General Degree Colleges of Goa includingthose in Goa University who are providingtheir valuable services to enrich HigherEducation sector in Goa. There is a schemeunder which 8 teachers including Principalsof Higher Secondary Schools andHeadmasters of Schools are felicitated everyyear on the ‘’Teachers Day”. The scheme isoperated by Directorate of Education.However all these years, the teachersworking in professional degree Colleges andin Goa University, were not considered underthe scheme as the same was not madeapplicable to them. This scheme is designedin order to provide an opportunity to such ofthe eligible College/University teachers forbeing State Awardees.

Objectives.— (1) The Scheme is basicallydesigned with the intention of recognizingselfless and meritorious services rendered byteachers of General Degree Colleges and thatof Goa University.

(2) The Scheme will encourage awardeesto serve Higher Education Sector with arenewed vigour and enthusiasm.

(3) The Scheme will set an example of‘Role Model’ teachers before the youngergeneration of teachers in the HigherEducation Sector.

Eligibility.— The following shall beeligibility criterion for being State Awardees:

(1) Only those teachers and Principals whoare in service and within the age group of45 to 55 years on the date of application shallbe eligible to apply for State Award. Such ofthe teachers and Principals should havepossessed essential qualifications as requiredunder UGC norms at the time of theirappointment.

(2) The applicant should be full timeregular faculty in Goa University/affiliatedColleges who are confirmed in service.

(3) The applicant should be an outstandingteacher having significant academiccontribution. He/she should have beeninstrumental in uplifting his/her owninstitution.

(4) Irrespective of the number of years ofservice, Permanent Full Time Regular

Teachers should have a very good API score.Teachers should have (i) A minimum APIscore of 100 points in Category I; (ii) Aminimum API score 30 points in Category IIand (iii) A minimum API of 400 points inCategory III, as prescribed in UGCNotification of 2010. Everything being equal,preference should given to those havingmaximum points subject to Heads ofInstitution making a fair assessment of theTeachers.

No. of Awards.— Every year two mostmeritorious College/University teachers shallbe bestowed with the State Award. Theaward shall consist of Rs. 25,000/- in cashand a citation. The selected teachers shallbe entitled for extension of 1 year in service.The awardees shall be felicitated on theteacher’s day every year.

Application Procedure.— (1) The Applica-tions for State Award shall be submitted inthe prescribed format as placed atAnnexure A.

(2) The Applicant should fill in part ‘A’ ofthe format and submit the same to the Headof the respective institution who in turn shallfill in part ‘B’ of the format and submit thesame to the Director of Higher Education whoin turn shall place the same before theSelection Committee.

(3) Proposals should compulsorily besubmitted through the Head of the Institutionto Directorate of Higher Education. Proposalssubmitted directly shall not be entertained.Maximum of two proposals could besubmitted by an institution. Unsuccessfulcandidates shall be considered only after agap of one year in the first instance andcooling period of 3 years subsequently.

(4) Incomplete proposals shall besummarily rejected.

Guidelines for Institutional Heads forrecommendation of Teachers.— (a) Theteachers to be recommended for the awardshall meet eligibility criteria stipulated for theaward.

(b) The teachers academic efficiency andhis image as a teacher among students and

community around shall be given dueweightage.

(c) The community service if anyrendered by the teacher shall be given dueweightage.

(d) Any outstanding achievement by theteacher in the field of Higher Education shallbe duly considered.

(e) The Research Contribution of theteacher in last ten years precedingapplication in terms of completed minor/majorResearch projects, guidance for Ph.D./M.Phil,publications in peer reviewed/impact factorjournals may also be considered.

(f) There should be no vigilance casepending against him.

Self-Assessment by the Teacher.— Everyapplicant should justify as to why he shouldbe considered for State Award. Thejustification would include his strengths,weaknesses, his achievements and hisextraordinary work in the field of HigherEducation. The applicant may also define hisvision for Higher Education in Goa.

Schedule of selection process.— Duly filledin application forms shall be submitted toDirectorate of Higher Education every yearlatest by 15th July every year.

Selection Committee.— The Governmentshall constitute a Selection Committee everyyear headed by an academician of repute.There will be two other members nominatedby the Government. The Director, HigherEducation shall be Member/Member Secretary.

One recent passport size photographduly attested by the Gazetted Officeron the backside of the photograph shouldbe enclosed alongwith the application form.

The following terms and conditions shall be applicable to the Addl. Advocate Generalof the State of Goa.

In exercise of the powers conferred by theproviso to Article 309 of the Constitution ofIndia and in supersession of the existingRecruitment Rules for the post of PoliceConstable notified vide GovernmentNotification No. 1/11/2005-PER dated24-7-2012, in the Official Gazette, Series INo. 17 dated 26-7-2012, the Governor of Goahereby makes the following rules to regulatethe recruitment to the Group ‘C’, Non--Gazetted, Non-Ministerial post, in the Officeof the Director General of Police, Governmentof Goa, namely:—

1. Short title, application and commence-ment.— (1) These rules may be called theGovernment of Goa, Office of the DirectorGeneral of Police, Group ‘C’, Non-Ministerial,Non-Gazetted post, Recruitment Rules, 2017.

(2) They shall apply to the post specified incolumn (1) of the Schedule to these rules(hereinafter called as the “said Schedule”).

(3) They shall come into force from thedate of their publication in the OfficialGazette.

2. Number, classification and scale of pay.—The number of posts, classification of the saidposts and the scale of pay attached theretoshall be as specified in columns (2) to (4) ofthe said Schedule:

Provided that the Government may vary thenumber of posts as specified in column (2) ofthe said Schedule from time to time subject toexigencies of work.

3. Method of recruitment, age limit andother qualifications.— The method of

recruitment to the said posts, age limit,qualifications and other matters connectedtherewith shall be as specified in columns (5)

to (13) of the said Schedule.

4. Disqualification.— No person who hasentered into or contracted a marriage with a

person having a spouse living or who, havinga spouse living, has entered into or contracteda marriage with any person, shall be eligible

for appointment to the service:

Provided that the Government may, ifsatisfied that such marriage is permissibleunder the personal law applicable to suchperson and the other party to the marriageand that there are other grounds for sodoing, exempt any person from the operationof this rule.

5. Power to relax.— Where, the Governmentis of the opinion that it is necessary orexpedient so to do, it may, by order, forreasons to be recorded in writing, relax anyof the provisions of these rules with respect toany class or category of persons.

6. Saving.— Nothing in these rules shallaffect reservation, relaxation of age limit andother concessions required to be providedfor Scheduled Castes and other specialcategories of persons in accordance withthe orders issued by the Government fromtime to time in that regard.

Whereas, the Government of Goa has notifiedthe Goa (Grant of Financial Assistance toEconomically Weaker Panchayats forstrengthening their Administration) Scheme,2008 vide Notification No. 17/142/DP-Acct//Grants of Fin/Asstt. Scheme and 2nd February,2009 which is published in the Official GazetteNo. 46 Series I dated 12-2-2009.

And whereas, in terms of clause 3 of the abovesaid scheme it is necessary to notify the list ofweaker Panchayats eligible for grants from theGovernment under the above said scheme andother scheme of the State Government.

And whereas, the name of VillagePanchayat Macazana in terms of clause 3 ofthe above scheme was not included in theNotification published in the Official GazetteSeries I No. 31 dated 3rd November, 2016.

Now, therefore, after assessment of theIncome & Expenditure, the Village PanchayatMacazana of Salcete Block is identified asweaker Panchayat eligible for grants fromthe Government for the year 2016-17. Thequantum of grants that shall be sanctionedto the weaker Panchayat under the abovesaid scheme or any other scheme of theState Government shall be notified separatelyby the Director of Panchayats.

and notice is hereby given that the saiddraft rules will be taken into considerationby the Government after expiry of aperiod of fifteen days from the date ofpublication of this Notification in the OfficialGazette.

DRAFT RULES

In exercise of the powers conferred bysection 306, read with section 62 of the GoaMunicipalities Act, 1968 (Act No. 7 of 1969)and all other powers enabling it in thisbehalf, the Government of Goa hereby makesthe following rules so as to further amendthe Goa Municipalities (Chairperson’s andOther Councillor’s Emoluments) Rules, 1970,namely:—

1. Short title and commencement.— (1)These rules may be called the GoaMunicipalities (Chairperson’s and OtherCouncillor’s Emoluments (Amendment) Rules,2017.

(2) They shall come into force from thedate of their publication in the Official Gazette.

2. Amendment of rule 3.— In sub-rule (1)of rule 3 of the Goa Municipalities(Chairperson’s and Other Councillor’sEmoluments) Rules, 1970,—

(i) in clause (a), for the figures “9,500/-”,“8,500/-” and “8,000/-, the figures “12,825/-”,“11,475/-” and “10,800/-” shall be respectivelysubstituted;

(ii) in clause (b), for the figures “8,000/-”,“7,500/-” and “7,000/-” the figures “10,800/-”,“10,125/-” and “9,450/-” shall berespectively substituted; and

(iii) for clause (c), the following clauseshall be substituted, namely:—

“(c) The Government shall reimbursefifty percent of expenditure onhonorarium in the case of ‘B’ ClassMunicipal Council as per the existing“8,500/-” for Chairperson and “7,500/-”for Councillors and eighty percent ofexpenditure on honorarium in the caseof ‘C’ Class Municipal Council as per theexisting “8,000/-” for Chairperson and“7,000/-” for Councillors.”

All objections/suggestions to the said draftrules may be forwarded to the Director,Department of Urban Development,Collectorate Building, Panaji, before theexpiry of the said period of fifteen days sothat they may be taken into consideration atthe time of finalization of the said draft rules.

DRAFT RULES

In exercise of the powers conferred bysection 22A, read with section 391 of the Cityof Panaji Corporation Act, 2002 (Goa Act 1of 2003) and all other powers enabling it inthis behalf, the Government of Goa herebymakes the following rules, namely:–

1. Short title and commencement.— (1)These rules may be called the City of PanajiCorporation (Mayor’s, Deputy Mayor’s andother Councillor’s Emoluments) Rules, 2017.

(2) They shall come into force from thedate of their publication in the Official Gazette.

2. Definitions.— (1) In these rules, unlessthe context otherwise requires,—

(a) “Act” means the City of PanajiCorporation Act, 2002 (Goa Act 1 of 2003);

(b) “section” means a section of the Act.

(2) Words and expressions used but notdefined in these rules shall have the samemeaning as are assigned to them in the Act.

3. Honorarium payable to the Mayor,Deputy Mayor and Councillors.— (1) TheMayor shall be entitled to draw a maximumhonorarium of Rs. 12,825/- per month.

(2) The Deputy Mayor and the Councillorshall be entitled to draw a maximumhonorarium of Rs. 10,800/- per month.

(3) The Mayor, Deputy Mayor andCouncillors shall not be entitled for anyhonorarium in case of their absence in theCorporation for a continuous periodexceeding 30 days except on medical groundcertified by a registered medical practitioner.

4. Allowances payable to the Mayor, DeputyMayor and Councillors.— The Mayor, DeputyMayor and Councillors shall be entitled toactual transport charges as travellingallowance for attending meeting of theStanding Committee and Special ConsultativeCommittee.

5. Debiting of expenditure on honorariumand allowances.— The expenditure onaccount of the honorarium or allowances ina financial year, shall be debited respectivelyto the Budget Head “Honorarium orallowances to the Mayor, Deputy Mayor andthe Councillors” and met by the Corporationfrom its own fund for that year under thesaid Budget Head.

In Clause 5. II following amendment shallbe carried – 2nd Installment of Rs. 5000/- willbe released after completion of immunization(after 3yrs) producing the immunization card.(Apply within 45 days)

The Amendment of the Scheme shall comeinto force from 1st April, 2011 and all motherswho deliver live girl child (maximum 2deliveries) and child born on or after 1st April,2011 shall be entitled for benefits under theScheme.
