Brief History In the village of Calangute, there existed a temple of Shri Shantadurga which existed since prior to the Portuguese rule in Goa. Prior to rule of Portuguese in Goa religious activities were going on in the said temple. During the Portuguese Rule, the said temple was destroyed and therefore the devotees build a new temple and started worshipping Shri Devi Shantadurga in Village Nanoda in Bicholim Taluka. During the Portuguese rule, devotees were worshipping Shri Devi Shantadurga in a small structure situated in the land property bearing survey No. 187 sub-Division 11 belonging to Shri Narayan Datta Shet Verekar which is presently standing in the name of Krishnabai Narayan Verekar of Village Calangute. After Liberation of Goa, somewhere in the year 1977, in the meeting of the Devotees, it was decided to build a temple in place of small structure and accordingly, on 23rd day of April, 1985 i.e. on the day of Akshay Trutiya a foundation stone was laid down for building new temple. The works of construction of temple was completed in the year 1988 May. On the 17th day of May, 1989 which corresponds to the auspicious day of Akshay Trutiya which corresponds to Vaishak Shudha Trutiya according to Marathi Calendar the image/idol of Shri Devi Shantadurga was exposed for adoration in the newly constructed temple at Naikwada, Calangute Bardez-Goa. Article 2: The temple referred to in proceeding article has to be administered by a religious association consisting of Mahajans which with the name of the committee of the Mahajans constitutes legal personality governed and administered according to general correlative laws and which are mentioned in these bye-laws. Article 3: The Mahajans of the temple are those Hindus mentioned in the list annexed hereto irrespective of caste, creed, class, sect or family group to which such person belongs. All the persons enrolled as Mahajans shall enjoy equal rights, privileges, honours and shall have added obligation towards maintenance of cult. This document contains the bye-laws, and thecatalogue of the committee (List) of Mahajans of theDevasthan of Shri Shantadurga of Calangute asrequired under article 379 of the Regulation ofMahajan�s in force.

Brief History

In the village of Calangute, there existed a templeof Shri Shantadurga which existed since prior to thePortuguese rule in Goa. Prior to rule of Portuguese inGoa religious activities were going on in the saidtemple. During the Portuguese Rule, the said templewas destroyed and therefore the devotees build a newtemple and started worshipping Shri Devi Shantadurgain Village �Nanoda� in Bicholim Taluka.

During the Portuguese rule, devotees wereworshipping Shri Devi Shantadurga in a small structuresituated in the land property bearing survey No. 187sub-Division 11 belonging to Shri Narayan Datta ShetVerekar which is presently standing in the name ofKrishnabai Narayan Verekar of Village Calangute.

After Liberation of Goa, somewhere in the year 1977,in the meeting of the Devotees, it was decided tobuild a temple in place of small structure andaccordingly, on 23rd day of April, 1985 i.e. on the dayof �Akshay Trutiya� a foundation stone was laid downfor building new temple. The works of construction oftemple was completed in the year 1988 May. On the17th day of May, 1989 which corresponds to theauspicious day of �Akshay Trutiya� which correspondsto Vaishak Shudha Trutiya according to Marathi

Calendar the image/idol of Shri Devi Shantadurga wasexposed for adoration in the newly constructed templeat Naikwada, Calangute Bardez-Goa.

Chapter I

Of Institution of The Temple and Committeeof Mahajans

Article 1:�

On the 17th day of May, 1989 which corresponds tothe month of Vaishak Shudh Trutiya i.e. �AkshayTrutiya� the image idol of Shri Devi Shantadurga wasexposed for adoration in the temple constructed atNaikwada of village Calangute in Bardez Taluka inthe land of Shri Narayan Datta Shet Verekar bearingSy. No. 187, Sub-Division 11 of Village Calangute,alongwith the idol of Shri Satpurush as subsidiarywhich was exposed for adoration Punah Pratistapanaon 7th day of May, 1989, which corresponds to ChaitaraKrishna Saptami Shake 1911.

Article 2:�

The temple referred to in proceeding article has tobe administered by a religious association consistingof Mahajans which with the name of the committee ofthe Mahajans constitutes legal personality governedand administered according to general correlative lawsand which are mentioned in these bye-laws.

Article 3:�

The Mahajans of the temple are those Hindusmentioned in the list annexed hereto irrespective ofcaste, creed, class, sect or family group to which suchperson belongs.

All the persons enrolled as Mahajans shall enjoyequal rights, privileges, honours and shall have addedobligation towards maintenance of cult.

include there names in the list of Mahajans. Thepersons who are already included in the list ofMahajans enclosed to these bye-laws and who areperforming the rituals on Tuesday will however, shallcontinue to enjoy their right as Mahajans.

The names of the persons who have helped toconstruct the temple or have given valuable offeringsabove Rs. 500/- towards the temple will however, berecorded in the minute book from time to time in orderto perpetuate their memory.

Article 4:�

The right of Mahajans is perpetual and transmissiblehereditarily to their descendants, legitimate andadopted male subordinates taken in conformity withthe family laws prevailing in the State of Goa.

Article 5:�

The list of Mahajans inscribed in the attachedcatalogue, will be revised annually in the month ofJanuary by the Administrative boards in an extraordinary session/meeting to be called on any Sundayof the month for the said purpose and enrolling newMahajans after complying with legal formalities and inconformity with the provision of the proceeding article.

The descendants and the subordinates referred toin article 4th shall promote their inscriptions presentingthemselves personally before the administrative Board,after attaining the age of 18 complete years by payingthe amount of Rs. 105/- which shall constitute theincome towards the fund.

Article 6:�

All the Mahajans enrolled in the catalogue and thosethat may enroll in future have to pay the annual feeof Rs. 25/- as long as the committee of the Mahajansdoes not decide on the contrary, which will constitutethe annual income of the treasury. The contributionshall be paid against the competent receipt. In defaultto pay these contributions they shall be considered asdebtors of the privileges of the treasury and shall bedebarred from enjoying the privileges of Mahajans aslong as they do not effect the payment of the saidcontribution.

Article 7:�

Every Hindu, whether he is a Mahajan or not canoffer to the treasury or daily any articles and fundswith the onus of religious festivities under theconditions which the said committee of Mahajans mayestablish depending on the approval of the Governmentto accept such fund.

However, these will not give the person who is notthe Mahajan any right to intervention in the functionsof the committee of Mahajans.

Article 8:�

It is the prerogative of the said committee either toaccept or decline to accept the funds with demand of

religious solemnities, to institute or suppress festivitiesand resolve all matters relating to the temple and thepower of which may not have been conferred on othersby law.

Article 9:�

The meetings of the committee of Mahajans and theAdministrative Board will be held in the building ofthe temple till the committee is not having its ownbuilding for this purpose.

Article 10:�

All the Mahajans are duty bound to fulfillgratuitously all the functions pertaining to the templeand its administration.

Chapter II

Of The Administrative Board and Administrationof Funds

Article 11:�

The funds of the Association consist of the buildingof the temple, with its respective adjoining landconsisting of the stage, the deep sthamb, the sanctuary(small temple) of Shri Satpurush, Tulsi Vrundavan,article of Gold, Silver, of capitals and movable propertieswhich shall be inventoried within the period of 60days after the election of the new managing committeeof the devasthan.

The land referred to in this article and which is alsomentioned in article 1st thereafter will have thedenomination of �Shri Shantadurga Devasthan�. Theadministrative board will after approval of present bye-laws, enter this name in respective land registrationoffice in favour of temple.

Article 12:�

The treasury will be administered by theAdministrative board appointed in terms of regulationsof the committee of Mahajans and will be jointlyresponsible for the same.

Article 13:�

All the offerings offered in the box (fund peti) willconstitute the annual income of the treasury and thoseoffering in kind and unserviceable for the use of thedeity or cult will be sold in special session of auctionwhich are to be held on the day of Anant Chaturdashiand a day during the festival of Akshay Trutiya to bedecided by the managing committee in which themanaging committee of the Mahajan committee willpresent the offerings for auction.

Article 14:�

The annual income of the temple consists of:�

a) membership fees of the Mahajan as mentioned inarticle 05 and 06.

b) Interest on the Deposit/Funds deposited in variousbanks.

c) All the offerings mentioned in Article 13.

d) Fees collected on the celebration of any religiousrites, acts and deeds in Devalaya by the Mahajansand devotees.

e) Receipts from hire charges of the temporary shops.During different festivals, receipts from donationcoupons and from advertisement published insouvenir and its sale.

f) All other miscellaneous receipts

g) Offerings deposited in the boxes placed in thetemple and other places.

Article 15:�

The total receipts of offering collected in the Boxesand treasury will have to be transferred in the treasuryafter recording the same in the respective books to bemaintained for the same after every 3 months i.e. on 4occasions in a year in presence of the members ofmanaging committee of the Devasthan.

Chapter III.

Of The Cult and other Festivities

Article 16:�

Every morning in between 7 a. m. to 8 a. m. thepriest (Pujari) will perform the ceremony of nirmalyawissarjan and daily panchopachar puja. He has to makethe arrangement for �tirth prasad� to the devotes. Thepujari shall perform abishek and Arati, between 8.30 a. m.to 11.00 a. m. and then has to adorn the goddess withrequired dress.

There will be maha-neiveidya (offering of rice) atmid day between 12.00 noon to 12.30 noon. The temple(sanctuary) has to be kept closed from 1.00 p.m. to 3.00p.m. The sanctuary will have to be kept open from 3.00p.m. to 7.30 p.m. and will be closed by offeringdhuparati at 7.00 p.m. to 7.30 p.m. However theDevasthan shall remain open till the ceremonies areover on every Tuesday on the occasion of MangalvarUtsav.

Article 17:�

Lamps will be lit continuously in the Sanctuarybesides those which are brought by the Mahajans orthe devotees.

Article 18:�

Annual festivities to be celebrated in the templebesides the acts of daily prayers and offerings are:�

(a) On every Tuesday of a week there will be�Mangalvar Utsav� which shall be celebrated byevery registered �Mangalvar Dharak� withreligious ceremony and Bhajan as per their ability.

The Mangalvar Utsav will be celebrated strictlyto promote the Hindu religious cult followed inthe temple.

(b) In the month of Chaitra which corresponds tothe month of April every year on the day of�Chaitra Shudha Pratipada� i.e. the day of GudhiPadwa a Palkhi Procession of Devi Shantadurgawill be taken in the premises of the temple ofDevi Shantadurga.

(c) In the months of Chaitra, which corresponds tothe month of April every year on the day of�Chaitra Krishna Saptami� i.e. the punahpratistpana day of Shri Dev Satpurush shall becelebrated with religious rites like Laghrudra andother ceremonies.

(d) On the day of �Akshay Trutiya� whichcorresponds to the day of vaishak shud trutiuyain the month of vaishak according to marathicalendar (Panchang) which is also the day ofpratishthapana of Shri Devi Shantadurga i.e. onthe day when the image of Devi Shantadurgawas exposed for adoration, there will be acelebrations which shall start from the day ofChaitra Krishan Saptami i.e. the day ofpratishthapana of Shri Dev Satpurush, in thiscelebration there will be daily religiousceremonies, including Bhajan, Aratis, and othercultural activities like drama, singing programme,etc. There will be religious rites of Navachandiwhich will start on Vaishak shud Dvitiya and willend on the day of Akshay Trutiya and otherreligious rites, like Kunkumarchan, Kumarika Pujanand Oti (As per religious usage) will take place.This will be followed by the mahanevaidya. Inthe afternoon the festivities of Divajotsava andpalkhi procession will be carried out in the templepremises. On the next day of akshay trutiya theprocession of Shri Devi Shantadurga will go inwhole village of Calangute in Palkhi and will comeback in the temple at 12.00 mid-night and thefestivities will end by having Arati and prasad.

(e) In the month of �Ashad� on the day of Ashadshudh Ekadashi an ashadhi Ekadashi utsav becelebrated in the said temple by offering religiousrites like Bhajan, Arti etc.

(f) In the month of August which corresponds tomonth of Sharanvan as per marathi calendar onthe 15th day of August every year, ShriSatyanarayan Puja will be celebrated on theoccasion of Indian Independence day withreligious fervour.

(g) In the month of Bhadrapada according to marathicalendar Shri Sarvajanik Ganeshotusav shall becelebrated for the period starting from BhadrapadShudh Chaturthi to Bhadrapad shudh chaturdashi(Anant Chaturdashi) the festival will end by

immersing the idol of Shri Ganesh on the day ofBhadrapad Shud Chaturdashi.

(h) In the month of Ashvin there will be celebrationsof Sarvajanik Navratrotsava and Shardotsava inthe premises of temple.

(i) In the month of Ashvin on the day of VijayaDashmi a �Dashara� shall be celebrated in thepremises of Devalaya by taking out or holdingpalakhi procession in the temple premises.

(j) In the month of Ashwin on the day of AshwinPoornima a religious festival of Cojagiri Poornimashall be celebrated in the temple.

(k) In the month of Ashwin on the day of AshwinAmavasya the celebration of Laxmipuja will becelebrated which shall go in the month of Kartikfor five days i.e. from the day of Ashwin Amavasyato kartik shud Chathurthi followed by �TulsiVivaha� to be celebrated on Kartik pornima.

(l) On the day of Magha Shud Saptami thecelebrations/festival of �Haldi Kumkum� will becelebrated in the premises of the temple.

(m) In the month of Falguna on the day of FalgunaKrishna Pratipada �Ranga panchami� will becelebrated in the permises of Temple and in nearby place.

Article 19:�

Rituals of daily worship and for the festivalcelebrations shall be done as per the traditions andcustoms followed in past in the temple.

In all the religious festivities celebrated in thedevasthan throughout the year the yajamanpad of thereligious ceremony will be decided on the basis oflottery. However, when any religious ceremony willcome on Tuesday the yajamanpad of that ceremonywill be given to the Mangalvar Dharak who will becelebrating that particular Mangalvar (Tuesday) in thetemple. Similarly if the occasion of Indian independencei.e. 15th August, and the festivities of Navratroustavcomes on Tuesday then also the person celebratingthat mangalvar will be given the yajamanpad of thesaid ceremonies.

Article 20:�

All the above rituals and festivals will be celebratedby the mahajans committee (mahajan Mandal). Themanaging Committee will have discretion to appoint acommittee to help the managing committee to organisethe annual religious celebrations/feast in better way.

Provided that such a committee formed will bewholly responsible for the management of the expensesduring the period of the celebrations and shall beheaded only by person who is the member of managingcommittee including the elected office bearers.

Chapter IV

Servants of Devasthan and their Duties

Article 21:�

The Servants of the Devalaya shall be as under:�

The Pujari,

The Servants,

The Clerk (Karkun)

Article 22:�

(a) The services to be carried out by the pujari is toperform all acts of worship and religious activitiesor festivities every day i.e. of daily worship andduring the ceremonies during annual festivalsshall be as per the acts mentioned in article 16and 18.

(b) The said Brahmin Pujari shall maintain sanctityof the Garbhagruha (sanctuary)

(c) The Brahmin shall lit the lamp i.e. Samaya orSamalas and Nandadeep in the Garbhagruha orSanctuary continuously.

Article 23:�

The duties of servants of the Devalaya are as under :�

To keep cleanliness in Sabagruha (Chowk) anddevalaya premises.

To maintain all utensils of the use of daily worshipand religious utensils and utensils used during thetime of annual festivities/rituals too.

The servants of devalaya shall also lit all the lampswithin the premises of the Devalaya on the Day ofoccasion and whenever and wherever the managingcommittee of the Devalaya thinks to do so.

Article 24:�

The duties of the Karkun will be to look after theaccounts of the managing committee of the Devasthan.

Article 25:�

The Pujari, the Karkun and the servant mentionedin the Chapter will have monthly gratification ofRs. 2000/-, 1500/- and Rs. 1000, respectively being paidfrom the treasury. The managing committee will havethe discretion to increase the honorarium to theservants of the Devasthan mentioned in Article 21.The managing committee shall look after providingthe residence to the priest till the Devasthan constructthe house for the priest.

Chapter V

Of offerings and their application

Article 26:�

The offerings that may be made by any Mahajansand devotee to the deity will be distributed asfollows:�

a) If the offering is in the form of �onti� having twococonuts, rice, money and cloth than one coconutwill be given to the devotee, one coconut moneyand rice will be kept by pujari and cloth will bedeposited in the treasury. If the onti consists of 5coconut, including rice, cloth & money then onecoconut will be given to Devotee, one coconut,rice money will be kept by Pujari and 3 coconutcloth will be deposited in the treasury.

b) The offering in terms of money to the devoteeother than in the fund peti will be given to pujari.However, during the occasion of annualcelebrations the offerings in term of money willbe given to the treasury of the Devalaya.

c) Annual offering above Rs. 05/- and in the form ofornaments of Gold, Silver, utensils of copper, steel,etc. has to be taken against the receipt and shallbe deposited in Treasury.

d) The 1/4 Part of the total Coconuts received onthe day of Akshay Trutiya and Palkhi Utsav in theForm of offerings will be given to Pujari.

Chapter VI.

Penal Provisions

Article 27:�

The Mahajans who does not comply with theprovisions of present bye-laws, or the Mahajans whodo not pay the contributions required to be paidannually are liable for suggestion in accordance withlegal formalities after confirmation from Administratorof Taluka.

Article 28:�

The servants who may be careless in fulfilling theirduties or may have done any act offensive or prejudicialto the interest of the association shall be liable forsuspension or dismissal in accordance with the legalformalities.

Article 29:�

The Mahajans Devotees and other persons who willmake entry in the temple/Devalaya shall follow all theconditions and regulations of the temple and furtherthey shall not disturb the peace and tranquility of thetemple.

Any of the person mentioned above are liable forcriminal action against them. If any one found enteringthe Devalaya under the influence of liquor or wine.

Chapter VII

Of General Provisions:

Article 30:�

Besides the session�s of general body of Mahajansfixed by the regulations there will be special generalmeeting of Mahajans either on last two Sundays of themonth of July or first Sunday of the month of Augustto be called by the Managing Committee to make itconvenient to discuss all subjects relating to the templefor taking any decision.

The above session/meeting will be mainly for placingthe accounts of the Devalaya by Managing Committeebefore the body of Mahajans.

Article 31:�

Any Mahajans or Devotee wishing to solemnise thebelow mentioned acts according to religious rites willhave to pay in the hands of the Pujari againstcompetent receipt, the following fees:�

(a) Abhishek � Rs. 11-00

(b) Kunkumarchan � Rs. 11-00

(c) Ekadashini � Rs. 21-00

(d) Laghu Rudra � Rs. 51-00

(e) Brahman Suhashani Santarpan � Rs. 51-00

(f) Abhishek navaisya � Rs. 21-00(panchayatanas)

(g) Abhishek navaidya devi � Rs. 21-00and purush

(h) Sthala Navaidya (Panchayatanas) -� Rs. 21-00

(i) Brahman Suhashani � Rs. 21-00

(j) Shri Satyanarayana Mahapuja � Rs. 101-00(Kanuk)

Brahman Dakshaina � Rs. 251-00

Article 32:�

Of the fees mentioned above under various numbers,the 1/2 part of the total amount will be given to thepujari and the other half part will be considered asincome to the treasury.

Article 33:�

For better supervision of the collection of fees thepriest will be given the receipts book numbered andinitialed by the board with previous terms of openingand closure by the president, the secretary and the

treasurer of managing committee. The receipts shallbe placed before the session of the committee and areto be recorded in the books of the treasury.

In the receipt book the act performed shall bementioned and the original to be given to person whohas performed the act.

All the offerings made by the Mahajans and devoteeshall also be recorded in the books of the treasury.

Article 34:�

The Committee of Mahajans will be subject to allthe laws in force and to all those that may bepromulgated and amended in future.
