Objectives:
The Training Wing of the Department of Employment and Training is implementing the
following three types of Vocational Training Schemes.
(i) Craftsmen Training Scheme
(ii) Apprenticeship Training Scheme
(iii) Special Training Scheme
The objectives of the schemes are
(i) To ensure steady flow of skilled workers in different trades for the
industries.
(ii) To raise the quality and quantity of industrial production by systematic
training of workers.
(iii) To reduce unemployment among the educated youth by equipping
them for suitable Industrial Employment.
(iv) To provide on-the-job training to the candidates in industries to enable
them to acquire necessary skills in specific trades for gainful
employment as per Apprenticeship Act, 1961, and Apprenticeship
Rules, 1991.
(v) To provide short-term training in various trades to the youth to enable
them to acquire necessary skills to take-up self-employment.
Functions:
These objectives are attained by performing the following functions:
(i) Establishment of Industrial Training Institutes/Centres in the State
both under Government and Private Sector. These Industrial Training
Institutes provide skill training in Engineering and Non-Engineering
trades.
(ii) Identifying the places of training in industries and establishments in
accordance with the Apprenticeship Act, 1961, and supervising and
controlling the Apprenticeship Training Programme.
(iii) Designing need based short-term training programmes and
implementing the same in Industrial Training Institutes.

(iv) Implement centrally sponsor schemes like centre of Excellence,
Modular Employable Skills, upgradation of ITIs under PPP Mode .
(v) Establish Staff Training Institute.
3. THE POWERS/DUTIES OF OFFICERS AND EMPLOYEES AND PROCEDURE
FOLLOWED BY THEM IN THE DECISION MAKING PROCESS.

1. As per common delegation of powers, he is
exercising the powers of major head of the
department.
2. (a) He is the disciplinary authority for imposing
major penalties under Rule(8) of KCS (CCA) rules,
1957, in respect of group C officials.
(b) He is also the disciplinary authority to
impose major penalties under Rule (8) of KCS(CCA)
Rules, 1957, in respect of Class II Gazetted officers
and appellate authority in respect of Group C.
(c) He is also state apprentice advisor under
the apprenticeship Act 1961 to issue fixation of the
trade/apprentices in the state. He is also the
prosecuting authority in respect of defaulting
establishments under the said Act.
(d) He will function as Managing Director for
Karnataka Vocational Training & Skill Development
Corporation.

for Vocational Training and State Council for
Vocational Training.
3. He will assist the Commissioner, Employment
and Training in the implementation of provisions
of National Apprentices Act 1961.
4. He will be responsible for the implementation of
various short-term courses under Trysem, NRY,
NRF, Tribal sub-plan and Motor Driving
Training School etc, in the ITIs as per
prescribed norms.

2. He will be in over all supervision of all matters
pertaining to Accounts and Audit of the
department of Employment and Training.

1. He will work under Deputy Director of Training
(Exams) and Joint Director of Training
(Exams).
2. He will assist Deputy Director of Training
(Exam) and Joint Director of Training (Exams)
in all matters pertaining to conduct of All India
Trade Test under Craftsmen training scheme
and Apprenticeship Training scheme.

2. He will be responsible for initiating timely action
in the preparation of Annual Plan and 5 Year
plans of the department and to submit the
same to Government according to time

MMR Statements from various implementing
officers and preparing MMR progress reports
well in time for submission to Government.
4. He will be responsible for implementation of
craftsmen training scheme in private ITIs in the
State.

statistical details about the establishments,
fixation, number of apprentices seats located
number of apprentices actually recruited,
vacancies and re-fixation etc.,

1. He will work under the guidance and control of
Joint Director of Training (ADM) who is also in-
charge of Inspection of Industrial Training
Institutes.
2. He is responsible for drawing of suitable time
schedule for conduct of periodic inspection of
Government and Private I.T.I.s in the State
according to jurisdiction entrusted to Joint
Director of Training (ADM).
3. He will be responsible for conducting of
periodic inspection as per the time schedule
and submit reports to the higher authorities.

lakhs at a time per ITI under their jurisdiction.
4. To authorise drawal of AC bill to the extent of
sanctioned power, countersignature of TA and
Medical reimbursement bills of non gazetted staff of
respective division.
5. Survey, re-survey and fixation of apprentices in the
establishments under his jurisdiction.

1. He will assist the Joint Director of training in
carryout day to day duties in respective of work
belonging to craftsmen training schemes.

Principals of ITIs Principal is the Head of the Training Institute. He
manages all affairs of the concerned Industrial
Training Institute. He is a disciplinary authority for
imposing penalty under Rule 8, of K.C.S.(33CC &
A) Rules, 1957 for Ground D working under him.
He has got delegated power to purchase raw
materials worth ` 5..00 lakhs/2.50 lakhs at a time
subject to availability of grant.

his next superior authority with his opinion.

programme and nuclear cell of the Employment Wing of the Department.
4. He will be overall in-charge of implementation of the Planned Schemes of
the Employment wing including the construction of Office buildings.
5. He will be overall in-charge of implementation of computerization programme
in employment wing.
6. He will be overall in-charge of implementation of the Employment
Exchange(compulsory notification of vacancies)Act 1959, Rules made there
under matters connected thereto.
7. He will be overall in-charge of supervision of Annual supervision of
Employment Exchanges and other unit officers.
8. He will be overall in-charge of training programmes for officers and staff of
the Employment wing.
9. He will be responsible for approving the tour programme of the Officers and
review monthly dairies of the officers of the Employment wing.
10. He will be responsible for initiating review and accepting the annual
performance reports of Group-ABC officers /staff respectively of
Employment wing.
11. He will also carryout any other work assigned by the Head of the
Department from time to time.
2. Deputy Director
(Employment)
1. He will function under the supervision of the Joint Director of Employment.
2. He will function as the disciplinary authority for Group-C and D employees
and process disciplinary cases of Group-A and B officers of the
employment wing.
3. He will be in-charge of all court cases concerning the employment exchange
policies and procedures.
4. He will be responsible for monitoring and reviewing of Annual Inspection
Programme/Reports of employment Exchanges and other unit officers of the
Employment wing.
5. He will be in-charge of implementation of EMI and VG programme.
6. He will be responsible for conducting surprise/cursory inspection of
employment exchanges and other unit offices of the employment exchange.

1. He will function under the supervision of the Joint Director of
Employment.
2. He will be responsible for conducting studies and research on matter
concerning employment.
3. He will be responsible for implementation of the plan schemes and
monitoring progress.
4. He will be in-charge of computerization scheme of Employment
Exchanges.
5. He will be responsible for overseeing the implementation of
Employment Exchanges (CNV) ACT, 1959, and rules made there
under.
6. He will co-ordinate the programme of work between the nucleus cell
of the directorate and the district employment exchanges in the state.
7. He will be responsible in monitoring draft replies to the L.A/L.C
parliamentary questions.
8. He will monitor collection, compilation of the statistical data and
publication of monthly annual reports concerning various activities of
the Employment Exchanges in the state.
9. He will be responsible for conducting surprise/cursory inspection of
the Employment Exchanges and other unit offices besides conducting
annual inspection as per the approved programme.
10. He will function as a co-ordinating officer in respect of all matters
pertaining to the subject report and cases relating to irregular
appointments.

construction of departmental buildings.
6. He will be responsible for collection and maintenance of annual
assets and liabilities statement of group C officials of the Directorate
(Employment Wing)
7. He will be responsible for collection and maintenance of annual
performance reports of all group C officials of the Employment Wing.
8. He will be responsible for preparing annual budget for the
Employment Wing of the directorate.
9. He will function as state officer for the Employment Wing.
10. He will also discharge any other work assigned by the head of the
Department from time to time.

2. He will be in-charge of State Employment Market information unit of
the Directorate.
3. He will be responsible for preparing state level quick estimates on
employment, preparation and submission of quarterly EMI

review of monthly diaries of officers in-charge of all the employment
exchanges (excluding town employment exchanges) and
enforcement units.
8. He will be responsible for scrutiny of quarterly and annual EMI reports
received from the District employment exchanges.
9. He will be responsible for furnishing statistical information concerning
Emi to the Planning Department, bureau of economics and statistics
and DGE&T.
10. He will carry out any other work assigned by the head of the
Department from time to time.

2. He will be responsible for monitoring and implementation of
vocational guidance programmme.
3. He will be responsible for scrutiny and approval of tour programmes
and review of monthly diaries of V.G.officers, officers of the town
employment exchanges and deputy chief and university employment
information and guidance bureau.
4. He will be responsible to chalk out annual inspection programme of
employment exchanges including unit offices, monitoring of the
programme and review of inspection reports received from the
inspecting officers.
5. He will be responsible for processing court cases relating to

on employment and further action on the proceedings of the
committee meetings.

applicants/public etc., regarding registration, renewal and sponsoring
of applicants against notified vacancies.
9. He will perform any other work assigned by the Head of the
Department from time to time.
7 Assistant

(Nucleus Cell)
1. He will work under supervision of deputy Director of Employment
(R&S)
2. He will be in-charge of Nuclear Cell set up for purposes of ensuring
Comprehensiveness employers register maintained in the District
Employment Exchanges, through Primary & Secondary sources
including street survey.
3. He will be responsible for overseeing the work regarding
implementation of Employment Exchanges (CNV) Act 1959 and
Rules framed there under.
4. He will be responsible for initiating the proposal with regard to annual
programme of inspection of establishment under the Employment
Exchanges (CNV) Act 1959, for the Field Officers of the Employment
Wing, its monitoring and also review of inspection report of
establishments submitted by the Field Officers.
5. He will be responsible for processing cases of irregular appointments
in Public Sector establishments in violation of Employment
Exchanges (CNV) Act 1959 and Rules framed there under the
Administrative Orders of /State/Central Govt.

of plan schemes and submission of MMR to the Concerned Authority.
7. He will supervise stores and Section work and arranged for securing
printed Employment Exchange Forms from the Govt. Printing press
and their distribution to all the field officers.
8. He will be responsible for collection, compilation of statistical data
concerning employment exchanges activity and publication of
periodical reports.
9. He will responsible in preparing draft replies to the L.A./L.C.
Parliamentary Questions.
10. He will perform any other work assigned by the Head of department
from time to time.

1. He will work under the control of the Director of Employment &
training.
2. He will be overall in-charge of supervision of the personal section of
the Director.
3. He will receive the public and officers visiting the directorate and
arrange interviews with the director and other officers.
4. He will receive messages, including phone-calls, from the office of the
Chief Minister, Ministers and Secretary, Labour Department and
arrange to send replies to the concerned, besides submitting a report
to the Director.
5. He will be in-charge of maintenance and supervision of Directorate
vehicles.
6. He will be responsible for timely collection of material facts required
for the meetings and conferences, to be attended by the Director.
7. He will be responsible for supervising the staff working in the public
Grievance cell.
8. He will ensure prompt dispatch of orders/circulars approved and
signed by the Director, to the concerned besides maintaining copies

PROCEDURE FOLLOWED IN THE DEPARTMENT OF EMPLOYMENT AND TRAINING TO CLEAR THE LETTERS.
1) All the letters received from the general public, Government and other offices
are seen by the Joint Director/ Deputy Director / Assistant Director (Admn)
(Important tappals which calls the attention of theDirector are sent directly to
him). After the initialling by the officers, the tappals are sent to General
Inward Section where the Inward Clerk will allot a running number on the
papers.
2) From the Inward Section, the tappals are sent to the case workers concerned. 3) The case workers will enter the subject of the letter in their individual register
and allot numbers as per the office procedure manual. This number will be
allotted to the new file.
4) The file with the new number alongwith the letter and notes will be put up to the concerned officer for taking decisions.
5) Depending upon the circumstances, the file traverses from Assistant Director to Deputy Director to Joint Director and finally Director for taking decisions.
6) When once decision is taken the file will be returned to the case workers for preparing a draft.
7) When once the draft is approved, a fair copy is prepared and signature obtained from the authorised officer.
8) Finally the letter will be despatched by the despatch section to the concerned. All the records will be maintained and destroyed as per the guidelines outlined
in the office procedure manual.

THE NORMS SET FOR DISCHARGE OF FUNCTION
I. The central Government and the National Council for Vocational Training, New
Delhi(NCVT) prescribes the quality of Training, the minimum educational
qualification for the staff members, tenure of the training, minimum educational
qualification for each trade, preparation of syllabus, tool and equipments required for
training, conduct of examinations, awarding of National Trade Certificates(NTC),
etc.
II. The State Government implements the training programmes in the Industrial
Training Institutes, looks after day today administration and provides the necessary
financial assistance.
III. The Central Government formulates the policies and procedures for functioning of
the Employment Exchanges and the State Government coordinates day today
administration.
