Statistical Regions and Districts of MALTA The Nomenclature of Territorial Units for Statistics (NUTS) is a hierarchical classification which divides the economic territory of the European Union for the purpose of producing regional statistics that are comparable across the European Union (NUTS levels 1-3). To meet the demand for statistics at a local level, Eurostat has created a system of Local Administrative Units (LAUs) that is compatible with NUTS. Foreword Gozo in Figures 2015 is being published by the NSO one year after the setting up of the Regional Statistics Unit in Gozo under the auspices of the Malta Statistics Authority. It is, in fact, a sequel to two similar collections published in previous years. That said, this year’s edition is amply enhanced in various ways. Data is presented on 12 important statistical domains. Two new topics are Education and Renewable Energy Harvesting, while first-time perspectives on a district basis in the field of Tourism give rise to noteworthy insights regarding the current state of this industry not only in Gozo, but also in Malta. Another improvement is the increased presence of graphically illustrated data by way of a profusion of informative charts, including maps. One objective of the NSO in releasing data in one compact publication is to provide a handy statistical aid. In this regard, the publication is organised in such a way as to provide a useful tool to the Office’s range of users, among them, policy makers, academics, the media, researchers, students, and the wider public. The longitudinal and spatial illustration of data is instrumental in indicating the socio-economic and environmental specificities across regions, districts and localities. ● Civil marriages: non-religious marriages that are recognised by law in MALTA.

Population figures were revised following the results of the Census of Population and Housing 2011,and are in line with the ‘usual residence’ definition.

Marriages: marriages registered in Malta and Gozo, including marriages between non-resident foreign spouses.

Usual residence: refers to the place where a person normally spends the daily period of rest,regardless of temporary absences for purposes of recreation, holidays, visits to friends andrelatives, business, medical treatment or religious pilgrimage. The following persons aloneshall be considered to be usual residents of a specific geographical area:

those who have lived in their place of usual residence for a continuous period of at least12 months before the reference time; or

those who arrived in their place of usual residence during the 12 months before thereference time with the intention of staying there for at least one year.

Total live births: include all babies born and registered with the Public Authorities in Maltaand Gozo. Still births are excluded.

Deaths: all registered deaths of residents in Malta and Gozo. The definition includes residentsof Malta who die abroad.

Statistics on Income and Living Conditions (SILC) constitute the output of an annual enquiry carriedout by the NSO among private households. SILC is carried out by all EU Member States and iscovered by a European framework regulation. The main scope of SILC is the compilation ofstatistics on income distribution, monetary poverty, social exclusion and material depriviation.

a weight of 0.5 to any other household member aged 14+;

a weight of 1.0 to the first adult;

At-risk-of-poverty rate: the share of persons with an equivalised disposable income belowthe at-risk-of-poverty threshold.

Equivalent household size: this is calculated according to the 'modified OECD' equivalencescale which gives:

a weight of 0.3 to each child.

Equivalised disposable income: also known as 'national equivalised income'. It is thehousehold’s total disposable income divided by its 'equivalent size', to take account of the sizeand composition of the household, and is attributed to each household member. For example,a household with two adults and two children aged less than 14, would have an equivalisedhousehold size of (1+0.5+0.3+0.3=) 2.1. If the total disposable income earned by thehousehold is €20,000, the household equivalised income would result as (€20,000/2.1=)€9,524.

The resulting figure, which is the sum of these weights, is attributed to each member of thehousehold.

At-risk-of-poverty threshold: also known as 'at-risk-of-poverty line' or 'poverty line'. This isequivalent to 60 per cent of the median national equivalised income of persons living inprivate households.

Data collection in respect of Education Statistics is carried out during the second quarter of theacademic year. Therefore, unless stated otherwise, the reference period for the informationprovided in this publication is end of March.

Vocational Education programmes are designed for learners to acquire the knowledge, skills andcompetencies specific to a particular occupation, trade or class of occupations or trades. Suchprogrammes may have work-based components, and their successful completion leads to labourmarket-relevant vocational qualifications acknowledged to be occupationally oriented by therelevant national authorities and/or the labour market. The vocational institutions whose data isincluded in this publication are the Malta College of Arts, Science and Technology (MCAST) and theInstitute of Tourism Studies (ITS).

The level descriptors of the Malta Qualifications Framework (MQF) were originally introduced byLegal Notice 347 of 2005. These represent neutral reference points to be used for all qualifications,be they academic, vocational, formal, informal and non-formal. The level descriptors are useful foreducation and training providers, and for employers.

The Malta Qualifications Framework is structured as follows:

Labour Supply/Labour Force: the sum of full-time gainfully occupied and registeredunemployed persons. The definition excludes part-time employment. This data is based onthe administrative records of the Employment and Training Corporation (ETC).

Average gross annual salary: the annual basic salary received by employees before anysocial contributions and tax deductions. This amount excludes payments for overtime,allowances and bonuses. This statistic emanates from the Labour Force Survey (LFS), anenquiry which is carried out by the NSO on an ongoing basis using a quarterly gross sampleof 3,200 private households.

Registered unemployment rate: this is worked out by taking into account the number ofregistered unemployed persons under Part I and Part II of the register, as a percentage of thesum of full-time gainfully occupied and registered unemployed persons. This data is based onthe administrative records of the Employment and Training Corporation (ETC).

The Business Register (BR) is administered by the NSO. It provides one of the most detailed localbusiness profiles in Malta. It is classified by economic activity according to the NACE(Nomenclature Statistique des Activités Économiques dans la Communauté Européenne) . Thescope and nature of the BR is the basis on which sample surveys with regard to business areconducted. Furthermore, the BR can be used as a source of statistics in its own right.

Data is subject to updates to the BR, which are ongoing.

Employment size is classified as follows:

Births and Deaths record the demographic change in the number of units, i.e. registrations and/orderegistrations, and do not precisely record commencement or cessation of an activity by a unit.Business demographic events such as takeovers, mergers and split-offs are not catered for andmay affect the data. The recorded births and deaths from 2011 onwards are affected by LegalNotice 524 of 2010.

On 1 January 2011, the Value Added Tax (Exemption from Registration) Regulations 2010 cameinto force, as notified in the above Legal Notice. The Regulations state that the VAT Commissionershall not register any taxable person established in Malta whose turnover does not exceed €7,000in a calendar year. Therefore business demographics from 2011 onwards may not be strictlycomparable to those of previous years and should be treated with caution.

● Extra-regio: refers to parts of a country's economic territory that cannot be attached directly to asingle region. Such parts may include embassies, consulates, military bases, scientific basesand others.

Data users should be aware that the industrial activities of General Government are spread over 19different NACE categories (at A88 division) and include local councils and extra-budgetary units thatare financially dependent on Government. NACE 84 is the largest category and, in terms of GrossValue Added, represented approximately 35.3 per cent of the General Government sector in 2013.

Data is in line with the European System of Accounts (ESA 2010) (ISBN 978-92-79-31242-7) andthe manual on Regional Accounts Methods (ISBN 978-92-79-32357-7). The European System ofNational and Regional Accounts is an internationally compatible accounting framework for asystematic and detailed description of a total economy (whether this is a region, a country, or agroup of countries), its components, and its relations with other total economies. Regional accountsare a regional specification of the corresponding accounts of the total economy.

The nomenclature of territorial units for statistics (NUTS) provides a single, uniform breakdown ofthe economic territory of the European Union. This classification is used in the compilation ofregional accounts. The economic territory of a country can be divided into regional territories andextra-regio territory. For the purpose of regional accounts, Malta is divided as follows:

Gross Value Added (GVA) is presented at A10. The national estimates were revised in line withNSO News Release No. 195/2014 for 2000 to 2010, and with NSO News Release No. 232/2014 for2011 to 2013. Employment data provided by the Employment and Training Corporation (ETC) for2011-2012 was also subject to revision.

Gross Domestic Product (GDP): an estimate of the value of goods and services produced inthe economy over a period of time. GDP is estimated at current prices using the ProductionApproach, aggregating the output of the various productive sectors net of the cost ofintermediate inputs.

The regional territory: refers to the region that is part of a country's geographic territory, and toany free zones such as bonded warehouses and factories under customs control in the region.

Minor traffic accidents which are not reported, i.e. no police or traffic wardens are called on theaccident scene, are not accounted for.

Passenger data comprises foot passengers, vehicle passengers and drivers.

A fatal injury is defined by UNECE as "Any person who was killed outright or who died within 30days as a result of the accident".

The type of casualty (slight or grievous) is determined by the Health Department. The definitions ofdeaths caused by road accidents refer to the European Conference for Ministers of Transport(ECMT) and United Nations Economic Commission for Europe (UNECE).

The objective of this monthly survey is to estimate the utilisation rate of bed-places in all activecollective accommodation in Malta and Gozo. The variables include:

Non-residents: foreigners who do not necessarily follow the definition of a tourist and checkinto/out of a collective accommodation establishment.

Tourstat measures the number of tourist trips carried out during a reference month. 'Tourist trips'differs from 'number of tourists' in that the same person can undertake more than one trip during areference period.

Total arrivals: the sum of residents and non-residents.

Total nights: nights which a guest actually spends or is registered to spend in a collectiveaccommodation establishment.

Average length of stay: the number of nights spent divided by the number of arrivals during aspecified reference period.

Residents: Maltese/Gozitan residents who check into/out of a collective accommodationestablishment.

Net use of bed-places: the net occupancy rate calculated for all active accommodationestablishments, net of seasonal closures and other temporary closures. The occupancy of bed-places is calculated by dividing the total nights by the number of bed-places available for useduring the reference period. The result is then multiplied by 100 to express the occupancy rateas a percentage.

Net use of bedrooms: the net occupancy rate calculated for all active accommodationestablishments, net of seasonal closures and other temporary closures. The occupancy ofbedrooms is calculated by dividing the total number of bedrooms used by the total number ofbedrooms available for use during the reference period. The result is then multiplied by 100 toexpress the occupancy rate as a percentage.

The Malta Tourism Authority (MTA) licensing Department reclassified all collective accommodationestablishments registered as aparthotels to hotels (refer to Legal Notice 351 of 2012).

Tourist air departures are collected through a continuous survey carried out at the departure lounge ofthe Malta International Airport (MIA). Personal interviews are carried out. A two-stage sampling designis used to survey air passengers. In the first stage alternate days are selected. Then, within each shift, a sample of passengers is selected systematically.

Tourist sea departures are collected through a regular survey carried out at the Valletta Cruise Portduring three separate months every year. A quota sample is used. Survey data is supplemented byadministrative data provided by ferry operators.

Inbound Tourism: the activities of non-resident visitors travelling to Malta (i.e. outside theirusual environment), and staying for not more than 12 consecutive months for leisure, businessor other purpose. The number of inbound tourists cannot be equated to monthly passenger datareleased by the MIA because the latter includes departing Maltese and transit passengers.

Tourist: a visitor who stays at least one night in collective or private accommodation in thecountry/place visited.

Visitor: a domestic or international tourist or same-day visitor. A visitor can be distinguishedfrom a traveller by three main criteria:

Same-day visitor: a visitor who does not spend the night in collective/private accommodation inthe country/place visited.

The place visited is outside the usual environment;

The visit does not last for more than 12 consecutive months;

The visit's main purpose excludes an activity that is renumerated from the place visited.

Definitions:

Farmhouse: holiday premises which are constructed and finished to represent a typical Maltesefarmhouse located in an area that is compatible with a farmhouse environment.

Holiday premises: comprises apartments, studios, villas, maisonettes, townhouses, terracedhouses and other accommodation, in line with the meaning assigned to such premises in theMalta Travel and Tourism Services Act.

The majority of passengers embarking on cruise liners from Malta generally end their trip at the samedestination. Therefore embarkations are not included in cruise traffic figures to avoid double counting.

Cruise liners calling at both Malta and Gozo during a single voyage are recorded as one liner call.

Embarkations: Maltese cruise passengers, and foreign cruise passengers who arrive in Maltaby another means of transport.

Transit passengers: cruise passengers who arrive in/leave Malta on the same cruise ship.

Landings: cruise passengers who arrive in Malta on a cruise ship and leave by another meansof transport or stay in Malta.

Information on agricultural produce which is sold through official markets is compiled daily and datais sent to the NSO on a monthly basis.

Regional data is derived at source where every consignment at the official markets is classified bythe residence of the farmer.

The source of cattle stock data is the Bovine Register maintained by the Veterinary RegulatoryDirectorate. This data collection is regulated by EU Regulation (EC) No. 1165/2008.

Data collection on pigs, sheep and goats is regulated by EU Regulation (EC) No. 1165/2008.

Data in respect of fish landings is collected from the daily returns of sales submitted by middlemenat the fish market. The Department of Fisheries and Aquaculture provides such data to the NSO ona monthly basis.

● Supplementary allowance: payable to households whose total income falls below the levelestablished by the Social Security Act.

Two-thirds pension: pension related to earnings, payable to persons who retired after January1979. This scheme provides for a pension equivalent to two-thirds of the insured person’spensionable income. Maximum and minimum rates apply.

Retirement pension: payable on reaching pension age. The rates and types of categories varyaccording to various statutory conditions.

Invalidity pension: payable to persons deemed permanently incapable of suitable full-time orregular part-time employment. Rates vary according to different conditions.

National minimum widows’ pension: payable to widows, irrespective of age, who are not gainfullyoccupied, who are occupied but earning less than the national minimum wage and are in receipt of aservice pension, or who are carrying out gainful activities but have the care and custody of childrenunder 16 years of age. Rates may vary according to conditions outlined in the Social Security Act.Reference to 'widow' includes 'widower'.

Marriage grant: a one-time payment payable on marriage to persons normaly resident in Malta. Tobe eligible a person must be employed, self-employed or self-occupied for at least six months at anytime prior to his/her marriage.

Maternity benefit: payable to local residing pregnant citizens of Malta in respect of the last eightweeks of pregnancy and the first six weeks after childbirth. This benefit is only payable if the femaleis not entitled to maternity leave from her employer, if employed.

Sickness benefit: comprises an entitlement of 156 days but may be extended to 312 days in certaincases. The first three days of each new claim for this benefit are not reimbursed.

Unemployment benefit: payable to unemployed persons for a period of 156 days. This benefit isconsidered as a short-term benefit. Subsequently, unemployed persons may qualify for long-termbenefits under the ‘Social Assistance' category.

Children’s allowance: payable to local residing female citizens of Malta who have the care ofchildren under 16 years of age.

Sickness assistance: entitlement is subject to the satisfaction of the Director of Social Security thatthe claimant or a member of his/her household is suffering from a disease that can only be cured oralleviated by a special diet/regimen that incurs exceptional expenditure.

Social assistance: payable to heads of households who are either unemployed or seekingemployment and whose relative financial means are below those established by the Social SecurityAct. This benefit is also payable to single or widowed males/females who lack financial resourcesand who are caring for an elderly or handicapped relative on a full-time basis. Social Assistance alsoincludes payments made to persons who satisfy the Director of Social Security that they are nolonger capable of employment but do not have sufficient means to support their family.

Social assistance for single unmarried parents: payable to a single parent whose income fallsbelow a certain level. The person's earned income together with the Social Assistance entitlement for two persons should not exceed the National Minimum Wage.

Unemployment assistance: heads of household who are registering under Part 1 of theUnemployment Register may be entitled to unemployment assistance after the period covered by theunemployment benefit has elapsed.

Waste is classified according to the European Waste Catalogue/Hazardous Waste List, which is the approved European system for the classification of waste fractions. The EWC/HWL is a list ofwaste types which are assigned to processes, industries or sectors from which waste fractions mayarise.

'Screenings' refer to waste collected from the Gozo Wastewater Treatment Plant and include non-biodegradable and floating solids such as rags, paper, plastic, tin, wood and containers.

Public water supply: comprises the potable water production of the Water ServicesCorporation.

Consumption: total production less network losses

Network losses: comprise leakages from the underground water distribution system throughmains and pipes.

Groundwater production: includes total volume of water produced by pumping stations andboreholes.
