PRADHAN MANTRI GRAM SADAK YOJANA

OBJECTIVE

� To provide single all-weather road connectivity to all eligible unconnected

habitations having population more than 500 in 27 non-IAP Districts and

more than 250 in 11 IAP Districts.

• OPERATING / EXECUTINGAGENCIES :

� RWD through BRRDA

� 5 Central Agencies (Nominated Executing Agencies)- CPWD,

NPCC, NHPC, NBCC & IRCON.

STEPS TO BE TAKEN TO COMPLETE

PENDING WORKS

• Road wise review have been done with field Officers.

• Penalty imposed as liquidated damages against delayed works.

• Defaulting Contractor debarred from participating in fresh Tenders.

• Contracts have been terminated and fresh tenders invited after revising

the estimates of balance works at updated rates.

• Approx. Rs. 900 Cr. required from State Budget for updating estimates.

• Rs. 344.80 cr. already provided.

• Budget provision of Rs. 300 Cr. in 2014-15.

DIRECT PURCHASE:

• Contractors would be encouraged to purchase need base equipments.

• Easy financing facilities shall be made available to the contractors through

Governments contacts with financing institutions

• Secured returns shall be ensured to the contractors having their own equipment

by giving preference in tendering process.

IMPROVISATION OF AGRICULTURAL EQUIPMENTS :

• Agricultural equipments shall be improvised to be used in road construction

by making minor modifications.

• Farmers shall be encouraged to lease out the agricultural equipments to the

contractors which will create a source of income for farmers as well as

fulfillment of equipment requirement to the contractors.

MAJOR CHALLENGES HANDLED:

1.Introduction of Centralised Bid Process Management -

Major Constraints observed in Traditional Bidding Process :

• Earlier the average time taken in deciding a tender from the date of

NIT used to be 8-10 months. In many case more them a year.

• These delay led to various problems and anomalies in program

implementations such as :

� Inordinate delay in road construction.

� Led to complaints from public.

� Warranted Rate Revision causing a huge loss to the State

Exchequer.

� Difficulty in maintaining the quality.

Strategic Plan put in place to Streamline the Process of Tender Finalization:

• Centralized and open system of Tender finalization was introduced.

• Software based evaluation system was put in place.

• The whole process was undertaken in presence of Contractors/

Engineers and results were declared immediately.

• This new initiatives was instrumental in cutting down the time taken in

tender finalization drastically. The entire Bid Process was completed in

35 day

2. Updation of Online Monitoring System:

• Web-based online monitoring system developed by MoRD to facilitate

monitoring and transparency was updated on daily basis through different

designated Project Modules.

• Embedded Decision support system for on time delivery, cost management and

quality control is ensured.

3. Revision of Core Network:

• The Core Network was revised keeping the “Tola” as a unit duly authenticated

by STA’s and finally approved by NRRDA.

4. Introduction of Tendering through E-Procurement :

• E-Procurement system for selection of Contractors in the state was adopted and

is functional on full fledged basis.

• Jurisdictions reorganised based on geographical spread of area.

� 1 E.E for each Civil Sub-division (Approx. 3 to 7 Blocks)

� 1 Sub-Divisional officer (A.E.) for each Block

� 1 J.E. per 10 Panchayats, 2 J.Es for 10-20 Panchayats, 3 J.Es for 20-30 Panchayats

and 4 J.Es for more than 30 Panchayats

• Logistics e.g. Vehicle, Generator, Computer etc have been provided to all PIUs.

• Funds are being provided for construction of independent Field Office Buildings

for PIUs.

• 1 E.E. (Training & Capacity Building) along with 4 A.Es have been posted at the

HQ level for training purpose.

6. Quality Control Arrangement:

• Fully equipped Labs in all Districts with 1 State Labs at Patna.

• 1 S.E. (I/C Monitoring & Data Centre) supported by 6 E.E.s & 21 A.E.s have

been posted at HQ. exclusively for monitoring purpose.

• 1 S.E. (Quality Management) supported by 17 Divisions have been deployed

exclusively for Quality monitoring.

• ___ SQMs appointed on outsourcing basis.

7. Asset Management :

• State is fully committed for Asset Management through a comprehensive Output

based Management Policy.

• The proper maintenance category of roads has improved from 7% to 75%

during last 3 years.

WAYS TO IMPROVE EFFICIENCY OF RURAL

ROAD IMPLEMENTATION

CONVENTIONAL PRACTICE :

Through Labour intensive semi mechanised construction technique which promote

the use of unskilled labour using simple hand tools and light machinery without

significantly sacrificing construction quality.

Machineries used presently : Static roller / Vibratory roller , Front End Loader ,

Tractor with leveler ,Tractor with rotavator , Mix all / Mini H.M.P. ,Concrete Vibrator,

Concrete Mixer ,Tipper / Tractor , Tar boiler, Vehicle mounted mechanical spray,

Water tanker with sprinkler

Shortfalls/Drawbacks:

Does Not guarantee economy of Construction.

Expected quality levels is close to be achieved.

ADOPTED MECHANISED PRACTICE :

Through mechanization following goals can be achieved:

• Speed up the execution of works in comparison with manual methods and so

shorten the construction period.

• Reduce labour consumption, increase production capacity and reduce work

costs.

• Make work in construction zones less arduous and so more attractive.

• Improve work safety as construction is one of the most hazardous fields of

human activity.
