NOTICE INVITING TENDER

For and on behalf of the Managing Director, JKSPDC, tenders are invited by the Executive Engineer, Civil Construction, Division-I, Kirthai HEP-I, Gulabgarh Padder Kishtwar through e-tendering mode on item rate basis from bonafide firms/ companies & contractors having requisite experience and financial capacity for execution of the following works:-

1. Date of Publishing: 17-05-2014. 2. The bidder can download the Bidding Documents from website

www.jktenders.gov.in from 10 AM on 19-05-2014. 3. The bids shall be submitted in electronic format on the website

www.jktenders.gov.in from 20-05-2014 to 06-06-2014 up to 02 PM. 4. The complete bidding process will be online. 5. Bid documents can be seen at & download from the website www.jktender.gov.in.

The Bid Documents contain Qualifying Criteria for the Bidders, Specifications, Bill of Quantities, Terms & Conditions and other details.

6. Eligibility of the applicants shall be assessed based on the “Essential

Qualifying Criteria” and “Other Qualifying Criteria” as given in Annexure-I of the

tender document.

7. Technical bids of bidders shall be opened on line in the office of the Chief Engineer,

Kirthai HEPs on 10-06-2014 at 10AM

8. Bids must be accompanied by refundable Bid Security (EMD) and cost of the Tender

Document non-refundable as specified in column 4 & 5 of the table duly pledged in

favour of the Chief Pay & Accounts Officer, JKSPDC Kishtwar, payable at Kishtwar.

Bid Security (EMD) will have to be in any one of the forms as specified in the bidding

documents and shall have to be valid for six months or more from the date of

opening of the Financial Bid. The cost of downloaded Tender Documents in form of

DD shall be in separate envelope with cover marking “Cost of Documents”.

a. The original instruments in respect of cost of documents, EMD and relevant

technical bid documents etc. must be delivered to the Chief Engineer, Kirthai

HEPs, JKSPDC, Camp Office Khullar Market, Sector-3, Extension, Trikuta Nagar,

Jammu on or before 07-06-2014 02 PM. If the office happens to be closed on the

date of receipt as specified, the EMD documents fee will be received on the next

working day up to same time and at the same venue.

b. Financial Bids of the Technically Responsive Bidders shall be opened on the same

date or any other subsequent suitable date fixed by the Chief Engineer, Kirthai

HEPs, JKSPDC, Camp Jammu.

9. The bid for the work shall remain open for acceptance for a period of 90 days from

the date of opening of bids. If any bidder/tenderer withdraws his bid / tender before

the said period or makes any modifications in the terms & conditions of the bid,

earnest money deposited by him shall stand forfeited.

10. No Engineer of Gazetted Rank or other Gazetted Officer employed in Engineering or

Administrative Duties in an Engineering Department of the State Government is

allowed to work as Contractor for a period of two years after his retirement from

government services without permission of the Government. This contract is liable to

be cancelled if either the Contractor or any of his employees is found at any time to

be such a person who had not obtained the permission of the government as

aforesaid before submission of the tender or engagement in the contractor’s service.

11. Other details can be seen in the bidding documents.

Bid prices:

a) All duties taxes, royalties and other levies payable by the contractor under the contract, or for any other cause, shall be included in the rates, prices and total Bid price submitted by the bidder.

b) The rates and prices quoted by the bidder shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.

c) The quantities reflected in the BOQ may change (increase or decrease) at any point of time from tendering to execution of work as per the direction of the geologist in-charge.

12. Date of start of the work shall commence from 7th day after issue of letter of

acceptance and should be completed in all respects within stipulated time.

13. The work is time bound & has to be completed within the stipulated time. In case the

work is not started with in the stipulated time period, the allotment shall be cancelled

and no correspondence shall be made for the same & CDR will be forfeited without

any information. For delay beyond completion date Rs. 10,000/- per day will be

charged as penalty. After one month, the balance work can be got executed by the

Corporation through other agency at the risk & cost of the contractor.

14. Instructions to Bidders regarding E-tendering Process:

a. The interested bidder can download the NIT/Bidding Document from the website

www.jktender.gov.in

b. To participate in bidding process, the bidders have to get (DSC) “Digital Signature

Certificate” as per Information Technology Act-2000, to participate in online

bidding. This certificate will be required for Digitally Signing the Bid. Bidders can

get above mentioned Digital Certificate from any approved vendor. The bidders,

who already possess valid (DSC) Digital Signature Certificate, need not to procure

new Digital Signature Certificate.

c. The bidders have to submit their bids online in electronic format with Digital

Signature. The bids cannot be uploaded without Digital Signature. No proposal will

be accepted in physical form.

d. Bids will be opened online as per the time schedule mentioned above.

e. Before submission of online bid. Bidders must ensure that scanned copy of all the

required documents have been attached with bid.
