Though the Bharatiya Janata Party dethroned the Congress in Delhi and emerged as the

single largest party in the Delhi As-sembly election, winning 31 of the 70 seats, the Aam Aadmi Party (AAP) stole the show in its debut by scoop-ing up 28 seats. Witnessing a trian-gular electoral contest for the first time, the electorate in Delhi sprung a surprise by throwing a situation where no party is in a clear position to form the government on its own. Several hours after the picture be-came clear, none of the three parties talked about government formation. The AAP asserted that it would play a role of constructive opposition, while former BJP chief Nitin Gadkari said the party would form the government only if it got support in the natural process otherwise “we would like to sit in the Opposition.”

Whatever may be the decision, the interesting game of politics in the country was won by AAP with a wonderful debut. Now, in Assam too,

like Delhi, Congress has been rul-ing since a long time. Assam too has the Krishak Mukti Sangram Samiti (KMSS) like the AAP members, who once were the part of IAC (In-dia Against Corruption). Now what if KMSS announces its political ar-rival? Can it also become like AAP in Assam? GPLUS scrutinises on the fictitious scenario.

Hazare had want-ed to keep the movement politically neutral but Kejriwal considered that direct involvement in politics was necessary because attempts to ob-tain progress regarding the Jan Lok-pal Bill through talks with existing political parties, in his opinion, had achieved nothing. that their differences regarding a role in politics were irreconcilable. 

KMSSKrishak Mukti Sangram Sami-

ti  (KMSS) is a peasant organisation based in Assam. Formed by the RTI activist Akhil Gogoi in 2005, the or-ganisation works on a diverse range of issues from Public Distribution System (PDF) thefts, non-implemen-tation of National Rural Employment Guarantee Scheme (NREGA), land rights, governmental and corporate corruption,  Right to Information Act  (RTI) and construction of big dams in fragile seismic territories of north east India. The organisation came to national lime light after it joined the crusade against corruption under the leadership of Gandhian ac-tivist Anna Hazare. However, KMSS broke with  India Against Corrup-tion campaign after some of the IAC members decided to form a political party which is now AAP.

KMSS viewWhen asked if KMSS will be able

to do an AAP in Assam, RTI activ-ist and KMSS president Akhil Gogoi said, “AAP is a cosmetic change but we demand systematic change in the political system of India by amending the constitution and giving powers to the rural people.” He further added that fight against corruption is only one of the changes. Enquiring if he will form a political party, Gogoi an-swered, “In 2015 we will form a polit-ical party but not as populist as AAP and not to change the middle class urban phenomenon. We will think for the farmers and before launch-ing the political party we will first form gram sabhas in 2600 villages of Assam so that people’s power can change the Indian politi-cal system.” About Guwa-hati’s status as an upcom-ing metro and the urban middle class phenomenon, the activist said, “Guwahati metro is limited to 25 kilo-metres and is not like Delhi. The working class of Guwa-hati are also entangled with us and we can understand there needs.” Finally when he was asked if KMSS could remove Congress from As-sam, Gogoi said, “KMSS is confident that it can entirely remove Congress and BJP from Assam.”

divided. Entire Assam is politically divided as there are so many tribes, religions and ethnicities. So, KMSS can form a good political party but can never get good results in politics.”

The view given by Congress ex-plains that forming a political party according to them is not tough, but what is tough in Assam, is winning the elections. Bora indirectly made it clear that in Assam, divided rule works. So, how the KMSS can divide the people and win elections is an in-teresting question.

AGP president Prafulla Kumar Mahanta opted not to comment any-thing on the issue and said, “I am too busy with my party.” On being asked

how AGP will regain its existence in Assam, he said, “Last assembly elections, only 51% voters turned up to cast vote. This time the results will prove the existence.” He also said that the AGP will contest from all the seats for the upcoming Lok Sabha elections. Mahanta snubbed questions on alliance with any other party and said that everything will be decided after elections. He might have chosen not to answer the ques-tion, but if KMSS does form a party, it might eat into AGP’s votes.

BJP MP Bijoya Chakravarty claimed that BJP is a strong party and is not scared of any other party. She said, “We are a strong party and no

other party can harm us. We are not at all concerned about who is forming a party and who is not”

BJP may be confident about their performance as a political party but according to KMSS chief Akhil Go-goi, if they form a political party, they can easily remove Congress and BJP from Assam.

So, it is final that KMSS will launch a political party, but how far they will be able to woo the voters if they form the party is a question, but, in any case it will be something to think about for the other political parties. If planned and executed well, KMSS might be able to do an AAP in Assam.

With the recent announce-ment of the state forest minister to grant Rs 6 Cr

for modernisation of the Assam State Zoo cum Botanical Garden during the current financial year has brought a relief to the people involved as well as the animals living inside the zoo cam-pus. If utilised properly, this amount will be more than enough to provide comfort and shelter to the animals as well as to the visitors.

The modernisation project includes infrastructural development, new en-closure for primates, improvement of the visitor’s amenities and exchange of animals, both exotic and locals.

“As part of the modernisation of the zoo, importance will be given to de-velopment of the existing infrastruc-ture. Roads and walls will be repaired. Besides, amenities for students and people who visit the zoo on educa-

tional purpose will also be improved,” Chandan Kr Bora, in-charge of Assam State Zoo cum Botanical Garden told G Plus.

He further mentioned that the DPR (detailed project report) for the pro-ject had not been prepared yet. “It will take a month to prepare the DPR and get the final approval from the govern-ment. Then, after releasing the fund the execution of the project will be made possible,” Bora said.

Currently, there are 895 mammals, birds and reptiles and 621 plants in the state zoo. However, regarding the night safari inside the zoo campus, which was inaugurated by the Union Minister for Environment and Forests, Jairam Ramesh three years back in 2010 and now dysfunctional, the con-cerned authority expressed concern over the reopening of the same.

After a prolonged period of rising criminal activities, es-pecially theft, the city people

are now getting a chance to heave a sigh of relief. In what can be termed as a major development towards the reformation of the investigative pro-cedure of the police administration, the city police has been bifurcated into two parts – one to look after the crimes and criminal activities and the other for investigation of crimes.

Last month, on an experimental basis, the new structure was intro-duced in four police stations of the city - Paltan bazaar, Dispur, Basistha and Jalukbari .

“In the first phase, we have taken four police stations of the city where there are a high number of cases, to introduce this new structure of the police administration. In the first month of its inception that was in last November, it was a bit tough for the staff to comprehend the new struc-ture. But, now it is gradually being streamlined and the staff too are get-ting used to it. The new format will be introduced in other stations of the city in next phases,” A.P. Tiwari, Se-nior Superintendent of Police, Guwa-hati told G Plus.

As a part of the new configura-tion, altogether 60 new sub-inspec-tors were appointed in those four police stations, out of which twenty officials were appointed in the Dis-pur police station. Fifteen new sub-inspectors were assigned to Paltan bazaar, thirteen to Basistha and the remaining twelve were assigned in Jalukbari police station.

introducing this new structure is to improve the quality of investigation. Besides, it would help in lessening the pendency rate of the cases registered, which is now unbearably exorbitant. It is also expected to pave a system-atic approach to the law and order sit-uation and timely disposal of cases,” Tiwari further added.

This year, from January to Sep-tember, altogether 2043 number of cases were registered and 7517 cases were pending in the Dispur police

station, which is the highest among other 21 Police stations of the city. The Paltan Bazaar police station has registered 882 cases and altogether 2541cases are pending during the same period. Similarly, the Basistha and Jalukbari police stations have registered a total number of 726 and 746 cases respectively during January to September, 2013. The number of pending cases in those two thanas of Basistha and Jalukbari are 1271 and 1574 respectively.

“The new officials appointed for the post of the sub-inspector ranks of a thana will be looking into the law and order part and the senior or the existing staff of a police station will be looking into the investigation part only. Earlier, both the parts were looked after by the same person on duty,” the city SSP said. He expressed ignorance in regards to the extension of this new structure of the police ad-ministration in other police stations of the state in future.

There is no dearth of people seeking jobs in Guwahati. The city has become one of the prime hotspots in the northeast for job hunting. The various places coming up need more and more workers and avenues are galore with varied jobs. Needless to say, livelihood can be secured if the urgency is there. But with jobs is there satisfaction? Stressed out

faces and depressed minds are a regular thing for humans around. So are job taking away the mental peace of the citizens.

Job satisfaction is now-a-days very tough to get in the education field. Though I am work-ing as a teacher but still there is a small lack of satisfaction in my job. Moreover, there are only few vacancies that get lead through. Being a post graduate, it has become a serious concern that I am unable to avail a job as per my qualification. The yearning to teach in a government college is sometimes like a dream. The present scenario has raised a demand to an extreme zenith that for a simple post graduation holder to find a job has become the toughest mission.

Having a home here is an added advantage as some of the monthly expenses become negligi-ble. Even with a low pay, a person can be happy here. Guwahati as compared to other metro cities like Delhi, Mumbai etc. is much cheaper to stay. Though the salary package might be higher in those cities but the cost of living is also high. With a job in Guwahati, one can save money which is not possible outside. Today, if we are earning well then we also have the provisions to spend in order to upgrade our lifestyle as now we have shopping malls, multiplexes etc.

There is a satisfaction that I get from my job. But the major thing that bothers me is the transportation system which needs to be upgraded. Commuting from my residence to my office takes more than half of my time. The entire journey becomes so hectic itself that I lose most of my zeal while finally reaching my destination. Salary should be such that we are able to spend accordingly and save at least a little. Guwahati is a fast developing city and with it the daily expenses are also increasing. So, there must be a job security after acquiring a job.

It is very difficult to get the right job. Even after having the qualification many people are unable to find the right jobs at the right places. Long working hours is an old standing issue in the private sector. This makes a man lose his social life. The salary package in pre-sent time has to be as such that we can plan for the future. Today, what most of the people are offered in Guwahati is much less than other cities and this in turn demoralizes both the employed and the job seekers, while reducing their performance.

Does Guwahati provide job satisfaction?

It is 21st December 2013 and we are just 10 days away from yet another morning of a blooming new year. Guwahati blessed us with the lowest fall of the mercury for this season this year a few days ago, and ignited the celebra-tions. The city is getting busy selling and buying winter wear and decorative stuff. The fall in the prices of vegetables also followed the fall of mercury and it brought a little cheer to the population. This year is passing by, leaving behind bundles of memories, many of which we don’t want to remember and much that we want to treasure in our hearts.The important point, which I would like to present to the readers is that in these coming 10 days, does introspection has any role to play? We witnessed a series of events involving various national and international bands, sing-ers, dancers and other such celebrities. The city also witnessed occurrences of many sad and heart-rending events like blasts, molestations and strikes. The city gave us so much this year to rejoice and to be happy but now we need to ask what we need to give back to the city.We are only a few days away from celebrating various occasions such as Christmas and the New Year and as such the preparations have already started, which I believe you all will agree. But this is where I seek to draw your attention to. There exist large populations in the city who are still busy preparing to fight the battle against the fury of the nature owing to their situation. These include the children, the elderly and the rag pickers those who are on the streets with no roof above their heads and with less or no means to protect themselves against this freezing weather. These popula-tions-at-risk can still be seen busy with their battle for survival against the deadliest army of nature and their helpless environment, miles away from the preparations for celebrating the forthcoming events.I urge my readers to kindly take a moment out of our life and introspect towards our contribution to the society. I know that we don’t have all the means to eradicate their sufferings and pain, yet the Almighty has blessed us with the power to help lessen some of their pain and sorrows. I would like to refer to an event as an example from our very own Guwahati City, to all our city mates about the ways and means that we too can become responsible citizens and show our proactiveness.‘PRAYAS- Helping India through Facebook’, took a step to extend helping hands to these needy people by donating blankets and warm clothes to them on the occasion of the Birthday of one of their members. They distributed clothes and Blankets at Fancy Bazar, Railway Station, Bhootnath, Kachari, Bharalumukh and other such places.This is not the only event and there have been other such instances, where people came out to celebrate and share their happiness with other such less fortunate sections of the society. Being generous and helpful towards fellow beings would surely bring about peace and contentment to their lives. It is true that this will not eradicate their problem totally but a small step of ours will surely bring to life a positive portrait of the society and will bring a smile of love and peace on their faces.

When and how did you land up in Guwahati?

Initially I came to Guwahati on 14th June 2011 as coadjutor Archbishop to help the previous Archbishop. I took charge as an Archbishop of Guwahati on the 18th of January 2012.

What are your hobbies and when were you born?

I was born on 14th of December 1951 in North Kerala. I enjoy reading books and magazines, travelling and praying.

Tell us what do you like and dislike about Guwahati?

My dealings are mostly with good people so I don’t see anything that I dislike in Guwahati. But, some things I have noticed and that is there are a lot of land mafias in Guwahati. The traf-fic is also very chaotic even though the government is trying to make it better.

Do you think that people are less religious than the past?

There is still religiosity amongst the people and we see many people believ-ing in God. Yes, there are also people who do not maybe, get time or are not that devoted, and that is because of various factors like secularism, consumerism etc. Everyone is becom-ing greedy and running after money. People only dream of good cars and houses. People feel that if there is no money, there is no fame. So, these may be reasons for people to have become less religious in life.

Can people from different religion come and confess in Church?

Yes, people from other religions can come and confess provided they believe in the priest as according to Christianity, confessing your sins in front of a priest, washes your sin. When I was in Tezpur as the princi-pal of Don Bosco School, many Hindu students used to come along with the Christian students to confess. I used to tell them that if you confess you have to believe in me and many used to confess. It is basically like counselling. As you have been in Assam since a long time, have you ever counselled rebel groups?

Some ULFA cadres were in touch with me as they used to come to me for counselling and to confess their sins. Some of them even admitted their kids to my school. They used to ask me to visit their camps, but I never went.

Why did you never visit their camps?

Those days I was not that matured, but now if I get a chance, I will cer-tainly go to the camps and try to show them a better path. In fact in-surgency in Assam has come down considerably.

How do you feel for the Christians who are getting at-tacked by other communities in countries like Pakistan and Bangladesh?

I can say that we feel bad about it. It’s not only Pakistan and Bang-ladesh, but there are many other countries where Christians are at-tacked because of blasphemy. It is unfortunate but I recently also read that in Pakistan when people were trying to attack a church, the local

Muslim population saved the church and its people by stopping the attack. So, there are good people too in the world who respect other’s religion and belief.

People say that Christians convert people from other religion by paying money. Is it true?

Why will we convert someone by giving money unless and until they believe and have faith on Jesus. There is, maybe a rumour that people think like that, but we do not force or pay money to join Christianity. There is contradiction in the views. We want people to freely respect God, and they will respect whomever they be-lieve. Yes, we help the poor people by providing some facilities like build-ing hospitals and schools for them.

In Guwahati we have built so many schools for the poor and the money came in from the German govern-ment. It doesn’t mean that we are forcing people to join Christianity. There are educated Hindus in Kerala who converted into Christianity. They were not forced or bribed. If people respect our religion and believe in Jesus from their heart, they are wel-come to join, but not for money.

What is your Christmas mes-sage for Guwahatians?

Christmas means God is with us, Jesus is present in our hearts, so, let’s try and always feel his presence with-in us and our surroundings. Because of his presence is in our hearts, let’s transform ourselves into better hu-man beings.

As the pages of the calendar are forwarding fast towards a new dawn, the chill winter breeze

has brought the joy of festivity along with it.

At this time of the year, the city folks are getting ready to welcome the New Year with a host of fiestas. The journey has just begun with Christ-mas, the celebration of the birthday of the Jesus, to be held on 25th Decem-ber, every year.

More than fifty big and small churches of the city of Guwahati have already started the celebration of welcoming Jesus’s arrival on earth. Around 10,000 people belonging to the Christian religion living here in Guwahati are all set to celebrate the festive season at the end of the year, starting with Christmas.

“We want to share the joy of Christ-mas with everyone. As part of the cel-ebration, we have already started cel-ebrating Christmas with the patients staying in B Barooah cancer hospital, TB hospital. Moreover, we will be cel-ebrating the festival with the inmates in the central jail soon,” Azizul Haque, pastor, Guwahati Baptist church, Pan-bazar told G Plus.

The pastor of the oldest Baptist church of the entire North eastern region, established in 1845 also told that the final celebration would be held from 24th to 26th of December at the premise of the Guwahati Baptist church.

“On December 24, a drama on the birth of Jesus will be staged. On the day of Christmas that is on 25th, mu-sical programme will be held in the evening besides the prayers and the following day will be hosting a feast and sports event. We are expecting a crowd of around 1000 people on the day of the celebration of Christmas,” Haque added.

Apart from the people belonging to the small Christian community of the city, people belonging to other com-munities too are now taking part in the celebration. They pay visit to the churches located in different localities of the city and take part in the prayers offered to the benevolent.

Christ church situated near Nehru Park, Panbazar, the oldest Catho-lic church of the NE region, too has geared up to celebrate the festival of joy.

“The more than a month long cel-ebration of Christmas has already be-gun. It was started on the 1st of De-cember with ‘Worship through music’ and Holy Communion in the morn-ing. Door to door carolling, children sports activities have already begun and the celebration will come to an end on January 5 next year. On the day of the Christmas, apart from the holy communion service and Carol sing-ing, old age homes, hospitals will be visited as part of the celebration,” Rev. Michael Herenz, presbyter in charge, Christ church, Guwahati told G Plus.

He further told that carols in vari-ous vernacular languages including Hindi, Assamese, Bodo, Nepali etc would also be sung, which would be held on Saturday (21st December).

“We have approximately 300 peo-ple joined in our church. But, on the day of the Christmas, we are expecting about 40,000 visitors,” Rev. Michael Herenz told.

On Thursday (19th December), an advance celebration of Christmas was held at the premise of the century old church with the under privileged chil-dren of the city. The celebration was held with the help of World vision, an international NGO associated with children welfare activities.

“We have been celebrating Christ-mas in advance with the representa-tives of the Christ church for the last four years. As part of the celebration, under privileged children including the street children who were being rescued by us have taken part in it. The children are being provided with food and gifts on the day of the celebra-tion,” Subimal Goldsmith, senior pro-gramme manager, World Vision, who was present at the celebration told.

Reading is a habit that if incul-cated can turn into a passion. The best part of being a reader

or a voracious reader is that it can add a ‘purpose’ to even a lazy person’s life of absurdity. Reading gives wings to the reader’s imagination and makes one wander through the unknown and distant lands described in books like Tridib in Amitav Ghosh’s ‘Shadow Lines’ believes. While there are advan-tages of reading, it is also important to understand which books serve to feed the intellect as the great Francis Bacon said, “Some books should be tasted, some devoured, but only a few to be chewed and digested”. G Plus takes a glimpse at the District Library in Guwahati.

The District Library is a public li-brary located at Guwahati, Dighali-pukhuri. The area is a sprawling green and the chirpiness of the College go-ers fills in the atmosphere around. Located at one of the ‘coolest’ places in Guwahati, the library attracts the attention of School and College kids as well as adults alike. In winters, the library remains closed on Mondays and from Tuesday to Friday it remains open from 10 AM to 5.45PM. The li-brary was established in 1955. It was started at the Curzon Hall first be-fore shifting to its present building in 1959. There are eighty- nine thousand six hundred and fifteen books in the

library currently. Readers can have ac-cess to nineteen different daily news-papers, four weekly newspapers and twelve magazines in the library. The library has a collection of wide range of books under different subjects and topics such as Social Science, Political Science, History, English Literature, Bengali Literature, Assamese litera-ture, Hindi literature, Mathematics,

etc. Cotton College and Handique College being at the same place as the library makes it an easy access for its students. The auditorium of the li-brary is busy hosting one event or an-other be it annual functions of school, music events, and other events in the city.

The library, however, faces a few problems too. When students look for

a particular course book, they face dis-appointment at most times. Referenc-es are available but due to a few copies a student might not have access to a particular book because it remains is-sued and then, re-issued by one or the other which makes a book unavailable by the lot. Also, new important books need to be added to the library time and again keeping the shelves updated with the current times. “This process is not steady because the responsibil-ity of issuing new books lies with the Directorate of Library Services and the Directorate with whatever funds it has purchases books for all the other libraries in Assam and the division is made accordingly”, says Pankajeswar Goswami. Albeit it is one of the most sought after sites in Guwahati with a golden past, the sad part is there has been a decline in the number of stu-dents visiting the place on a regular basis.

The infrastructure has been im-proved and the availability of com-puters has made work swifter and helped in the storage of information. The computerised search for books has made the weary task of looking for a particular book hopelessly seem effortless, although the system is non-functional for the time being due to some problem. In this age of tech-nological progress, it is important to meet the challenges posed by the elec-

tronic media. The library is wide and spacious. It has a separate seating area for reading newspapers. There is not much rush at this time because of the post-exam vacations, and it enjoys a tranquil state providing the ambience for readers to concentrate.

The importance of the district li-brary has decreased because in this age of information and technology having access to a book has become handy. On the click of the mouse, one can either download free PDF or go online to buy a book. The internet has made it possible to access any book in any nook and corner of the world pop open in front of one’s eyes. However, the presence of such a library is nec-essary because, not everyone has ac-cess to computers or the internet. The older generation is not that equipped with using the internet or handling the computer. Moreover, there are students who belong to poor families and do not have access to such mod-ern concepts of downloading from the internet or purchasing a book online although much has been done to pro-vide the means of education to such students. The library therefore, has not lost its worth. No matter how easy it has become to have access to books, a library can never lose its importance because a library does not mean mak-ing books accessible but it also pro-vides a proper ambience to read.

The Guwahatians cultivated their reading culture a long ago and this habit was cheered on

even more by the bookstalls in Pan Bazaar. Yes, Pan Bazaar, the readers’ delight, was and is the first and fore-most choice of the citizens when it is a matter of books.

Pan Bazaar is one place that is known for books, be it Assamese, English or Hindi. The stores out here stock all sorts of books, ranging from comics to textbooks to novels. Some of the stores are more than 50 years old like The Lawyers Bookstall (1942), Prakahika (1946), Modern Book de-pot, Western Book depot and a few more. On speaking to some of them, it can be assumed that Guwahati’s read-ing culture has changed over the years. A few though feel that it has remained the same while others have observed a decline.

Mr. Jiten Ch. Das, the manager of The Lawyers’ Book Depot, mentioned that the only consistent customers are the lawyers and the people in the age group of 40 and above these days. He added that comparatively, there has been a general decline in the read-ing habits of the people, especially the upcoming generation and most importantly, the interest in Assamese books has gone down tremendously. Though the name suggests that they stock books specifically for lawyers, this bookstall has a wide range of other English and Assamese textbooks and novels.

People from the Western Book De-pot say, “No doubt the sales have been decreasing in the past one and a half year but we are seeing the return of the old trend of people coming in and also bringing in their school-going kids. Thankfully they’ve realised that they should develop the habit of reading, which is something positive.”

Student Kaveri Bhuyan’s feels that nobody has stopped reading. “It’s just that i the means have changed and people still visit Pan Bazaar and look

for books. But yes, generally speaking, even I feel that the figure has lowered.”

There is often a comparison being made between Assamese and English books and that the former are not much preferred by the younger gener-ation. While speaking to Manash Dev Choudhury from Prakahika, another very old and well-known bookstall dealing mostly in Assamese books, it was found that the sale of Assamese

books has increased. There has been a major improvement in the last 5 years. The book fair was also quite good. Al-most all age-groups are coming in and he added that the internet is a threat but not a major one.

Some blame the internet as a cause for the declining interest in reading while some have also charged the guardians for failing to develop the reading habit. Mr. Dasgupta said, “Nowadays, due to the ongoing com-petition among the students as to

who’ll come first, parents pay little or no attention to their children’s read-ing ability. Parents themselves lack the skill and culture of reading and some do not even read to their kids.”

The Bibliophilia Café in Pan Ba-zaar is a campus bookstore, lending library and also an e-content service provider. It deals in textbooks, refer-ence books and guides, besides other fiction and non-fiction books. This three-year-old café has a huge collec-tion of classical art, books on films and

novels. On speaking to one of its part-ners, we found out that people in the age-group of 20-70 years come in to this very place but readership, again, has lessened. It has become hard to ex-tract even a 10-20 % of readers, even when the book lending and second-hand book selling services are being provided.

Honestly, the people are of the view that there has been a general de-cline in quality readership. Internet, as always, is a threat. People do not like

to come in and look for books here when they have the internet. It has made us lazy. We’ve become so lazy that we’ve confined ourselves to this web, overlooking what goes on in real-ity, in the world outside the web.

After all these views and opin-ions, it can be said that since its incep-tion, Pan Bazaar has seen a wave of varying trends. In the good old days, books were the only source of knowl-edge and the affair between people and books was strong enough for the bookstalls to attract more and more buyers. People liked reading more and more. While now, (as we all know the uses of internet), people prefer get-ting the books from an online store getting everything delivered at your doorstep. This is definitely the main reason behind all that have been dis-cussed above.

The reading culture of Guwahati has changed. People read, but less. Some order books and read online while some, like the school kids and middle-age and elderly, prefer getting it from the store. The whole idea be-hind this is reading. It is an essential tool for lifelong learning. It is impor-tant to develop the seeds of reading. It adds quality to life. Reading has its own pleasure. There is nothing to lose. The more we read, the more we learn.

The Assam assembly in July passed a legislation prohibiting manufacture, advertisement,

trade, storage, distribution, sale and consumption of zarda, gutkha and pan-masala containing tobacco in the state.

However, it has been almost five months now and the bill is yet to be-come a law. The Legislative depart-ment has stated that the bill prohib-iting manufacture, advertisement, trade, storage, distribution, sale and consumption of zarda, gutkha and panmasala containing tobacco will re-quire presidential assent while health department has argued as tobacco is a state subject and it does not require a President’s assent.

State health minister Himanta Biswa Sarma, who had introduced the Assam Health (Prohibition of manu-facturing, advertisement, trade, stor-age, distribution, sale and consump-tion of zarda, gutkha, panmasala etc containing tobacco and/or nicotine) Bill, 2013 in July last says he is sur-prised at the legislation department referring the Bill to the President of India for his assent.

Congress legislators, Jayanta Malla Baruah, during the ongoing budget session of state assembly asked govern-ment as to why the proposed piece of legislation has not been implemented.

The minister dashed a letter to the legislative department on December 17 where he has stated, “I have exam-ined the prohibition of advertisement and regulation on trade and com-merce, production, supply and distri-

bution act 2003 enacted by the parlia-ment of India and I have found that it does not conflict with state act. In fact our law is not at all in conflict with the central law rather it is supplanting the central law.”

The legislative department thinks otherwise and is of the view that there are “certain repugnant provisions of the central Act” and hence requires the President’s approval.

The minister added, “The Bill was sent to the governor for his approval and he had some queries, which have been submitted but later I was in-formed that the legislative department wants it referred to the President. When the cabinet approved the Bill

before we brought in the house, there was no mention about presidential assent since health is a state subject. I do not know why the legislative de-partment has taken this decision now.” Law minister, Tankha Bhadur Rai said Governor J. B Patnaik has sought clari-fication on four occasions on the bill.

Questions are being asked from several quarters regarding undue delay in making the law. The state govern-ment in March this year invoked the Food Safety and Standards (Prohibi-tion and Restriction on sales) Regula-tion, 2011 to ban sale, transportation, manufacture, storage and display or distribution of gutkha and pan masala containing nicotine and tobacco in the

in the house in the month of July this year and has reasoned that the prime aim of the proposed legislation is im-proved public health and prevent inci-dence of cancer and other health haz-ards and addiction among the people of the state.

The bill empowers police officers not be-low the rank of Sub inspector to enter, search, seize of the entire quantity of tobacco that may be stored for manu-facture, trade, distribution, sale and consumption.

The role of diet is crucial in the prevention of cardiovascular disease. Diet is one of the key

things, which impact all other car-diovascular risk factors. But, chang-ing eating habits can be tough. By fine-tuning our diet and obeying a few heart-healthy diet tips we can be on our way toward a heart-healthy diet.

Size does matterHow much one eats is just as im-

portant as what one eats. Overloading our plates, taking second helpings and eating until one feel stuffed can lead to eating more calories, fat and choles-terol than required. Portions served in restaurants are often more than anyone needs. We have to keep track of the number of servings we eat — and use proper serving sizes — to help control our portions. Eating more of low-calorie, nutrient-rich foods, such as fruits and vegetables, and less of high-calorie, high-sodium foods, such as refined, processed or fast foods, can shape up our diet as well as our heart and waistline.

Take more of vegetables and fruits

Vegetables and fruits are good sources of vitamins and minerals. Vegetables and fruits are also low in calories and rich in dietary fiber. Veg-etables and fruits contain substances found in plants that may help prevent cardiovascular disease. Eating more fruits and vegetables may help one eat less high-fat foods, such as meat, cheese and snack foods. So, we should feature vegetables and fruits more in our diet and which can be done by simply keeping vegetables washed and cut in the refrigerator for quick snacks. We can also keep fruit in a bowl on-ourdining table so that we remember to eat it.

can lead to a buildup of plaques in our arteries, called atherosclerosis, which can increase our risk of heart attack and stroke. The best way to reduce saturated and trans fats in our diet are to limit the amount of solid fats — butter, margarine etc. when cooking and serving. We can also reduce the amount of saturated fat in our diet by trimming fat off our meat or choos-ing lean meats. We can also use low-fat substitutions when possible for a heart-healthy diet. We should also check the food labels of some cook-ies, crackers and chips. Many of these snacks — even those labeled “reduced fat” — may be made with oils contain-ing trans fats. One clue that a food has some trans fat in it is the phrase “partially hydrogenated” in the ingre-dient list. When we have to use fats, we should choose monounsaturated fats, such as olive oil. Polyunsaturated fats, found in nuts and seeds, also are good choices for a heart-healthy diet.

Low-fat protein sources are to be taken

Lean meat, poultry and fish, low-fat dairy products, and egg whites or egg substitutes are some of our best sources of protein. We should also choose lower fat options, such as skimmed milk rather than whole milk and skinless chicken rather than fried chicken. Fish is another good al-

ternative to high-fat meats. And cer-tain types of fish are rich in omega-3 fatty acids, which can lower blood fats called triglycerides. The high-est amounts of omega-3 fatty acids are found in cold-water fish, such as salmon. Other sources are flaxseed, walnuts, soybeans and canola oil. Leg-umes — beans, peas and lentils — also are good sources of protein and con-tain less fat and no cholesterol, mak-ing them good substitutes for meat.

Less the salt, better it is

Eating a lot of sodium can con-tribute to high blood pressure, a risk factor for cardiovascular disease. Reducing sodium is an important part of a heart-healthy diet. Adults should have no more than 2,300 mil-ligrams (mg) of sodium a day (about a teaspoon). People aged 50 or older and people who have been diagnosed with high blood pressure, diabetes or chronic kidney disease should have no more than 1,500 mg of sodium a day. Although reducing the amount of salt while cooking is a good first step, much of the salt we eat comes from canned or processed foods, such as soups and frozen dinners. Eating fresh foods and making our own soups and stews can reduce the amount of salt we eat. If one likes the convenience of canned soups and prepared meals, look for ones with reduced sodium. Be

wary of foods that claim to be lower in sodium because they are seasoned with sea salt instead of regular table salt — sea salt has the same nutritional value as regular salt.

Planning the Diet: Creating daily menus

Now, since we have known what foods to feature in our heart-healthy diet and which ones to limit, its time to put our plans into action. We should create daily menus selecting foods for each meal and snack, emphasising vegetables, fruits and whole grains. We should choose lean protein sourc-es and limit high-fat and salty foods. We should watch our portion sizes and add variety to our menu choices. This helps ensure that we’ll get all of

the nutrients our body needs. Variety also makes our meals and snacks more interesting.

An occasional treat won’t kill you

We can allow ourselves an indul-gence every now and then. A candy bar or handful of potato chips won’t derail our heart-healthy diet. What’s important is that we should eat healthy foods most of the time.

By incorporate these small tips into our diet it can be shown that heart-healthy eating is both doable and enjoyable. With a little planning and a few simple substitutions, we can eat with our heart’s content but with our heart in mind.

Iron Man Factory is looking to crowdfund its way into full production of unofficial Iron Man armor suits.

Behold the ultimate Iron Man collectible, a wearable full-body armor suit complete with

glowing lights in all the right places. Iron Man Factory, based out of a Beijing design workshop, is hoping at least 5,000 people will plunk down $2,000 each for a Mark III suit of their very own.

The suits will be crafted from injection-molded pieces made with reinforced polymer. A sensor on the side of the helmet will open and close the face mask. Battery-powered LED lights provide the glow. Unfortunate-ly, there are some size restrictions. It will only fit people between 5 feet 6 inches and 6 feet 1 inch tall. If you do

decide to preorder, you will have a bit of a wait in front of you. First, Iron Man Factory says it needs all those preorders before going into produc-tion. Once that’s achieved, it will take up to eight months to make the suits

and get them shipped.If that’s too long to wait, you can

speed things up by ordering a 3D-printed version for a whole lot more money ($35,000) that will take about four months to get to you.

Google has introduced a new feature to its Google Glass, which allows users to take a

photo with a “wink of the eye”. Goog-le said the feature was faster than the camera button or the voice action and works even when the display is off. The update to Google Glass, dubbed version XE12, also adds a screen lock feature and the ability to upload and share videos on YouTube.

Technology firms have been keen to capture the wearable gadgets mar-

ket, seen by many as a key growth area. Google said the wink feature in its Glass could have various other uses in the future. “Imagine a day where you’re riding in the back of a cab and you just wink at the meter to pay,” the firm said in a blogpost.

“You wink at a pair of shoes in a shop window and your size is shipped to your door. You wink at a cookbook recipe and the instructions appear right in front of you - hands-free, no mess, no fuss,” it added.

Social-network giant Facebook has acquired social startup SportStream in a bid to com-

pete with Twitter as a source of real-time information and conversation around major events.

The third instalment of the franchise has just got better in terms of action and stunts

with itshi-octane thrill, stunts and pace — vital for any thriller to strike a chord.

The story starts from December 1990. Great Indian Circus in Chica-go is mortgaged at the Western Chi-cago Bank. Its owner Iqbal (Jackie Shroff) has found the magic trick of wooing the bankers but loses the bait unfortunately after which Iqbal kills himself. Reason? His inability to save his circus. Years later, Iqbal’s son – Sahir (Aamir Khan) plans to take the revenge from the Western Chicago Bank and robs it relent-lessly. Now, as we know, thieves in the Dhoom franchise always have this unique style of robbing. While Hrithik Roshan used to leave a ‘A’ mark after the robbery, Aamir leaves a joker mask and writes ‘Bank waalon, tumhaari aisi ki taisi‘ on their walls.

With the robbed money, Sahir manages to start up their circus again. Since the thief is an Indian, the Mumbai police is summoned and links are found between Iqbal’s son Sahir’s involvement in the rob-

bery. Will Jai (Abhishek Bachchan) and Ali (Uday Chopra) stop Sahir who is determined to seek revenge and destroy the bank for life is the story of Dhoom:3.

It takes a while for the film’s plot to reveal completely. Luckily Vijay Krishna Acharya who is the writer and director of the film has packed in ample suspense oops..big suspense to keep your interest latched to the film from the very beginning.

Coming to the performances, there is no doubt that Aamir Khan plays a very convincing baddie, but there is a big secret to his charac-ter which won’t be fun to reveal. Katrina Kaif, sadly doesn’t have a strong role like Aishwarya Rai Bachchan had in Dhoom:2. Kat is in the film just to add some glam-our quotient and nothing else. Ab-hishek Bachchan and his leather jacket continue to share the same number of expressions they did nine years ago, when the Dhoom franchise was launched. Uday Cho-pra hasn’t possibly watched any of his own films still so is yet to retire.

Pritam could have done a bet-ter job with the music of the film.

Will the Lokpal Bill be effective against corruption?

Finally the wait is over. Or shall we say, the wait seems to be over. The wait to end corruption, bribery and dishonesty

from this great country called India, seems over with the historic Lokpal and Loka-yukta Bills getting cleared by the Loksabha last Wednesday. As the Bill paves the way for fighting corruption in public offices and among public servants, the junta feels elated

and super hopeful. But is it possible to uproot the deep rooted corrupt practices which have been prevalent since years? I think “No”.

Corruption won’t vanish like the rab-bit from a magician’s hat, with the passing of a bill. Of course, corruption could be re-stricted to some extent, as people fear the consequences of law but the corrupt minds will definitely make a break of that too. We have been seeing this in abundance in today’s time. Ordinary men apart, even law-makers are breaking laws every day. A bill which took 42 long years to get cleared, will take as many years to get a grip on this country, crowded with maladministration. I know I am sound-ing a bit too negative, but I am considering the practical side or rather the prevalent side of the Indian sociopolitical setup. I believe, corruption lies in the psyche of a person. If we want a corruption free country, we need to create corruption free minds first. But it isn’t that easy. We are already in a vicious cy-cle. Is the economic constraint of the Indian middle class to be blamed for this? Definitely not, as corruption is prevalent in the upper strata of the society too. I believe that the In-dian society has to be put on a restart mode. For that, no doubt, we need the help of law and legislature, but above all the willingness of the people to refuse dishonesty both ac-tively as well as passively, is the need of the hour. Let’s hope that the Lokpal Bill help in building an honest and transparent India.

I believe that the Lokpal bill will some-what reduce corruption, which has already spread its devious claws at all

levels of the government as well as society. With the existence of a bill, which would patronise strong action against corruption, the people will think twice before involving in corruption.

The movement for Lokpal bill has proved that when people are coming to-gether, they can change everything. We are now at the turning point of a new freedom movement of corruption.

So far, we have seen that even if some-times, politicians or senior officers go to jail, they have always managed to come out of prison taking the advantages of the loop-holes in the law. But the Lokpal has men-tioned that any person making a false com-plaint can be jailed for up to 5 years.

Under the present anti-corruption sys-tems in our country, there is not a single an-ti-corruption agency, which is independent of the government control and, therefore, has no powers to independently investigate and prosecute the guilty.

Now, after passing the bill, an institu-tion called Lokpal at centre and Lokayukta at state level will be formed to control cor-ruption at the administrative level.

Another good feature of the bill is that it will consist of a chairperson and a maxi-mum of eight members, of which 50% will

be judicial members. Fifty percent mem-bers of Lokpal shall be from SC/ST/OBCs, minorities, which will give a chance to the women and minorities of the country to serve.

Moreover, Lokpal’s jurisdiction will cover all categories of public servants. All entities (NGOs) receiving donations from foreign source in the context of the Foreign Contribution Regulation Act (FCRA) in ex-cess of Rs 10 lakh per year leaving no scope for corruption for the civil society.

Directorate of prosecution will be un-der overall control of the CBI director. At present, it comes under the law ministry. The director of prosecution will also have a fixed tenure of two years like the CBI chief, because of which the Directorate of pros-ecution will be expected to get time to pros-ecute the guilty within a short time.

Some other good things that the lokpal bill includes are that the bill also incorpo-rates provisions for attachment and con-fiscation of property acquired by corrupt means, even while prosecution is pending. It also lays down clear timelines for prelimi-nary enquiry and investigation and trial. Bill grants powers to Lokpal to sanction prosecution against public servants.

It is definitely a good move to pass the Lokpal bill as it will surely put a check on corruption and make people think twice be-fore they indulge in it.

The Indian Air Force (IAF) will induct six squadrons of the indigenous Light Combat Aircraft (LCA) Tejas after the multirole supersonic fighter gets the final operational clearance (FOC) by
