1. The Government of Nepal (GoN) intends to conduct the following jobs as indicated in the table below

using funds allocated by GoN. Hence, Department of Mines and Geology (DMG) intends to prepare

separate lists of competent local consulting firms for each of the jobs indicated below. This Invitation for

Expression of Interest (EOI) is made to invite applications from interested and eligible local consulting

firms registered in Nepal under GoN rules & regulations and/or their joint ventures (JV) for the following

2. Consulting Firm(s), willing to provide the services are hereby invited to submit their "Expression of

Interest" (EOI). The Standard EOI forms will be available at Department of Mines and Geology,

Lainchaur, Kathmandu, Nepal during the office hours. It can also be downloaded from the website:

http://www.dmgnepal.gov.np. 3. The EOI shall include adequate information including their organization, Relevant Experience,

Professional Staff and Annual Turnover among other in their Letter of Interest to demonstrate their

qualification in the best manner.

4. The EOI Documents shall be submitted and must reach at the address below not later than 12:00 PM local

time on the 16th day (i.e. 18th January 2018) of publication of this notice. EOI Documents delivered after

the due date and time shall not be entertained. EOI Documents will be opened physically at 14.00 PM

local time on 16th day of publication of this notice

5. The Request for Proposal (RFP) shall be issued to only the shortlisted Consultants.

6. If the last day of submission happens to be a government holiday, the next consecutive office-opening day

will be the last date.

7. The department reserves the right to shortlist or not to shortlist any or all of the firms without assigning

any reasons whatsoever.

ONE

INSTRUCTIONS TO APPLICANTS

1.1 Scope of Qualification The Department of Mines and Geology (DMG) intends to prepare lists of competent local consulting firms to conduct studies for the Geological Mapping in different parts of Nepal. This Invitation for Expression of Interest (EoI) is made to invite applications from interested and eligible local consulting firms registered in Nepal under GoN rules & regulations and/or their joint ventures separately for the job. 1.2 Definition of Terms Unless otherwise specified, the following terms used in this EoI have the following meanings: “Applicant” means a single consulting firm or their joint venture that intends to submit or submit completed EoI document as per notice and this EoI document. “Authorized Representative” means an individual authorized by the Applicant as the duly authorized entity to legally bind the Applicant to the EoI process, is the authorized signatory to the process, and is the point of contact for DMG in connection with the process. “Bidder” means a successful Applicant those are short listed under this EoI and submits Technical and Financial proposal in response to RFP. “DMG” means the "Department of Mines and Geology". “GoN” means "Government of Nepal". “IT” means "Income Tax". “JV” means "Joint Venture". “Lead Firm” means an entity or firm that is the authorized leader of a team comprising the Lead Firm and its constituents to submit the EoI and perform the assignment. “EoI” means "Expression of Interest". “MOI” means Ministry of Industry. “RFP” means a Request for Proposal. "T/L" means Transmission Line. “TOR” means "Terms of Reference". “VAT” means "Value Added Tax".

TWO

GENERAL INSTRUCTION TO CONSULTANTS

2.1 Clarification on EOI Documents A prospective Applicant requiring any clarification on this EOI document may seek clarification by contacting DMG during office hours on all working days prior to the deadline for submission of the completed EOI document at the address mentioned below Contact person Krishna Dev Jha Senior Divisional Metallurgical Engineer Procurement Unit DMG, Lainchaur, Kathmandu Tel: - 4412065, 4414740 Fax: - 4414806 2.2 Amendment to EOI Documents 1. At any time prior to the deadline for the submission of the completed EOI document, DMG may amend the EOI, for any reason, whether on its own initiative or in response to a clarification requested by an Applicant. 2. All Applicants will be notified in writing about the amendments. All Applicants will be bound by the amendments. Applicants will be required to acknowledge receipt of any amendment within three business days of such receipt. Otherwise, DMG will assume that the information contained in the amendment is taken into account by the Applicant in its Application.

2.3 Cost of Preparation of EOI and Liability Applicant shall bear all costs associated with the preparation and submission of the EOI document. DMG will, in no case, be responsible or liable for these costs, or have any other liability to any Applicant, regardless of the conduct or outcome of the EOI process. DMG shall have no obligation to any Applicant to reimburse any costs incurred in preparing a response to this EOI. 2.4 Confidentiality of the Document If an Applicant believes that any portion of the submittal is to be treated in confidence, he/she shall identify such information clearly in the submittal. DMG will make every effort to treat such documents in confidence as far as possible. 2.5 Joint Liability for Joint Venture Firms By submitting an EoI in joint venture, the Applicant represents that, if qualified and if awarded the contract after the RFP process, the Applicant with its constituent members shall be jointly responsible to perform the obligations of such contract.

THREE

SUBMISSION OF EXPRESSION OF INTEREST (EOI)

3.1 Sealing and Marking 1. The Applicant shall seal the one original and one copy of the completed EoI in separate envelopes, duly marking the envelopes as “Original” and “Copy”. These envelopes shall then be sealed in an outer envelope and marked as “Expression of Interest”. The inner as well as outer envelope shall clearly mention the Job number and title of consulting Job. 2. The inner and the outer envelopes shall be addressed to: The Director General Department of Mines and Geology Lainchaur, Kathmandu Tel: 4414740, Fax: 4414806 3. The envelopes shall also indicate the name and address of the Applicant for identification purposes. 4. The Applicant shall also submit an electronic copy of the EOI documents. However, the evaluation of the EOI document shall be done only based on the hard copy of the EOI application submitted by the applicant. 3.2 Deadline for Submission 1. The completed EOI document must be submitted to DMG at the address specified in Section 1.3.1 before 12:00 hr Nepal Standard Time (NST) within 16th day (i.e 18th January 2018) from the date of first publication of this notice. 2. The completed EOI documents received by DMG after the deadline set forth in Section 3.2 (1) shall be considered late and shall be summarily rejected and returned un-opened. 3. If the deadline specified herein falls on a government holiday, the deadline shall be extended automatically to the next working day at the same hour. 3.3 Withdrawal of EOI document An Applicant shall not be permitted to withdraw the EOI Application that has been submitted.

FOUR

PUBLIC OPENING OF SUBMITTED EOI DOCUMENT

4. Opening of Submitted EoI document The completed EOI documents received by the due date and within the time specified in Clause 3.2 (1) will be opened at 14.00 hrs NST on the 16th day (i.e 18th January 2018) of first date of publication of this notice in the presence of the applicants or their authorized representative who-so-ever wish to attend. Absence of the Applicant or their authorized representative, however, shall not obstruct or prevent the opening of the EoI in any way. Applicants’ each designated representative must bring a letter from the Applicant stating that he/she is authorized to represent the applicants for the public opening of the EOI document. Applicants or their authorized representatives who are present at the time of opening shall sign in a register evidencing their presence. During the opening, an authorized representative of DMG will read out the names of the applicants who have submitted the completed EOI document and then will open the submitted EOI envelopes.

FIVE

EVALUATION PROCESS

DMG will carry out evaluation of the EOI documents based on the criteria approved by DMG. Anything not mentioned in this document regarding the EOI process shall be governed by the prevailing Public Procurement Acts and Regulations of Nepal. The evaluation of EoI documents will be done in two stages (i) Screening of EoI Document of all firms for eligibility; and (ii) Evaluation of EoI document of eligible firms. 5.1 Screening of EoI Documents All EOI documents received and duly opened as per Clause 4 of this document shall be screened to determine the eligibility of the Applicant. The basic criteria shall be as given in the attached Form A-4. The information/data provided in the form will be scrutinized to determine the eligibility of the Applicant. Only the Applicants fulfilling all the requirements will be considered as eligible for further consideration. 5.2 Detailed Evaluation of EoI documents Applicants fulfilling the eligibility requirements as mentioned below will be further evaluated based on financial capability, experience of the Applicant in similar projects and specific experience of experts proposed for the study. Ongoing and planned projects shall not be considered for evaluation. A scoring system is adopted to rank the Applicants in the order of merit based on the criteria. The maximum overall score that any Applicant can obtain is set at 100 Marks and is distributed as follows:

Any Expert found repeated in the EOI submission can be atmost considered for the three different firm. Individual firm or their JV partner must not repeat the expert for different pakages. Note: a) The relevant figures/numbers of the each members of joint venture shall be added together to calculate cumulative figures/numbers of the joint venture’s for the purpose of evaluation. b) The experience of the firm should be supported with evidence/proof in the form of experience/ completion certificates showing the project size and date of completion of the assignment. The experience of the firm without evidence/proof will not be considered for evaluation. c) The professionals hired from outside or part time/resource person will be evaluated with only 80 % weightage. d) Employee of Government or Semi Government or Government affiliated institution's employees need to submit official no objection letter to provide consultancy services. Failure to submit no objection letter for these professionals, evaluation of such professionals will not be done. e) If the same key professional is proposed by two or more firms/JV for the jobs listed in the Notice (invitation for EoI for consultancy services dated 25th December 2017, marks will not be given for such professional. f) Similarly, same key personnel should not be proposed for more than one designation. If proposed so, marks will not be given for such professional.

5.4 Short listing of the Applicants Only six top ranked Applicants obtaining at least 50 % marks in the EoI evaluation process will be shortlisted and considered as qualified firms.

Request for Proposal (RFP) will be issued to qualified short listed firms for respective Job for the submission of Technical and Financial Proposal. The Quality and Cost Based Selection (QCBS) procedure will be used for final selection of the consulting firm.

5.5 Clarification during Evaluation by DMG 1. During the evaluation, DMG may request the Applicant for necessary clarifications. The Applicant shall furnish the necessary clarifications expeditiously by post/courier/fax/e-mail or by any other means of communication to DMG at the address given in Clause -2.1. 2. Failure to provide information essential clarification, or to provide timely clarifications or substantiation of the information furnished, DMG would be at liberty to declare such Applicant as non-responsive and reject his/her document. 5.6 Rejection of EOI Document of Applicant

1. DMG reserves the right to accept or reject any or all EOI proposals with or without giving any reason whatsoever and is not liable for any losses to Applicants due to such rejection. 2. Furnishing of false or wrong information, document or evidence by any firm or joint venture may result in rejection of the EOI document of the firm or their joint ventures. In addition in such cases, legal action shall be taken as per prevailing rules and regulations.

NOTICE OF RESULT OF EVALUATION

All applicants irrespective of the qualified or non-qualified will be notified in writing the result of evaluation of qualification in due course of time. Applicants listed in the short listing will be considered as qualified firm and will be invited to participate in the Request for Proposal process.

PREPARATION OF EOI APPLICATION

The EOI document shall be structured in accordance with the outlines given in the EOI form and must contain accurate and complete information as requested in the EOI form. The EOI document shall have no interlineations or overwriting, except as necessary to correct errors made by the Consulting Firm itself. Note: The EOI documents should be prepared and submitted in above mentioned sequence providing supporting documents with respective Form. 8.2 General Information 1. The Applicant shall provide a Letter of Submittal with completed forms as provided in the Format Forms A to C in the EOI document. All necessary information shall be presented to demonstrate the firm/joint venture’s eligibility, capability, experience and professionals to be deployed for the study. 2. The Applicant shall enclose notarized copies of registration certificate, VAT certificate, and Tax clearance certificate. The applicants shall also enclose notarized copies of experience certificate or completion certificate, audit report of last five years and other relevant information.

Annex-2

General Background of the Project

Mineral resources and their proper exploitation play a very important role in the economic

development of the country. Continues efforts are necessary to identify the potential mineral

deposits and exploitation of known resources in due time. Department of Mines and Geology

(DMG) has been conducting geological mapping and mineral exploration works as one of the

most important activities to find out the mineralization targets in the past. However, the

national mineral resource potential remains poorly defined due to geographic, infrastructural,

financial and technological obstacles. The modernization of the mineral endowment is still

waiting. This incorporates the future of mineral prospects in Nepal.

DMG, since its establishment is conducting systematic geological mapping. As a result, all the

accessible parts of the country are covered by first generation geological mapping in 1:1 mile

scale. The second generation mapping of the country in 1:50,000 scales is going on. But, DMG

has not adequate manpower to continue the program. Geological mapping and mineral

exploration is needed to analyze its economic potential to attract potential miners and to

provide geological information for infrastructure development. To fulfill this gap we need

geological mapping of the remaining area at the scale of 1:50,000 scale, mineral prospectively

analysis of the area and demarcation of area for the detailed exploration and feasibility studies.

1. Objectives

The general objective of the geological mapping and mineral exploration program is to prepare

geological map of the assigned area in the scale of 1:50,000 and identify different mineral

resources available there in.

The specific objective of the consulting service is:

To carry out geological mapping of the area basically in 1:25,000 scale or available

topographical base map

To delineate potential prospect areas of the available different metallic and non-metallic

mineral resources.

3. Basic Data and Previous Works Related to Study

Basic data like regional geological maps, available reports along with satellite imageries

(Landsat-TM) on parts of the study area in possession of the DMG will be made available for

reference.

4. Methodology

The methodology of exploration work should be done as per the following stages.

(The consultant may propose more constructive suggestions regarding this work that can be

considered and further elaborated by mutual understanding).

4.1 Inception Stage (Pre-field Study)

Review of relevant literatures.

Collect and study all the available, topographic maps, satellite imageries, aerial

photographs, geological maps and other relevant and prepare a draft geological map

along with preliminary mineral potential areas in 1:50,000 scale (The consultant shall have

access to the literatures available at Department of Mines and Geology)

Historical data on mineralization within the study area should be collected to have general

idea about the previous localities and related geological conditions

Prepare the list of previous occurrence/deposit and locations of mineralization

Prepare the inception report including detailed methodology for successful performance

of the work, their time schedule and activities consisting of manpower to be evolved

Present inception report with detail work plan/ probable route for the study and the

comprehensive survey program.

4.2 Field Stage (Field work and other activities)

Discussion with locals and local body authorities to inform about the exploration activities

being carried out in the study area.

Geological investigation/Mapping in1:25,000 scale along with location of available mineral

resources within the study areas. The assigned area must be covered so as to cross the

geological strata at (traverses along ridges and rivers) maximum points and each grid in

the topographic map (1Km×1Km) must contain at least 2 (two) geological study points

with GPS location.

Carry out Preliminary exploration work in study area and identify the potential target area

for available metallic and non-metallic mineral resources

Collect representative samples and locate the sample sites in geological maps

Make necessary photographs and sketches of important locations

Collect necessary information required to prepare the geological map of the study area

Prepare columnar sections and sketches.

Provide the data on dimensions of mineral bearing horizon/bands including strike length,

thickness etc and collect samples with sample location.

4.3 Reporting Phase (Post field activities)

Compile the information obtained during the pre-field study and field study

Analyze all the data and prepare list of metallic, non metallic, fuel minerals and other

minerals discovered in the area with precise locations and coordinates.

Prepare the final geological map along with mineral location in 1:50,000 scales in GIS

format.

Prepare geological cross sections.

Prepare geological report including status of metallic and non-metallic mineral resources.

The report should also contain appropriate drawings, sketches, quality photographs of

important sites and specimens of raw and processed minerals.

5. Deliverables

5.1 Inception Report The report should include:

geological traverse routes so as to cross the geological strata at maximum points and

cover the area uniformly. It also must include methodology of mineral exploration and

data collection.

Draft Geological Map prepared in 1:50,000 scale topographical map in digital form (GIS

format: mxd file with all thematic layers in shape file) based on field study

The consultant shall present the findings contained in the Draft Report at DMG Seminar

Hall and shall incorporate the relevant comments in the Final Report. The consultant shall

inform DMG about the presentation one week before the presentation. All the technical

staff of DMG and representatives concerned will participate in the presentation.

Draft Report shall contain: All collected information, digital maps (geological,

topographical) , hardcopy maps, mineralization location map, geological cross sections

and data on possible reserves.

Digital data set shall comply with the standards set by the Department of Survey

Cartography work should be done in ArcMap software.

The final geological map with mineral potential area and related drawings must be

presented in clean, clear and colored with detail legend and footnotes wherever

necessary in individual sheets and a compiled map in 1:50,000 scale.

Two thin sections of each rock type of each unit should be prepared; structural and

mineralogical analysis of thin sections should be done and handed over to DMG.

Consultant can use DMG petrology lab to prepare thin sections of rocks.

Photographs of thin sections should be included in the report.

The consultant should work in close co-operation with the responsible team of DMG staffs

and instructions by the team should be strictly followed. The reports should contain

adequate information on methodology adopted in the program, data required for input

and results obtained in output etc.

Provide full report and all digital data used during the study (one copy in DVD)

5.4 Final Report The consultant shall submit final report incorporating all comments on draft report and

maps both in digital (two sets of DVDs) and analog form.

15 (Fifteen) copies of final report shall be submitted to DMG.

Map should include mineral locations, geology (bed rock as well as alluvial deposit),

attitude, structures, contacts, cross-section, basic topographic layer (river, lake, spot

height, contour interval of 200m, village name, road, transmission line, canal, school,

religious place etc) legend, linear scale, representative fraction (ratio scale).

6. Manpower

The consultant is advised to include following key professional:

6.1 Team Leader: Senior Geologist/Senior Mining Engineer: At least Masters Degree in Geology /Geochemistry /Geophysics or M.E in Mining Engineering

with experience in geological mapping and mineral exploration along with the experience in

Remote Sensing/GIS technique and having over ten years of field work experience.

6.2 Geologist:

At least Masters Degree in Geology/Geochemistry/Geophysics with experience in geological

mapping /mineral exploration and having at least five years of experience in Geological field. In

case the team leader is Senior Geologist, the experience for geologist would be less than five

year.
