GP WIND in a nutshell

• Launch : 1 August 2010• Number of partners : 17• Funding : Intelligent Energy Europe (IEE) • Scope : to reconcile the development of onshore and offshore wind energyprojects with wider environmental objectives and to involve local communities in planning and implementation.

• Target public : all stakeholders : industry, project developers, regional and local authorities, environmental agencies, NGOs and consultancy firms.

• Leader : the Scottish Government• Representation : 8 European countries :

Belgium, Spain, Ireland, Italy, Malta, Norway, Scotland, Greece+ external experts : Germany, Denmark

• Main deliverable : developing a good practice guide and a ‘how to’ toolkit, to facilitate deployment of renewable energy in support of the 2020 targets.

A. The five objectives of the project :

1. Identify experience from partners and share knowledge of how to overcome social & environmental barriers

2. Increase the efficiency and reduce the processing period for applications, reducing process costs

3. Increase the consenting rate for on- and offshore wind projects, 4. Produce recommendations to all stakeholders and obtain their

commitment to put these recommendations into practice5. Contributing to the achievement of 2020 targets by assisting quicker

and more transparent deployment of wind farms across Europe


B. The methodology :

• Thematic approach to draft 16 case studies, 8 related to environmental issues, 8 related to local community issues

• Selection of most illustrative examples of good practices, submitted to the stakeholders for discussion

• Analysis in the light of available scientific literature

• cross-cutting approach of good practices

C. The 16 thematic case studies :Environment

1. Species impact onshore and offshore2. Impact on habitats3. Biodiversity4. Cumulative Impact5. Systems and process for monitoring impacts;

environmental mitigation techniques6. Carbon Accounting issues7. Construction and operation of facilities in the

marine environment8. Offshore -human activities: fisheries, marine

industries, seabed issues, landfall sites

Community9. Communication, awareness, information

cascades10. Landscape & Managing visual impact

issues11. Dealing with Noise Issues – including

underwater12. Conflicts with other economic interests

including tourism13. Community concerns and acceptance –

how to achieve ‘buy in’14. Community benefit schemes15. Dealing with complex or entrenched

public perception issues16. Undertaking Socio-Economic Analysis for

developers



D. The GP Guide:

Provide stakeholders with good practices and lessons learnt from partner countries addressing environmental and community linked issues

create a useful tool for decision makers, consultative bodies,developers, environmental association, etc. with a series of recommendations meant to improve the license consenting process



Recommendations :Two layers : - general

- universal, replicable to other member States- ensure global quality of projects

- questions : specific answers- proactive solution : more practical & efficient- further into details

must lead to better quality projects reduction of consenting period higher number of licenses granted
