1. The Bid documents consisting of instructions to Bidders (ITB), Bid Data
Sheet (BDS), Eligibility Criteria and Documents to be furnished with
the Bid, General &Special Conditions of Contract, Contract Data,
Specifications, and set of terms and conditions of contract and other
forms will be available on the website: www.jktenders.gov.in [30-10-

2. Cost of bid documents (Rs. 2,500/-) must be paid either by depositing in
J&K Govt’s treasury in MH 1452 (Tourism) or via bank transfer in the

3. Bidders must submit the copies of acknowledgements of duly paid cost
of bid document and earnest money for the bid in the required format
along with the Bid documents.
4. Earnest money for the tender must be submitted in the form of CDR or
FDR only, pledged in favour of Accounts Officer, Directorate of Tourism,
Jammu.
5. Bids shall be received “on line” on or before [29-11-2019]. The bidder
must possess Compatible Digital Signature Certificate (DSC) and proper
user ID.
6. The hard copy of the tender documents shall be received only from the
agencies who are qualified technically. EMD of the successful agency
shall be retained by this Directorate till the successful completion of the
contract period and the EMD of all the unsuccessful agencies shall be
released back in their favor.
7. A Bidder requiring any clarification of the bidding documents may ask
questions through email ([email protected]) provided the
observations are raised before the scheduled deadline.
8. Bids received on line shall be opened on 30-11-2019in the
Directorate of Tourism, Jammu. If the office happens to be closed on
the last date of opening of the bids as specified, the bids will be
opened on the next working day at the same time and venue or any
other date as fixed by the Directorate of Tourism, Jammu.
9. The Directorate of Tourism, Jammu reserves the right to cancel any or
all bids without assigning any reason thereof.
10. The rate quoted shall be inclusive of all the applicable taxes.
11. All the applicable taxes shall be effective @ the prevailing rates fixed
by the Govt. from time to time and shall be deducted at source from
the amount payable to bidder or firm/Agency as prescribed by the
Government.
12. The bidder shall have to undertake the work as per terms and
conditions of Tender document / scope of work/Term of reference.
13. The firm/Agency shall draw agreement deed within 7days with the
department after the issuance of allotment letter.

The online bids are invited from bidders who comply and satisfy eligibility
criteria as laid down in the tender document for providing the above stated
services.
Queries on the tender document may be sent via email on

Bidders shall quote rates in terms of fixed price including all taxes. The quoted
/ negotiated rates shall remain valid for the entire duration of the project.
1. Project Background
Jammu Division consists districts of Jammu, Doda, Kathua, Ramban, Reasi,
Kishtwar, Poonch, Rajouri, Udhampur and Samba. Most of the land is hilly or mountainous, including the Pir Panjal Range which separates it from the Kashmir
Valley and part of the Great Himalayas in the eastern districts of Doda and Kishtwar. Its principal river is the Chenab. Chenab Valley is another important
division in Jammu region.
Directorate of Tourism, Jammu is the main Tourism developmental, promotional
and regulatory arm of the J&K Government, responsible for overall planning and
execution of schemes for the development, up-gradation and improvement of the tourism in Jammu division of Jammu & Kashmir.
2. Objective
Over the years promotion of Tourism in Jammu region has been gaining focused
attention, especially in the wake of immense potential in pilgrim, nature and adventure tourism options, spread across various tourism destinations in the ten
(10) districts of Jammu division. Directorate Jammu tourism is planning to promote Jammu tourism by synchronizing all the marketing and promotional campaigns
thereby creating world class marketing and promotional material (viz. Films, Brochures, Website, digital media and other digital innovations) in order to reach
the optimum potential of the tourist inflow in Jammu division.
Towards achieving the above objectives, the Directorate of Jammu Tourism proposes to commission a professional agency for promotional Still
Photography,film making, communication planning, creative designing, digital innovations and other tourism promotion solutions for a period of one
year.

4.8 The bidding agency should agree to undertake the assignment in
accordance with the Scope of Work.
An undertaking on the letterhead
of the Agency and signed by an
authorized signatory, that the Agency will undertake the
assignment, in accordance with the Scope of Work detailed in the
EOI document and at the consolidated cost submitted by
the Agency in the financial proposal (the cost is not to be
indicated in the undertaking) to be submitted as Annexure-2. The
above undertaking submitted would be binding on the Agency.
4.9
The bidding agency should be able to provide a dedicated, well qualified
content creation and development team for undertaking the required work as
per Scope of Work.
A confirmation letter from the
bidding agency for being able to provide the qualified team should
be submitted on the company letter head, duly signed by the
authorized signatory as per format given in Annexure-3.
4.10
The bidding agency should have a full-
fledged establishment within India and an operational office with a dedicated
team.
A self-undertaking on the agency’s letter head, duly
stamped and signed by the authorized representative of the
agency stating that the bidding agency has an office.
4.11
The Bidder must have a full time local
representative operating from a local address based out of Jammu
Resume, ID proof and the
address proof of the representative needs to be
shared.
4.12 Detailed Presentation
Bidder also needs to submit a
detailed presentation on
“adequacy and quality of the
proposed methodology and
execution plan in response to the
terms mentioned in the scope of
work”. Bidder must present the
above plan personally to the
selection committee
Interested agencies must provide information in support of their qualification and experience with reference to the eligibility criteria tabulated above.
4. Scope of work
The scope of work for the selected agency shall be, but not limited to, the
following:
In the initial stage of the contract, the selected agency shall be responsible
for content creation for online and offline marketing communications. The agency will also be responsible for Photoshoot and video shoot and creating
content and communications annual events for Jammu tourism. Event based content creation will be for, up-to 3 mega events and up-to 15
medium to small events done by Directorate of tourism Jammu. The selected agency shall also be responsible for annual creative and
communication designing, for events, trade fairs, print ads, hoardings, and other marketing requirements for Jammu Tourism. For more detailed
explanation please refer to the scope of work, mentioned below.
Language – the language of all the deliverables will primarily be in
English. However, if directed by the department, the agency will extend support in providing the service for translation, however at no extra cost.
The locations and activities to be covered in this tourism promotion project
shall be decided by the Directorate of Tourism, Jammu.
a. Content creation for online, offline & digital marketing.
i. Make a8 to 10 minutes Main Promotional Film on Jammu covering all
the 10 districts of Jammu region. The film should highlight prominent tourism destination, activities, cultures, nature and other relevant details
related to tourism of minimum of 20 destinations/activities across all the districts of Jammu region. The selected agency shall also be responsible
to create event based films to be done by Directorate of tourism Jammu annually. These films will be pre-event promotional film/teasers, event
coverage film and other related videos for, up-to 3 mega events and up-to 15 medium to small events done by Directorate of tourism Jammu.
The final locations, events and activities to be covered in this tourism
promotion project shall be decided by the Directorate of Tourism, Jammu.
o All The films should be shot on drone (4K) and hand-held camera
(preferably Canon 5D Mark IV or of similar or higher
configuration).Wherever required, slider, led lights, sound, hand gimbal is to be used.
o 20 Destinations/Activity based edits of 1 Minute each, also needs
to be done. o Jammu tourism will hold the copyright ownership of the raw
footage and the edited versions of the film. o Original copyright captivating music along with proper editing and
supers with graphics to be used in the film. o A low resolution version of the film also needs to be shared.
o Minimum 20 Destination/Activity based edits also needs to be
shared. o The agency shall make sure that no Copyrights issue is raised. If
ever, an issue is raised, then that shall be settled by the agency at their own risk and costs. Directorate of Tourism, Jammu shall not
be liable on this account.
ii. Still photography of the selected locations and activities across all the 10 districts of Jammu region needs to be done. Basic idea behind the
photoshoot is to create a high resolution tourism promotion image bank for Jammu region. The selected agency shall also be responsible for a
professional photoshoot of events done by the Directorate of Tourism, Jammu annually. The purpose of the shoot shall be to take the pictures
of the entire event. The agency is expected to cover up-to 3 mega events and up-to 15 medium to small events done by Directorate of
Tourism, Jammu.
These images will be used in various communication material and to promote Jammu Tourism via online and offline marketing campaign.
o Minimum 20 Destination/Activity needs to be covered across all the 10 districts of Jammu region in the photoshoot. The final
locations and activities to be covered in this tourism promotion project shall be decided by the Directorate of Tourism, Jammu.
o The agency will be responsible for taking still, candid shots of locations, people, monuments, sceneries etc. to ensure the
website, brochures and other marketing materials are laced with exclusive pictures of the region.
o All pictures will be the property & exclusive copyright of Jammu Tourism.
o The pictures will be shot on high resolution cameras.
iii. Conceptualisation, designing & supply of detailed booklet brochure. This brochure must have Augmented reality (AR) compatibility in
order to enhance tourist experience with a minimum of 20 AR compatible images. The AR functionality should be able to augment
complete tourism details vide audio/text/videos/pictures of the selected locations, when scanned through the mobile app. The brochure shall
cover tourism destination, activities, cultures, nature and other relevant details for all the prominent locations across all the 10 districts of
Jammu Region.
Please find below the brochure printing specification;
o Qty: 2000 units o size – 8.5 inch (wide) x 8.5 inch (length)
o pages: Maximum of 80 Pages (76 inner pages + Cover) o colour: 4+4 color
o paper: 100% recycled imported paper with the required certifications
o inner Pages: minimum 130 gsm with online coating o cover: minimum 170 gsm with online coating
o printing: High quality offset printing o binding – Perfect binding
o treatment: Raised spot UV on the cover
iv. Conceptualisation, designing & supply individual Activity/ Location based small handout brochure. This brochure must have Augmented
reality (AR) compatibility in order to enhance tourist experience with a minimum of 4 AR compatible points per brochure. The AR functionality
should be able to augment complete tourism details vide audio/text/videos/pictures of the selected locations, when scanned
through the mobile app. The brochure shall cover tourism destinations, activities, cultures, and other relevant details of that particular district.
Please find below the brochure printing specification;
o Qty: 200000 units (20000 per activity/location) o size – A4 center fold (landscape/portrait, as per the approved
design)
o colour: 4+4 color o paper: 100% recycled imported paper with the required
certifications o Center fold
o treatment: Raised spot UV on the cover
v. Updating the current website of Directorate of Tourism, Jammu, by
designing and making it visually appealing and digital marketing friendly. The new website should be done in the latest and secure
technology and should be dynamic in nature. The new website must
have some digital innovation to enhance tourist’s experience. o Pictures with information on locations should be present.
o Proper distribution of information to be made with details on how to reach, google map assistance and contact.
o Gallery with attractive location picture. o Videos of the films on each location to be placed.
vi. The selected agency also needs to propose a digital innovation to be
used on the website and other digital promotions. The proposed innovation should be informative and user friendly. Bidding agency
needs to demonstrate the innovation through a demo for Jammu tourism or from their existing work from other Govt. organisations.
vii. Selected agency is also required to make an attractive mobile application for Jammu tourism to be available for download in Android
and IOS stores free of cost. Mobile application must carry the following
details; o Should have Augmented Reality(AR) feature
o All the tourism details of Jammu, viz. prominent locations to visit, best time to visit, weather, where to stay, where to eat, how to
travel, emergency contact details of responsible person’s in all the districts/destinations.
o Online Booking options for rest houses and activities. o Jammu tourism Audio tour. This audio tour shall work as an
audio guide for tourists visiting destinations across all the 10 districts of Jammu. The information to be shared through audio
tour shall be decided by the directorate of Jammu Tourism. Information of minimum 20 destinations/activities needs to be
covered in the smart audio tour. The functionality needs to be integrated with the mobile application.
o Smart signage system. This should be an Augmented Reality
based system and should allow the mobile application to give detailed information (video/images/text) about a specific
location/monument, just by scanning it’s existing signages through the mobile application.
o The selected would also have to manage and maintain the mobile application for 1 year from the date of hosting.
b. Creative& Communication designing on annual retainer ship
basis.
The selected agency shall be, but not limited to, the following; i. Conceptualization and designing of the creatives (images and
videos)and its adaptations for various platforms (as per the requirement of Directorate of Tourism, Jammu)and communication
required for the promotion of tourism in Jammu region.
ii. Communication and designing will be for, events, trade fairs, print ads, brochures, posters, banners, hoardings, bus shelters, and other
material required for tourism promotion of Jammu region. iii. In order to promote Jammu tourism in B2B and B2C circles, the
agency shall also be responsible for the suggesting tourism related events and exhibitions to the Directorate of Tourism, Jammu.
iv. In case the directorate plan to take part in an event/exhibition, the agency shall also be responsible to propose Jammu Tourism’s theme
and stall design for that event or exhibition.
v. The Agency shall also suggest additional innovative ideas and a brief
plan of execution from time to time, in order to promote and support tourism activities in the Jammu region.
vi. The selected agency shall also be expected,
o To reach out to the ever growing population of online users
worldwide to create awareness about tourism opportunities in Jammu.
o Drive traffic to the Jammu Tourism website and eventually increase tourist traffic in the region.
o To create a strong online community for Jammu tourism. o To increase visibility of Jammu in domestic and global tourism
markets. o To create a simple and user-friendly system for exchanging ideas
and feedback.
5. Delivery schedule:
Total duration of the Project shall be1 year, with the below mentioned time
lines;

Shoot for main promotional film, Photoshoot, Brochures, Website, digital innovation and Mobile App Templates/Theme
finalization. Further, the agency shall provide all the support
to Directorate of Tourism, Jammu as per the scope of the work.
Month 2
Post production of the films, creation of the edits, image correction, website re-development, digital innovation
through mobile app, AR functionality designing (audio tour, smart signage feature), development and testing of the
systems.AR compatible Brochures design approvals. Further, the agency shall provide all the support to Directorate of
Tourism, Jammu as per the scope of the work.
Month 3
Delivery of main film, location/activity-based edits, images, website, mobile app, digital innovation and consolidated
brochures with AR functionality. Further, the agency shall provide all the support to Directorate of Tourism, Jammu as
per the scope of the work.
Month 4
Conceptualization, designing and communication development. Further, the agency shall provide all the
support to Directorate of Tourism, Jammu as per the scope of the work. Website & Mobile App maintained
Month 5

6. Period of Contract
The Agency would be appointed for a period of one year. However after
completion of first year, the contract may be extended for a period of next two years on mutually agreed terms and conditions.
7. Selection of Successful Bidder
The Bidder scoring highest consolidated marks (technical plus financial) shall
be designated as the “Successful Bidder”. Such Successful bidder would be
issued a Letter of Acceptance. However, this Directorate shall reserve the right
to cancel the EOI at any point of time (that includes even after the opening of
financial bids).
8. Technical evaluation criteria:
The objective of the technical evaluation shall be to assess the technical
competence of the bidder. After completion of Technical evaluation, marks
shall be awarded to the qualified bidders.

Agencies scoring 70% marks or more in the Technical Evaluation (i.e. 49 out
of 70) shall be considered as technically responsive and will be shortlisted for
opening of financial bids.
9. Financial Evaluation criteria: 1. Financial Bids of the bidders scoring 70% marks or more in the
Technical Evaluation will be opened.
2. For Financial Evaluation, the cost should be submitted for all the deliverables as specified in “Scope of Work”& “Delivery Timeline”.
3. The quoted cost in financial bid should be inclusive of taxes, cartage or any other charges.
4. Financial evaluation, shall be based on the consolidated cost
quoted by the bidder for the project.
10. Evaluation of Proposal
In the first step, DIRECTORATE OF JAMMU TOURISM will evaluate the
information submitted by the Bidder including the eligibility criteria.
DIRECTORATE OF JAMMU TOURISM would subsequently evaluate the
presentation and execution plan. The objective of this evaluation shall
be to assess the technical competence of the bidder. After completion of
Technical evaluation, marks shall be awarded to the qualified bidders.
After the technical evaluation, DIRECTORATE OF JAMMU TOURISM would
prepare a list of technically qualified eligible bidders for opening of their
Financial Proposals.The opening of Financial Proposals shall be done in the
presence of respective representatives of the Bidders who choose to be
present.
11. Method of selection:
Selection of Agency will be based on the aggregate of the Technical and
Financial scores of the selected bidders.
The weightage to be given to the Technical and Financial Proposals shall be as under;
Technical bid scored marks= 70 % weightage, and
Financial bid scored marks= 30% Weightage.
The agency who scores maximum marks out of 100 (70 – Technical and 30 – Financial) shall be considered as successful.
12. Monitoring & Evaluation
Directorate of Jammu Tourism on a scheduled date every month/Quarter may
call a review meting and the local representative of the agency is expected to be
here for the discussions with concerned officers. Agency is also expected to share
new, innovative feasible ideas to promote tourism in Jammu region on regular
basis.
13. Terms of Payment: -
1. No advance payment shall be made to the agency.
2. The agency shall submit the bill for payment after the end
of each month as per the amount quoted in the Financial
bid. The Bill after the due verification as per the scope of
work and delivery schedule, if found eligible, shall be paid
by the Directorate of Tourism Jammu.
3. Agency shall furnish only the original GST Bill for payment
along with the Bank account details.
14. Additional Information to the Bidders: -
i. The Directorate of Jammu Tourism is however not bound to
accept any tender or assign any reason for non-acceptance.
Conditional, erroneous and incomplete Bids will be rejected
outright.
ii. The Directorate of Jammu Tourism reserves its right to
summarily reject offer received from any bidder on national
security considerations, without any intimation to the bidder.
iii. Agencies submitting proposals will not be permitted to alter or
modify their bids after expiry of the deadline for receipt of bids.
iv. The Directorate of Jammu Tourism reserves its right not to
accept bids from bidders resorting to unethical practices or on
whom investigation/enquiry proceedings have been initiated by
Government Investigating Agencies / Vigilance Cell.
v. The Directorate of Jammu Tourism reserves the right to place
an order for the full or part quantities under any items of work
under scope of work.
vi. Any amendments / corrigendum to the EOI document would be
uploaded on the official tender website of Government
www.jktenders.gov.in
15. Force Majeure:
Neither party will be liable in respect of failure to fulfill its
obligations, if the said failure is entirely due to Acts of God,
Governmental restrictions or instructions, natural calamities or
catastrophe, epidemics or disturbances in the country. Force
Majeure shall not include (i) any event which is caused by the
negligence or intentional action of a Party or by or of such
Party’s agents or employees, nor (ii) any event which a diligent
Party could reasonably have been expected both to take into
account at the time of being assigned the work, and avoid or
overcome with utmost persistent effort in the carrying out of its
obligations hereunder.
A Party affected by an event of Force Majeure shall immediately
notify the other Party of such event, providing sufficient and
satisfactory evidence of the nature and cause of such event, and
shall similarly give written notice of the restoration of normal
conditions as soon as possible.
24. Jurisdiction:
The contract shall be governed by laws of India and all Government
rules on purchase matter issued from time to time and are in force
for the time being are applicable to this contract tender.
25. Interested companies/firms may submit bids as per the
requirements stipulated in this document latest by 29-11-2019.
