory results for normal rainfall. Out of
the total observed rainfall, only 79.81% of the rainfall contributed by South-west and North-
east monsoon is considered for computation of yield.
The total geographic area of the district has been subdivided as per Strange’s classification as
“Good”, “Average” and “Bad” catchments as per land use. The 75% dependable yield is
computed as 2998 MCM.

4.2 Groundwater Scenario
Based on the details obtained from the Groundwater Department, Government of A.P., the
net annual groundwater availability in East Godavari District is 845.00 MCM. The revenue
division wise ground water availability is given below.

Based on groundwater development, the Mandals of East Godavari District are divided into
four categories: Very high groundwater usage with more than 70% draft, High groundwater
usage with draft between 50% to 70%, Moderate groundwater usage with draft between 30%
to 50%, and Low Groundwater usage with draft less than 30%.
a) The very high Groundwater usage Mandals there are Rajanagaram and Gandepalle.
b) The high groundwater usages Mandals are Rajanmundry urban, Rajamundry rural,
kadiam, Korukondam, Peddapuram and Ambajipeta..
c) The moderate groundwater usages Mandals are Yeleswaram, Gokavaram, Kirlampudi,
Pithapuram, Rangampeta and Athrayapuram.
d) The low groundwater usage Mandals are Nellipaka, Kunavaram, Chintur,
Vararamachandram, Maredumilli, Y Ramavaram, Rampachodavaram, Addateegala,
Rajamundry, Devipatnam, Gangavaram, Prathipadu, Jaggampeta, Seethanagaram,
Sankhavaram, Poethulapalli, Katanaduru, Tuni, Thodangi, Gollaporlu, Kothapalle,
Samalkota, Biccavolu, Anaparthy, Alamuru, Ravulapalem, Kapileshwaram,
Ramchandrapuram, Karapa, Kakinada urban, Kakinada Rural, Kojuluru, Pamarru,

East Godavari District is divided into 42 watersheds, there are no watersheds in the critical,
semi-critical category. All watersheds fall under safe category.

Present water source wise water utilisation for the district is tabulated below in Table 4-3-1.

From the above statistics, it can be observed that against the present water utilisation of
5132.94 MCM, the surface water availability is 2694.61 MCM. The short fall of 2438.33 MCM
of surface water availability is being supplemented from the share of Andhra Pradesh, from
the Interstate river Godavari and intrastate rivers like Thandava, Pumpa, Suddagedda and
Yeleru rivers.

5 WATER REQUIREMENT/DEMAND
5.1 Water Demand
System water demand is the total quantity of water potential that is required in order to meet
all water needs including domestic, irrigation, livestock, industrial etc. in the district.
5.2 Domestic Water Demand
Catering to the ever increasing water demand is likely to be the greatest challenge on account of
population rise and economic development, and shrinking supplies due to over-exploitation and
pollution. As a result of development, the demand for water is increasing both in urban and rural
areas. Water demand forecasting is essential to water utilities, both for day-to-day operations
and for long-term planning. A number of factors like climate, culture, food habits, work and
working conditions, level and type of development, and physiology determine the requirement
of water. As per the Bureau of Indian Standards, a minimum water supply of 200 litres per capita
per day (lpcd) should be provided for domestic consumption in cities with full flushing systems.
It also mentions that the amount of water supply may be reduced to 135 lpcd for the LIG and the
economically weaker sections (EWS) of the society and in small towns.

Total Population for District East Godavari in 2011 was 52,85,824, growth rate for district is 5.19%
per decade, projected population in 2020 is 55,60,158. Average Per capita Domestic water
requirement is 135 litres per day, based on this information Gross Water Demand for Whole
District in current year is 265.87 MCM per annum. The projected gross water demand in 2020 is
273.98 MCM per annum. Thus water gap that need to be bridged is 8.11 MCM per annum for
East Godavari District.

5.3 Crop water Demand:
It is essential to know the water requirement of a crop which is the total quantity of water
required from its sowing time up to harvest. Naturally different crops may have different water
requirements at different places of the same country, depending upon the climate, type of soil,
method of cultivation, effective rain etc. The total water required for crop growth is not uniformly
distributed over its entire life span which is also called crop period. Actually, the watering stops
some time before harvest and the time duration from the first irrigation during sowing up to the
last before harvest is called base period. Though crop period is slightly more than the base period
they do not differ from practical purposes.
Crop water demand is estimated with the reference of Table 3-5-1. Total crop water demand for
2015 is 3312.32 MCM. Projected water requirement is 4406. MCM.

5.4 Livestock water Demand:
Global trend in animal production indicates a rapid and massive increase in the consumption of
livestock products. It is predicted that meat and milk consumption will grow at 2.8 and 3.3% per
annum, respectively, in developing countries like India where the whole system of rural economy
has revolved around livestock production. Providing enough quality water is essential for good
livestock husbandry.
Table 5-4-3 gives block water demand for livestock for current year and for 2020. Number of
livestock as per 2011 census is 15635893. Estimation is done based on livestock water demand
which is different for types of animals.

5.5 Industrial Water Demand:
The main sources of water for the industrial sector are groundwater and surface water. Choice
of source of water depends on the availability of sufficient and regular supply of water and the
cost of water from the source. While the running cost of surface water is mainly the price paid to
the supplier the municipal bodies; the cost of groundwater is the extraction cost energy used
(electricity/diesel).
Net water demand for industries in the current year is 185.19 MCM. Industrial water demand for
the year 2020 is estimated at 436.36 MCM.

5.6 Water demand for Power generation:
No additional water is required for power generation.
5.7 Water Demand of the district for Various sectors:
Based on calculation it is reflected that total current water requirement is 3787.53 MCM. Highest
water requirement is in Peddapuram Division and lowest requirement is in Ramchodavaram
Division. Due to rapid urbanisation and increasing population in 2020 water requirement demand
is growing to 4996.45 MCM.

6 STRATEGIC ACTION PLAN – DISTRICT IRRIGATION PLAN
Water scarcity arises as a consequence of high rate of aggregate demand from all water-using
sectors compared with available supply, under the prevailing institutional arrangements and
infrastructural conditions. Water scarcity is both a relative and dynamic concept, and can occur
at any level of supply or demand, but it is also a social construct: its causes are all related to
human interference with the water cycle. It varies over time as a result of natural hydrological
variability, but varies even more so as a function of prevailing economic policy, planning and
management approaches. Scarcity can be expected to intensify with most forms of economic
development, but, if correctly identified, many of its causes can be predicted, avoided or
mitigated. The District Irrigation Plan aims at provide a conceptual framework for the holistic
irrigation development perspective of the district to meet the present and future water demand
of the district.
6.1 Gap in Irrigation Infrastructure
Irrigation infrastructure covers a wide range of farm level water management support system,
varying from support watering during the Kharif (monsoon) season from a small check dam/
pond/tank/dry well to assured year-round water supply from reservoirs, canals or tube wells
to farmers cultivating more than single crop annually. The method of application has also
evolved, from traditional gravity flow and farm flooding to micro-irrigation where water is
applied close to the root zone of the plant. Irrigation infrastructure caters to the water
requirements from both the surface and sub-surface water sources. Surface irrigation is
largely provided through large and small dams and canal networks, run-off from river, lift
irrigation schemes, small tanks and ponds, whereas groundwater irrigation is accessed by dug
wells, bore wells, tube wells and is powered by electric pumps or diesel engines.
While the general focus is on the supply side approach, huge benefits can be reaped by
improve the efficiency of existing irrigation systems. Therefore, irrigation infrastructure,
which has the potential to insure the farmer against the vagaries of the monsoon and increase
his income from a small (and diminishing) land holding is the most critical infrastructure for
rural India. The status of irrigation infrastructure is represented in the Table 6-1-1.

6.2 Gap Ayacut
The difference between area targeted for irrigation and actually irrigated in an agricultural
year is called gap ayacut. This is difference between potential created and utilised. The gap
ayacut denotes the efficiency of the irrigation infrastructure created. The gap ayacut in East
Godavari District is observed to be 15% as shown in the Table 6-2-1.

6.3 Potential for development
Pradhan Mantri Krishi Sinchayee Yojana aims at extending the coverage of irrigation to the
entire farm land parcel suitable for cultivation. Agriculture as considered here encompasses
arable use (the growing of the widest possible range of annual crops), horticulture (perennial
crops in general, and fruit trees in particular), pastural use (grassland and fodder crops) and
silviculture (commercial growing of trees).

6.5 Bridging water gap
The overreaching vision of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) is to ensure access
to some means of protective irrigation to all the agricultural farms in the country “Har Khet Ko
Pani”, to produce ‘Per Drop More Crop’, and bringing much desired rural prosperity. Table 6-5-1
summarises the component wise strategic plan to realise the vision of PMKSY.
The Government of Andhra Pradesh envisages to implement Neeru-chettu to make Andhra
Pradesh a Drought Proof State in the next 5 years through Water Conservation, Water
Management, Inter-linking of rivers and Plantation.

6.5.1 Accelerated Irrigation Benefits Programme (AIBP)
Under the program component “Accelerated Irrigation Benefits Programme (AIBP)”, the below
mentioned programmes are being taken up, which are tabulated as per Table 6-5-1-1.
Improvements to the existing Projects
Improvements to Maddigedda reservoir and Thorrigedda medium irrigation projects are
proposed to be taken up under APILIP II, with the JICA Assistance. Table 6-5-1-1 gives the
details of the projects proposed under AIBP Program component.
Prioritised Projects
Government of Andhra Pradesh has prioritised seven projects and decided to complete
them during 2016-17 & 2017-18 and reap the benefits. Indira Sagar Polavaram project is
a multipurpose project, which is being taken up as a national project to be funded totally
by the central Government. Indira Sagar left main canal will help in creation/ stabilisation
of 1,01,215 Ha of ayacut in East Godavari district.

6.5.2 PMKSY - Har Khet Ko Pani
Under the program component “PMKSY – Har Khet ko Pani”, following programmes given below
as per Table 6-5-2-1 are proposed to be take-up.
Minor Irrigation Schemes
Improvements to minor irrigation schemes are being taken up under APILIP II with JICA
Assistance for stabilisation of 2,940 Ha.
National Bank for Agriculture and Rural Development (NABARD)
Rerpair, Renovation and Restoration (RRR) of minor irrigation schemes are being taken
up with NABARD financial Assistance. Annexure 6-5-2-1- gives the details of proposals for
taking up of RRR works.
Neeru chettu
Neeru – Chettu brings inter departmental convergence among water conserving
departments like Water Resources Department, Rural Development, Forest, APSAC, and
Water Utilizing Departments like Agriculture, Horticulture, Fisheries, RWS, Municipal
Administration and Urban Development Departments. Annexure 6-5-2-1-3 gives the
details of proposed Neeru - chettu schemes.
De silting of Tanks
De silting of tanks for additional capacity for raising the water table. The silt removed is
being used by farmers for their fields and filling of low lying areas.
Smart Water Grid
Smart Water Grid is being created similar to electric power grids to supply water to needy
areas by transfer of water from water surplus basins to water deficit basins and filling up
of tanks from major assured sources.
Cascade Development
Number of cascades are being developed in all the basins of the state by interlinking all
the tanks within the cascade. Further the interlinking of cascades is being taken up by
identifying the links between tanks and cascades.

Series of Check Dams and Dry Spell Mitigation
Series of Check Dams and sub surface dams at suitable locations are being constructed
on all minor rivers and streams to recharge ground water.
By using Rain guns lifesaving Irrigation will be provided by collecting water from nearby
source for water supplementation to the distressed Ayacut during dry spells.
NTR Jalasiri
NTR Jalasiri aims at providing assured source of irrigation for small and marginal farmers.
This programme is a welfare measure in terms of enhancing the productivity of the lands
thus maximizing their income.
Precision Irrigation & Water Management Methods
Following measures are proposed to be implemented for improvement of water use
efficiency:
Drip Irrigation & Sprinkler Irrigation
Direct Seeding for paddy
Change in crop pattern
Encouraging of ID crops have to be taken up with the convergence department for
efficient use of water.
6.5.4 PMKSY – Watershed Development
Watershed is an area ridge top to the ridge top and common outlet that collects, stores and
releases water to a common point, such as river or lake.
Benefits of watershed development

c) Improved soil quality and better drainage
d) More efficient use of rainfall, with excess water stored for supplemental irrigation
e) Better conservation of natural resources
f) Sustainable income to the village community

Under the program component “PMKSY – Watershed”, following projects as per Table 6-5-4-1
are proposed to be take-up. Annexure 6-5-4-1-1 to 5 show the new proposal of watershed
development schemes.
Panta Sanjeevini (Farm Ponds)
A massive programme for digging of Farm ponds under Panta Sanjivini is being taken up
with sizes of 5 X 5 X 2, 8 X 8 X 2 and 10 X 10 X 2 Mts. These farm ponds will recharge the
ground water and will also be used for supplementation during water scarcity.

6.5.6 Sewage treatment
It is Proposed to intersect, divert, treat and reuse the domestics sewage for irrigation in the
peripheries of urban areas. This will not only mitigate the problems associated with sewage
disposal but also augment the irrigation potential in peri-urban areas. Sewage treatment
plants are proposed at the urban locations as detailed below.

6.6 Cost Benefit Analysis
The viability of the District Irrigation Plan to enhance the irrigation potential shall depend on
the economic benefits accrued as compare to the investment incurred. Whereas, the cost of
irrigation potential development can be classified under the various programme components
of PMKSY, the economic benefits accrued can be grouped under the following three heads:
1. Economic benefits due to enhanced crop productivity.
2. Income from additional employment.
3. Revenue generated from crop production.
4. Municipal waste water/ sewage treatment protects the population and minimises/
eliminates health hazards and provide indirect benefits.
5. Economic benefits from reuse of 55 M cum of sewage water to enhance irrigation
potential by 17,151 Acres.
6. Economic losses saved through flood mitigation and control by providing flood banks.
Indirect benefits to livestock and crops due to flood prevention.
The Benefit Cost Ratio calculations are enclosed as per Annexure 6-6-1. The investment of
574.61 crores on the irrigation potential development would result in an economic value
addition of about 87.56 crores annually. The resultant cost benefit ratio would be 6.37 with
an internal rate of return of 24.04%. This shows a very healthy return on investment.
